We bring to discussion some cultural practices related to the identification processes of the Mods in Brazil, with a specific scene in Paraná state, visually and organized mainly in Curitiba. Our therical and methodolgical references was based on debates about post-modernity and the specificities of dynamic fluid and intercultural identities in the contemporary world, giving emphasis to the importance of cultural practices and apropriations as ways of expression, socialization and positions related to senses of belonging to groups. Senses and meanings that involve the constructions of speeches about the group itself and the way to see the daily reality and the relations with other cultural groups dialogues with the tension in virtual and presencial spaces of comunitary coexistance. Ideas of identitie, comunity, subjetivity, daily estetization, become keys to understand how these individuals develop their links with ideas and practices of cultural citizenship that happen related to consumption actions. In this research, the consumption acts are defined as a main aspect of the individuals’ actions to Express their identity and Mark their difference to the others. Our analysis shows dilemas, contradictions and ambiguities during the identification processes and cultural practices of the Mods from Curitiba. Mainly when they act in the virtual and presencial scenes, where the mediation of Technologies and products transform and pluralize the sense of belonging. Fluid cultural citizenship are created in these processes, due to contemporary practices that at the same time firm fixed identities and comunities and negotiate the fluidity, plasticity and fragility that are permanent in ways of expression and human relations in the game. So far, the Curitiba Mods, expressing themselves and getting along with other groups transform the meanings of those actions, mainly the consumption and cultural sociability ones, redefining – in a permanent way and even contradictory way – their practices and the border between individuals and groups. / A pesquisa aqui apresentada teve como tema de estudo o grupo cultural curitibano dos Mods, cujo termo, surgido na Inglaterra, significa Modernism/Modism. Problematizamos algumas das práticas culturais relacionadas aos processos de identificação dos Mods presentes no Brasil, com cena característica no Paraná, de maneira mais visível e organizada em Curitiba. Nosso referencial teóricometodológico foi construído em torno dos debates sobre a pós-modernidade e as especificidades da dinâmica fluida e intercultural das identidades na contemporaneidade, destacando a importância das práticas e das apropriações culturais como formas de expressão e socialização e de posicionamento sobre os sentidos de pertencimento aos grupos. Sentidos e significações que envolvem a construção do discurso sobre o próprio grupo, as maneiras de ver a realidade cotidiana e as relações dos outros grupos culturais, em diálogo e tensão nos espaços virtuais e presenciais de coexistência comunitária. Noções de identidade, comunidade, subjetividade, estetização do cotidiano tornam-se chaves para compreender como esses indivíduos promovem suas ligações com idéias e práticas de cidadanias culturais que acontecem em meio aos atos de consumo. Aqui definidos como um dos principais aspectos da ação desses sujeitos para expressarem sua identidade e marcarem sua diferenciação em relação aos outros. Nossa análise aponta dilemas, contradições e ambigüidades no desenrolar dos processos de identificação e das práticas culturais dos mods curitibanos. Sobretudo quando estes exercem suas identidades em cenas virtuais e presenciais em que a mediação de tecnologias e produtos culturais em circulação transformam e pluralizam os sentidos de pertencimento. Criam-se cidadanias culturais fluidas que se encontram, por um lado, entre práticas contemporâneas que, ao mesmo tempo, reafirmam identidades e comunidades fixas e negociam a fluidez, a plasticidade e a fragilidade permanente das formas de expressão e das relações humanas em jogo. Assim, os mods curitibanos, ao se expressarem e conviverem com outros grupos, transformam os significados desses atos, sobretudo os de consumo e sociabilidade cultural, redefinindo – permanentemente e mesmo à revelia de seus sujeitos – práticas e fronteiras entre sujeitos e grupos.

