This article examines the soundscape, both commemorative and disruptive, experienced in the city of Lima during the War of Independence, focusing on the sounds produced by church bells and cannons. Even though, in Lima, patriots and royalists never fought a pitched battle, the war resoundingly marked the city’s aural environment. Disruptive noise emitted by church bells and cannons  during the war greatly exceeded in intensity and duration the commemorative sounds sponsored by the independent government, and even had the power to change it dramatically. / Este artículo presenta la sonoridad conmemorativa y disruptiva experimentada en la ciudad de Lima durante la guerra de la independencia, haciendo énfasis en los sonidos desplegados por campanas y cañones. A pesar de que, en Lima, ni patriotas ni realistas se llegaron a enfrentar en una batalla a campo abierto, laguerra marcó de modo contundente el ambiente sonoro en la ciudad. La sonoridaddisruptiva emitida por campanas y cañones en el transcurso de la guerra superó ampliamente en intensidad y duración a la sonoridad conmemorativa auspiciada por el gobierno independiente, e incluso tuvo el poder de modificarla dramáticamente.

El Plan Estratégico para el departamento de Bolívar busca implementar estrategias que permitan alcanzar a largo plazo el desarrollo económico sostenible del departamento. Realizar un análisis detallado que toma en cuenta la situación actual de este, dentro del análisis interno y externo que propuso D’Alessio (2015) a partir del cual se logra determinar las fortalezas y debilidades, como las oportunidades y amenazas con las que cuenta. Bolívar disfruta de una gran riqueza de recursos agropecuarios e hídricos gracias a su ubicación geográfica; también tiene una de las infraestructuras portuarias más eficientes, seguras y modernas de Colombia y es la cuarta más importante de Latinoamérica.; es también una región llena de sitios históricos y patrimoniales que promueven la cultura y el turismo internacional, principalmente en Cartagena. A pesar de esto, sus debilidades tienen que ver con la falta de conectividad administrativa, la corrupción del Estado y la deserción escolar. El Plan Estratégico para el departamento de Bolívar propone una visión y misión clara para el año 2028. Posicionar a Bolívar dentro de los cuatro departamentos con mayor aporte al PIB nacional apalancándose en sus tres pilares económicos: el turismo, la agricultura y la manufactura (refinación de petróleo), lo cual generará mayor cantidad de empleos. Los objetivos de largo plazo y las estrategias propuestas para llevarlos a cabo buscan llevar al departamento a una transformación que no solo lo beneficie económicamente, sino que mejore la calidad de vida de sus habitantes. / The main objective of the Strategic Plan for the Bolivar department is to establish the strategies that will help achieve the sustainable economic development of the department in the long term. It performs a detailed analysis that takes into account the current situation of this within the internal and external analysis proposed by D'Alessio (2015) from which it is possible to determine both, the strengths and weaknesses, as well as the opportunities and threats that it has. Bolívar has a great wealth of agricultural and water resources thanks to its geographical location that it has; It also has one of the most efficient, safest and most modern port infrastructures in Colombia and is the fourth most important in Latin America. It is also a region full of historical and heritage sites that promote international culture and tourism, mainly in Cartagena. Despite this, its weaknesses have to do with the lack of administrative connectivity, corruption; school dropout. The Strategic Plan for the Bolivar department proposes a clear vision and mission for the year 2028. Positioning Bolívar within the six departments with the greatest contribution to national PIB, leveraging its three economic pillars: tourism, agriculture and manufacturing (oil refining) that will generate more employment. The long-term objectives and the proposed strategies seek to bring the department to a transformation that not only benefits it economically but also improves the quality of life of its inhabitants.

