Depuis le début des années 1980, les élus locaux ont progressivement construit leur capacité à répondre au « problème » de l’intégration des étrangers. Cette mise à l’agenda politique a émergé en raison de sollicitations de la part du pôle associatif de l’espace local de la cause des étrangers et d’une dynamique de territorialisation des politiques d’ « intégration des étrangers » encouragée par l’État. Toutefois, c’est avec l’arrivée de nouvelles équipes municipales en 1989 que les exécutifs municipaux ont accru leurs revendications pour de nouvelles compétences sur cette thématique. Cette dynamique d’affirmation de nouvelles compétences pour les villes s’est poursuivie au cours des décennies 1990 et 2000 aussi bien dans l’espace européen que face aux autorités étatiques. Néanmoins, l’institutionnalisation d’une politique municipale d’ « intégration des étrangers » peine à avoir lieu en raison d’un engagement politique qui reste limité et de la montée en puissance d’un paradigme concurrent, celui de la « discrimination ethno-raciale ». Finalement, les exécutifs municipaux ont délaissé une action visant à résoudre les phénomènes de discriminations et d’exclusion socio-économiques des populations étrangères et de leurs enfants. L’enquête menée met en lumière plusieurs ressorts de cette dynamique générale. En premier lieu, elle permet de démontrer la force de la variable politics dans la conduite de l’action publique. Ensuite, l’enquête permet de saisir le rôle joué par la scène européenne dans le processus de contestation de la suprématie des autorités étatiques par les villes. Enfin, l’analyse des dispositifs mis en place par les trois villes étudiées révèle l’usage du critère ethnique dans le façonnement de la figure de l’ « étranger » visé par les actions municipales d’ « intégration ». / Since the early eighties, local politicians have started to claim their competencies to solve the « problem » of « integration ». Activists in favour of migrants and some national organisations have acted to make that “problem” a top priority on the political agenda. With new mayors elected in Lyon, Nantes and Strasbourg in 1989, cities have been clearly determined to increase their competencies on this topic in front of the State. This process was also noticeable at the European level in network of cities even if French cities stressed out the specific French philosophy of integration. In the 2000s, the setting up of units dedicated to “integration” reveals how local policies on “integration” have started to be institutionalised. However, the rising issue of the fight against discrimination has provoked the disappearance of an active local policy to solve the socio-economic issues migrants and ethnic minorities are facing. Our analysis reveals how politics do matter in policies and how the European level is seen as an opportunity to criticize the supremacy of the State. Last but not least, whereas France is described to be blind to ethnic communities, we stress out how city actions are laying down ethnicity to determine who is a « foreigner ».

À La Réunion, de nombreux demandeurs d'emploi en situation de handicap, âgés de plus de 50 ans, sont victimes de chômage prolongé et sombrent dans la précarité. Ce statut peu enviable que leur impose un environnement économique délabré par la crise et rendu très sélectif, les prédisposent à la marginalisation. L'existence d'entraves physiques, socioéconomiques, discriminatoires, auxquelles s'additionnent de représentations péjoratives, sont particulièrement préjudiciables à l'insertion professionnelle de ce public senior. Privé de travail qui est un élément fondamental de la structuration identitaire mais aussi un moyen unanimement reconnu d'intégration à la vie sociale, cette population se retrouve en posture d'échec, subit des perturbations psychologiques importantes. La dépression et la crise identitaire qui résultent de la survenue du handicap amplifiées par les effets du chômage prolongé, provoquent l'émergence d'un phénomène de déstructuration. Profondément affecté, l'individu se fragilise et ne se reconnaît plus dans une société qui le stigmatise et le pousse vers l'exclusion. Sortir de cette spirale infernale occasionne dans la plupart des cas des dommages collatéraux marquants si l'on se réfère aux témoignages de ceux qui ont pu le surmonter. / At Reunion Island, many job-seekers disabled of more than 50 years old, are victims of prolonged unemployment and sink into the precariousness. This little enviable status which imposes them an economic environment ruined by the crisis and the very selective depiction, predispose them to the marginalization. The existence of physical obstacles, socioeconomic, discriminatory and pejorative representations are particularly harmful, discriminate the occupational integration of this senior public. Deprived of work which is a fundamental element of the identical structuring but also a means unanimously recognized of integration in the social life, he meets in posture of failure, undergoes important psychological disturbances. The depression and the identity crisis which result from the arisen of the handicap amplified by the effects of the prolonged unemployment, cause the emergence of the phenomenon of disintegration. Deeply affected, the individual weakens and does not recognize any more in a society which stigmatizes him and pushes him to the exclusion. Go out of this infernal spiral often causes collateral damage according to accounts given by those who were able to overcome it.

