Inkluderande och exkluderande strategier och förhållningsätt mot Sverigedemokraterna i tre av riksdagens utskott

Many studies have focused on whether or not different kinds of strategies used towards radical right parties give them more or less electoral support and power. This study, however, sets out to center the MP’s subjective views on how the strategies and different approaches are being used and experienced in parliamentary committees in the Swedish Riksdag. The purpose of the study is to gain new and more detailed information of the motivations used for the strategies from the MPs subjective views of the Swedish Democrats (SD). The different types of strategies studied are excluding strategies such as ignore, cordon sanitaire, demonise and defuse. The including strategies which are examined are adapt and collaborate. Vote technical disidentification is a theoretical contribution to strategies being used from this study and shows how MPs blame other parties for voting more on SD than their own. Semi- structured interviews with MPs from five parties, including SD, in three different parliamentary committees with a total number of 15 participants, which are used as the material. The result of the study suggests that there are some differences in the approaches of the different MPs, and the difference lies mostly in between and within parties and not so much among the different committees. The MPs have some differences in their subjective conception of the SD where some have a tough approach against them while others have a softer understanding to them socially but none except for one MP want formal collaboration with them. In broad terms, the political right has some tendencies to use inclusion strategies and the political left uses the exclusion strategies more broadly and not the inclusion at all, according to the result. Informal approaches to take distance from SD, used more by the political left. The perception of the strategies and approaches being used differs a lot from between the MPs from SD and the rest of the MPs in the study. A more hard, unfair and undemocratic is the perceptions of the MPs from SD of the strategy and approaches while the others do not see them as commonly used.

New architecture for the UN human rights treaties monitoring mechanisms : merging and partitioning the committees

"In the past 40 years these various procedures and outputs of the United Nations Human Rights Treaty System (UNHRTS) have gradually become sophisticated, developed and strengthened. It has made contributions to the promotion and protection of human rights. Despite its achievements, however, it also faces serious challenges and weaknesses, which induces some insider commentators to evaluate it as 'a system in crisis' and to criticise the whole system as one that urgently needs 'a complete overhaul'. From time to time, several proposals were made to improve the situation. However, the underlying problems persisted. Thus further and radical calls for re-organisation of the monitoring mechanism of the UNHRTS into a Unified and Standing Treaty Monitoring Body (USTMB) was made very recently. A further call for consolidation was made more explicit subsequently. In March 2006 the UN High Commissioner for Human Rights (UNHCHR) has issued a Concept Paper proposing to consolidate the current treaty monitoring bodies (TMBs) into a USTMB in an attempt to address the persistent problems the UNHTRS monitoring mechanism has been facing. A proposal regarded as too radical by many insiders of the UNHRTS. In view of the serious weaknesses of the UNHRTS monitoring mechanism, the initiated reform is a positive step. However, in seeking to introduce reform, and particularly within the UNHRTS, great caution is important not to throw the baby with water in the reform process. There is real concern about squandering, in the name of reform, the progress achieved over the last decades. In order to introduce an effective reform, it is important to be aware of [what] has worked and what has not, and make strategic choices based on these insights. The contribution of social entrepreneurship in meeting the needs of orphans in the Mberengwa district, Zimbabwe

Since the turn of the millennium, Zimbabwe has witnessed a raft of socio-economic and political problems characterised by hyper-inflation; shortage of basic commodities; dwindling fiscal reserves; ballooning domestic and foreign debt; falling standard of living and high levels of migration. The devastating effects of the Aids pandemic have not helped the situation. With estimates indicating that there are more than million orphaned children, social security programmes have been overstretched resulting in the State failing to adequately provide for the needs of these orphans in the country. It is against this background that the study sought to explore the community level initiatives that communities are taking to meet the needs of orphans through community based programmes. The goal of the study was to explore the contribution of social entrepreneurship in meeting the needs of orphans in the Mberengwa district, Zimbabwe. The study was conducted using a qualitative research approach. The study was exploratory and the type of research was applied. The collective case study design was utilised. A total of twenty participants took part in the study; including six children who were benefiting from the income generating projects, four key informants who work closely with the projects as well as ten villagers who were involved in the day to day running of the projects. The participants were selected from two villages that have the projects benefiting orphans. The participants were selected through purposive sampling. Data was collected from the children and key informants by way of interviews and from the villagers through focus group discussions. The findings show that the government of Zimbabwe lacks capacity to meet the needs of orphans due to the socio-economic and political challenges and as a result, communities in Mberengwa district have taken the initiative to care for the orphans in their area through income generating projects. The income generating projects are social entrepreneurial ventures in that they aim at generating profits which are channelled towards meeting the needs of the orphans. Through the income generating projects, the orphans in Mberengwa district are able to access their needs which include food, education, clothing, shelter, birth registration and protection from abuse. Findings also indicated that in the Mberengwa district, orphan care is viewed as a community, rather than individual responsibility. Furthermore, the findings indicated that the communities in Mberengwa have inherent strengths which make it possible for them to work together in achieving common objectives. Consequently, their social ties and close social relations enable them to work together to deal with problems confronting them collectively. vi projects benefiting orphans. In order to respond to the gap created by the government’s lack of capacity to care for the orphans, social entrepreneurship through income generating projects can be utilised to achieve social protection and poverty alleviation goals more so in the country’s quest to meet the Millennium Development Goals. Recommendations include the need to review the legal and policy framework governing the care and protection of orphans in the country to include community-based programmes. Effectiveness of rural-based secondary School Governing Bodies in Limpopo Province of South Africa: Implication for rural development

