the relationship between deficit public, the growth of the public debt, and its
implications of the economic activity. The stabilization of the Brazilian economy was
followed by deterioration of public finance which the outcome was a severe fiscal
disequilibrium and a rise of tax that is not compatible with sustainable economic
growth. During the analyzed period, the government through central bank raised
interest rate in order to avoid speculation attack against real, in order to limit the
devaluation of real, avoiding the so called cost inflation, in order to attract capital
inflows to finance the balance of payment, in order to control inflation by reducing
consumer expenditure, and the investment expenditure as a result decreasing
aggregate demand. The interest rate determined by central bank s reaction raising
the finance cost to the government who is the big debtor. This economic policy of
high interest rate does not estipulate the economic growth. Besides the maintenance
of high interest rate generates volatilities on fiscal budget weakening the government
policies against crisis. As government faces difficult time that obligates to raise
interest rate the impact on public account is immediately validating the expectation of
higher debt since important size of debt relies on the interest rate (Selic), due to
maturity shortens and concentration of debt payments. Therefore, the higher the cost
of debt on public deficit leads to a smaller impact on aggregate demand and
correspond to an increase in the ratio of public debt to gdp, since a good portion of
Brazil s debt is denominated in interest rate, representing a source of uncertainty to
the economic players which demand a higher risk premium to hold public bonds. In a
fiscal policy regime that keeps constant the level of the primary surplus, a financial
shock may put the debt ratio along an unstable path and the economy may fall in a
bad equilibrium which a negative impact on employment and economic activity / O objetivo deste trabalho é analisar, sob uma perspectiva keynesiana, a interrelação
entre o déficit público, o crescimento da dívida pública e seus reflexos na
atividade econômica. A estabilização da economia brasileira foi marcada por um
agravamento das finanças públicas cujas conseqüências foram um desequilíbrio
fiscal crônico e um aumento da carga tributária incompatível com o crescimento
sustentável. Ao longo do período analisado, o governo, via BACEN, elevou as taxas
de juros, ora para evitar o ataque especulativo contra o real, ora para limitar a
desvalorização do real, evitando a inflação de custo, ora para atrair capital externo
para financiar o saldo em conta corrente da balança de pagamento e ora para
combater a inflação, reduzindo o consumo e o investimento e, conseqüentemente, a
demanda agregada. A taxa de juros determinada pelo BACEN implica um custo
financeiro para o governo, que é o grande devedor. Esta política de juros altos não
incentiva o crescimento econômico e torna as contas públicas mais vulneráveis às
crises. Caso o governo venha a enfrentar uma dificuldade conjuntural que o obrigue
a elevar os juros, o impacto nas contas públicas é imediato, devido à indexação dos
títulos públicos à taxa de juros, ao encurtamento dos prazos da dívida e à
concentração de vencimentos em poucos dias. Nesse sentido, quanto maior a
composição financeira do déficit público, menor será o seu efeito na demanda
agregada e maior seu impacto na dívida pública interna, representando uma fonte de
incerteza para os agentes econômicos, que passam a demandar um prêmio de risco
maior para carregar os papéis do governo, com reflexo negativo para o emprego e
atividade econômica

Previous issue date: 2009-05-13 / The election of the major leader of the Brazilian Worker's Party, Luiz Inácio Lula da Silva, to be the president of Brazil in 2002 has sparked the debate over the paths the economic policies should take. Despite the history of this party, continuity was noteworthy. Such a fact has not cooled down the debate among Brazilian economists and this is the debate this work tries to show. The economic schools that take part in this dispute are classified in, essentially, the orthodox, the Keynesian, which is presented here with the Brazilian structuralism, and the socialist. As the object of study is set and seen through three distinct points of view, an assessment of the object and, at the same time, the status of the Brazilian political economy is achieved. Besides that, throughout the text the schools' theoretical foundations become explicit. The text tries not to reduce the debate to monetary, exchange rate and fiscal policies, as welfare, social assistance, institutions and regulatory agencies are also focused. Silva, para presidente do Brasil em 2002 avivou o debate sobre os rumos
que deveriam tomar as políticas econômicas do país. Não obstante a
história desse partido, a continuidade das políticas do governo anterior foi
marcante. Esse fato não inibiu o debate entre os economistas e é esse
debate que se busca aqui exibir. Essencialmente as linhas em disputa são
a ortodoxa, a keynesiana, que aqui é agrupada à escola
desenvolvimentista, e a socialista. Fixar um objeto de estudo, o primeiro
governo Lula, e olhá-lo sob três prismas distintos, permite avaliar o objeto
e, simultaneamente, o estágio do debate no espaço da economia política

