Darüber hinaus werden Kohorten- und Panelvergleiche zu befragten Absolvent/innen früherer Jahrgänge realisiert. Gegenstand sind auch Aspekte im Studium, die mit dem beruflichen Erfolg in Zusammenhang stehen.

本文嘗試以政治經濟學的取徑,研究當代高等教育的轉型與資本主義的連結。 本文以Marx對資本主義的批判為基礎,並結合Polanyi對虛構商品的考察,以及Jessop對知識的虛構商品化的論證,本文以為,在知識經濟的時代當中,知識被「虛構」為商品與資本,將知識勞動者收編至剝削的生產關係之中;在此,知識不僅只是經濟長波的關鍵,也是資本的競爭力-佔有超額利潤的能力,的關鍵所在。也因而,生產知識的場域,尤其是大學,就被捲入了資本主義之中,成為學術生產體制。 而被捲入資本主義的大學知識勞動者不僅只有教授或研究、教學人員,當中,又以研究生最為特殊,他們是「被生產的勞動力商品,同時又是生產知識商品的勞動力」。本文提出了勞動學習的概念,並以「是否直接生產剩餘價值」和「是否承受市場壓力」檢視研究生的勞動學習。本文以臺灣大學工會的案例,探討在勞動與學習混合為一的「勞動學習過程」、「學術外包」以及「名為助學的薪資與工作內容」的作用底下,研究生承受市場壓力,並被排除在勞動法制的保障之外的情形。 但是依照「有勞動事實就必須有勞動保護」的原則,本文以適用勞動法的各種要件主張研究生應適用勞動法令並享有各種勞動權,並得組成工會進行團體協商、維護自身權益。 最後,本文認為,我們必須正視資本主義式的學術生產體制對於研究生的剝削與壓迫,承認師、校、生之間的矛盾,進而團結抵抗資本主義的不斷擴張。 / This dissertation tried to examine the interconnection between the transformation of higher education and capitalism from political economy perspective. Based on the critique on capitalism by Marx, the inspection on fictitious commodity by Polanyi and the account of commoditization of knowledge of Jessop, this dissertation argues that, in the so-called knowledge economy, knowledge presents as the form of commodity and capital, and subsequently subsumes the knowledge worker into the exploited relation of production under capitalism. Besides, knowledge is also the key to create “long wave”, and more importantly, the competency of capital, which allows capital to gain surplus profits in the competition. With the development of knowledge economy, university has been transformed as “Academic Production Regime”. The graduates are also been subsumed into the Academic Production Regime. They are unique in this regime because they are “produced commodity of labor power, and also the labor power to produce commodity”. I bring up the concept of “learning by laboring” to examine, “Do the graduates produce surplus value?” and “Do the graduates endure the press from market?” With the case of Taiwan University Union, I asserted that the mixture of laboring and learning, academic subcontracting, and grant of student aid obscured the exploitation to graduates. Graduates now endure the press from market and be ignored by the protection of labor laws. I investigated the controversy of applying graduates employees to labor law, and argue that every labor should be protected by labor law. Finally, I contended that we shall confront the conflict between graduates, faculty and the university, and uniting to against the spread of capitalism

Examining graduate applicant intentions to apply to an organisation : the theory of planned behaviour in the South African context

