Mokesčių naštos poveikio ekonomikos konkurencingumui vertinimas socialinės aplinkos kontekste / Assessment of the tax burden impact on competitiveness of economy in context of the social environment

Pastarąjį dešimtmetį kilusios problemos dėl ekonomikos raidos bei mokesčių vaidmens šiuolaikinėje ekonomikoje skatino diskusijas apie fiskalinės politikos poveikį konkurencingumui. Tyrimai stokoja vertinimo argumentacijos, dauguma vertinimų grindžiamos tik BVP kitimo tendencijomis, kurios nerodo socialinių pokyčių. Mokslinė problema: kaip įvertinti mokesčių naštos ir ekonomikos konkurencingumo sąveiką socialinės aplinkos kontekste? Mokesčių naštos poveikio ekonomikos konkurencingumui vertinimas socialinės aplinkos kontekste modelis sudarytas, vadovaujantis teorinėmis, istorinėmis ir praktinėmis mokesčių kitimo ir įtakos ekonomikos, konkurencingumo, socialinio aplinkos lygio raidai bei valstybės dalyvavimo ekonominėje veikloje vertinimui ir yra argumentuotas instrumentas, tinkamas vertinti mokesčių vaidmenį ekonomikos konkurencingumo formavime socialinės aplinkos kontekste. Atlikti mokesčių naštos lygio ekonomikos aplinkos pokyčiams tyrimo rezultatai rodo, kad mokesčiai yra svarbi ekonomikos vystymosi aplinkybė, kuri šiuolaikinėje aplinkoje turi būti vertinama plačiau, ne tik valstybės dalyvavimo ekonomikoje lygio aspektu. [toliau žr. visą tekstą] / Over the last decade, problems with the economic development and role of taxation in the modern economy, encouraged debate on fiscal policy impact on competitiveness. Studies lack reasoning, most estimates are based only on the GDP change trends, which do not reflect social changes. The scientific problem: how to assess the interaction of tax burden and economic competitiveness in the context of social environment? The model “Assessment of the tax burden impact on competitiveness of economy in context of the social environment” was created in accordance with the theoretical, historical and practical taxation changes and their impact on assessment of economy, competitiveness, social environment development level and state participation in economic activities. The model is reasoned assessment tool, suitable for evaluation of the role of taxation in the formation of economic competitiveness in social environment context. Results of the performed study of tax burden impact on economic environment changes show that taxes are an important factor in economic development, which in today's environment must be regarded as more, than just a level of state involvement in the economy. The decisions and actions of management in organisations have an increasing impact on individuals, other organisations and the community. The importance of the exercise of corporate social responsibility can no longer be based on the assumption that the self–interest of the owner of the property will lead to the public good, or that self–interest and public good can be kept apart and have nothing to do with each other. On the contrary, it requires of managers that they assume responsibility for the public good, that they subordinate their actions to an ethical code of conduct, that they restrain their authority wherever their exercise would infringe upon the common will and upon the freedom of the individual. South Africa is one of the countries with the highest illiteracy rate in the world. There are more children dropping out of school in South Africa than any other country in the world. The social and economic impact of the lack of education is difficult to comprehend. Lack of education affects company productivity and competitiveness adversely. A lack of education increases the training costs of organisations immensely. Hence, companies cannot sit on the sideline, but should rather be involved in education through corporate social responsibility programs. The primary objective of the study is to investigate the relationship between corporate social responsibility spending by companies, especially on education, and improvement in standards of education, thereby increasing the overall annual Grade 12 pass rate. In order to address the primary objectives of the study, the following secondary objectives were formulated: * To understand and obtain insight into the dynamics of social responsibility programs of companies that are involved in education; * To analyse and identify the main reason for companies to be involved in education; * To analyse and assess corporate and school partnerships in and around the designated area; * To measure output for different township high schools by using the grade 12 pass rate as a measuring tool; * To establish the level of satisfaction within companies that have embarked on corporate social responsibility programs; and * To establish the importance of mathematics and science as part of the school education. The most important conclusions that could be drawn from the study are: * Companies had endorsed corporate social responsibility as part of their strategy; * It had been extremely difficult to obtain information about companies' corporate social responsibility programs due to information being