Exploring the political, social, and theoretical aspects of gender parity in Senegal

How does gender-related legislation interact with the existing political, social, and religious norms? How do these interactions contribute to social changes, as well as to the theoretical discussion around gender norms and feminism in Africa? In the early 1990s, Africa saw a surge of women’s movements and activism supported by the wave of democratization on the continent. Along with discussions about women’s rights, there has been increased attention to how to improve women’s political visibility and participation in the region. Many countries have therefore turned to gender quotas and laws to remedy the relative absence of women in politics, and current research has partially shown that these legislative measures have some positive impact. Particularly, scholars have shown that gender quotas and laws have improved women’s political situation by discrediting the stereotypes that women are less capable than men, by increasing political opportunities for women, and by implementing policies directly related to women’s interests. This dissertation builds on these results and goes further by using the case of the gender parity law in Senegal to 1) examine some challenges these laws encounter, and 2) provide an African feminist framework. Based on in-depth interviews, ethnographic observation, and text analysis, the present research takes into account Senegal’s tradition, culture, and religion (Islam) to analyze the difficulties the gender parity law has had to face, including a weak legislative body and “religious justifications” as to why women should not hold the same political responsibilities as men. In a second part, the dissertation examines the discourse used by women in Senegal and highlights how the movement before and after the law, the language and the strategies used by the women can be interpreted within the larger debate in African feminist theories and traditions. Overall, the dissertation argues that 1) despite the initial success of the gender parity law, an overall consensus on the legitimacy of the law, especially from the male population, is still needed and the existing form of government (strong executive, weak legislative) and its effect on the law in the long term cannot be ignored. However, 2) the law remains part of the larger picture of the important and historical women’s movement in Senegal and contributes to the expansion of how to define gender norms specifically in Senegal and Africa.

The significance of transformational leadership in pursuing gender parity in the Department of Social Development, Sekhukhune District in Limpopo Province

Thesis (MBA.) --University of Limpopo, 2017 / This study drew attention to the influential role the transformational leadership constructs can play in increasing women representation in decision making structures of the Department of Social Development (DSD). The DSD’s Sekhukhune District in Limpopo Province was used as an area of study. The aim of the study was to investigate the significance of transformational leadership in pursuing gender parity in the DSD’s Sekhukhune District. The study followed an exploratory research design and implemented a qualitative methodology. A total of 10 DSD managers were targeted. Furthermore, a purposive sampling was used and interviews were conducted as the method of data collection. The data collected had been analysed thematically. The results revealed that although there have been improvements of more appointed women managers within the organisation. There were still more women managers than men managers within the organisation. However, most men occupy senior management positions while most women occupy the lower managerial positions. Most managers were not inspired to perform more than they were expected giving the reason that, they lack resources and their efforts often go unrecognised. Most managers found political appointment discouraging towards fair promotions. Nevertheless, there were enough women who possess required leadership skills. Conversely, there were no programmes that support women participation and empowerment in issues relating to gender parity. Leadership training, transformational leadership, provision of resources and salary acceleration were common suggestions to pursue gender parity. The study recommends that the DSD Sekhukhune District leadership should adopt and implement transformational leadership, change political appointment, appoint leaders with relevant qualifications, establishing a functional gender mainstreaming office within the DSD Sekhukhune District, adequate budgetary support and specialised training of staff shall assist in closing the gender parity gap.

Thesis (MBA.) -- University of Limpopo, 2017 / This study is an investigation into the significance of transformational leadership and its effect in pursuing gender parity in organisations. The study looked into the processes that are in place and which are aimed at pursuing gender parity at Capricorn District Municipality. It further contended that issues pertaining to gender parity cannot be studied outside the confines of transformation in the organisations. Tyson (2015) argues that transformation in relation to gender parity will take several decades before its fruits are evident in organisations. Therefore, this implies that processes and practices related to transformation, have to be carefully monitored so as to achieve the desired gender parity results. Gender parity and transformational processes will have to be incorporated into policies of various organisations. Transformation has to be owned by the leadership of the organisations; it should not be perceived as a compliance mechanisms. Gender parity in many organisations continues to be one of the issues that everyone knows about, but does little to implement. Key findings in this research suggest that Capricorn District Municipality is faced with some challenges that stems from inadequate communication, mentorship programme as well as training and development with regard to processes and policies pertaining to gender parity. Majority of respondent cited no knowledge of such processes and policies within the organization. The following recommendations were drawn from the study: Strategies that will alleviate the challenges includes, change management, HR management, communication plan and leadership commitment, will have to be put in place to address some of the challenges Key words; gender parity, equality, equity, leadership, transformation, empowerment.

