O objetivo desse trabalho ? demonstrar, a partir da observa??o da rela??o entre o discurso de energia limpa e as condi??es de vulnerabilidade com as quais nos deparamos, os impactos socioambientais nas comunidades do entorno dos parques e?licos no estado do Rio Grande do Norte. Do ponto de vista metodol?gico, esse estudo ? qualitativo e interdisciplinar. Contou com um estudo bibliogr?fico e documental e com a coleta de dados a partir de grupos focais e entrevistas. Para a an?lise foi empregada a t?cnica de triangula??o de m?todos. Os resultados e discuss?o (i) colocam em debate a compreens?o da energia e?lica como ?limpa?, ?verde? ou ?amiga do ambiente?; (ii) apresentam a altera??o das realidades social, econ?mica e ambiental locais, com intera??o, mas tamb?m com potencial conflito e tens?o entre os principais atores sociais envolvidos nesta nova din?mica de produ??o energ?tica; (iii) apontam que os parques e?licos n?o s?o totalmente desprovidos de impactos socioambientais e exp?em a popula??o ? vulnerabilidade socioambiental;(iv) afirmam a urg?ncia de se pensar uma gest?o compartilhada, com maior transpar?ncia e participa??o dos grupos afetados, (v)indicam a relev?ncia da efetiva??o de instrumentos de regula??o, financiamento e licenciamento mais comprometidos com crit?rios de justi?a socioambiental. / The state of Rio Grande do Norte (RN) stimulated by the Federal Government, through the diversification of the energy matrix of policy, investing in the deployment of wind power parks, creating new economic and employment dynamics in their municipalities. The aim of this study is to demonstrate, from the observation of the relationship between clean energy speech and vulnerable conditions with which we meet the social and environmental impacts in communities surrounding wind farms in the state of Rio Grande do Norte. From a methodological point of view, this study is qualitative and interdisciplinary. He attended a bibliographical and documentary study and data collection from focus groups and interviews. For the analysis was used triangulation technique methods. The results and discussion (i) put in discussion the understanding of wind power as "clean", "green" or "environmentally friendly"; (Ii) present the changing social realities, economic and environmental sites with interaction, but also with potential conflict and tension between the main actors involved in this new dynamics of energy production; (Iii) point out that wind farms are not entirely without environmental impacts and expose the population to social and environmental vulnerability; (iv) state the urgency of thinking shared management with greater transparency and participation of the affected groups, (v) indicate the importance of effective regulatory instruments, financing and licensing more committed to social and environmental justice criteria.