En el presente documento se estructura el planeamiento estratégico del departamento de Bolívar a partir de un análisis detallado de los factores que impactan directamente en la dinámica social, económica y política de esta región logrando identificar así las fortalezas, debilidades, oportunidades y amenazas existentes. Basados en el modelo teórico propuesto por D´Alessio (2012) se construyeron las diferentes matrices cuyo resultado derivó en las principales estrategias a implementar para cumplir con los objetivos de largo plazo, sus respectivos objetivos de corto plazo y por ende en el logro de la visión planteada para el departamento en el año 2030. Bolívar es una región importante dentro del contexto económico colombiano que ha venido creciendo de manera sostenida (al igual que el país) en los últimos diez años, sin embargo este crecimiento ha estado tradicionalmente concentrado en la ciudad de Cartagena como polo de atracción de inversión turística e industrial. Lo anterior ha generado una brecha con el resto del departamento que se refleja en los indicadores de bienestar social como educación, salud, saneamiento básico y pobreza. Las estrategias propuestas en el presente plan se centran en atender las necesidades primarias de la población del departamento como pilar fundamental para el desarrollo de mayor competitividad. / This document is the strategic planning of Bolivar, structured from a detailed analysis of the factors that directly impact the social, economic and political dynamic of the region, facilitating the identification of its strengths, weaknesses, opportunities and threats. Based on the theoric model proposed by D'Alessio (2012), the different matrixes were built to obtain the main strategies needed to achieve the long-term objectives, their correspondent short term objectives and therefore the final vision outlined for the region in 2030. Bolivar is an important region in the Colombian economic context that has been growing steadily (just like the entire country) during the last ten years, but this growth has traditionally been concentrated in the city of Cartagena that attracts tourism and industrial investment. This situation has created an economic gap with the rest of the region that is reflected in the different welfare indicators such as education, health, sanitation and poverty. The strategies proposed in this plan are focused on meeting the basic needs of the population of the region as a fundamental pillar for the development of greater competitiveness.

His first speeches highlighted the need to refound the nation, under new parameters, created from his interpretation of the acts of Bolívar, therefore, his main proposal would be the creation of the República Bolivariana de Venezuela, which, distinctly from the previous ones, should symbolize the union of the nation with the ideas of its beloved son: Simón Bolívar. In order that operation could reach the intended success, it was necessary modify its sustenance pillars. These alterations were accomplished through the redaction of a new constitution, by the redistribution of the powers and also via the historic narrative, which instead of support itself in the historiography, was proclaimed bolivariana. Thus, the V República, that emerges was displayed as the unrolling of the independence war period in the XIX century. The association between the new Republic and the most glorious moment of the country s history, not only legitimated, but is also equivalent to the projection of the values and the brilliancy of formerly. Accordingly, sought to comprehend this phenomenon under one synchronic view, in other words, examining his specificities in order to identify possible points of changes and permanency, because, concomitantly, observing his diachronic, that is, the way how this strategy evolved over the time, in view of the fact that the president s of Venezuela repeatedly asseverate to act over the principals of the bolivarian philosophy. From then on, was reflected about the national paradox, in which the orientation in present seen as meaningless motivated the constant return to the past nineteenth century, since there would be a source of solutions for any kind of demand. The República Bolivariana de Venezuela is, in this sense, the radicalization of this aporia as well as the cult of Bolívar in the attempt to orient the nation and society on a premise which mobilize them in the direction of one bolivarian future and, which below the auspicious of the present, would complement one circle of the conflicts eradication. / O objetivo desta dissertação é examinar a ascensão de Hugo Chávez Frías à presidência da República da Venezuela no ano de 1999. Seus primeiros discursos ressaltavam a necessidade de refundar a pátria sob novos parâmetros, criados a partir da interpretação do mandatário sobre os feitos de Bolívar; assim, sua proposta fundamental seria a criação da República Bolivariana da Venezuela, que, distinta das anteriores, simbolizaria a união da nação com as ideias de seu filho dileto: Simón Bolívar. Para que essa operação alcançasse sucesso foi necessário modificar seus pilares de sustentação. Essas alterações foram efetivadas por meio da redação da nova constituição nacional, pela redistribuição dos poderes e também pela narrativa histórica que ao invés de amparar-se na historiografia, foi proclamada bolivariana. Desse modo, a V República que emergia foi apresentada como desdobramento direto da gesta da independência do século XIX. A associação entre a nova República e o momento mais glorioso da história do país não só a legitimaria como equivaleria à projeção dos valores e brilhos de outrora. Nesse sentido, procurou-se compreender esse fenômeno por meio de um olhar sincrônico, ou seja, perscrutando suas especificidades a fim de identificar possíveis pontos de mudança e permanência. Isso porque, paralelamente, observava-se sua diacronia, isto é, o modo como essa estratégia política evoluía ao longo do tempo, uma vez que os mandatários venezuelanos repetidamente afirmavam agir sob os princípios da filosofia bolivariana. A partir daí, refletiu-se acerca desse paradoxo venezuelano, no qual a orientação em um presente visto como carente de sentido motivava o constante retorno a um pretérito oitocentista, pois ali haveria uma fonte de soluções para quaisquer demandas. A República Bolivariana da Venezuela é, nesse sentido, a radicalização dessa aporia e do culto a Bolívar, na tentativa de orientar a pátria e a sociedade numa premissa que as mobilize em direção a um futuro bolivariano e que, sob os auspícios do presente, completaria um ciclo no qual se extirpariam os conflitos.