Thesis (MComm)--Stellenbosch University, 2013. / The fiercely competitive nature of South Africa’s skilled labour market has necessitated a degree of awareness, from employers and researchers alike, of factors that potentially attract skilled graduates. Drawing on the Theory of Planned Behaviour (TPB) (Ajzen, 1991) the present study explored the formation of intentions towards job pursuit activities (i.e., submitting an application form) of the South African graduate. The proposed model of applicant intention that was tested in the present study is based on salient beliefs — an applicant’s attitude towards behaviour, subjective norm and perceived behavioural control — that determine the development and strength of intentions to apply for a job. The study was conducted in two phases using a mixed method approach. The first phase employed a qualitative design on a sample (N = 32) of students in order to elicit salient beliefs associated with applying to a chosen organisation. Next, we conducted interviews, administered open-ended questionnaires and conducted content analysis to identify applicants’ salient behavioural beliefs about applying. The second phase of the study employed a quantitative design to test the hypotheses that behavioural beliefs (attitudinal beliefs, normative beliefs and control beliefs) would influence intention to apply. We administered belief-based measures to a convenience sample (N = 854) of students from a tertiary institution in the Western Cape. Confirmatory Factor Analysis (CFA) of the measurement and structural models found that the hypothesised models fit the data reasonably well and significant relationships between perceived behavioural control and intention to apply were confirmed. Latent variable correlation analysis showed that all three behavioural beliefs (attitude towards behaviour, subjective norm and perceived behavioural control) were significantly related to intention to apply, but only normative and control beliefs showed significant path coefficients when all the beliefs were considered jointly in the structural model. Following the confirmatory factor analysis, we further explored socio-demographic group differences in the levels of, and relationship between, behavioural beliefs and intention to apply to an organisation. The results showed that perceived behavioural control had a significant relationship with intention to apply. The study makes three important contributions to the literature. First, TPB can be a useful framework to explain graduate applicant’s intention to apply. Second, the significant role of perceived behavioural control and subjective norm in the formation of graduate applicant intentions was highlighted. Third, the diagnostic utility of the TPB framework for applicant intentions was established. Finally, the results suggest there might be group differences in behavioural beliefs and intention to apply – a finding that calls for more research on graduate applicant decision-making in the South African context.

Perfil do egresso da Universidade Federal do Rio Grande do Sul

Este trabalho tem como principal objetivo avaliar as características de identificação pessoal, situação profissional, formação acadêmica e expectativas em relação à instituição dos egressos dos cursos em geral da Universidade Federal do Rio Grande do Sul - UFRGS, principalmente quanto às modalidades de graduação e de pós-graduação. Neste sentido, situa o tema no contexto da avaliação nacional das instituições de ensino superior, à luz do embasamento teórico adotado nesta pesquisa, e relata as experiências da Universidade sobre acompanhamento de egressos e com as atividades desenvolvidas com o seu programa de avaliação institucional, em especial quanto ao atendimento aos dispositivos legais constantes do Sistema Nacional de Avaliação da Educação Superior. No intuito de atribuir um significado à utilização de mecanismos permanentes de consulta aos egressos, a metodologia adotada na investigação permitiu a organização e o tratamento estatístico dos dados coletados por intermédio do instrumento de pesquisa intitulado Portal do Egresso, disponibilizado eletronicamente no site da instituição em setembro de 2004. Os indicadores apurados a partir das respostas dos cerca de sete mil cadastrados viabilizaram a verificação das hipóteses estabelecidas na pesquisa, e dos objetivos a elas associados, tais como de que os egressos atribuem grande importância aos conhecimentos adquiridos durante o curso para o exercício das atividades profissionais, de que há diferentes perfis de egressos entre as modalidades de cursos de graduação e de pós-graduação, de que a análise histórica é fundamental para se compreender a evolução do desemprego, da participação feminina nos cursos de graduação e de pós-graduação e do tipo de dedicação do alunos durante a realização de seus cursos. A análise, a interpretação e as conclusões, ensejadas por uma grande variedade e quantidade de resultados apresentados, representam importantes subsídios à melhoria da qualidade das políticas institucionais relacionadas ao ensino de maneira geral, ao se estabelecer um canal de comunicação entre a UFRGS e seus egressos para que, dentre outras finalidades, seja possível descobrir se os egressos estão trabalhando em sua área de formação ou estão desempregados, se estão satisfeitos com os conteúdos adquiridos para o exercício da profissão e, sobretudo, se a Universidade cumpre a sua missão de oferecer à sociedade educação e produção de conhecimento socialmente válido, formando cidadãos capacitados às exigências do mercado de trabalho. / This paper is aimed at evaluating the characteristics of personal identification, professional status, academic qualification and expectations about the institution of Federal University of Rio Grande do Sul (UFRGS) graduates, especially concerning undergraduate and graduate courses. In this regard, the topic is situated in the context of the national examination of higher education institutions in the light of the theoretical basis adopted in this research and describes the University’s experience of monitoring the progress of graduates and the activities conducted within the scope of its institutional evaluation program, particularly as to its compliance with the legal provisions in the National System for Higher Education Evaluation. With the aim of attributing a meaning to the use of permanent mechanisms for monitoring the progress of graduates, the methodology adopted in the investigation enabled the organization and the statistical treatment of data collected by means of a research tool called the Graduates’ Portal, which was made available on the institution’s website in September 2004. The indicators obtained from the answers of the approximately 7,000 respondents made it possible to confirm the hypotheses established in the research and its related goals, such as the fact that graduates attach great importance to the knowledge acquired during the course for carrying out their professional activities, the fact that there are different profiles of graduates in undergraduate and graduate courses, the fact that a historical analysis is the key to understanding the evolution of unemployment, women’s attendance at undergraduate and graduate courses, and the type of student dedication during the course. The analysis, interpretation and findings, which were made possible by a large variety and quantity of results, represent valuable information for improving the quality of institutional policies related to education as a whole by establishing a communication channel between the UFRGS and graduates in order to, among other purposes, find out whether graduates are working in their academic field or unemployed, whether or not they are satisfied with the content acquired for practicing their profession and, above all, whether or not the University performs its mission to provide society with a socially valid education program and production of knowledge, thereby forming citizens who are trained to meet the requirements of the job market.