PhDRDV / Institute for Rural Development / The need for sustaining the provision of high quality education in all countries cannot be overemphasised. Linked to this is the centrality of ensuring that effective governance prevails. In an effort to address the latter challenge in South Africa, School Governing Bodies (SGBs) were introduced through the South African Schools Act (SASA) 84 of 1996. A SGB is composed of democratically elected members, viz. Principal who serves in an ex officio capacity, teacher representatives, learner representatives in secondary schools, and parent representatives. The parent representatives are the majority in this body. The current case study was carried out to analyse the effectiveness of SGBs in rural secondary schools with respect to their designated roles and responsibilities. The mixed methods approach in two sequentially integrated phases was applied in the study undertaken in Vhembe District‟s Thulamela Municipality in Limpopo Province of South Africa. There were nine secondary schools located in rural areas from four circuits. In each circuit two schools were sampled, a performing and an underperforming. Principals, teacher governors and non-governors, learner governors and non-governors, teacher union representatives, a traditional leader, circuit managers, manager for governance, deputy managers for governance and parent governors participated in the study. Interviews were held with Principals, and the following governors; teachers, learners and parents, individually, and focus group interviews were held with the following non-governors: teachers and learners who were purposively sampled to take part in this study in Malamulele cluster of Vhembe Education District. A questionnaire was generated from the results of the qualitative data and completed by Principals, parent governors, teachers and learners. To analyse and organise qualitative data, Thematic Content Analysis was used and for quantitative data, the Statistical Package for Social Sciences (SPSS) version 22.0 was used. The results revealed that the governors related well with traditional leaders; parent governors‟ illiteracy impacted negatively on their performance; Principals and teachers were not supportive to parent governors; funding received from government was insufficient; and learner governors were passive during meetings with other governors. There were no statistically significant effects of schools and interest group or category of respondents on the views expressed. However, statistically significant effects (P < 0.05) were observed with regard to the following challenges: “some Principals are not conversant with Department of Basic Education (DBE) policies and may mislead SGBs in making informed decisions”; „„the writing of quarterly reports v by SGBs that would assess their progress in relation to their plans,‟‟ and “some teacher governors are bench warmers and are not interested in SGB activities”. It was recommend that Traditional leaders be represented in the SGB; parent governors be encouraged to further their studies to improve their literacy; training should address the needs of schools instead of using a one-size-fits-all type of training; and the funding model used by government be relooked into so that rural secondary schools and their communities could benefit more. The cordial relationship existing between traditional leaders and SGBs was crucial for improved disciplining of learners and nurturing strong bonds between schools and neighbouring communities. This work provides ingredients for formulating strategies for improving the performance of rural-based secondary SGBs and enhancing their contribution to local development.

Critical success factors for the community management of rural water supply in the Ohangwena Region: Namibia

This study aimed to investigate the critical success factors for the community management of rural water supplies in the Ohangwena Region, Namibia. Rural communities in Namibia receive water through the Community Based Management (CBM) strategy, which necessitates water governance decentralisation, thereby enabling local communities to participate fully in the management of their water resources. In pursuance of this policy and philosophy, a large number of water point committees have been created nationally to manage the water system in rural areas. However, it is reported that at least half of the existing water points in rural areas in Namibia are faulty and dysfunctional, and the majority of people are still struggling to access clean water. Rural communities in the Ohangwena region have over the years experienced water scarcity, compelling them to drink unsuitable and salty water for survival. The main objective of the study was to examine the critical success factors for the community management of rural water supplies in the Ohangwena Region of the country. More specifically, the study endeavoured to examine key considerations having a positive impact on the success of the management of the rural water supply in Namibia, using the Ohangwena Region as a local case study. Both qualitative and quantitative methods were used in the study. The research methods included a mini-survey, document analysis and interviews. Purposive sampling was used to select the participants. All these approaches were applied to investigate the critical success factors for the community management of rural water supply. The findings from the study affirmed that polycentric principles govern the provision of Namibian rural water supply. Governance issues, leadership attributes of the committee members, training and capacity building, level of community involvement, coordination and support were identified as critical success factors for effective management of rural water supplies. Among factors identified as hampering effective management of the rural water points were a lack of implementation of specific regulations and stipulations of the National Water Policy of 2008 and Water Resource Management Act 11 of 2013 (although the Act was formulated, it still remains to be implemented), lack of skills among the water point committees, lack of financial and human resources and a lack of an oversight role by the government. The study recommended the enforcement of water management policies, harmonisation of laws and regulations as well as the provision of economic incentives to the water committees to ensure sustainable and efficient supply of water to communities. Finally, a rural water management model was developed, which is anticipated to contribute towards improved management of rural water provision in the study area. / Public Administration and Management / D.P.A.

