Anläßlich eines Rechtsstreits um Gehaltskürzungen in einer Internationalen Organisation werden die dafür geltenden Regelungen auf internationaler Ebene (in der betreffenden Organisation und einigen anderen internationalen Institutionen) erläutert und mit den Vorgaben des nationalen deutschen Verfassungsrechts verglichen, um zu zeigen, dass diese wegen der Besonderheiten des Beamtenstatus nur bedingt auf die internationale Ebene übertragen werden können.

Das Ziel des ServFace Projektes ist es Endnutzern ohne umfangreiche IT-Kenntnisse das einfache Erstellen von servicebasierten Anwendungen zu ermöglichen. Dazu wird ein Kompositions- werkzeug mit dem Namen “ServFace Builder“ verwendet. Das Werkzeug erlaubt es Endnutzern, interaktive Anwendungen durch die Komposition von Service-Operationen zu erstellen. Dafür ist eine grafische Repräsentation der Service-Operationen durch UI-Fragmente notwendig. Die UI-Fragmente werden im ServFace-Umfeld als Frontends bezeichnet. In der vorliegenden Arbeit wird ein Konzept zur automatischen Visualisierung dieser Frontends vorgestellt. Um das Ergebnis der Visualisierung zu verbessern, nutzt der Visualisierungsprozess neben der Service-Beschreibung weitere Informationen in Form von Annotationen und Gestaltungsempfehlungen. Konkret werden die folgenden Aspekte in dieser Arbeit beschrieben: • Visualisierung von Frontends zur Repräsentation von Service-Operationen auf Basis von Service-Beschreibungen, Annotationen, Plattformspezifikationen und Gestaltungsempfehlungen unter der Maßgabe der Gebrauchstauglichkeit und Nutzbarkeit. • Integration der Frontends in die jeweils aktuelle Instanzen des gegebenen Anwendungsmodells. • Technische Umsetzung und Evaluation der entwickelten Konzepte / The aim of the ServFace Project is to enable users with limited IT skills to easily create service-based applications. In order to do so, a tool called "ServFace Builder" has been developed. This tool allows users to build a composite application by combining several service operations. An important part of the ServFace Builder is the graphical representation of those service operations through user interfaces. This thesis describes an approach to automatically generate user interfaces for service operations. To enhance the graphical representation, the user interface generation process of the ServFace Builder comprises annotations and design recommendations next to the common service descriptions to enhance the result of the generation process. This thesis discusses: • Graphical representation of service operations on the basis of service descriptions, annotations, plattform specifications and design recommendations. • Integration of the graphical representation into the actual instance of the given application model. • Implementation and evaluation of the presented concepts.

Just as packet switched networks constituted a major breakthrough in our perception of the information exchange in computer networks so have the decoupling properties of publish/subscribe systems revolutionized the way we look at networking in the context of large scale distributed systems. The decoupling of the components of publish/subscribe systems in time, space and synchronization has created an appealing platform for the asynchronous information exchange among anonymous information producers and consumers. Moreover, the content-based nature of publish/subscribe systems provides a great degree of flexibility and expressiveness as far as construction of data flows is considered. However, a number of challenges and not yet addressed issued still exists in the area of the publish/subscribe systems. One active area of research is directed toward the problem of the efficient content delivery in the content-based publish/subscribe networks. Routing of the information based on the information itself, instead of the explicit source and destination addresses poses challenges as far as efficiency and processing times are concerned. Simultaneously, due to their decoupled nature, publish/subscribe systems introduce new challenges with respect to issues related to dependability and fail-awareness. This thesis seeks to advance the field of research in both directions. First it shows the design and implementation of routing algorithms based on the end-to-end systems design principle. Proposed routing algorithms obsolete the need to perform content-based routing within the publish/subscribe network, pushing this task to the edge of the system. Moreover, this thesis presents a fail-aware approach towards construction of the content-based publish/subscribe system along with its application to the creation of the soft state publish/subscribe system. A soft state publish/subscribe system exposes the self stabilizing behavior as far as transient timing, link and node failures are concerned. The result of this thesis is a family of the XSiena content-based publish/subscribe systems, implementing the proposed concepts and algorithms. The family of the XSiena content-based publish/subscribe systems has been a subject to rigorous evaluation, which confirms the claims made in this thesis.