classified as confidential by companies. Lietuvai įsiliejus į bendrąją ES rinką kaimo turizmo subjektams atsivėrė galimybė veikti didesnėje ir aktyvesnėje plotmėje. Tačiau kartu su padidėjusiomis galimybėmis kaimo turizmo verslui teko priimti ir ES bendrosios rinkos iššūkius, siekiant prisitaikyti prie besikeičiančių ekonominių ir socialinių sąlygų. Dinamiškus kaimo turizmo pertvarkymo procesus tiek Lietuvoje, tiek ir kitose ES rytų šalyse, neretai riboja finansinės galimybės. Todėl tampa aktualu įvertinti paramos kaimo turizmo verslui teikimą, remiantis įtakos kaimo turizmo sodybų konkurencingumui vertinimu. Tyrimo objektas: struktūrinių fondų paramos įtaka. Tyrimo problema: kokia struktūrinių fondų paramos įtaka kaimo turizmo sodybų konkurencingumui? Darbo tikslas – įvertinti struktūrinių fondų paramos įtaką kaimo turizmo sodybų konkurencingumui. Dynamic adjustment processes of rural tourism in Lithuania and other Eastern EU countries are often limited by financial possibilities. It therefore becomes important to evaluate the support for rural tourism business provision, based on the impact on rural tourism competitiveness assessment. Competitive Elections in Authoritarian States : Weak States, Strong Elites, and Fractional Societies in Central Asia and Beyond

Why do some authoritarian states have competitive elections? This study shows that whenever there is a balance of power between candidates, competitiveness will ensue. Electoral fraud is often widespread in autocratic states, but if no single candidate or party is in a position to monopolize electoral support the result will be competitive. The contribution here is to analyze the relative strength of all the actors involved in a parliamentary election and to show that electoral returns reflect the district level balance of power, even in autocracies. Three main sources of candidate-level electoral power are identified: state, market, and society. State affiliated candidates in authoritarian states perform well due to favorable treatment by state institutions. Market actors perform well due to financial resources. These actors arise when market reforms create a class of entrepreneurs that defend their interests by running for public office, often challenging state sanctioned candidates. The strength of candidates using social cleavages, here mainly ‘clan’ and ethnic, is found to be exaggerated in the literature. The study also confirms that competitiveness did not result from an active civil society. Competitive  elections matter because they can severely destabilize the regime, as was the case in Kyrgyzstan in 2005. However, electoral competitiveness that is the result of an intra-elite balance of power should not be confused with democracy. This form of self-interested competitiveness where clientelism is pervasive and accountability mechanisms are weak is an affront to the democratic ideal. For those of us who advocate democracy and genuine political participation competitive authoritarian regimes can be used as an informative cautionary tale. Power matters, and especially so in authoritarian states. Understanding the logic behind competitive authoritarianism helps us revise strategies for lasting democratic reforms.

The development of Malay entrepreneurship in Malaysia : a thesis presented in fulfilment of the requirement for the degree of Doctor of Philosophy in Business at Massey University, Auckland, New Zealand

Since the institution of the New Economic Policy (NEP) in 1971 and beyond its end in 1990, the Malaysian government has had mixed successes in developing Malay entrepreneurship. Despite on-going of privileges and assistance and the government’s concerted efforts and initiatives, Malay entrepreneurship still continues to lag behind that of the Chinese. This study centres on the challenges faced by the Government of Malaysia in the promotion of Malay entrepreneurial development. Based on interviews with diverse people, both within and outside the government, the study reveals that Malay entrepreneurial development is a complex process confronted by many issues and problems. The study also reveals that government privileges and assistance to Malays to promote entrepreneurship do not help much in boosting an entrepreneurial culture nor do they help them in enhancing entrepreneurial competitiveness and achievement. Instead, such privileges and assistance have conversely made the Chinese more resilient and competitive entrepreneurially but discriminative against the Malays. This conclusion confirms the proposition that “state assistance in the form of an affirmative action to an economically-challenged sector of society does little to create entrepreneurship; rather it challenges rival economic groups to sharpen their own competitiveness”. Finally, the study is able to indicate that Malay entrepreneurship differs slightly from the conventional Western concepts of entrepreneurship. The differences are largely due to the historical background of the Malays as a communitarian society; as Muslims; as a society still divided along class lines and as a status conscious community.