Previous issue date: 2009-06-16 / This research has the objective to show the elements that constitute the Underdevelopment Theory of Celso Furtado, and also to indicate how it was revised after the debate realized with the Theory of Dependence and the political and economical facts of midlle 1960´s on. In order to achieve this objective, the research starts with the analysis of the first main writings of Celso Furtado, with the objective to highlight his structural evaluation on the Brazilian economy, the critics made to some authors of the economic theory when regarding the study of development. Besides that, the study indicates the main critics realized by the Theory of Dependece to Furtado. Among them, there are the sociological critic from Fernando Henrique Cardoso and Enzo Faletto; the idea from Ruy Mauro Marini, which indicates that the dependence must be studied on the context of international relations between economies and how the Latin American economies inserted themselves on this scenario after Industrial Revolution. And the contribution of Theotônio dos Santos, that differentiates dependence and underdevelopment, with the argument that the Theory of Dependence aims to comprehend the restrictions of a development based on the hegemony of the groups and imperialist forces. This research also indicates how Celso Furtado revised his Theory after the debate of the Theory of Dependence and according to the change of regime in the country and to the idea that industrialization was being conducted by a State that acted on a political regime always criticized by this author. Facts that have made Furtado revise his speech, and even identifying the development as a Myth / Esta pesquisa visa evidenciar os elementos constitutivos da Teoria do Subdesenvolvimento e mostrar como ela foi revista frente ao debate com a Teoria da Dependência e aos acontecimentos políticos e econômicos de meados de 1960 em diante. Para isso, parte-se da análise das primeiras obras de Celso Furtado com o intuito de ressaltar sua avaliação estrutural da economia brasileira e sua crítica à teoria econômica quanto ao estudo do desenvolvimento. Além disso, procura-se indicar as principais críticas da Teoria da Dependência contra Furtado, à luz dos acontecimentos ocorridos no período. Dentre elas, destacam-se a crítica sociológica de Fernando Henrique Cardoso e Enzo Faletto; a idéia de Ruy Mauro Marini de que a dependência deve ser estudada no âmbito das relações internacionais entre economias e a forma através da qual se inseriram as economias da América Latina no contexto Pós Revolução Industrial; e a contribuição de Theotônio Dos Santos, que diferencia dependência e subdesenvolvimento, alegando que a Teoria da Dependência busca compreender as restrições de um desenvolvimento baseado na hegemonia dos grupos e das forças imperialistas. Previous issue date: 2009-06-24 / This paper analyzed the main aspects of the inflation target as a monetary policy, in its general
aspects and in its Brazilian aspects, showing its results and main points of attention.
The analyze compared the inflation target and its coordination with the others economy policies
and the results in Brazil with the aspects and targets of the economy policies and the coordination
in the post-keynesian view, different from them of the inflation target. There were identified and
analyzed the results and advantages for the brazilian economy in terms of economy growth, to
identify the priorities and arguments. The main result of this comparation was the evidence found
in the execution of the monetary policy that the target should be obtained anyway despite of its
costs to the real economy and economy growth. As the post Keynesian got more attention and
more importance and prudence in the manipulation of the interest taxes and the inflation control,
to not harm the real economy with the employment, investment and production. It was believed
that the flexibility of the policy were more essential to its performance than the rigidity which the
inflationary target performed their policies, given the importance on being prepared to performed
according with the situation of the moment / O presente trabalho analisou as principais características do Regime de Metas de Inflação em
suas características gerais e no Brasil, abrangendo seus resultados e seus principais pontos de
atenção. A análise contemplou a comparação do Regime de Metas e sua coordenação com outras
políticas econômicas e seus resultados no Brasil com as premissas e objetivos das políticas
econômicas e coordenação na visão dos pós-keynesianos, contrários ao regime de metas. Foram
levantados e analisados os resultados e os benefícios para a economia brasileira em termos de
crescimento econômico, para identificar as respectivas prioridades e argumentos.O principal
resultado dessa comparação foi a evidência encontrada na execução do regime no Brasil de que a
meta de inflação deveria ser obtida a todo custo independentemente do impacto que poderia
resultar na economia real e no crescimento econômico. Enquanto que a visão pós-keynesiana
dedicava mais atenção e atribuía maior importância à cautela na manipulação da taxa de juros e
no controle da inflação, para não prejudicar a economia real, nas variáveis como a taxa de
emprego, investimento e produção. Acreditava-se que a flexibilidade da política era essencial
para seu desempenho, em vez da rigidez com a qual o regime de metas executava suas políticas,