Valstybės tarnybos karjeros sistema atlieka svarbų vaidmenį tenkinant valstybės tarnautojų profesinio tobulėjimo poreikius. Ji yra pagrindas pritraukti ir išlaikyti kvalifikuotus specialistus ir tokiu būdu garantuoti profesionalios valstybės tarnybos egzistavimą bei efektyvų viešojo administravimo funkcijų vykdymą. Magistro baigiamojo darbo tikslas yra išnagrinėti svarbiausius ir aktualiausius karjeros sistemos valstybės tarnyboje Lietuvoje ir Vokietijoje aspektus, išsiaiškinti, kokią įtaka karjeros sistema daro pasirenkant darbą valstybės tarnyboje ir, ar ji užtikrina asmeninio bei visuotinio profesinio tobulėjimo procesus, kurie lemia kvalifikuotos valstybės tarnybos buvimą bei kokią įtaką karjeros sistema daro valstybės tarnautojų motyvacijai. Šiame darbe buvo naudotasi teoriniais tyrimo metodais: valstybės tarnybą reglamentuojančių dokumentų analize, metodinės literatūros analize bei statistine analize ir empiriniu tyrimo metodu – anketine apklausa. Magistro baigiamąjį darbą sudaro keturios dalys. Pirmojoje dalyje apibūdinama karjeros samprata ir supažindinama su Valstybės tarnautojų karjera Europos Sąjungos šalyse. Antrojoje dalyje apibrėžiamos Lietuvos valstybės tarnybos, valstybės tarnautojo sąvokos, apibūdinamas Lietuvos valstybės tarnybos modelis, nagrinėjama Lietuvos valstybės tarnybos karjeros sistema apžvelgiant priėmimo į valstybės tarnybą tvarką, valstybės tarnautojų karjeros eigą, karjeros sistemos įtaką valstybės tarnautojų motyvacijai. It protects the raising of the certified Mitabeiter and her remaining and at the same time existence of the professional civil service as well as actual fulfilling of his duties. The aim of the MA thesis is to investigate the most important and most topical aspects of the career system of the civil service in Lithuania and Germany and to ascertain which influence the career system on the decision has for the work in the civil service and whether it protects the personal and general professional processes of development which influence the existence of the certified civil service and how the existing career system influences the motivation of the officials. In this final work are applied the following theoretical research method: the analysis of the legal bases, the analysis of the methodical material, the statistical analysis and the empiric research method – the survey with the help of the questionnaire. [to full text] / Das Karrieresystem des öffentlichen Dienstes spielt eine wichtige Rolle beim Erfüllen der Bedürfnisse der beruflichen Etwicklung der Beamten. Es sichert die Heranziehung der qualifizierten Mitabeiter und ihr Verbleiben und gleichzeitig Bestehen des professionellen öffentlichen Dienstes sowie das effektive Erfüllen seiner Aufgaben. Das Ziel der Magisterarbeit ist, die wichtigsten und aktuellsten Aspekte des Karrieresystems des öffentlichen Dienstes in Litauen und Deutschland zu erforschen und festzustellen, welchen Einfluss das Karrieresystem auf die Entscheidung für die Arbeit im öffentlichen Dienst hat und ob es die persönlichen und allgemeinen beruflichen Entwicklungsprozesse sichert, die das Bestehen des qualifizierten öffentlichen Dienstes beeinflussen und wie das bestehende Karrieresystem die Motivation der Beamten beeinflusst. In dieser Abschlussarbeit werden folgende theoretischen Forschungsmethode angewandt: die Analyse der gesetzlichen Grundlagen, die Analyse des methodischen Materials, die statistische Analyse und die empirische Forschungsmethode – die Umfrage mit Hilfe des Fragebogens. Ortsbasierte Dienste erfreuen sich in den letzten Jahren starker Beliebtheit. Für deren Umsetzung sind sog. Lokalisierungsdienste notwendig, welche eine Ortung von Mobilgeräten erlauben. Das GPS stellt den wohl populärsten Lokalisierungsdienst dar, ist jedoch innerhalb von Gebäuden nur sehr beschränkt einsetzbar. In der Vergangenheit wurden deshalb Methoden vorgeschlagen, die zur Positionsbestimmung auf die Messung der Empfangsfeldstärke von WLAN-Aussendungen zurückgreifen. Im Rahmen der Diplomarbeit soll untersucht werden, ob sich ebenfalls eine Postionsbestimmung anhand von Laufzeiten der WLAN-Signale umsetzen lässt. Bedingung hierbei ist, dass der Lokalisierungsdienst - eine reine Softwarelösung darstellt und keine Modifikationen an Hard- oder Firmware voraussetzt und - die Lokalisierung ohne für diese Zwecke ausgelegte Spezialhardware umsetzbar ist. Diese Anforderungen sollen sicherstellen, dass der zu entwickelnde Lokalisierungsdienst mit bereits installierter, handelsübliche Hardware umsetzbar ist. Es sind in Frage kommende Verfahren zur Bestimmung der Signallaufzeit zu erörtern. Für die Laufzeitmessung in Frage kommenden Zeitquellen sollen zugänglich gemacht und auf ihre Tauglichkeit untersucht werden. Durch Messreihen ist zu untersuchen, ob mit den vorgeschlagenen Messverfahren eine Lokalisierung möglich ist und in welchem Rahmen sich die zu erwartende Genauigkeit bewegt. Die in dieser Arbeit beschriebenen Konzepte sollen im Rahmen einer Proof of Concept Anwendung implementiert werden. Die Software soll unter dem Gesichtspunkt der Wiederverwendbarkeit entwickelt werden, um eine spätere Nutzung im Rahmen anderer Projekte zu ermöglichen.