As a theoretical review we considered the literature on human resources development policies in Brazil, managerial learning, managerial skills in the public service and evaluation of training action. In methodological terms, the research can be characterized as a qualitative one, carried out by means of a case study, using, as data collection instruments, in-depth interviews and semi-structured questionnaires with National Treasury Attorneys and public servants, graduates from Lato sensu Postgraduate course (CIPAD), with an emphasis on corporate management. The mentioned Training Program comes from an institutional initiative, formatted in company, whose classes were taught in six Brazilian cities, between the years 2011 to 2016. As a result from the research, it was verified that the graduates, in general, had a positive perception about the contributions derived from managerial learning to the development of their managerial competencies, allowing the application and dissemination of new knowledge within the organ. On the other hand, they recognized that the effect could have been even greater if the organization had provided more transfer of learning / O presente estudo tem como principal objetivo analisar as percepções dos participantes de um Programa de Capacitação avançada em Administração Pública quanto à aplicação da aprendizagem no contexto organizacional. Como revisão teórica, considerou-se a literatura sobre políticas de desenvolvimento dos recursos humanos no Brasil, aprendizagem gerencial, competências gerenciais no serviço público e avaliação de ação de capacitação. Em termos metodológicos, a pesquisa pode ser caracterizada como de natureza qualitativa, realizada por meio de um estudo de caso, utilizando-se, como instrumentos de coleta de dados, entrevistas em profundidade e questionários semiestruturados com Procuradores da Fazenda Nacional e servidores administrativos, egressos do curso de Pós-Graduação Lato Sensu (CIPAD), com ênfase em gestão corporativa, contratado pela Procuradoria-Geral da Fazenda Nacional. O Programa de Capacitação avaliado originou-se de uma iniciativa institucional, formatada in company, cujas aulas foram ministradas em seis cidades brasileiras, entre os anos de 2011 a 2016. Como resultado da pesquisa, constatou-se que os egressos, em geral, tiveram uma percepção positiva acerca das contribuições decorrentes da aprendizagem gerencial para o desenvolvimento de suas competências gerenciais, permitindo a aplicação e a disseminação dos novos conhecimentos dentro do órgão. Por outro lado, reconheceram que o efeito poderia ter sido maior se a organização estudada tivesse fornecido mais suporte à transferência da aprendizagem.