possibilities to open markets. Once accomplished the liberation of

Neoliberal policies continued on the go, serving the aims of
fractions of class that control the great financial capital and so
ignoring the increase of social problems.
While examinating the new phase of neoliberalism, this research
attempts to grasp the new (or the old) elements responsible for
the configuration of the Brazilian reality emphasizing one of the
biggest accomplishments of neoliberal politics: the present crisis
(and related new businesses) at the field of electricity / Esta pesquisa parte de uma reflexão teórica sobre a política
implementada pelo Estado capitalista brasileiro, durante a década
de 1990, considerando que o projeto político-ideológico neoliberal

populismo-desenvolvimentista o Brasil no processo de rompimento com o Fundo
Monetário Internacional. As clássicas teses de perspectivas populistas demonstraram
insuficiências em seus alguns de seus apontamentos. Desta forma, conciliamos à leitura
populista as perspectivas desenvolvimentistas do período com o intuito de uma
abordagem mais contemplativa sobre o período.
Nesta tentativa, analisamos o processo de rompimento desta luz teórica, os

comprehension of the Brazilian historical formation. His vaste intellectual production
is characterized by a methodological eclecticism of strong Marxist emphasis, and it is
without a doubt, an important theoretical reference concerning the practical
orientation of political parties, public politics, theoretical analyses, among other
things.
This research aims to make a critical analysis of Francisco de Oliveira s
thought through the elucidation of his fact-doctrinaire, represented here by his
published books as well as by the articles written for the magazines Studies Cebrap
and New Studies Cebrap.
The work is divided into three chapters, besides the introduction and
conclusion. The Introduction seeks to expose preliminarily the theme, introduce the
goals and the justifications, as well as to accomplish a deeper discussion on the
analysis of the ideology defended by us.
In the first chapter, in conformity with our analytic proposition, the professional
and intellectual itinerary, the ideological influences, as well as the historical ground
in which Oliveira lived and interacted actively is traced. The second chapter intends
to examine Oliveira's Interpretation, regarding the form and the production and
reproduction action of the characteristic capital of the corresponding historical
moment to the Old Republic in Brazil (1889-1930). The posterior period, which goes
from 1930 to 1976, refers to the stage in which the industrialization became the
sector-key for the dynamics of the Brazilian capital, until the exhaustion of the
economic miracle in the period of the military dictatorship, and will be tackled in the
third chapter. Finally, we pass to the final considerations, when we intend to
summarize the main formulations of Oliveira s social or economic ideas trying to
enchain them so as to comprehend better the meaning of the Economic Formation
of Brazil in the author's thought / Como se sabe o sociólogo Francisco de Oliveira muito contribuiu para a
compreensão da formação histórica brasileira. Sua extensa produção intelectual,
caracterizada por um ecletismo metodológico de forte viés marxista, é, sem dúvida,
uma importante referência teórica no que tange à orientação prática de partidos
políticos, políticas públicas, análises teóricas, entre outras.
Esta pesquisa visa efetuar a análise crítica do pensamento deste estudioso,
mediante a elucidação de seu fato-doutrinário, representado aqui por seus livros
publicados, bem como pelos artigos escritos para as revistas Estudos Cebrap e
Novos Estudos Cebrap.
O trabalho divide-se em três capítulos, além da introdução e conclusão. Na

correspondente à República Velha no Brasil (1889-1930). O período posterior, que
se estende de 1930 a 1976, refere-se à etapa em que a industrialização passou a
ser o setor-chave para a dinâmica do capital brasileiro, até o esgotamento do
milagre econômico no período da ditadura militar, será abordado no terceiro
capítulo. Por fim, passamos às considerações finais, quando tencionamos resumir as
principais formulações constantes do ideário de Oliveira procurando encadeá-las de
modo a compreender melhor o sentido da Formação Econômica do Brasil no
pensamento do autor