“I Bid My Hideous Progeny Go Forth and Prosper”: Frankenstein’s Homosocial Doubles and Twentieth Century American Literature

This dissertation explores the reoccurrence of Mary Shelley’s Frankenstein within twentieth-century American novels. While the inaccurate 1931 film version by James Whale remains the best known adaptation of Frankenstein, I argue that Willa Cather, Ralph Ellison, Toni Morrison, and Chuck Palahniuk return to Shelley’s 1818 novel to critique racist and misogynistic responses to anxieties about gender and racial power in the age of industrial consumer culture. In doing so, I extend existing scholarship on the American Gothic to demonstrate that The Professor’s House, Invisible Man, Beloved, and Fight Club represent a specifically Shelleyan Gothic tradition in twentieth-century American literature. My project draws upon influential feminist and postcolonial readings of Frankenstein and on the theoretical work of Eve Kosofsky Sedgwick and later critics who have developed her theory to show how the twentieth-century novels echo themes and motifs from Shelley’s novel to critique the destructive effects of male homosociality. Each novel contains a protagonist that resembles Victor Frankenstein and responds to historically specific anxieties about gender, race, and industrial technoscience by creating a doppelgänger who enables participation in a homosocial bond that is initially empowering but proves destructive to women, racial minorities, and eventually the creature and creator figures themselves. My reading reveals unexpected similarities between Cather’s The Professor’s House and Palahniuk’s Fight Club. Cather’s novel appears to glorify Tom Outland as the ideal masculine hero but ultimately reveals him to be a monstrous doppelgänger who acts out the Professor’s oppressive impulses; similarly, Fight Club seems to romanticize the male violence instigated by the doppelgänger figure Tyler Durden but actually echoes Shelley’s critique of male homosociality as monstrous. My reading also reveals previously overlooked similarities between Invisible Man and Beloved, both of which feature a black protagonist who surprisingly resembles Victor Frankenstein by creating a doppelgänger to challenge his or her disempowerment by the structures of white male homosociality but end up emulating the destructive homosocial structures they critique. My dissertation shows how all of these writers share Shelley’s critique yet move beyond it by offering alternatives to the destructive cycle of violence, embodied in each case by a female figure who resists or reclaims the position of the abject other in the homosocial triangle.

Srovnání strategie EU a USA v boji s mezinárodním terorismem na počátku 21. století / Countering international terrorism at the beginning of the 21st century: a comparison of the European Union and the United States’ policy

The thesis deals with transnational islamist terrorism and with the policy of the European Union (EU) and the United States (U.S.) in countering the threat. It is assumed that it is the EU's policy that is more relevant given the recent evolution of the threat. The assumption is subsequently tested throughout the paper. In the opening part, the focus is on the international, or transnational, islamist terrorism, in particular its root causes, ideological background and organizational forms. Second chapter is devoted to the EU's counterterrorism policy, first from the institutional point of view, as that has obvious implications for the formulation and implementation of policy. Then, the prevailing perceptions of terrorism, basic tenets of strategy and some concrete measures are analyzed. The chapter dealing with the U.S. policy is structured analogously, even if the institutional aspects are omitted due to the obvious absence of EU-specific problems. Chapter four provides a comparison of both actors' policies, followed up by the fifth, final, chapter, with some concluding remarks. Most importantly, the initial assumption is assessed as valid, i.e., the European Union counterterrorism policy is found to be more relevant than that of the United States.

The aim of the diploma thesis is to answer the question of where is the line between tax evasion, tax avoidance and tax fraud. Furthermore to characterize methods of measurement tax evasion and introduced actions against tax evasion and tax avoidance at the national and international level. This aim is achieved through analytical and synthetic methods used from the first to third chapter of the diploma thesis. The main goal of diploma thesis is to use external sources of information to determining transfer pricing methods in small economic models. To achieve this goal is at first step explain the Arm's length principle, comparative analysis and subsequently introduced each transfer pricing method. The attention is also paid to assessment of each transfer pricing method with using analytical, synthetic and comparative methods.

Outro caminho perseguido foi o de analisar os momentos em que a malária deixava de ser apenas um problema do indivíduo, da família e tornava-se alvo de políticas públicas dos governos municipal, estadual e federal, além disso, passavam também a ser negociadas com uma instituição dos EUA, a Fundação Rockefeller. Neuroendocrine Modulation of Complex Behavior and Physiology in C. elegans