Dessa forma, o Estado e o Mercado imobili?rio v?m passando por um processo de redefini??o de suas inter-rela??es, articulando novos arranjos, novas escalas de atua??o e novas l?gicas de valoriza??o financeira do espa?o urbano. Essa peculiaridade exigiu o r?pido afinamento do discurso e das propostas na reformula??o das pol?ticas habitacionais, tendo como principal fruto dentro do pr?-existente Programa de Acelera??o do Crescimento ? PAC -, o lan?amento do ?Programa Minha Casa, Minha Vida? ? PMCMV -, estabelecido na Lei 1.977 do ano de 2009. Diante do exposto, essa pesquisa tem como objeto de estudo a rela??o entre as pol?ticas p?blicas de financiamento de HIS, promovidas pelo Estado, e o comportamento do Mercado Formal de habita??o. Acredita-se que os pap?is estabelecidos para cada agente no novo modelo de financiamento habitacional introduzido com o PMCMV, sofreram adapta??es em conformidade com a necessidade de cada localidade para tornar essa pol?tica exequ?vel. Resta identificar a natureza dessas adapta??es, ou seja, o que mudou na atua??o de cada agente envolvido nesse processo. Sabendo que o capital privado permanece onde h? mais possibilidade de lucro, tende-se a acreditar que a maior parte das adapta??es foram feitas na escala de atua??o do Estado. A recomenda??o de flexibiliza??o de legisla??o urbana feita pelo PMCMV aponta para como o Estado vem procedendo essas mudan?as na atua??o para viabilizar a produ??o de moradias de interesse social por esse programa. Conclui-se que na mudan?a para o PMCMV, a rela??o direta para constru??o e financiamento de projetos habitacionais passou a ser realizado entre o banco Caixa Econ?mica Federal e as construtoras. Essa capacidade e disponibilidade de interlocu??o e negocia??o do poder p?blico municipal (representado por seus gestores), sem d?vida, representa um fator primordial para a aproxima??o entre Estado e Mercado Imobili?rio no Munic?pio de Parnamirim. / The formulation of public policies, particularly those relating to social housing ? SH -, follow a dialectical process of construction, which are involved in the figures of the State and tha Market.The combination of the State and Market remains in constant tension and struggle for power, which provides beyond products (policies, programs and projects), periods of crises and disruptions that can give rise to new institutional arrangements. It is possible to verify a change in the relationship between the State and the Market in the formulation of public policies of SH financing, justified by the context of the Brazilian economy growth, especially after 2003, year that began the first Lula Federal Government , and through the international financial crisis (in 2008). Thus, the State and the Real Estate Market has been undergoing a process of redefinition of their interrelations, articulating new arrangements, new scales of action and new logics of financial valorization of urban space. This peculiarity demanded the rapid thinning of speech and the proposals in the reformulation of housing policies, with the primary result within the pre-existing Growth Acceleration Program ? PAC -, the release of My House , My Life ? PMCMV -, established by Law 1.977 of the year 2009. Given the above, this research has as study object the relationship between financing public policies of SH, promoted by the State, and behavior of Formal Housing Market. It is believed that the established roles for each agent in the new housing finance model introduced with the PMCMV, have been adapted according to the needs of each location to make this a workable policy. It remains to identify the nature of these adaptations, in other words, what has changed in the performance of each agent involved in this process. Knowing that private capital remains where there is more chance of profit, we tend to believe that most of the adjustments were made on scale of State action. The recommendation of easing urban legislation taken by PMCMV points to how the State has been making these changes in activity to implement the production of social housing by this program. We conclude that in the change for PMCMV, the direct relationship for construction and housing projects financing began to be made between the Caixa Econ?mica Federal bank and the builders. The city was liberated from the direct interlocutor role between all actors involved in the production of SH and could concentrate on negotiating with the parties, focused on the effectiveness of SH public policies proposed by PMCMV. This ability and willingness for dialogue and negotiation of municipal government (represented by their managers), undoubtedly, represents a key factor for rapprochement between State and Real Estate Market in the City of Parnamirim.

Entre esses aspectos, a economia a?ucareira, mesmo em decad?ncia, aparece como definidora dos limites de crescimento urbano. Na escala regional, outros fatores s?o discutidos abordando a influ?ncia dos processos urbanos formadores da Regi?o Metropolitana de Natal (RMNatal), na qual Cear?-Mirim aparece integrada no n?vel muito baixo segundo estudo do Observat?rio das Metr?poles (2013). Contudo, destacamos que nos ?ltimos anos principalmente no vetor de crescimento da BR 406, instalaram-se equipamentos de abrang?ncia metropolitana. Esses objetos est?o associados a um discurso imobili?rio em que a poss?vel ?metropoliza??o? aparece como impulsionadora de investimentos na ?rea de expans?o da cidade. / This study aims to understand the growth dynamics of Cear?-Mirim city considering the aspects that define its current urban sprawl. We chose to use as methodological approach the concept of space as a product and producer of social relations and the same constitutes by objects and actions that relate in a dialectical process over time. As a research tool, it took place bibliographical study that features the historical aspects of use and occupation, in order to evidence the regional ground agents that explain its current urban setting. Then, it was collected a secondary data of economic analysis activities from municipality and their impact on local social structure. Between these aspects, the sugar economy, even in decline, had appeared as defining the boundaries of urban growth. At the regional scale, other factors were discussed in a way of urban influence processes forming the Greater Natal (RMNatal), and Cear?-Mirim appears integrating into this scale in a very low level according to Metropolis Observatory (2012). However, we have pointed out that in recent years, especially in growth vector of BR 406, settled metropolitan scope equipment. These objects have been associating in a real estate sector's reasoning while the possible "metropolization" have been promoting as investments in the city's expansion area.

The Creative Economy, therefore, is inserted in this dicussion bringing these new elements to the center of the debate. The development potential of this new economy are real in Natal / RN, from, especially their link withim tourism. Thus, the intention of the work is to answer the questions: What is the weight of the creative economy in Natal? What are the issues that accelerate or hinder their development? To answer these questions we mapping the creative sectors on Natal?s economy, stressing labor and income figures, exercise already done by national and international organizations. The issues that connect the Creative Economy to education, R & D, cultural policy and tourism is also discussed. The review of the indicators related to these topics will be used to explain how they are configured as obstacle for the development of the creative economy in Natal/RN.

