This thesis has aimed to analyze the movement known as Everyone for Education, in an attempt to understand its conditions of provenience and emergence, as well as its effects on the present Brazilian education scenario. The movement appeared in 2006 as an initiative by the civil society and was idealized by a group of businessmen aiming at contributing to improve the quality of education in Brazil. The research materials have comprised eight publications by the movement, such as handbooks that publicize its actions, and reports monitoring its goals. By means of an investigative genealogic approach grounded on Michel Foucault’s studies, this thesis has shown that discourses that have constructed the great truth of Education for All, aligned with discourses that have instituted the need for educational reform, have provided the conditions for the provenience of movements such as Everyone for Education. The research has also analyzed the emergence of the movement in the present political scenario, considering its implications. Performativity has been perceived as one of the main effects of the movement on the present Brazilian educational scenario, in the sense that Stephen Ball has attributed to it. From such evidence, the research has analyzed the following issues: when the notion of performativity emerged; the effects produced on the practices that have engendered it; how performativity has operated in Everyone for Education; and its effects on the educational field. The study has evidenced that performativity is central in the Everyone for Education movement and has been articulated with the concepts of inclusion and learning. In order to operate, performativity has required a process of reconfiguration of learning as performance. The relation of performativity to inclusion, in turn, is more complex and has constituted a paradox. While inclusion of everyone is a non negotiable condition in a school system grounded on performativity requirements, the allegedly "included" threaten school performativity, since their performances in large-scale evaluations are seldom regarded as satisfactory to achieve the goals established by a school that takes performativity as productivity in education.

“NOW LET US SHIFT”: A CASE STUDY OF DEVELOPMENTAL EDUCATION REFORM IN A HISPANIC SERVING COMMUNITY COLLEGE

Baca, Audrey Marie 01 June 2019 (has links)
Background: Latina/o/x students who persist to college are likely to enter through community college (Contreras & Contreras, 2018) and until the enactment of California Assembly Bill 705, would have been susceptible to placement in developmental education courses (Rodriguez, Cuellar Mejia, & Johnson, 2018). The implementation of AB 705 shifted the requirements for new student placement in all 115 California Community Colleges. With compliance mandated by Fall 2019, the law required colleges to "maximize the probability" that entering students enroll and complete transfer-level English or mathematics within a one-year timeframe and within a three-year timeframe for students enrolled in English as a Second Language courses (A. B. 705, 2017, para. 2). Purpose: This study examined organizational changes related to developmental education reform, AB 705, at a Hispanic Serving Community College. Methodology: This instrumental case study, at a Hispanic Serving Community College, employed various data collection methods including semi-structured interviews, document collection and analysis, physical artifact collection, and observations. Primarily, the enquiry focused on learning from eleven participants (faculty, staff, and administration) who were strategically involved in reform efforts. Conclusions: The findings identified structural and procedural changes to the placement process as well as existing supplemental supports and curriculum at the research site. Barriers and supports for faculty, staff, and administration influenced the change process and the perceived implications for equitable student outcomes of students. As all community colleges throughout the state are required to comply with AB 705, this study may be of interest to those invested in similar change processes.

Special Education Teachers' Perceptions of Professional Development Around Assessment

Durr, Mary Sue 01 January 2019 (has links)
The significance of professional development (PD) is acknowledged in research studies as essential to implementing rigorous state standards. Although the literature recognizes that PD is a crucial component in improving teachers' knowledge and skills, some teachers at a midsized urban public elementary school in the southern United States did not see the benefit of attending PD. The purpose of this study was to explore elementary special education teachers' perceptions of PD around assessment. Guided by a framework based on Chen and McCray's whole teacher approach to teacher PD, this basic qualitative study was designed to understand how these elementary special education teachers viewed the PD activities related to assessment at the local site. In-depth interviews were conducted with elementary special education teachers at LMP Elementary School who had attended PD about assessment. Interview data were analyzed using the content analysis method. Overall, findings revealed concerns regarding the quality of PD, lack of training, lack of evidence-based practice, teachers' intrinsic motivation and commitment, and teachers' autonomy. Findings were used to design a 3-day PD workshop that engaged learning techniques for special education teachers to assess and implement instructional methods to augment students with disabilities' academic achievement. Ultimately, this study has implications for creating positive social change by advocating and providing for special education teachers to be maximally engaged in PD aimed at enhancing outcomes for the students with disabilities they serve.