Para dar conta da complexidade de nosso objeto, fazemos uma contextualização que envolve os processos transmidiáticos, de midiatização e de globalização, apresentando as redes sociais Couchsurfinge Facebook, a partir das quais CS POA constitui seu cenário digital, e a própria comunidade. Nossa pesquisa tem base em conceitos e teorias relativos às comunidades, às comunidades virtuais e às redes sociais, para entender uma comunidade configurada por cenários presenciais e digitais. Nossa base teórica também é constituída por teorias que tratam das apropriações, das mediações, da cultura, da identidade, da cultura da hospitalidade e da cidadania cultural e comunicativa. Nas estratégias metodológicas, trabalhamos uma combinação dos métodos etnográfico e netnográfico, cuja aproximação empírica contou com a realização de uma pesquisa exploratória. A pesquisa sistemática contou com a entrevista de oito membros da comunidade, com a elaboração de um diário de campo e com observações das interações presenciais e digitais de CS POA. Dentre os resultados obtidos, houve a constatação que marcas culturais gaúchas podem tanto potencializar a hospitalidade na comunidade quanto restringir pontualmente suas práticas cidadãs. As regras tácitas e explícitas da comunidade constituem aspectos de sua identidade e visam o respeito à diversidade dos sujeitos, embora haja subversões. As interações digitais muitas vezes convergem para um estímulo às interações presenciais entre os integrantes de CS POA. / Our research main objective is investigating how face and digital communication processes permeate cultural and identity relations of CS POA community (Couchsurfing’s community in Porto Alegre) and also investigating which prospects are offered by that processes for communicative and cultural citizenship: we are thinking about traces, mediations and community interactions. In order to cover our object complexity, our research context involves transmedia, globalization and mediatization processes, which also presents Couchsurfing and Facebook social networks, which constitute CS POA digital scene, and the community itself. Our research is based on conceptsand theories related to communities, virtual communities and social networks in order tounderstand a community which is configured by real and digital scenes. Our theoretical framework also consists in theories linked to appropriations, mediations, culture, identity, hospitality culture and communicative and cultural citizenship in order to analyze cultural traces that constitute that community and how the relations between social actors and alterities are. Methodology strategies permeated all research’s construction. We have used a combination between ethnographic and netnographic methods and our empirical approach included an exploratory research. In our systematic research we have interviewed eight community members, we have elaborated a diary and we have observed face and digital interactions in CS POA. We have found that cultural traces from Rio Grande do Sul can potentiate hospitality in that community, but also can restrict its citizen practices. Tacit and explicit rules constitute community identity aspects and aim to respect subjects diversity, although there are subversions. Digital interactions often converge to face interactions among CS POA members.

Refugees as 'others' : social and cultural citizenship rights for refugees in New Zealand health services : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy at Massey University, Albany, New Zealand

Citizenship, as effective social, cultural and economic participation for refugee groups, depends on appropriate institutional structures and processes in resettlement societies. This thesis using critical social theoretical perspectives addresses the paradox of being legally a citizen, but substantively excluded from the very rights that constitute such citizenship. The thesis draws on theoretical models of newcomer integration in order to promote the development of a more inclusive society for refugees in New Zealand. The issues to be considered include responses from central government and from public institutions—particularly health, education, employment and welfare—in addressing social exclusion and promoting integration. The questions of refugee integration to be addressed conceptually must take into consideration cultural and religious diversity, on the one hand, and socio-economic inequality on the other. In New Zealand, the 1987 review of refugee resettlement policy, which established an annual quota of 750 places, has given priority to those with the highest health and social needs and removed preferences for specific national, ethnic and religious groups. Significantly, in the 1990s radical neo-liberal economic reforms were introduced and publicly provided health, education and welfare systems were restructured. This posed serious challenges to the core idea of social citizenship in general in New Zealand society. Noticeable ethnic diversification has been just one element of the resettlement policy changes; the other has been long-term social and economic exclusion in the refugee groups settled since this time. This study indicates that New Zealand’s notably humanitarian refugee resettlement policy is not matched by adequate central government and public institutional responses and resources with which to integrate refugee groups. This qualitative study examines the role of one institution in particular, health care. The study takes a multi-method approach, using historical and social policy analysis to set the structural context for the interpretation of data from participant interviews. During fieldwork, twenty-eight semi-structured interviews were conducted with health care providers in community, primary and secondary care sectors in the Auckland region, in both governmental and non-governmental agencies. This research demonstrates at a service level, the consequences of overlooking refugee peoples in New Zealand social policy, data collection systems, research and health strategies. Importantly though, the research discovers a number of ‘activation points’—or approaches that have been developed by health care practitioners—that highlight future opportunities for the inclusion of refugee groups. One finding is that the New Zealand health system must address the question of how to effect a shift from universalist conceptions of generalised eligibility for health services to targeted interventions for refugees. The conclusions drawn from the study are: firstly, that an overarching integration policy for refugees, led by central government, is required. Secondly, institutional responses that accommodate the special psychosocial, socio-economic and cultural/religious requirements of refugee groups are needed. This would include the development of a locally relevant multiculturalism to guide social policy in New Zealand. In the long-term, for peoples from refugee backgrounds to become full political, social, economic and cultural members of New Zealand society, there needs to be a rethinking of the contemporary models of citizenship offered.

