Subject of this thesis is to evaluate effectivity of Strategic plan of social integration in the town of Jáchymov. Thesis is focused on the process of planning and effectivity of measures suggested in Strategic plan. Beside the main focus it also assesses the overall social situation of Jáchymov. It collects and describes activities aiming on social integration. It describes and evaluates the process of design and implementation of strategic plan. Connection of both areas provides a better insight into the whole topic. Based on the results of research this thesis provides possible measures to improve the quality of planning process of social services and to improve the living conditions of Jáchymov's inhabitants. This thesis can serve as a guideline to initiate proceses associated with social services planning or community activities planning. <strong>Exploring the role of environmental planning and community development in informing local government policies: Opportunities, challenges, and recommendations for sustainable development</strong>

<p>  </p> <p>Environmental planning decisions are complex and influenced by many factors, such as federal, state, and local regulations, community values, and economic and environmental considerations. Across the United States, local elected and appointed boards and commissions are responsible for planning and implementing land use regulations. Using Indiana communities as a case study, this study focused on understanding the roles of environmental planning and community development in adopting local government policies related to sustainable development. Opportunities, challenges, and trends facing diverse Indiana communities were explored through focus groups and surveys, specifically focusing on local ordinances, comprehensive plans, and parks and recreation master plans as policy instruments. Factors of interest included environmental and sustainable development considerations in plans and ordinances, the engagement of residents, stakeholders, and other interested parties in local environmental planning processes and decision-making, the potential influence of collaboration and social capital in planning and decision-making, and technical assistance and resource needs for planners and parks and recreation staff. </p> <p><br></p> <p>Indiana communities are integrating environmental considerations into local ordinances and policies on a limited scale based on multiple factors such as local expertise, staff time, awareness, community and political acceptance, and immediate needs. Communities have little time allocated to incorporate voluntary efforts and rely most on peer groups and existing staff for models and information sharing with private consultants filling in gaps for plan and ordinance updates. There are multiple opportunities to expand environmental conservation and sustainable development efforts through increasing the diversity of local boards and commissions, enhancing community engagement, identifying and supporting succinct and targeted training for planning and parks and recreation professionals, and tapping into state and federal funding opportunities to build on local successes that build credibility and interest for broader adoption. Additional emphasis on communication and collaboration are also needed to move towards more engaged planning and policy development methods.</p>

ShapeUD: A Real-time, Modifiable, Tangible Interactive Tabletop System for Collaborative Urban Design

This research was to develop a real-time, modifiable, tangible interactive tabletop system for participatory urban design. The targeting user group was those stakeholders in urban design charrettes. Previous system solutions overlooked the importance of the modifiable tangible medium in the situation of reaching spatial-temporal consensus. These design issues impeded communication between the stakeholders and the professionals. Users of these systems had difficulties expressing ideas to professionals during the collaborative design process. Literature in evolving technology in the smart city context, collaborative urban design, embodied interaction, and depth-sensing was referred to guide the system design. Based on the review, this research identified the pivotal role of a shapeable and tangible medium in the system. The prototype system unified the modifiable, realistic model with its digital equivalent in urban analytics in real-time. By integrating tangible interaction, depth-sensing, and large touch screen tabletop, an intuitive, immersive decision-making interface for non-professional stakeholders could be created. During the system implementation, system elements centering ‘tangible interoperability’ were documented along the system pipeline. A heuristic evaluation, a method of usability inspection, was conducted to assess and to guide the future system design. The result was promising and inspiring. In the end, challenges and directions of system design were discussed. The contribution of this research included: discovering direction, centering tangibility, implementing a prototype, and documenting elements in each stage along the system pipeline of designing a modifiable tangible interactive tabletop system for the urban design charrette.

