Šio magistro darbo objektas – užsienio naujienos Lietuvos žiniasklaidoje ir jų atrankos kriterijų taikymo ypatybės skirtingose masinės informacijos sklaidos priemonėse. Darbo tikslas – atskleisti užsienio naujienų atrankos kriterijų pokyčius, įtakotus tobulėjančių technologijų, bei išsiaiškinti dominuojantį užsienio naujienų atrankos kriterijų, taikomą šiandieninėje Lietuvos žiniasklaidoje. Darbo tikslo siekiama išsikeliant šiuos darbo uždavinius: apibrėžti naujienų gamybos procesą, atsižvelgiant į žurnalisto darbo aspektus, pasaulio žiniasklaidos agentūrų vaidmenį šiame procese, žiniasklaidos rinkos įtaką naujienų gamybai; aptarti ir išanalizuoti užsienio naujienų atrankos kriterijus; apžvelgti šiuolaikinės žiniasklaidos, kurią įtakoja naujausios technologijos, specifiką ir galiausiai atskleisti užsienio naujienų atrankos kriterijų pokyčius. Mokslinės literatūros analizės pagalba buvo išanalizuota su naujienų gamybos procesu ir užsienio naujienų atrankos kriterijais susijusi literatūra, kuri suteikė atskaitos tašką tirti užsienio naujienų atrankos kriterijų taikymą Lietuvos žiniasklaidos priemonėse. Šiam žvalgomajam tyrimui pasirinktas kokybinės ir kiekybinės turinio analizių derinys. Tyrimo rezultatai atskleidė, kad tiriamuoju laikotarpiu (2010 m. vas. 16d. – kov. 11d.) dominuojantis kriterijus užsienio naujienų atrankoje yra naujienos dramatiškumas, tačiau valstybės svarbumas taip pat tebeturi didelę įtaką atrankai. However contemporary mass media seems to be seeking data that would cause sensation and be dramatic. While it should firstly be informative. In addition, media imperialism was prevailing in media for quite a long time, though nowadays the picture seems to be changing as more and more news from the peripheral countries appear in the means of mass media. The object of this Master Thesis is foreign news in the Lithuanian mass media and the peculiarities of their selection criteria in different means of mass media. In our study we analyzed pathogenic microorganisms from burn wounds, their rate and changes after tightening the infection control. Special attention was paid to the diagnostics and treatment problems of Staphylococcus aureus. We have been studying Rational application algorithm of antibacterial drugs influence on the effectiveness of the infection diagnostics and treatment, and the changes of Staphylococcus aureus resistance to antibiotics. There was performed an experimental analysis of pathogenic microorganisms with „electronic nose“ and a comparison was made of changing parameters in „electronic nose“ resistance studying Acinetobacter spp., Escherichia coli, Pseudomonas aeruginosa, Staphylococus aureus pathogenic microorganisms. This experiment underlies further investigations of the early diagnostics of the pathogenic microorganisms. Our research works have characterized it from the complex standpoint to the solution of burn wound infection prevention, diagnostics, and treatment problems what is missing in analyzed literature.

Automatic data extraction from medical legacy systems into archetype-based systems is analyzed, developed and tested in this work. Electronic health record system (EHRS) is a must in today’s healthcare environment. Lots of up-to-date medical systems are still built with classic development approaches, with semantics hard coded into systems. Modern EHRS standards propose new “two-level” methodology, which is based on separation of knowledge and information levels. This work suggests a methodology for heterogenic medical legacy systems that exist today to be transformed into ones, built with “two-level” methodology. Transformation is based on knowledge, residing in new system. By creating a comprehensive transformation scheme, it is possible to analyze and extract relevant data from semi structured or unstructured text fields with mixed information. Suggested methodology is tested with software prototype by extracting laboratory results of clinical blood test from semi structured fields of cardiology database. Achieved results are about 95% of data successfully transferred from legacy system. This approach preserves medical data accumulated during long years of work and transforms it into more useful form, creating structured data from unstructured text fields. It allows an automatic means of information technologies to be used by medicine expert to analyze and interpret legacy data (draw charts, calculate statistics and so on).