Chinese Television as a Medium of National Interpellation

This dissertation considers how the party-state of the People’s Republic of China has been mobilizing various forms of interpellation in an attempt to sustain a continuous imagination of a particular community defined on the terms of a shared “Chinese” national identity. As well, the research considers how these forms of interpellation have been challenged by a range of complex diasporic viewer responses. Taking media productions of the Mainland China television industry as my point of reference, I have studied in detail, multiple productions of the widely popular, complex program, the Spring Festival Gala (SFG) produced by China Central Television. Though not without its contradictions, this show has employed various interpellative strategies, persistently and continuously hailing viewers into the subject position of loyal members of an enduring “Chinese Nationality.” However, interpellation is one thing, subjectification within it is another. To better grapple with the cultural citizenship of transnationalized Chinese, this dissertation also considers observations regarding the receptions of the SFG by diasporic “Chinese subjects” who now live in Canada. While their continuous imagining of the “Chinese Nationality” helps to better understand the complex mechanisms which contribute to the retaining power of interpellation, their moments of “de-imagining” also shed light on the problems and difficulties of such interpellation. These moments are considered as possible openings to the formation of fluid, multiple Chinese subjectivities that lay the groundwork for a “flexible citizenship” (Ong, 1993; 1999) for all “Chinese,” furthering the endeavor to go beyond certain nationalist and/or statist visions of identity, subjectivity, and citizenship.

Teve como objetivo geral: compreender como se dá a relação entre informação, cidadania e inclusão digital, tendo como campo empírico a favela Santa Marta, localizada na cidade do Rio de Janeiro/RJ. O marco teórico partiu de três conceitos principais: informação, cidadania e inclusão digital. A definição de informação adotada na pesquisa se fundamenta no paradigma social da área de Ciência da Informação. O conceito de cidadania é baseado em três dimensões: jurídico-política, que envolve direitos e deveres, com base em Marshall; cidadania cultural, que envolve sentimento de pertencimento e identidade cultural, com base em Cortina; e de participação, que se dá na esfera pública discursiva, com base em Habermas. A noção de inclusão digital é abordada como envolvendo acesso e apropriação das tecnologias de informação e comunicação (TICs) (sua incorporação no cotidiano) e, mais amplamente, um conjunto de três dimensões: digital, informacional e social. Os resultados ressaltam que a favela: possui um valor simbólico histórico e cultural marcante, o que lhe confere um status de comunidade; possui ampla possibilidade de acesso à internet, tendo telecentros, lan houses e sinal de internet wireless público; se configura num espaço físico de circulação de informação, tendo a prática informacional do “boca a boca” como uma das mais eficazes; exerce a discussão pública de construção da cidadania em duas esferas públicas, uma física (em praça pública) e uma virtual (basicamente via Facebook); possui instituições e grupos de representação comunitária e projetos sociais, responsáveis pela circulação de informação para o exercício e a construção da cidadania. Conclui que a relação entre informação, cidadania e inclusão digital se dá pela articulação comunitária promovida por lideranças locais, que se valem da informação como ponto de partida, tanto física como virtualmente. / The theme of this thesis is about information, citizenship and digital inclusion in a slum. General goal: understanding the relationship between information, citizenship and digital inclusion. Santa Marta slum was chosen as the object of the study, which is located in the city of Rio de Janeiro/RJ. The theoretical framework set out three main concepts: information, citizenship and digital inclusion. The definition of information adopted in the thesis is based on the social paradigm of Information Science area. The concept of citizenship is based on three dimensions: legal and policy that involves rights and duties, based in Marshall; cultural citizenship, which involves feelings of belonging and cultural identity, based in Cortina; and participation, which occurs in discursive public sphere, based on Habermas. The digital inclusion’s concept is approached as involving access and appropriation of ICTs (its incorporation in daily life) and, more broadly, a set of three dimensions: digital, informational and social. The results accentuate that the slum: has a distinctive historical and cultural symbolic value, giving it a status of community; has extensive possibility of internet access, with telecenters, lan houses and public wireless internet; configures itself as a physical space of circulation of information and informational practice of "word of mouth" as one of the most effective; exercises a public discussion of the construction of citizenship in two public spheres, a real (in public spaces) and virtual (basically via Facebook); owes institutions and groups of community representation and social projects, responsible for the circulation of information for the citizenship. The conclusion is that the relationship between information, citizenship and digital inclusion is promoted by communication from local community leaders, who use information as a starting point, the physical and virtual formats.