A Comparison of Major Factors that Affect Hospital Formulary Decision-Making by Three Groups of Prescribers

The exponential growth in medical pharmaceuticals and related clinical trials have created a need to better understand the decision-making factors in the processes for developing hospital medication formularies. The purpose of the study was to identify, rank, and compare major factors impacting hospital formulary decision-making among three prescriber groups serving on a hospital's pharmacy and therapeutics (P&T) committee. Prescribers were selected from the University of Texas, MD Anderson Cancer Center which is a large, multi-facility, academic oncology hospital. Specifically, the prescriber groups studied were comprised of physicians, midlevel providers, and pharmacists. A self-administered online survey was disseminated to participants. Seven major hospital formulary decision-making factors were identified in the scientific literature. Study participants were asked to respond to questions about each of the hospital formulary decision-making factors and to rank the various formulary decision-making factors from the factor deemed most important to the factor deemed least important. There are five major conclusions drawn from the study including three similarities and two significant differences among the prescriber groups and factors. Similarities include: (1) the factor "pharmacy staff's evaluation of medical evidence including formulary recommendations" was ranked highest for all three prescriber groups; (2) "evaluation of medications by expert physicians" was ranked second for physicians and midlevel providers while pharmacists ranked it third; and (3) the factor, "financial impact of the treatment to the patient" was fifth in terms of hospital formulary decision-making statement and ranking by all three prescriber groups. Two significant differences include: (1) for the hospital-formulary decision making statement, "I consider the number of patients affected by adding, removing, or modifying a drug on the formulary when making hospital medication formulary decisions," midlevel providers considered this factor of significantly greater importance than did physicians; and (2) for the ranked hospital formulary decision-making factor, "financial impact of treatment to the institution," pharmacists ranked this factor significantly higher than did physicians. This study contributes to a greater understanding of the three prescriber groups serving on a P&T committee. Also, the study contributes to the body of literature regarding decision-making processes in medicine and specifically factors impacting hospital formulary decision-making. Furthermore, this study has the potential to impact the operational guidelines for the P&T committee at the University of Texas, MD Anderson Cancer Center as well as other hospitals.

A historical investigation into school governing structures in Limpopo Province of South Africa

The school effectiveness, the school's ability to deliver (produce results), and the improvement of the matriculation (Grade 12) results in the Limpopo Province has been a priority ever since the new democratic government took over in 1994. The Limpopo Province has always scored lower than all the other nine provinces in the country in the matriculation (Grade 12) results. Among the reasons given as contributing to this state of affairs, was the ineffective way of governing and administering schools. This research investigated the development of the school governing structures in the Limpopo Province. The focus was mainly on revealing the nature of the school governing structures that existed in the province and how those governing structures influenced the overall performance of the schools. The researcher found that the most suitable school governing structures for the Limpopo Province schools are those that will provide parents with more meaningful participation in the education of their children and will inculcate democracy in the governance of schools. / Educational Studies / M.Ed. Investigating the participation of school management teams in managing the instructional programme : a case study

Public concern about the quality of teaching and learning is at an all time high in respect of certain schools in South Africa. This study focuses on the participation of the SMT members in managing the instructional programme with a view on improving the academic performance of learners. The lack of the involvement of all the members of the SMT thus prompted this investigation. Apart from the literature review, an empirical investigation, based on a qualitative paradigm involving interviews, was undertaken to collect data at selected primary schools in Circuit 1 in the Metropole North Education District of the Western Cape Education Department. Other methods used included observations as well as the analyses of documents relevant to the investigation. As a case study this research examined the involvement of all the members of the SMT by utilizing the principles of participative management. It is hoped that this study will contribute to the improvement of the academic performance of schools by virtue of what has been highlighted as a reason for the poor performance of schools namely the lack of involvement of all the members of the SMT in the management of the instructional programme. The literature findings revealed that School Management Teams (SMTs) have to be properly structured. The SMT should be involved in decision-making in matters that concern them. This, together with a more effective and efficiently managed instructional programme, should improve the academic performance of learners. Empirical findings indicated that the members of the SMT consider themselves professionally trained individuals with the expertise needed to deliver what is expected from them. The study further revealed that the success of a school depends on effective instruction as a result of the effective management and leading of the instructional programme by all members of the SMT. / Education management / M.Ed. Identification of health needs and problems of Black employees in the Germiston City Health Department

The aim of this study was to identify the health needs and problems of black employees within the Germiston City Health Department in order to indicate a possible relationship between such needs and problems and a high rate of absenteeism. Although the findings could relate to all employees, this study was limited to black employees only. Data was collected by means of observation, perusal of health records and personal interviews with personnel as well as with the selected sample. The results of the study highlighted the specific health needs and problems of employees as well as factors which could influence their health status and which could contribute to the problem of absenteeism. The main factors identified included interalia poor working conditions and unsatisfactory methods of solving employees problems.