Medical migration is an opportunity to attract new talents and to increase workforce. The purpose of this study was to evaluate the importance of international medical graduates in Brazil's health workforce. A search of current legislation on the matter was carried out. Using a qualitative methodology information on diploma revalidation was collected from universities and internationally trained doctors working in Brazil. Results showed incipient policy on this issue, influenced by governmental and corporate interests leading to an unequal process. A coordinated approach including the Ministries of Health and Education and Conselho Federal de Medicina, and a comprehensive debate on workforce planning would increase Brazil's competitiveness in international labor market and lower the risk to its population's health. / A migração de pessoas pode ser benéfica quando bem administrada. No caso dos médicos é uma oportunidade de atração de talentos ou de oferta adequada de força de trabalho. Partindo do referencial do médico imigrante, esta tese se propôs estudar a sua importância no Brasil e a sua inserção no mercado de trabalho. Para isso, foi feita pesquisa sobre a legislação correspondente - incluindo as determinações das universidades e do Conselho Federal de Medicina. Foi adotada uma metodologia qualitativa para a coleta de informações sobre revalidação de diplomas nas universidades e foram realizadas entrevistas com médicos graduados no exterior trabalhando no Brasil. Observou-se a incipiência das políticas em relação ao tema, influenciadas por interesses governamentais e corporativos, resultando num processo heterogêneo em relação aos seus objetivos. Sugere-se que a aproximação entre os Ministérios da Educação e da Saúde e o Conselho Federal de Medicina, além de um debate abrangente sobre planejamento de força de trabalho, possam aumentar a competitividade do Brasil na atração de talentos e diminuir o risco à saúde da população atribuível à atuação de médicos cuja competência não tenha sido aferida.

Public university education : an analysis of capability expansion among students in Uganda

