Fast hand, eller en armlängds avstånd : Ett relationellt perspektiv på kommunal politisk styrning av folkbiblioteken / A firm hand, or an arm’s length : Perspectives on the relationship between local politicians and library administrators

Kjerstadius, Vidar January 2020 (has links)
The topic of this study is the relationship between municipal politicians and library managers. By tradition this relationship has been guided by the arm’s length principle which has given the managers ample autonomy. Recent events from 2018 and onward suggest that this relationship is changing. The aim of this study has been to determine the current relationship between local politicians and library managers as perceived by the library managers. Questions posed are: How do library managers perceive their administrative role? How does that administrative role relate to political control? Are these perceptions influenced by the political orientation of the ruling municipal politician, and if so how? The theoretical starting-point is the typological model developed by the american political scientist James Svara. Semistructured interviews with library managers were conducted, and the results show that while the managers perceive their administrative role as subordinated to the municipal politicians their attitude towards political control is that libraries should hold a high degree of autonomy. The conclusion is that there is a gap between the perceived administrative role and the actual administrative role. The library administrators perceive that a relationship between municipal politicians and library managers should be guided by the arm’s length principle and use various arguments and strategies to emphasize this in the day-to-day working relationship with the municipal politicians.

Den korta armen : En studie i mångfald och armlängdsavstånd i kultursamverkansmodellen / The short arm : a study in diversity and arm’s length in the cultural collaboration model

Ostrozanszky, Fredrik, Jessika, Eddur January 2012 (has links)
The name of the study means “The short arm - a study in diversity and arm’s length in the cultural collaboration model”. Right now there is a reform in the Swedish cultural administration where the responsibility for handing out state funds and grants to cultural organizations is changing from the state government to the local regional governments. The purpose of this study is to map the organisational changes caused by the reform and investigate how this affects the regional policies concerning cultural diversity and the arm’s length principle. The study has found that the regional governments have mainly adapted existing structures to incorporate the necessary changes for the cultural collaboration model. The exception being the non government organizations that have made considerable changes to their organizations. While cultural diversity is still strong in the model arm’s length principle has been hollowed out.

Sverigedemokraterna och”armlängds avstånd” : En kritisk diskursanalys av debatten om kulturens autonomi / Sweden Democrats and the arm’s length principle : A critical discourse analysis of the autonomy of culture

Sjölind, Erik January 2020 (has links)
The purpose of this study is to analyze the Sweden Democrats’ cultural policy by using two high profile cases in two different counties. The questions can be summarized as follows: What types of discourses can be found within the debates on the county- and national level about the Sweden Democrats’ cultural policy in general and their view on the so-called arm’s length principle in particular? What actions are taken in counties with a Sweden Democrats leadership? What type of role does culture politics play as an instrument for different actors? By using critical discourse analysis, I analyze the debates regarding socio-cultural practice, drawing on a perspective of sociological neo-institutionalism. The result of this study shows that there is a cultural- freedom discourse and a democratic discourse hegemony contested by a rightwing populist discourse and a cultural heritage discourse. This hegemony still maintains the arm’s length principle, while the rightwing populist discourse and the cultural heritage discourse challenge it’s meaning. This has led to institutional changes in form of research about the state cultural freedom and the arm’s length principle from the department of culture.

”När [barn] möter en dragartist möter de en sagofigur” : Sagostunder med dragartister på folkbibliotek. / ”When [children] encounter a dragqueen they see a fictional character” : Drag storytimes in public libraries.

Landgren, Rebecka, Nykänen, Jennifer January 2023 (has links)
This study aims to acquire knowledge about the concept of drag storytimes in public libraries. It addresses research questions regarding their relation to the libraries' mission, as well as associated experiences with and perceptions of these events. The study adopts a qualitative approach, utilizing interviews with different stakeholders, alongside non-participatory observation, as well as media and social media analysis. The theoretical frameworks of agonistic pluralism and visibility are employed.  Findings show that drag storytimes promote accessibility, representation, and acceptance of diversity, aligning with libraries' democratic mission. They also bridge the gap between the art form drag and literature, serving as a means for libraries to encourage and facilitate children's reading. Findings also highlight misconceptions and misrepresentations of drag storytimes in media and public discourse. While libraries have encountered challenges and resistance when hosting drag storytimes, they have also received significant appreciation and support. Resistance is based on concerns about sexualization, indoctrination and unsuitability for children. These concerns are addressed with observations and interviews, which refute these notions.  This study finds that the purpose of drag storytimes lies in promoting reading and providing entertaining experiences for children, emphasizing their child-centric nature. Opinions and perceptions influenced by adults' perspectives, biases, and fears impact the power dynamics among libraries, the public, and politics. This study underscores the challenges faced by libraries in this dynamic and emphasizes their resilience. It underlines the importance of information dissemination, communication, and destigmatization of drag and drag storytimes. By engaging in open conversations, librarians can address misconceptions, confront prejudices, and broaden perspectives.
