Det villkorade könet : En tematisk analys av framställningen av transpersoner i statens offentliga utredningar / The conditional gender : A thematic analysis of the portrayal of transgender people in Swedish Government Official Reports

Transpersoner är en grupp som i forskning observerats löpa särskild risk för social utsatthet. Transpersoners levnadsvillkor i relation till den egna könsidentiteten i fråga om sådant som juridisk könstillhörighet och könskorrigerande är något som regleras i lag. Denna uppsats syftar till att undersöka hur transpersoners attribut och den statliga regleringen av transpersoners kroppar och könsidentitet framställs i statens offentliga utredningar under 1960- och 2010-talet. En tematisk analys av en utredning från respektive tidpunkt har genomförts, och materialet har analyserats med utgångspunkt i Judith Butlers teorier om den heterosexuella matrisen och gender performance theory samt Natacha Kennedys framställning av begreppet cisgenderism. Vi fann att framställningen av transpersoners attribut såväl som regleringen av transpersoners könsidentitet i lag till vissa delar skiljer sig mellan utredningarna, men att vissa aspekter kvarstår. Framställningen av transpersoners psykiska varande har förändrats från en psykiskt sjuk avvikare som behöver diagnostiseras som sådan och behöver anpassas såväl beteendemässigt som fysiskt till rådande könsnormer, till en delvis mer tillåtande syn på transpersoners könsidentitet där den juridiska könstillhörigheten menas kunna tillåtas vara upp till transpersonen själv att besluta om. Dock kvarstår diagnosförfarandet även under 2010-talet i fråga om könsdysforidiagnosen som villkorar transpersoners rätt till könskorrigerande vård av kroppen, något som visar på att aspekten av medikalisering av transpersoners varande såväl som den statliga kontrollen över könsidentiteten har kvarstått över tid. Med utgångspunkt i våra valda teorier har vi även noterat att beskrivningen av könsnormernas samhälleliga roll har förändrats över tid från något samhällsavgörande till något som till viss del betraktas som föränderligt, och att förändringen i framställningen av dessa normers innebörd även tycks inverka på hur transpersoner framställs.

Hemlöshet är ett mångfacetterat begrepp och socialt problem som funnits i århundraden, trots detta finns ingen samsyn kring fenomenets orsaker eller lösningar. Denna studie har ämnat bredda kunskapen kring konstruktioner av hemlöshet och särskilt inriktat sig på svenska statens syn på, och anspråk om, personer i hemlöshet och hemlöshet som socialt problem. I studien har en dokumentstudie utförts för insamling av empiriskt material och därefter har en kvalitativ textanalys genomförts. Med ett socialkonstruktionistiskt perspektiv och Losekes teori om anspråk har två utredningar som anses vara representativa för respektive tidsperiod analyserats. Dessa är SOU 1929:9 och SOU 2001:95. I analys av utredningarna framkom att hemlöshet har konstruerats på två olika sätt. I den tidigare utredningen anses personer i hemlöshet ha förorsakat sin egen situation och ses som ett problem som samhället lider av. I den senare utredningen ses personer i hemlöshet som offer för primärt strukturella omständigheter och förtjänta av samhällelig uppslutning för problemets lösning. Analysen resulterade även i att belysa hur anspråk formulerade om problemets orsaker var avgörande vid formuleringen för givna anspråk om problemets lösningar. Denna studie kan ses bidra till kunskapsutvecklingen om hemlöshet genom att belysa vikten av att inte glömma historien för att kunna utveckla det framtida sociala arbetet ytterligare.

Assessing the use of Northern Sotho as an official language : a comparative study of Capricorn and Mopani District Municipalities, Limpopo Province