Analisar as experi?ncias dos referidos projetos urbanos constitui o objeto do presente estudo, o qual surgiu do interesse em avaliar se as mudan?as operacionalizadas na gest?o p?blica brasileira, mesmo que motivado pelo megaevento em um curto per?odo de tempo, t?m realmente realizado transforma??es na gest?o de pol?ticas p?blicas que tendam a consolidar um modelo claro de a??o estatal pautado na governan?a colaborativa. A amplia??o da participa??o e controle social nas decis?es p?blicas tem gerado uma grande diversidade de resultados em projetos urbanos, assim, a quest?o que impulsionou ? investiga??o foi analisar como o processo de governan?a se apresenta em formatos diferentes a depender do projeto urbano, mesmo quando essas interven??es pertencem a uma mesma conjuntura pol?tica e econ?mica. A base te?rico-metodol?gica que d? sustenta??o ? analise tem como refer?ncia a compreens?o de governan?a apresentada por Eduardo C?sar Marques (2013) e o esquema anal?tico de governan?a colaborativa apresentado por Hugh Kellas (2010). Defende-se que as especificidades dos projetos urbanos selecionados ser?o explicadas a partir de uma an?lise interativa entre o estabelecimento e a manuten??o de um relacionamento inclusivo entre os Stakeholders numa determinada arena pol?tico-decis?ria, cujo objetivo seria a formaliza??o de consensos. Esse cen?rio est? condicionado por vari?veis apresentadas no modelo de an?lise proposto. A an?lise comparativa das duas experi?ncias demonstrou que h? semelhan?as, sobretudo, quanto ? rela??o Estado-Sociedade como elemento que enfraquece a vertente colaborativa da governan?a. Deste modo, a complexidade de atender as diversas agendas em detrimento dos impactos esperados apresenta um alto custo pol?tico de gerenciamento, tornando esse processo uma barreira para a a??o colaborativa. / This study seeks to reflect on governance, public policy and social participation, considering the decision-making arena in a context where, apparently, traditional forms of management still rein in the public sphere and State performance. In order to conduct the study, the municipal projects of urban mobility and the project of the International Airport of S?o Gon?alo do Amarante, both announced as works of Brazil 2014 FIFA World Cup in Rio Grande do Norte, were chosen as objects of this research. Analyzing those urban projects experiences in the context of Brazil 2014 FIFA World Cup in Rio Grande do Norte is the subject of this study, which emerged from the interest in evaluating whether changings in Brazilian public administration, even if motivated by the mega event in a short period time, have made changes at the municipal level of government that tend to consolidate a clear model of state action based on collaborative governance. The increase of both participation and social control in public decisions have created a wide range of results in urban projects. Therefore, the question that drove the research was to analyze how the governance process is presented in different forms depending on the urban project, even when these interventions belong to the same political and economic conditions. The theoretical and methodological base that supports the analysis has as references the understanding of governance presented by Eduardo Cesar Marques (2013) and the analytical framework of collaborative governance presented by Hugh Kellas (2010). It is argued that the specificities of selected urban projects will be explained from an interactive analysis of the establishment and maintenance of an inclusive relationship between the stakeholders in a given political decision-making arena, which goal would be to achieve consensus. This scenario is conditioned by variability presented in the proposed analysis model. The comparative analysis of the two experiences showed that there are similarities especially regarding the relationship State-Society as an element that weakens the collaborative aspect of the governance. However, although both have the same political and economic context, there are also differences in terms of the progress of projects, mainly due to the scale and impact of each intervention, that because the works of urban mobility are presented in intra-urban context, while the S?o Gon?alo airport is a regional project. Thus, the complexity of meeting the various agendas at the expense of the expected impacts features a high political cost management, making this process a barrier to collaborative action.