Environmental management and the international competitiveness of nature-based tourism destinations : the case of Tropical North Queensland

The natural environment is a key attraction for Australia???s tourism industry. In order to prevent the deterioration of the environment, environmental management measures have been adopted by the tourism industry. Some of these measures are related to environmental regulations imposed on tourism operators by governments. However, given the dependence of the nature-based tourism industry on the environment, voluntary environmental management measures have also been instituted. The objective of this thesis is to investigate the effect of environmental management on the competitiveness of a nature-based tourism destination. For that purpose, Tropical North Queensland, a major Australian nature-based destination, is selected as a case study. Competitiveness is measured by the aggregate profitability of the tourism industry in the destination region. The investigation incorporates an assessment of the simultaneous effects of environmental management on the destination???s tourism demand and on business costs to tourism operators at the destination. The conceptual background to the investigations is discussed in the first part of the thesis. It includes the rationale for choosing a nature-based destination region as the unit of analysis. The conceptual framework is a departure from the conventional analysis of the relationship between the environment and international competitiveness in which the effect of regulatory compliance costs is emphasised. In this thesis, the potential demand benefits and the associated voluntary environmental management are added to the conventional analytical framework. The primary data for the analysis are derived from two separate investigations. The first comprises an analysis of the tourism industry in Tropical North Queensland. The second investigation involves a discrete choice modelling analysis of destination choices by prospective visitors to Tropical North Queensland. The empirical results show that it is justified to treat the nature-based tourism destination region, Tropical North Queensland, as an aggregate entity in the analysis. The destination competes as a collective unit with other destinations. This is done, predominantly, on the basis of the region???s high-quality natural attractions. The empirical analyses show that tourism businesses??? costs due to environmental management are small in comparison with the positive demand effects. The cost and demand effects are assessed in a quantitative fashion in an economic model. That analysis shows that environmental management makes a positive contribution to Tropical North Queensland???s competitiveness as a nature-based tourism destination.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The family farms and small agroindustry family are of fundamental importance in rural development in Brazil, due to its role in food production and income generation. This study was conducted with the Central Cooperative Family Farming Ltda. - UNICOOPER, along with associated located in the municipalities in the northwest and Missions of the State of Rio Grande do Sul. The Cooperative is highlighted by work being done as a facilitator of commercialization, seeking new markets for the commercialization of alternative products to soybeans from family farms in the region, besides participating in the More Food Program of the Federal Government - PAA for school lunches. This study aimed to analyze the organizational setting in which the network UNICOOPER operates, how it really benefits family farmers and agroindustries who is inserted, and how to overcome the challenges UNICOOPER in competitive contexts with sustainable development. The methodology consists of field research and literature. For data collect was carried out semi-structured interviews with leaders of UNICOOPER, associated cooperatives and actors involved. The configuration with which the Central Cooperative has been working is innovative because it is characterized by a network of cooperatives and cooperatives differs from the traditional form of action, which involves the organization of producers, with the help of technical assistance for the production of differentiated products. Through interviews, it was possible to identify the characteristics of each cooperative, competitive strategies, and factors limiting and potencializantes commercialization, motivating factors for entering the network, challenges and future prospects of the organization. There is evidence that in UNICOOPER, strategies are emerging, and has great competitive strength generic strategy is differentiation. The