Testing the application of a community resilience assessment: a case study of the Town of Huntsville, Ontario

This research explored the application of a resilience assessment (RA) template in an Ontario community to facilitate sustainable community planning. Research and application of sustainable community planning that incorporates management of social and ecological resilience is relatively young territory that requires improved understanding and extension. The research goals were to critically examine the performance of the process used to perform the RA. This inquiry was considered a knowledge-generating evaluation that combined applied research and evaluation research to contribute to theoretical understanding and action. The RA template was field-tested using a single in-depth case study - the Town of Huntsville, Ontario. A mixture of qualitative methods was used to pilot and evaluate the RA, including: key informant interviews, online group discussions, focus groups, and secondary literature review. The process used to perform the RA was evaluated against four criteria that focused on the adequacy of data collection, participant diversity, participant empowerment, and utility for other communities. This research illuminated obstacles and shortcomings within the Resilience Alliance 2010 RA workbook and offered recommendations to improve the utility of the RA for communities and participants. The RA template tested in this thesis could be adapted for application in other communities, including small urban and rural communities and larger municipalities. The RA template would benefit from additional case study research.

Fysisk planering av land och vatten är en viktig del av ett samhälles struktur och utveckling. Samhällsplaneringen är en demokratisk process, reglerad av flertalet lagar och den ska bidra till en hållbar livsmiljö ur ett socialt, ekologiskt och ekonomiskt perspektiv. Trafikverket är den myndighet i Sverige som ansvarar för planering av infrastruktur. Enligt väglagen och lagen om byggande av järnväg ska den som avser att bygga ny infrastruktur upprätta en väg- eller järnvägsplan, vilket ofta är en lång och kostsam process. Den 1 januari 2013 infördes ändringar i lagstiftningen för att undanta små och okomplicerade åtgärder från den formella planprocessen med avsikten att effektivisera infrastrukturplaneringen. De här projekten fick benämningen typfall 1 i Trafikverkets planeringssystem. Syftet med studien är att undersöka hur lagändringarna från 2013 har använts i planläggningsarbetet hos Trafikverket. Studien avser att undersöka vilken typ av projekt lagändringarna applicerats på och hur projekten överensstämmer med avsikterna att de ska vara små och okomplicerade. Den ska även skapa en inblick i hur förändringarna tagits emot och uppfattas av de som arbetar med infrastrukturplanering. De metoder som använts för att besvara frågeställningarna är dokumentstudie och fokuserad intervju. Dokumentstudien inbegriper alla planerade projekt från Region Väst mellan 1 januari 2013 och 31 december 2014. Intervjuerna har genomförts med projektledare och konsulter som alla har erfarenhet av planering av små och okomplicerade projekt. Resultatet visar att Trafikverket främst använder lagändringen för att anlägga busshållplatser, vänstersvängfält och cirkulationsplatser, samt att betydligt fler åtgärder har utförts på väg än på järnväg. Projekten varierar i omfattning då de nya riktlinjerna har blivit tolkade på olika sätt. Slutsatsen är att lagändringarna har bidragit till en effektivare planprocess. Intervjusvaren visar att inställningen till att genomföra mindre projekt utan formell plan huvudsakligen är positiv. De visar även att det krävs tydligare riktlinjer för hur beställningar och bakgrundsmaterial till projekten ska vara utformade. / Spatial planning of land and water is an important part of a community’s structure and development. Community planning is a democratic process, regulated by several laws and it’s contributing to a sustainable living environment from a social, ecological and economic perspective. Trafikverket (The Swedish Transport Agency) is the authority in Sweden which is responsible for infrastructure planning. According to the Swedish Road Law and Railway Law, the one intending to build new infrastructure, must establish a road or railway plan, which often is a long and costly process. In January 1, 2013 changes were introduced in to the law to exclude small and uncomplicated projects from the formal planning process, to create a more effective infrastructure planning system. These small projects were given the name type case 1 (typfall 1), in the planning system of Trafikveket. The purpose of the study is to examine how the changes in the law from 2013 have been used in the planning process by Trafikverket. The study intends to investigate which type of project the law changes has applied on and how they conform with the intentions that they should be small and uncomplicated. It will also investigate how the changes are received and perceived by those involved in infrastructure planning. The methods used to answer the questions is document study and focused interviews. The documents study includes all the planned projects from Region Väst (Western Region) from 1 January 2013 to 31 December 2014. The interviews were conducted with project managers and consultants who all have experience in the planning of small and uncomplicated projects. The results shows that Trafikverket mainly uses the new changes in the law to build bus stops, left fields and roundabouts, and it has been applied to significantly more road projects than railway projects. The projects is varying in size since the new guidelines have been interpreted in different ways. The conclusion is that changes in the law have contributed to a more efficient planning process. The project managers overall have a positive attitude to implement smaller projects without a formal plan, but the guidelines on witch background material needed for a project should be more clear.