To survive, animals must adapt to a complex and challenging world in a way that is flexible and responsive, while maintaining internal homeostasis. Neuromodulators provide a means to systemically alter behavioral or physiological state based on intrinsic or extrinsic cues, however dysregulated neuroendocrine signaling has negative consequences for fitness and survival. Here I examine neuroendocrine function and dysfunction using the escape response in Caenorhabditis elegans. The RFamide neuropeptide FLP-18 is a co-transmitter with the monoamine tyramine and functions both synergistically and antagonistically to tyramine in coordinating escape behavior. Using behavioral analysis and calcium imaging, I show that FLP-18 functions primarily through the G-protein coupled receptor (GPCR) NPR-5 to increase calcium levels in muscle, enhancing locomotion rate, bending and reversal behavior during the escape response. Furthermore, I examine the relationship between persistent acute stress and resilience using repeated activation of the escape response as a model of neuroendocrine dysregulation. Repeated activation of the escape response shortens lifespan and renders animals more susceptible to thermal, oxidative, and nutritional stress. Tyramine release is necessary and sufficient for this effect and activity of the tyraminergic RIM neurons is differentially regulated by acute versus long-term stressors. Impaired stress resistance requires both the GPCR TYRA-3 in the intestine and intestinal neuropeptide release. Activation of the insulin receptor DAF-2 is downstream of TYRA-3 and inhibits the transcription factors DAF-16/FOXO, SKN-1/Nrf2 and HSF-1, linking monoamine signaling in acute stress to the insulin signaling pathway and impaired resilience to long-term stressors.

Digitální Fly-by-Wire systém je novým přístupem k řídícímu systému letadla, na jehož základě firma Honeywell - HTS CZ začala výzkumný projekt s názvem “Next Generation Distributed Fly-by-Wire System” a tato práce je jeho součástí. Řídící plochy letadla jsou řízeny dvěma nebo třemi elektrohydraulickými (či elektrickými) servy a každé servo je ovládáno nezávislou řídící jednotkou. Díky provozním tolerancím systému a drobným odchylkám vstupních dat v řídících jednotkách, dostává každé servo mírně odlišné povely a rozdíl v poloze serv vede k namáhání řídící plochy i k namáhání serv. Hlavním cílem této práce je navrhnout algoritmus, který bude eliminovat rozdíly mezi polohami jednotlivých serv, a tudíž sníží sílu, která namáhá řídící plochu, na přípustnou mez. Implementace řídícího systému letadla byla do detailu analyzována a algoritmus redukce síly na kontrolní ploše letadla byl navržen a implementován v prostředí Simulink. Iterační kriteriální ladící metoda byla vyvinuta a za účelem co nejlepšího nastavení algoritmu redukce síly. Práce také analyzuje vliv časových zpoždení na sběrnici na kvalitu algoritmu redukce síly.

L’économie des contrats complets prédit qu’au sein d’une relation d’agence d’une organisation productive, en présence d’aléa moral, un dispositif de vérification de l’information permet de répondre à la fois à un problème de coopération entre les individus et à un problème de coordination des activités. Cependant, au lieu de discipliner des comportements opportunistes, ce dispositif peut engendrer des coûts cachés et réduire la motivation intrinsèque des agents à réaliser une activité qui leur a été attribuée. Sous certaines conditions, il génère une réduction de l’activité, et une perte en termes d’allocation ce qui nuit à l’efficacité.Dans cette thèse de doctorat, nous avons conduit trois expérimentations contrôlées de terrain avec assignation aléatoire qui visaient à modifier les configurations du dispositif de vérification de l’information afin de résoudre un problème organisationnel propre à trois relations d’agence particulières.Dans notre premier chapitre, nous avons testé l’effet de la variation de la quantité d’informations détenues par les cotisants sur le dispositif de vérification de la déclaration sociale grâce à des messages ciblés contenant des explications sur le pouvoir de contrôle de l’Agence centrale des organismes de sécurité sociale (Acoss) afin de réduire la fraude sociale.Dans notre deuxième chapitre, nous avons testé la réduction de l’intensité de la surveillance électronique de la performance des conseillers d’un centre d’appels sous-traitants afin d’améliorer leur qualité de vie au travail.Enfin, dans notre troisième chapitre, nous avons testé l’effet de la négociation contractuelle du dispositif d’évaluation de la participation des étudiants de licence pendant les travaux dirigés afin d’améliorer leur réussite à l’université. / Economics of complete contracts foresees that within an agency relationship of a productive organization, in the presence of moral hazard, an information check device can address both a problem of cooperation between individuals and a problem of coordination of activities. However, instead of disciplining opportunistic behaviours, this device can generate hidden costs and reduce the intrinsic motivation of agents to perform an activity that has been assigned to them. Under certain conditions, it generates a reduction of the outcome, and a loss in terms of allocation, which is detrimental to efficiency.In this Ph.D. thesis, we conducted three randomized controlled field trials that aimed at modifying the configurations of the information check device to solve an organizational problem specific to three specific agency relationships.In our first chapter, we tested the effect of varying the amount of information held by contributors on the social reporting verification device through targeted messages containing explanations of the control power of the Agence centrale des organisations de sécurité sociale (Acoss) in order to reduce social fraud.In our second chapter, we tested the reduction in the intensity of the electronic monitoring of the performance of advisors of an outsourced call centre in order to improve their quality of life at work.Finally, in our third chapter, we tested the effect of the contractual negotiation of the device which evaluate the participation of undergraduate students during the tutorials in order to improve their success at the university.