most a associated cooperatives emerged and is being made possible due to the PAA. The work that has UNICOOPER performs some challenges that need to be overcome for the continuity and viability of the network, such as trained staff, motivated, technical assistance, help in the legalization of agroindustry, management and logistics. The UNICOOPER, along with the associated cooperatives, enables the family farmers, helping organize them to increase production, enabling the commercialization of these products and thus contributing to the permanence of the same field, by generating income for their families. / A agricultura familiar e a pequena agroindústria familiar são de fundamental importância no desenvolvimento rural brasileiro, devido ao seu papel na produção de alimentos e geração de renda. Este estudo foi realizado com a Cooperativa Central da Agricultura Familiar Ltda - UNICOOPER, juntamente com as singulares sediadas nos municípios da região Noroeste e Missões do Estado do Rio Grande do Sul. A Cooperativa se destaca pelo trabalho que vem realizando como facilitadora da comercialização, buscando novos mercados para a comercialização de produtos alternativos à soja oriundos da agricultura familiar da região, além de participar do Programa Mais Alimentos do Governo Federal PAA, para a merenda escolar. O presente trabalho teve como objetivo analisar a configuração organizacional em rede com a qual a UNICOOPER vem atuando, como à mesma realmente beneficia os agricultores e agroindústrias familiares que nela estão inseridos, e como a UNICOOPER supera os desafios em contextos competitivos com desenvolvimento sustentável. A metodologia é constituída por pesquisa de campo e pesquisa bibliográfica. Para a coleta de dados foi realizada entrevista semi-estruturada com dirigentes da UNICOOPER, singulares associadas e atores envolvidos. A configuração com a qual a Cooperativa Central vem atuando é inovadora, pois se caracteriza por uma rede de cooperativas e se diferencia das cooperativas tradicionais pela forma de atuação, que envolve a organização dos produtores, com auxilio da assistência técnica para a produção de produtos diferenciados. Através das entrevistas realizadas, foi possível identificar as características de cada cooperativa, estratégias competitivas, fatores limitantes e potencializantes da comercialização, fatores motivadores de inserção à rede, desafios e perspectivas futuras da organização. Há evidências de que, na UNICOOPER, as estratégias são emergentes, possui grande força competitiva e a estratégia genérica é de diferenciação. A maioria das singulares surgiu e está sendo viabilizadas em função do PAA. O trabalho que a UNICOOPER realiza possui alguns desafios que necessitam ser superados para a continuidade e viabilização da rede, tais como pessoal capacitado, motivado, assistência técnica, auxilio na legalização das agroindústrias, gestão e logística. A UNICOOPER, juntamente com as singulares, viabiliza os agricultores familiares, ajudando na organização dos mesmos para aumentar a produção, viabilizando a comercialização destes produtos e, consequentemente, contribuindo para a permanência dos mesmos no campo, através da geração de renda para suas famílias.

This study is characterized as a descriptive exploratory research that used an aleatory probabilistic sample followed by the application of collect data instrument (questionnaire). The small hotels located in Natal/RN were the study participants and the specific location where 35 questionnaires were answered. Based on the data and on the mangers point of view, it is possible to comprehend that, among the presented indicators, the development of environmental programs in the hotel enterprise is showed as the least important for the client s choice. As the main conclusion it is relevant to argue that, according to the small hotel managers, the guests do not still search for hotels that implement environmental practices. On the other side, the interviewed managers believe that the use of these practices can generate a great competitive advantage in relation to their competitors. The information obtained by this present research will be able to contribute to establish a contemporary panorama in relation to the importance attributed by the managers concerning the use of environmental practices in small hotel enterprises in Natal/RN. Foram objetos da pesquisa os pequenos meios de hospedagem localizados no munic?pio de Natal, capital do estado do Rio Grande do Norte, onde foram respondidos um total de 35 question?rios. Pode-se concluir com os dados dispostos no trabalho que dentre os indicadores apresentados, o desenvolvimento de programas ambientais no empreendimento, se mostra o menos importante para a escolha do meio de hospedagem pelos clientes, a partir da perspectiva dos empreendimentos. Therefore, the present study entitled determinants of competitiveness of tourist destinations applied to regional routes: an evaluation of the Route of Serid?