林憲德等人於1999年提出台北夏季午夜之都市熱島強度為4.5℃,至2012年簡子翔等人所提出夏季白天最大熱島強度6.18℃、午夜4.38℃,可以發現台北市的高溫化現象並未有顯著的差異,甚至還新增加了多個新興熱區。 本研究以健康新城為研究對象,以實測方式、CFD電腦模擬方法,釐清社區建築環繞下,社區內的高溫化現象,並與社區外的街道環境比較溫度差異,評估熱舒適性。研究結果顯示,建築環繞下的社區內部(社區中庭),在日落後的確有高溫化現象,白天時則會因為各社區的遮蔽條件、綠化條件不同,而有不同程度的差別。而模擬結果亦顯示,社區開口條件、通風道配置不同,也會影響社區中庭與外部周邊街道環境之舒適性差異。 建議未來社區的建築規劃設計,除了增加綠化措施之外,尚能適度增加開放空間,增加通風性能;而公部門在訂定法定容積時,應考量都市環境因素(增加遮蔽、通風),酌以調整已達優良的都市實質環境。 / According to Urban Heat Island’s studies by Lin et al. (1999) and Chien et al. (2012), urban heat island intensity (UHIs) of Taipei didn’t get an obvious improvement from 1999 to 2012. UHIs of Taipei was 4.5℃ in the midnight in 1999, 4.38℃ in the midnight in 2012 and 6.18℃ in the daytimes in 2012. Obviously, there are several high temperature area appeared in the years. This study tries to measure the thermal comfort between the area inside Jian-Kang community and the streets’ environment around Jian-Kang community. Furthermore, this study utilize CFD simulation that can help the study knows the reason effects thermal comfort. As the result of the study, the area inside Jian-Kang community has higher temperature after sunset. In the morning, it will have difference due to the shadow and green situation. Also, the simulation results show that the draft condition of the community will influence the thermal comfort. In the future, this study suggests some strategy to have a better urban environment. First, increase much more greening measures. Second, preserve open spaces to improve the ventilation when deciding the community’s design. Third, consider the urban environmental factors when rule the building’s height.

Den offentliga miljöns inverkan på trygghet och social hållbarhet i ett särskilt utsatt område / The public spaces’ effects on safety and social sustainability in a segregated area

Studien analyserar hur tillämpning av genomtänkt samhällsplanering kan minimera brottslighet och öka trygghet i särskilt utsatta områden. Vikten av medborgarnas delaktighet för en socialt hållbar samhällsutveckling poängteras. Arbetets syfte är att med hjälp av åsikter från ungdomar bosatta i området ta fram ett förslag på hur området skulle kunna utvecklas positivt vid nybyggnation. Målet är att ta fram ett hållbart förslag som ska bidra till att minska kriminalitet i ett utsatt område. Ungdomarnas åsikter kombineras med polisens förslag på hur området bör utformas. För att få fram resultatet genomfördes en djupintervju med polis, och två workshops med ungdomar. Utformningsförslaget tillgodoser behovet av belysning, siktlinjer och samlingsplatser som efterfrågas. Arbetet kan användas som underlag vid förbättring av den offentliga miljön i utsatta områden. / This study is analyzing how well executed community planning might minimize crime and increase safety in segregated city areas. The importance of actively involving citizens in decision making is vital to achieve social sustainability in a community. The purpose of the study is to create an exemplifying idea of how the district area could develop and excel in a positive way. The study is based on opinions from adolescents living in the area in question and will be compared and used in relation to police officers needs to be able to do their job in the area. To reach the results, workshops with the adolescents and an interview with a police officer took place. The goal is to develop an example of how to minimize crime in a segregated city district. The proposal of how to design the area is focused on the need for lighting, openness and sightlines as is asked for. It also includes places to gather, which also is needed in the area. The study can be used to form ideas of ways to form public spaces in socially problematic areas.