No intuito de atender os objetivos propostos neste estudo, utilizou-se do m?todo qualitativo de an?lise, mediante entrevistas em profundidade com os trabalhadores da f?brica. A escolha desse m?todo permitiu verificar a realidade cotidiana dos trabalhadores, a fim de que eles pudessem relatar um pouco das suas experi?ncias sociais, da rotina de trabalho e as suas hist?rias de vida. Constatou-se assim, velhas e novas formas de explora??o, em que a subjetividade do trabalhador passa a ser tamb?m incorporada neste processo fabril. / This research proposes a discussion among the theories dedicated to understanding the phenomenon of labor relations within the Jeep automotive hub, located in the city of Goiana-PE. Such attempts have been sought to construct an approach in order to think from the transformations of the accumulation regime and its implications on the lives of factory workers. The study at first verified the changes of the automobile industry with regard to the organization of work in the passage from Fordism to Toyotism. Within the regime of flexible accumulation, companies start to demand new skills from their workers, knowledge, communication and cooperation play a fundamental role in the production line. In order to understand how the organization of production and work in the Jeep automotive pole is carried out, the characteristics of a flexible worker who lives for work, polyvalent and proactive, has been identified. In order to meet the objectives proposed in this study, we used the qualitative method of analysis, through in-depth interviews with factory workers. The choice of this method made it possible to verify the daily reality of the workers, so that they could relate a little of their social experiences, the work routine and their life histories. It was thus verified, old and new forms of exploitation, in which the subjectivity of the worker happens to be also incorporated in this factory process.

Neste sentido, procura focar na investigação dos mecanismos que a literatura sugere serem explicativos para tal processo: aprendizado, emulação, coerção e competição. A difusão de políticas públicas vem se configurando enquanto uma teoria para explicar a formulação e padrões de gestão de políticas públicas, buscando lançar luz, a partir das análises cognitivas, a questões sobre as motivações dos governos a tomarem suas decisões. Mais especificamente, busca-se entender o que motiva um governo a tomar decisões anteriormente tomadas por outro governo, levando em consideração que estas decisões são influenciadas por fatores externos e internos. O que os leva a copiar políticas, aprender com casos de políticas exitosas de outros governos, tomar decisões baseados em fatores econômicos tendo em vista a competição com outros governos, e sofrer pressões para adotar certas medidas. Neste contexto, se destaca um ator com poder de difundir práticas, ideias e modelos: o Banco Mundial. Possuidor de know-how e capilaridade ao redor do globo, esta instituição age enquanto difusor de ideias e de modelos para os governos, ainda que este papel esteja limitado pela própria ação da burocracia estatal, e, no caso do Rio Grande do Norte, já vem atuando desde a década de 1970. O último acordo de empréstimo com este estado demonstra que é possível entendê-lo a partir dos mecanismos de difusão já citados. De fato, concluiu-se que não é possível compreender este processo analisando somente um único mecanismo. No caso do RN Sustentável encontrou-se evidências da ação de todos os mecanismos, ainda que de maneira mais acentuada os mecanismos de emulação e aprendizado. Utilizou-se como metodologia a análise qualitativa com a ajuda do software NVivo para organizar e analisar os dados. / The objective of this work is to make an analysis of the process of diffusion of public policies taking as a case study the RN Sustentavel Project, the last development project carried out between the government of the state of Rio Grande do Norte and the World Bank. In this sense, it seeks to focus on the investigation of the mechanisms that the literature suggests are explanatory for such process: learning, emulation, coercion and competition. The diffusion of public policies has been configured as a theory to explain the formulation and standards of public policy management, seeking to shed light, from the cognitive analysis, into questions about the motivations of governments to make their decisions. More specifically, it seeks to understand what motivates a government to make decisions previously taken by another government, taking into consideration that these decisions are influenced by external and internal factors. This leads them to copy policies, learn from successful policies by other governments, make decisions based on economic factors in order to compete with other governments, and/or undergo pressure to take certain measures. In this context, an actor with the power to spread practices, ideas and models stands out: the World Bank. With know-how and capillarity around the globe, this institution acts as a diffuser of ideas and models for governments, although this role is limited by the very action of the state bureaucracy, and in the case of Rio Grande do Norte, already has been operating since the 1970s. The last loan agreement with this state demonstrates that it is possible to understand it through the mechanisms of diffusion already mentioned. In fact, it was concluded that it is not possible to understand this process by analyzing only a single mechanism. In the case of RN Sustentável, evidence of the action of all mechanisms was found, although in a more marked way the mechanisms of emulation and learning. Qualitative analysis was used as a methodology with the help of NVivo software to organize and analyze the data.