/RN, discusses the issue of competitiveness in tourism and tries to understand the scenery of this Route. The main objective of the study is to assess the conditions of competitiveness in the Route of Serid?/RN according to benchmarks and global determinants of competitiveness for tourist destinations. The study has also as specifics objectives: define dimensions of the reference model for use in evaluating the competitiveness of the Route of Serid?/RN; identify levels of governance and competitiveness in the municipalities that make up the sample set above the Route, and analyze to what extent the competitiveness of the Route correspond to the global reference of competitiveness of tourism destinations. Regarding the methodology, it is a search for an exploratory- descriptive and used a combination of quantitative and qualitative research method as expected and required in the implementation of the evaluation tool called Compet&enible Model. For data collection, it has been taken technical visits and also analysis of documents and materials. Data analysis was based on the records and documents and the use of simple descriptive statistics for the scores of the elements offered by Compet&enible Model. The results allowed us to know the real conditions of competitiveness of the Serid?/RN Route forward to the attributes of tourist destinations for global competitiveness: the dimension I, Governance, reached 17 points, classified as "in structuring" and dimension II, Competitiveness, reached 10 points, ranking "weak". These results highlight the need for greater involvement of the actors in the supply chain of tourism in Polo Serid?/RN for the actions, programs and projects are put into practice. It is expected that tourism is considered an important activity for the local and global development, serving as a reference for the future management of Serid?/RN Route, guiding new policy guidelines, planning and organization to better competitiveness / A atividade tur?stica vem ganhando representatividade por movimentar e estimular a economia, sobretudo, por possibilitar a gera??o de emprego e renda, permitindo, assim, oportunidades de crescimento para as localidades onde o turismo se desenvolve. Diante disso, o presente estudo intitulado Determinantes de competitividade de destinos tur?sticos aplicados aos roteiros regionais: uma avalia??o do Roteiro Serid?/RN, aborda a tem?tica da competitividade no turismo e tenta compreender o cen?rio deste roteiro. O objetivo central do estudo ? avaliar as condi??es da competitividade tur?stica no Roteiro Serid?/RN, de acordo com referenciais e determinantes globais de competitividade para destinos tur?sticos, tendo como objetivos espec?ficos: delimitar dimens?es do modelo de refer?ncia para utiliza??o na avalia??o de competitividade do Roteiro Serid?/RN; identificar os n?veis de governan?a e competitividade nos munic?pios definidos na amostra que comp?em o referido Roteiro; e analisar em que medida as condi??es de competitividade do Roteiro correspondem aos referenciais globais de competitividade de destinos tur?sticos. Quanto ? metodologia, trata-se de uma pesquisa de car?ter explorat?rio-descritivo e utilizou a combina??o de t?cnicas quantiqualitativas, de acordo com o previsto e requisitado na aplica??o do instrumento de avalia??o denominado Compet&enible Model. Para o levantamento de dados foram realizadas visitas t?cnicas e coleta em fontes secund?rias, principalmente na pesquisa documental. A an?lise dos dados foi pautada nos registros e documentos e no uso da estat?stica descritiva simples para a pontua??o dos elementos oferecidos pelo Compet&enible Model. Os resultados permitiram conhecer as reais condi??es de competitividade do roteiro frente aos atributos de competitividade global para destinos tur?sticos: na dimens?o I, Governan?a, atingiu 17 pontos, classificado como em estrutura??o e na dimens?o II, Competitividade, atingiu 10 pontos, classificado em d?bil . Estes resultados evidenciam a necessidade de um maior envolvimento dos atores que comp?em a cadeia produtiva do turismo no Polo Serid?/RN, para que as a??es, programas e projetos sejam colocados em pr?tica. Espera-se que, assim, o turismo seja considerado uma atividade importante para o desenvolvimento local e global, servindo de refer?ncia para a gest?o futura de roteiros, orientando novas diretrizes pol?ticas, de planejamento e organiza??o para uma melhor competitividade / 2020-01-01