D.(Translation and Linguistics Studies)) -- University of Limpopo, 2017 / This thesis assesses the use of Northern Sotho as an official language in the Capricorn and Mopani District Municipalities of Limpopo Province. The Constitution of the Republic of South Africa stipulates clearly that all eleven official languages are equal. The study argues that Northern Sotho, as one of the 11 official languages of the Republic of South Africa, deserves to be treated with respect. It (the study) has shown that Northern Sotho is currently not enjoying the proper status that is afforded to it by the Constitution of the Republic of South Africa (1996). The business world does not make use of Northern Sotho as it is regarded as an inferior language which is associated uneducated people. Furthermore, the study has discovered that many of the public and private sector companies communicate with their employees and members of the public in English, while most of these employees and members lack the necessary linguistic proficiency. Information that is directed to employees and members of the public only serves the purpose if it is distributed to them in the languagethat they best understand. The main factor with regard to the use of Northern Sotho in all spheres of life is that many Northern Sotho speakers feel ashamed of speaking the language, particularly in public. This is not surprising because many, mainly educated African people, despise their indigenous languages because they consider them backward, inferior and under-developed. English is still used as a dominant language. The researcher drew on theories of scholars such as Piaget, Laswell, Weaver and Schramm to ground this study. Ethnolinguistic vitality theory is also considered as the study of minority languages and more specifically, Northern Sotho, involves language vitality issues. The researcher has used qualitative research methodology designed through document analysis, observations and individual interviews. Research findings confirm that the Constitution of the Republic of South Africa (1996) indicates that all the 11 official languages should be used in all spheres of life with equal regard and consideration. This implies, among others, the entrenchment of the right of learners and students to be taught in the language that they best understand. The 12 participants from Capricorn and the 12 from Mopani Districtv Municipalities stated that the use of English should not be tampered with. All the other remaining respondents concurred that Northern Sotho should be granted its rightful status in all official communication. Northern Sotho was found to have linguistic vitality in that majority of Capricorn and Mopani District Municipalities’ residents are Northern Sotho speakers who deserve to be afforded their constitutional right to be served in the medium of Northern Sotho as their indigenous language of choice

Från ord till handling. En studie om kommuners implementering av mänskliga rättigheter

Syftet med studien är att undersöka, samt skapa förståelse och insikt i, hur mänskliga rättigheter implementeras på kommunal nivå. Vidare är studiens mål att inspirera andra kommuner till att arbeta systematiskt med mänskliga rättigheter. Grundläggande för studiens inhämtning av material är en intervjustudie av Piteå, Lund och Uppsala där kommunernas arbetssätt med mänskliga rättigheter är centralt. Utöver intervjuerna tillkommer även offentliga dokument, tidigare forskning och kommunala styrdokument. Intervjuerna har analyserats utifrån ett rättssociologiskt och förvaltningsteoretiskt perspektiv med fokus på implementering. Studiens resultat visade på implementeringsprocessens problematik och de svårigheter som tillkommer ett systematiskt arbetssätt kring mänskliga rättigheter på grund av begreppets otydlighet. Det uppmärksammades även en kunskapsbrist gällande det praktiska arbetet med mänskliga rättigheter. / The aim of this study is to examine and understand how human rights is implemented in local governments today. The goal is to inspire other local governments to increase their systematic work with human rights. Piteå, Lund and Uppsala was interviewed about their work with human rights. Except the interviews the material is official documents, previous reaserch and regulatory documents from the local governments. To analyze the result from the interviewes, theories about the function of law in society were used together with theories of the govenmental organisation and implementation.It is evident from the study that there is a lack of knowledge for the practical work with human rights in the three swedish local governments. The result also illustrates the complexity of problems with a systematic approce to human rights because human rights are undefined.

Educating Mexico in Emilio Fernández's Río Escondido and Rosario Castellanos's Balún Canán

Following the bloody Revolution of 1910-1917, Mexican leaders took a great interest in rebuilding their devastated, war-torn country. In an attempt to further national unity, the post-Revolutionary regime sought to construct a unified, national identity. Many officials, such as José Vasconcelos, Mexico's first Secretario de Educación, viewed education as one of the keys to redeeming the nation. These government officials, empowered by their ideals and their sense of civic duty, worked to extend educational benefits to even the most overlooked segments of Mexican society. This thesis will examine two fictional texts that consider these efforts to transform and unify the nation through education in the post-Revolutionary years. Emilio "El Indio" Fernández's film, Río Escondido (1947), and Rosario Castellanos's novel, Balún Canán (1957), document the results of this federal intervention on behalf of its citizens in frontier towns far from the nation's capital. Nonetheless, Fernández and Castellanos provide very different appraisals of Mexico's post-Revolutionary education agenda. I view Río Escondido as official discourse because it lauds the national government initiatives to extend learning to all Mexicans and suggests that education will redeem the Mexican people. In Balún Canán, on the other hand, those in power utilize the education system to maintain control in society. Thus the novel criticizes failures within federal policies to provide education to less privileged sections of society. Despite their differences, both texts speak to a reality that Mexico dealt with during the mid-twentieth century when it attempted to solve its problems through education.