A public policy that had its first ideas conceived within social movements and afterwards, made possible by diligences of then government. Therefore, the Program was rendered in a partnership among State, social movement, public institutions, and non-governmental organizations. As a goal, we intend to grasp both what motivated the choice for this proposal as a strategy to face educational problems in rural areas and how the actors, entities involved in this enterprise and the social-political context have influenced its formulation and entry in the governmental agenda as Public Policy. Thus, we reconstruct the history and education policy of and in rural areas. Besides, we seek to understand the context of PRONERA's conception, the factors that have influenced its creation and the actors' performances in the process. It is assumed that under the 1988 Constitution, civil society was provided with legal conditions for the active participation in political process and, consequently, in the public policy-making. We conclude, then, that PRONERA was the result of the crossing of three different flows (problems, solutions and policies) advocated by the Kingdon model. As a result, this analytical repertoire was useful to explain PRONERA?s entry in the government agenda, helping to understand how the chances of this social demand increased with an action from the politic community. It allowed its way in the government agenda as well as its becoming a public policy.

A pesquisa insere-se nesta discuss?o ? medida que aborda os efeitos do desenho institucional do Sistema ?nico de Assist?ncia Social (SUAS) nas decis?es dos governos estaduais brasileiros. Diante disso, analisou-se a capacidade institucional constru?da pelos 26 governos estaduais ap?s a implementa??o do SUAS, concebendo este sistema como mecanismo de defini??o de atribui??es governamentais e de coopera??o federativa. Argumenta-se que a exist?ncia de uma heterog?nea capacidade institucional dos governos estaduais na Assist?ncia Social ? resultado da autonomia contida no desenho institucional do SUAS para esse n?vel de governo. Tal liberdade de atua??o relativiza a ideia de que a implementa??o de sistemas nacionais de pol?ticas p?blicas geraria efeitos positivos (ou homog?neos) em todos os governos subnacionais, ao mesmo tempo que impede generalizar a premissa de fragilidade dos estados no plano federativo brasileiro. A hip?tese que sustentamos ? de que a atua??o heterog?nea dos estados, resultado da fragilidade institucional do SUAS, enfraquece a efetividade da pol?tica socioassistencial, dificultando a concretiza??o do Estado de Bem Estar brasileiro. Deste modo, ao contr?rio do que a literatura aponta, argumentamos que a ado??o do SUAS pouco contribui com o fortalecimento institucional dos governos estaduais, o que relativiza a proposi??o que indica efeitos positivos da cria??o de sistemas nacionais nos governos subnacionais. / This paper deals of the effects generated by institutional designs in the behavior of political actors. The literature that discusses the implications of federal arrangements in the production of public policies to dock at two opposing arguments: (1) the federal configuration would cause dispersion and variation in service provision between subnational governments; and (2) the central government would own mechanisms to induce the provision of national policies in more homogeneous levels, similar to unitary states. The research is part of this discussion because it analyzes the effects of the institutional design of the Sistema ?nico de Assist?ncia Social (SUAS) in the decisions of states in Brazil. Therefore, we analyzed the institutional capacity built by the 26 state governments after the implementation of SUAS, conceiving this system as defined mechanism of government functions and federative cooperation.It is argued that the existence of a heterogeneous institutional capacity of state governments in social assistance is a result of the autonomy contained in the institutional design of SUAS to this level of government. This freedom of action relativize the idea that the implementation of national public policy systems would generate positive (or homogeneous) effects in all subnational governments, at the same time as it preclude to generalize the premise of fragility of the states in the brazilian federal plan.

A an?lise dos dados demonstrou que existe uma estrutura cristalizada e que se manifesta h? anos nesse campo, comprovando o enlace que h? entre esses agentes e as institui??es que os rodeiam na composi??o de comportamentos e rotiniza??o de pr?ticas. / Unfavorable climatic conditions to family farming associated to the legal difficulty of retirement for workers who work exclusively in mining are indications provided by previous papers on this topic and guiding of such joint activities in a group that we have decided to call ?agromineradores?, who are located ?Behind de mountain? of Princess at Parelhas, Serid? do RN. However, in addition to these aspects, the research provides comprehensive analysis and thorough examination of other factors that link these families to such labor association. The theories of Habitus, field and trajectory from Pierre Bourdieu as well as the concept of institutions from Geoffrey Hodgson are central in this paper to explain the inclusion of these part-time farmers in an institutional environment shaped by social structures that influence in the choices of individual and collective behavior and leading to the relevance of the power structures within and outside the family, along with the role of public policies directed to family farmers and miners. The data analyzed showed that there is a crystallized structure that manifests themselves for years in this field, proving the link that exists between these agents and institutions that surround them in the composition of behaviors and routinizing of practices.