University education is ideally expected to significantly expand higher education capabilities among students. Yet, if left unchecked, university education processes can under-equip students in terms of higher education capabilities. In the last one and a half decades, public university education in Uganda has been rapidly growing in terms of student enrolment and course completion. However, the higher education capability levels among students and consequently new graduates (2001-2010) have apparently been declining, especially in terms of practical reason, sociality and participation, learning dispositions, and science and technology. The current study analyses why the new graduates of public universities in Uganda are seemingly deficient in higher education capabilities. Data for analysis were mainly collected from 221 stakeholders of two public universities, namely Makerere University and Mbarara University. The analysis focused on respondents’ perceptions of the three sub-variables of university education, namely curriculum content, teaching processes, and learning processes. Through regression analysis, it was established that these sub-variables jointly predict higher education capability expansion among students in Uganda by 81.2%. Meanwhile, results from qualitative analyses suggest that the curriculum content of public university education is at an acceptable standard and, therefore, a minor cause of higher education capability deficiency among students. However, the teaching processes are perceived as ineffective since lecturers mainly use non-participatory approaches, teach fewer sessions than timetabled, and engage ‘liberal’ quality assurance measures that are open to abuse. Moreover, the learning approaches of some students seem to be surface in nature and the students’ levels of research learning and practice are low. Hence, the study conclusions suggest that low levels of higher education capabilities among students or new graduates in Uganda are largely due to ineffective teaching and learning processes at the two public universities studied. Consequently, the study recommends that, in a bid to enhance higher education capability expansion among students, public universities should focus on improving teaching processes and learning processes, particularly on staff pedagogical skills, commitment, quality controls, and reducing the number of students enrolled in most university courses. / Development Studies / D. Quels sont les mécanismes motivationnels et cognitifs qui soutiennent les stratégies de recherche d'emploi mises en œuvre par les diplômés du supérieur ? Telle est la question qui fonde les analyses effectuées dans cette thèse. Les développements y relatifs s'articulent sur trois niveaux imbriqués. Le premier examine la relation entre les dimensions mises en évidence par la théorie sociale cognitive de la carrière (TSCC) (Lent, Hackett et Brown, 1994), et la performance en recherche d'emploi. Le second a pour objectif d'introduire les stratégies d'autorégulation (STARE) en vue d'analyser dans quelle mesure elles peuvent médiatiser la relation entre le sentiment d'efficacité personnelle (SEP), l'objectif professionnel (OPRO), le projet professionnel (PPRO), les difficultés perçues (DIFF) et la performance. Enfin, ces deux premiers niveaux d'analyse se justifient par le besoin d'appréhender les mécanismes motivationnels et cognitifs auxquels se greffent les facteurs contextuels et sous-tendent les dynamiques de recherche d'emploi. La configuration actuelle du marché du travail rend de plus en plus saillante une évidence : le processus d'insertion professionnel n'est pas linéaire et, même à parcours de formation égal, les diplômés ne sont pas égaux face aux difficultés marquant l'accès à l'emploi. En s'appuyant sur un échantillon de 50 curriculum vitae (CV) de demandeurs d'emploi (étude 1), deux échantillons de 410 salariés (étude 2) et 384 sans emploi (étude 3), tous diplômés du supérieur, cette recherche conduite au Cameroun et en France montre d'une part que les variables d'intention ou les attentes de résultats et le sentiment d'efficacité personnelle sont de bons prédicteurs de performance, conformément à la littérature internationale sur la TSCC. D'autre part, l'examen des liens entre les dimensions suscitées et la performance en recherche d'emploi, par le biais de médiations simples, multiples et modérées, montre que les stratégies d'autorégulation introduites dans le modèle TSCC constituent un médiateur significatif de l'effet de l'ensemble des variables sur la réussite des salariés, de l'objectif professionnel et du projet professionnel sur le devenir des sans emploi, et du sentiment d'efficacité personnelle uniquement lorsqu'on procède à une analyse différenciée selon le sexe. En conclusion, les résultats suggèrent que contrairement aux logiques et parcours de recherche d'emploi traditionnels établis, la configuration actuelle du marché du travail impulserait de nouvelles formes d'organisation et d'ajustement chez les acteurs qui y évoluent. / What are the motivational and cognitive mechanisms that support job search strategies implemented by the graduates? This question is the base of the analyses carried out in this thesis work. The related developments are based on three nested levels. The first one examines the relationship between dimensions highlighted by the social cognitive theory of career (TSCC) (Lent, Brown and Hackett, 1994), and performance in job search. The second objective introduce self-regulation strategies (STARE) in order to analyze to what extent they can mediate the relationship between self-efficacy (SEP), career objective (OPRO), professional project (PPRO), perceived difficulties (DIFF) and performance. Finally, the first two levels of analysis are justified by the need to understand the motivational and cognitive mechanisms associated to contextual factors and underly dynamics of job search. The current labour market setup increases the relevance of obviousness: professional insertion process is not linear and even with same training courses, graduates are not equals face to difficulties regarding employment access. Based on a sample of 50 curricula vitae (CV) of job seekers (Study 1), two samples of 410 employees (study 2) and 384 job seekers (study 3), all of them graduates, the research carried out both in Cameroon and France shows on one side that the variables of intent or outcome expectations and self-efficacy are good predictors of performance, in accordance with the international literature on the TSCC. On the other side, relationship analysis between these dimensions and performance aroused in job search through simple, multiple and moderate mediations, shows that self-regulation strategies introduced in the TSCC model constitute a significant mediator of the effect of all variables on the employees success, the professional goal and the professional project on the future of job seekers, and of self-efficacy solely when performing an analysis differentiated by gender. To end with, the results suggest that contrary to established logic and traditional path of job search, the current configuration of the labor market would boost new forms of organization and adjustment among actors who evolve in this sector.