Transculturation et perpespectives féministes chez les amérindiennes caribbéennes kalinago et garifuna / Transculturation and Feminist Perspectives among kalinago and garifuna Caribbean Amerindian women

La place et le rôle de la femme dans les sociétés caribéennes ont fait l’objet de nombreuses études notamment avec la notion de « poto-mitan ». Cependant, compte tenu de la présence des peuples amérindiens au sein des territoires caribéens, une étude de la condition féminine chez les kalinago et les garifuna était à envisager. Il s’agit de se focaliser sur la femme amérindienne par le biais d’une étude socio-culturelle contemporaine. Des concepts tels que l’hybridité, l’identité, le pouvoir, ou encore la créolisation sont des éléments essentiels au développement de l’argumentaire scientifique. Des auteurs relevant de la théorie postcoloniale, du féminisme mais également de la psychanalyse sociale tels que Bhabha, Glissant, Foucault, ou Barriteau seront pris en compte tout au long de la thèse. Ainsi, en adoptant le postulat selon lequel la mondialisation et la régionalisation de l’espace caribéen ont eu une influence sur les figures féminines kalinago et garifuna, il convient de vérifier par le biais d’une méthode de recherche sociologique comparative à la fois dans le temps et dans l’espace, quelles ont été les modalités de mise en œuvre de la définition d’une subversion de la femme amérindienne caribéenne face à son endogroupe. L’objectif général de la thèse est de montrer que le processus de transculturation qu’est l’amérindianité caribéenne, amorce une démarche émancipatrice de la condition des femmes kalinago et garifuna, à travers les concepts de citoyenneté culturelle et d’empowerment. / The place and role of women in Caribbean societies have been the subject of numerous studies, in particular with the notion of "potomitan". However, in view of the presence of Amerindian peoples within the Caribbean territories, a study of the status of women in Kalinago and Garifuna was to be considered. It is a matter of focusing on Native American women through a contemporary socio-cultural study. Concepts such as hybridity, identity, power, or creolization are essential elements in the development of scientific arguments. Authors of postcolonial theory, feminism but also social psychoanalysis such as Bhabha, Glissant, Foucault, or Barriteau will be taken into account throughout the thesis. Thus, by adopting the premise that globalization and the regionalization of the Caribbean space have had an influence on the female figures of kalinago and garifuna, it is necessary to verify by means of a comparative sociological method of research both in the time and space, what were the modalities of implementation of the definition of a subversion of the Amerindian woman Caribbean in her social group.The general objective of the thesis is to show that the process of transculturation, Caribbean Amerindianity, initiates an emancipatory approach to the condition of Kalinago and Garifuna women, through the concepts of cultural citizenship and empowerment.