Temos aktualumas ir mokslinė problema. Elektroninės valdžios raidos tendencijos, jų svarba valdžios įstaigų veiklos efektyvumui ir visuomeninių lūkesčių įgyvendinimui didinti bei demokratijai plėtoti yra neabejotina (Millard, J., 2003). Development trends of electronic government, their importance for the efficiency of state institutions and for increasing the implementation of public expectations as well as for the development of democracy is undoubted (Millard J., 2003). Electronic government is commonly perceived as the prolongation of state government in electronic space, manifesting itself as realization of state functions, improvement of organizational changes while applying information technologies (Designing E-Government, 2002). Saviformuojantys puslaidininkiniai kvantiniai taškai (quantum dots, QDs), kurių charakteringos elektronų subjuostinių (intraband) šuolių energijos yra infraraudonajame spektriniame ruože (3–25 μm), sudaro daugelio fotojutiklių aktyviąją terpę ir yra aktualūs taikymams šiuolaikinėje optoelektronikoje. Disertacijoje nagrinėjami molekulinio pluoštelio epitaksijos būdu užauginti: -- InAs kvantiniai taškai, įterpti į GaAs matricą ir GaAs/AlAs supergardelę; -- InAs kvantiniai taškai be ir su įtempimus sumažinančiuoju InGaAs sluoksniu, įterpti į kompozitinę GaAs/AlAs kvantinę duobę; -- skirtingo aukščio koloniniai InGaAs kvantiniai taškai arba kvantiniai strypeliai (quantum rods, QRs), apsupti dvimačiu InGaAs sluoksniu, ir užauginti naudojant arba As2, arba As4 šaltinį. Taikant moduliacinę atspindžio spektroskopiją ir fotoliuminescenciją, buvo ištirtos šių darinių optinės savybės bei jų elektroninė sandara, o taip pat atskleista auginimo sąlygų įtaka darinių struktūrai. Eksperimentiniai tyrimai buvo interpretuojami atliekant teorinį modeliavimą skaitmeniniu (nextnano3 programa) bei analitiniu (sukurtas algoritmas) metodais. / Self-assembled InAs quantum dots (QDs), whose intersublevel transition energies lie in the mid- and far-infrared spectral range (3–25μm), have attracted particular interest as active elements of infrared photodetectors. This interest is mainly due to intriguing atomic-like quantum confinement and unique optical and electronic properties of QDs. Moreover, QD electronic structure can be adjusted by varying the dots size and shape or their environment. These features make QDs to be of importance in creation of photoelectronic devices with a desired spectral range. The dissertation is concerned specifically with molecular beam epitaxy grown InGaAs QD structures with: -- InAs QD stacks embedded in GaAs matrix and GaAs/AlAs superlattice (SL), or alternatively InAs/GaAs QD-SL structures with and without AlAs barriers between the dot layers; -- InAs QDs with and without InGaAs strain-reducing layers, embedded within GaAs/AlAs quantum wells; -- columnar InGaAs QDs, also referred to as quantum rods (QRs) or quantum posts, of different morphology. (The quantum confined structure consists of vertically oriented InGaAs QRs immersed in a two-dimensional InGaAs layer). These QD structures were studied by modulated reflectance and photo- luminescence spectroscopies to reveal their optical properties and the full- extent of electronic structure. Experimental data were interpreted by numerical (nextnano3 software) and analytical (algorithm developed) modelling.

Nuo 1995 metų bankai pradėjo teikti savo klientams tiesiogines prieigas prie savo sąskaitų per internetą iš bet kurio pasaulio taško. Lietuvoje šios paslaugos vartotojų skaičius auga kiekvienais metais. Tačiau didėjant internetinės bankininkystės klientų skaičiui, daugėja ir su paslaugos vartojimu susijusių problemų. Viena didžiausių – vartotojų kompetencijos trūkumas naudojantis paslauga. Vieni nemoka atlikti paprasčiausių operacijų, o labiau patyrę vartotojai dažniausiai nebūna susipažinę su visomis internetinės bankininkystės galimybėmis. Darbe aprašomas bankininkystės žinyno modelis, sukurtas naudojant techninio rašymo principus ir pritaikytas atskiriems vartotojų segmentams. In Lithuania number of internet banking users is growing every year. During 9 months of year 2006, number of users has increased 24 %. More and more traditional banking features are implemented into internet banking and that makes internet banking complex. While the number of users keeps increasing, we have to face more problems too. In 2003 SEB Bankas carried out a research that indicated that one third of people do not use internet banking because they are not ignorant of this service. Beginners usually do not know how to perform basic features while advanced users are not familiar with the entire internet banking opportunities. The goal of this paper is to create an internet banking manual’s model that combines the principles of technical writing and will be adopted for separated user segments. Dual experimental research has been carried out to evaluate the created model.

The theme of the Magister thesis – “Processual Acts of Court Using Electronic Space”. The main definitions – the court, the process of court, justice, processual act, processual documents, electronic space. Special points are analyzed in this thesis, which make influence on juridical regulation of the acts of court process, including the participants of court process of the court, using electronic space, the level of the implementation of the strategic documents and initiatives of EU on electronic space as well as various planning documents in Lithuania. The practice of court process of foreign countries using electronic space is analyzed in this thesis as well as analogous possibilities in Lithuania. Significant attention is payed to the importance of electronic space and the court process in everyday social life. The importance of harmonious development is proved, the statistical data of using information technologies (electronic space) as well as the reports of court acts are analyzed Bigger attention is shown for the implementation of civil process acts (less – for administrative or criminal ones) on the usage of electronic space. Substantial problems of electronic contract reglamentation are being discussed in this study. This work consists of two parts. Definition of electronic contract and the main legal acts are being discussed in the first part of the work. And in the second part different agreements are examined and their adoption to laws. The aim of this work is to analyze different legal sources of Electronics contracts and to reveal how those laws are put into practice in different online banking service and online auction service agreements. We are trying not only to analyze International and Lithuanian legal sources but also to reveal the main reglamentation problems.

Problems, relating to the imposition of direct taxes on e-commerce, calculation and collection thereof in e-commerce are discussed in the final Master's thesis with reference to the laws of the Republic of Lithuania, by comparing them with the model of the double taxation avoidance agreement of the Organization for Economic Co-operation and Development as well as the remarks of the experts of this Organization. Criteria, according to which the e-commerce taxation jurisdiction is applicable, are given herein. Collection of direct taxes of e-commerce in performance of e-commerce activities via server as well as permanent registered office is analyzed.