Predicting Academic Outcomes for Third Grade Students: Examining the Reading Achievement of Diverse Students Using the Diagnostic Lens of the Dynamic Indicators of Basic Early Literacy Skills

Adderley, Zhivago Trevino 01 January 2013 (has links)
Despite the billions of dollars spent in the last forty years, America's efforts toward closing the achievement gaps among diverse learners and their receptive counterparts have not been realized. Limitations noted in previous research discussed the need to examine the unique contributions of diverse learner variables as a way of determining their specific academic needs. The purpose of this study was to examine the intra- and inter-group growth trajectories of two diverse student groups (English Language Learners and Students with Specific Learning Disabilities) on reading achievement. The study employed a longitudinal, quasi-experimental research design utilizing archival data from 26,947 students' files to answer two research questions. The first research question examined growth relationships between 3rd grade English Language Learner student categories on reading achievement while holding gender and socio-economic variables constant. The second research question explored the extent to which the initial levels and slopes of 3rd grade students with specific learning disabilities differed across racial and ethnic groups. Growth curve analyses were employed to answer both research questions. Findings revealed significant intercept and slope relationships for the two groups on reading fluency measures. Significant differences were found between the reference group (i.e., Non-ELL females who were ineligible for free and or reduced lunch) and two of the ELL subgroups. The slope relationships were only significant for ELL students (ELL-LY) who were in the currently enrolled (i.e., receiving some type of ELL instructional support or service) category. Gender and socio-economic variables were significant suggesting a negative influence on initial reading levels. Reading fluency (DORF) achievement findings relative to students with disabilities and their race and ethnic subgroups revealed White students' initial DORF scores were significantly different from Hispanic and Black students' scores. Race and ethnic slope variables were insignificant and homogeneous in nature. A discussion about these findings and their implications for closing the achievement gap for diverse students is provided in the document.

From Policy to Practice: Implementing "Move On When Ready" at the Local Level in Arizona

January 2012 (has links)
abstract: The purpose of this study was to understand what promotes or hinders the implementation of a high school education reform policy in Arizona schools from the perspective of a nonprofit organization that served an active and intentional role as an intermediary organization working directly with schools and policymakers. The study was intended to facilitate implementation of the education reform policy in the school sites, to gain knowledge that will be used to inform future cycles of planning and implementation, and to influence state policy. This study was an explanatory nonexperimental multiple case study involving five high schools across Arizona. The study focused on the early phase of implementation of the education reform policy. A mixed methods case study design grounded in the tradition of participatory action research was employed. Data were collected through surveys, interviews, observations, focus groups, and a document review. The results suggest that the education reform policy was implementable in diverse schools across the state. However, how the education reform policy was implemented in each school site appeared to vary. A number of factors seemed to influence the actual implementation process including the design and understanding of the reform, selection process, district context and school characteristics, and school capacity to undertake the reform. The findings suggest that the nonprofit organization that served as an intermediary organization within the study influenced the implementation process. It appears that this primarily took place by providing direct assistance to the schools, creating opportunities for collaboration and communication across the multiple school sites implementing the same education reform policy, and serving as a connector to other organizations, policymakers, and the larger public. The study resulted in the nonprofit organization's deeper understanding of the complexity of implementing the education reform policy, the challenges schools face in implementing the reform, and the factors that appear to promote or impede the implementation process. / Dissertation/Thesis / Ed.D. Laying the Groundwork: The Journey of an Urban High School District Implementing a College Readiness Initiative

January 2012 (has links)
abstract: National and state education reforms are centered on developing higher academic expectations and standards to ensure students transitions into postsecondary options, college and career ready. What does this national emphasis signify for urban school districts that are educating a significant proportion of first-generation students and that struggle to produce students ready for the rigor of postsecondary education without remediation? Framed within Karl Weick's (1976) theoretical framework of loose coupling organizational theory, this qualitative study examined the implementation of the pseudonymous ABC High School District college readiness education reform initiative through the lens of district-wide system actors, which included district leadership, school-level implementers and the students as the intended beneficiaries. ABC High School District is the largest non-unified urban school district in a large metropolitan area in the Southwestern United States. I focused specifically on two implementation sites: Blue Sky and Desert Flower High Schools. The system actors expounded on their knowledge and understanding of how they perceived the implementation of the initiative, their interpretations of the district's new policy and initiative, and how this initiative guided their practices based on their respective roles. The findings included the four major themes of (a) building capacity of the actors, (b) communication, (c) policy and politics, and (d) academic rigor and high expectations. Two additional findings specific to counselors and students were also revealed. The counselor-specific experiences revealed the changes in their roles that have created confusion among school staff and their growing responsibilities that may impede the progress of the district initiative. The student-descriptions suggest their knowledge about college and career planning, challenges, and their academic preparedness to successfully transition to a postsecondary institution. / Dissertation/Thesis / Ed.D. / Educa????o