Representation Construction of Indigeneity by State vs Sámi Governments : Communicating Indigeneity through Official Government Discourse in Norway and Sweden

The purpose of this thesis is to examine the representation of the Sámi population as constructed in the official political discourses of the Swedish and Norwegian Governments and the Sámi Parliaments. As Sámi policies and Sámi political action have historically been limited by the dominating postcolonial conception of the Sámi by the nation-state, this thesis evaluates how the Governments of Sweden and Norway construct a representation of the Sámi in comparison to the representation offered by elected Sámi representatives to ascertain how the sociohistorical perspectives of the majority population reflect the conception of the Sámi population today. In addition, this comparison is made to draw inferences about the efficacy of ratifying ILO:169 for Sámi representation in political forums.Foucauldian Discourse Analysis was conducted on 370 official government documents through Hall´s framework of representation. The results indicated that the overarching representation of Sámi as presented by the Norwegian and Swedish Governments was of a static people that are vulnerable and inferior compared to the dominant group, with a specific representation of Sámi residing in Sweden portrayed as a minority group and the Sámi residing in Norway portrayed as a diverse population distinct from the state. The overarching representation as presented by the Sámi Parliaments in contrast portrayed a progressive and motivated people with customs and practices that aim to regain and create a Sami identity. These contrasting representations of the Sámi population indicate that both the Norwegian and Swedish Governments still operate with the sociohistorical perspective that formed prior conceptualization of Sámi and "Sáminess".

This case study uses a reading comprehension test and interviews to investigate how readers with and readers without reading or writing difficulties understand and perceive a decision on building permission in two versions: an original version and a version revised in accordance with the recommendations in a guide to plain language, Klarspråk­stestet för beslut. The aim is to contribute to usage guidance on adjusting texts for people with reading and writing difficulties and to study how comprehension and perception differ between those who have reading and writing difficulties and a control group. The study includes twelve participants, half of them with reading and writing difficulties. The theoretical framework of the study is plain language based on adequate simplifications and explanations for the intended recipient.   The result shows that there were differences between the groups’ mean scores on comprehension questions when they have read the decision in the original form, but there were no longer any differences between the groups when they had read the version in plain language. Just two people answered all the questions on the reading comprehension test correctly. One of the reasons for this may be that decisions on building permission are a type of decision that can be difficult to understand. Revising such decisions in accordance with the recommendations of the Swedish Language Council can facilitate reading comprehension, but does not automatically mean that the content is correctly understood or that the decision is perceived as being sufficiently adapted to the reader’s perspective. The result of the reading perception test shows that most participants were more positively disposed towards the plain language version of the decision. Another result is that there is a tendency for the last text the informants read to be perceived as better. All the informants’ responses to the questions on perception show that they want to find answers to their questions early in the text. The participants with reading and writing difficulties think that the technical terms should be explained in detail, while the informants without reading and writing difficulties think that these words are sufficiently well explained. The viewpoints expressed about the content show that the informants have different reading goals.

Three Essays in Public Economics: Flat Taxes, Foundation Operations and Giving

<p>This thesis empirically investigates two distinct themes in public economics: tax policy and the economics of the charitable sector. The first chapter of the thesis examines the first theme of tax policy and focuses on how a change in the income tax affects labour market behaviour in Russia. The second theme of the economics of the charitable sector is explored in the final two chapters of the thesis. These chapters analyze the role of Canadian foundations in the provision of charitable goods.</p> <p>The first chapter examines the effect of Russia's flat tax reform on two employment dimensions: primary vs. secondary and official vs. unofficial. The chapter shows that individuals respond to lower taxes by devoting less time to primary and secondary employment. Official and unofficial employment, however, remain unaffected by the flat tax reform.</p> <p>The next two chapters depart from tax policy and study the role of foundations in the Canadian charitable sector. The second chapter of the thesis provides new evidence on the size-based operation of foundations and their financial structure in Canada. A third of foundations operating in Canada are quite small, with assets of less than $25,000. The remaining foundations can be classified as medium (with assets more than $25,000 and never more than one million dollars in a given year) or large (with assets of one million dollars in at least one year). Over the last 20 years, there are only small differences in the growth and use of funding between public and private medium-size foundations. For the large-scale foundations, we observe distinct differences in the expenditures of private and public foundations. Private foundations distribute more of their expenditures to other charities whereas public foundations devote more of their expenditures to internal activities.</p> <p>The final chapter of the thesis explores the impact of foundation grants to charities on the private donations received by these charities. Theoretically, foundation grants have two competing effects on private donations: a negative crowd-out effect and a positive information effect. An overall positive effect prevails only if the positive effect of signaling information about charity quality outweighs the negative crowd-out effect. With data on Canadian social welfare and community charities matched to their specific foundation donors, this chapter empirically examines the overall effect and finds that an additional dollar of foundation grants to Canadian charities crowds-in private giving to these organizations on average by 3.70 dollars.</p> / Doctor of Philosophy (PhD)