Os resultados ressaltam que a favela: possui um valor simbólico histórico e cultural marcante, o que lhe confere um status de comunidade; possui ampla possibilidade de acesso à internet, tendo telecentros, lan houses e sinal de internet wireless público; se configura num espaço físico de circulação de informação, tendo a prática informacional do “boca a boca” como uma das mais eficazes; exerce a discussão pública de construção da cidadania em duas esferas públicas, uma física (em praça pública) e uma virtual (basicamente via Facebook); possui instituições e grupos de representação comunitária e projetos sociais, responsáveis pela circulação de informação para o exercício e a construção da cidadania. Conclui que a relação entre informação, cidadania e inclusão digital se dá pela articulação comunitária promovida por lideranças locais, que se valem da informação como ponto de partida, tanto física como virtualmente. / The theme of this thesis is about information, citizenship and digital inclusion in a slum. General goal: understanding the relationship between information, citizenship and digital inclusion. Santa Marta slum was chosen as the object of the study, which is located in the city of Rio de Janeiro/RJ. The theoretical framework set out three main concepts: information, citizenship and digital inclusion. The definition of information adopted in the thesis is based on the social paradigm of Information Science area. The concept of citizenship is based on three dimensions: legal and policy that involves rights and duties, based in Marshall; cultural citizenship, which involves feelings of belonging and cultural identity, based in Cortina; and participation, which occurs in discursive public sphere, based on Habermas. The digital inclusion’s concept is approached as involving access and appropriation of ICTs (its incorporation in daily life) and, more broadly, a set of three dimensions: digital, informational and social. The results accentuate that the slum: has a distinctive historical and cultural symbolic value, giving it a status of community; has extensive possibility of internet access, with telecenters, lan houses and public wireless internet; configures itself as a physical space of circulation of information and informational practice of "word of mouth" as one of the most effective; exercises a public discussion of the construction of citizenship in two public spheres, a real (in public spaces) and virtual (basically via Facebook); owes institutions and groups of community representation and social projects, responsible for the circulation of information for the citizenship. The conclusion is that the relationship between information, citizenship and digital inclusion is promoted by communication from local community leaders, who use information as a starting point, the physical and virtual formats.

Território, cidadania cultural e o direito à cidade: a experiência do Programa VAI / Territory, cultural citizenship and the right to the city: the experience of the VAI Program

A presente pesquisa trata de examinar uma política pública concebida no âmbito legislativo, na Câmara Municipal dos Vereadores do Município de São Paulo, entre 2001 e 2002, com expressiva participação juvenil e da sociedade civil. Originou a Lei 13.540/2003 e o Decreto 43.823/2003, que instituíram uma política pública por meio de um programa cultural batizado de Programa VAI, implantado a partir dos anos de 2004 na Secretaria Municipal de Cultura, na Gestão de Marta Suplicy. Em seus mais de dez anos de implantação, Programa VAI passou por tranformações importantes em seus métodos e execuções, em decorrência de seus gestores, metodologias compartilhadas entre eles e a comissão de seleção no decorrer da execução dos projetos. Dados estes que demonstram positivamente, um processo de implantação da política pública com efetiva participação dos contemplados e não contemplados no edital. O programa trouxe também outros aspectos externos ao curso de sua implantação, que são cruciais para compreender um arranjo possível da democracia cultural pelo viés do território, onde muitas populações das periferias paulistanas e cidades de fronteira das mesmas estão vivenciando processos da tão almejada cidadania cultural. A participação política dos jovens e também as ações intergeracionais são responsáveis pelas mobilizações e reivindicações relacionadas aos direitos culturais via pressões e diálogos com o Estado. Por fim, territórios complexos e reveladores se observados por meio do seu cotidiano, suas práticas culturais coletivas, em suas potências de deslocar a cartografia cultural da cidade, invertendo fluxos de poderes pelas ações afirmativas, artísticas, culturais e identitárias para garantirem o direito à cidade / This research examines a public policy conceived within the legislative body, at the Sao Paulo City Council, between 2001 and 2002, with significant participation of civil society, especially youth. This public policy originated the Law 13.540/2003 and the decree 43.823/2003, which instituted a cultural program named VAI, implemented in 2004 by the City Cultural Department during the mandate of Marta Suplicy. Over its ten years of implementation, the VAI program has undergone important transformations in its methods and executions, due to its different managers, and the methodologies theyve shared with the selection committee throughout the execution of selected projects. These transformations provide important information on management and monitoring of the program, revealing a qualitative and evolving process of this public policy. During the course of its implementation the program also brought up other external aspects that are crucial for understanding a possible arrangement of cultural democracy by the bias of the territory, where many populations from the peripheries of Sao Paulo\'s and its bordering cities are experiencing processes of this so desired cultural citizenship. The political participation of young people and also intergenerational actions are responsible for the mobilization and claims related to cultural rights via pressure and dialogues with the State. Finally, when observed from within their daily lives and own collective cultural practices, those are complex and revealing territories with power to displace the cultural cartography of the city, reversing power flows through affirmative artistic, cultural and identity actions to ensure the right to the city