Este estudo propõe a análise das obras Ariel e Cérebro e Coração de Bolívar, dos escritores José Enrique Rodó, uruguaio, e Sílvio Júlio de Albuquerque Lima, brasileiro, respectivamente, sob os olhos da Teoria Literária e da Literatura Comparada. Em Ariel (1900), obra dedicada especialmente para os jovens estudantes e que teve papel preponderante na formação da nova intelectualidade latino-americana, em especial aquela de raiz hispânica, encontraremos as razões que levaram Rodó a preferir as contribuições européias àquelas proporcionadas pelo utilitarismo norte-americano; Em Cérebro e Coração de Bolívar (1931), encontraremos a história e a figura de Bolívar na busca de uma América coesa, fortalecida pela identidade de princípios e objetivos comuns. / This study has the propose to analyze the works Ariel and Cérebro e Coração de Bolívar, from the writers Jose Enrique Rodó, Uruguayan, and Sílvio Júlio de Albuquerque Lima, Brazil, respectively, under the eyes of Literary Theory and Comparative Literature. In Ariel (1900), a work dedicated especially for young students with a very important role in the formation of the new Latin American intellectuals, especially that of Hispanic roots, we will find the reasons that guided Rodó to prefer the European contributions to those provided by utilitarianism north American; in Cerebro e Coração de Bolivar (1931), we will find the story and the figure of Bolívar in the pursuit of an America united, strengthened by our common principles and common goals.

This research analyzes the Bolivarian historical ideology since the Simon Bolívar death in 1830 until the end of the 20th Century, focusing on the development of what we shall call social consciousness practices in an experience of popular armed confrontation: The Venezuela’s Federal War of 1858-1863. Our aim was to understand and evaluate the potentialities of the historical memory as a social and emancipatory mobilization practice. In order to conduct the research and guided by the available documents and other historical sources, we did characterized "bolivarianism" as a revolutionary-romantic ideology, with a special and contradictory unity between revolution and conciliation. The research has revealed that Bolivar’s project of creating Gran Colombia was a relevant part of the Federal War political proposal. Bolivarianism was also a general ideological reference to important individuals during the Federal War. Finally, the study brought new evidence and insight regarding the nexus between historical memory and ideology as an activity of remembrance in an operative present, which helps to explain how the past is selected through conflicting projects of future.

O presente estudo apresenta como temática a necessidade de entender a relevância da política de integração entre Brasil e Venezuela como países membros do MERCOSUL, trazendo para ambos desenvolvimento social, político, econômico e cultural. Esta relação de relevância político-econômica é melhor observada a partir de uma realidade de fronteira, como acontece entre dois Estados fronteiriços da região Norte: Roraima-Brasil e Bolívar-Venezuela. A partir desta relação, surgem resultados positivos e negativos de uma política genuinamente integracionista, os quais são analisados neste trabalho. / This study has as theme the need to understand the relevance of the policy of integration between Brazil and Venezuela as countries members of MERCOSUL, bringing to both social, political, economic and cultural development. The relationship of political and economic relevance is best seen from a reality of frontier, such as between two borderland states of the northern region: Roraima, in Brazil, and Bolivar, in Venezuela. From this relationship, there are positive and negative points of a genuine integration, which are analyzed in this work.

The hero and the image of nationalism in Colombia, The sculptures at "Parque del Centenario" (1883-1958). The main objective of this master thesis is to analyze and determine the relationship between the construction of the pantheon of heroes1 in Colombia and the attempt to consolidate a national identity in the late nineteenth century and early twentieth century. This problem is analyzed through a case study that focuses on a specific public space in Bogotá: "El Parque del Centenario". This space was built in 1883 for commemoration of the 100th anniversary of Simon Bolivar's birthdate. The research was conducted as an analysis that puts on dialogue different kinds of historical sources. Therefore, the use of images representing the monuments; maps and plans of the park and the city were; but above all, the main sources of analysis are newspapers and magazines which circulated between 1880 and 1958. The analysis of this case study is presented as a historical narrative that aims to provide relevant information about the construction and development of this public space. This text is divided into three chapters that chronologically follow the progress of the park. The first chapter covers the period between 1883 and 1910.