The Plight of Congolese Women: Opportunities for Sustainable Gains and Gender Parity

This paper considers the situation of Congolese women and their almost complete social, political and economic marginalization in society. The Congolese constitution formulates the principle of gender parity between men and women; however, numerous provisions of the law still actively discriminate against women, relegating them to the status of second-class citizens. The violent conflict that the Congo has experienced and continues to experience has only exacerbated the socio-economic and cultural differences in status between men and women. How are Congolese women responding to these obstacles and have they been able to make any sustainable gains in doing so? The findings of this paper contend that despite the inequities that they experience in the social, political and economic spheres, Congolese women have in fact been able to take steps towards achieving gender equality. The conflict that has so negatively affected them has also provided them with intended and unintended opportunities for improving their situation. One such opportunity is evident in the creation of City of Joy, a women empowerment program established and developed entirely by Congolese women. A refuge for survivors of sexual violence, City of Joy helps rehabilitate these women with the hope that they will have acquired the necessary tools to catalyze social change as they are reintegrated into their respective communities after the six-month program. City of Joy as a case study illustrates both the opportunities for empowerment and change as well as the difficulties of providing women with meaningful agency given the structural obstacles that they are faced with. Although it is difficult to evaluate the long-term success and sustainability of the program, the general observations that can be gleaned from this example demonstrate that war and conflict can create fresh beginnings and new opportunities for women to produce their own social, political and economic realities. City of Joy, although limited in scope, is a socially enhancing program and a pragmatic step toward increasing the probability of a peaceful outcome in the aftermath of a brutal and long-lasting conflict and will ultimately have a positive long-term effect Congolese society.

Refugee girls’ education lost in transit : A qualitative case study on refugee adolescent girls’ education in transit countries during covid-19.

Education for refugee adolescent girls has faced formidable barriers in transit countries during Covid-19. This thesis is a qualitative case study of the effects of Covid-19 on refugee adolescent girls' education in a transit country (Egypt). The study is based on a conversational interview with Non-Governmental Organization NGO staff in Egypt and a systematic review of NGO reports and field studies of refugee children's education in transit countries to assist the case study with parallel and complementary knowledge from other transit countries. To analyze the interview findings, an Economic Framework for the impact of economic crisis on educational outcomes together with the Sense of Coherence and Waiting concept was used. The case study findings and the literature review summary demonstrated two typologies of vulnerabilities, i.e., general vulnerabilities and specific vulnerabilities. The elements included in the vulnerability category existed before Covid-19; however, Covid-19 caused the intensification of these vulnerability elements, which as a result affected the education of the refugee adolescent girls.

This study aims to explore how the gendered allocation of tasks within political parties influences the career path for male and female politicians through a case study of the Swedish Center party. A gendered allocation of tasks has earlier been observed in the context of academia and business, where women tend to perform more tasks with low promotability and men more tasks with high promotability. According to the existing research, this contributes to the enduring work place inequality. A survey was conducted among leading politicians in the Center party to determine which tasks have high and low promotability. A parallel survey was then administered among members of the party’s youth organization to determine which tasks male and female members perform. The results show that men are significantly more interested than women in pursuing a political career and perform a significantly larger amount of tasks. The study provides no evidence that female members of the Center party youth organization in general perform more tasks with low promotability than their male colleagues, and more research is required to determine if and why that is so.

Gender Parity, Gender Equality, and Intersectionality : Public Perceptions of a ‘50:50’ Workforce

Gender parity. Gender equality. Diversity and intersectionality. Are they understood to be one and the same thing? Whilst there is much public data and opinion on economic benefits to having gender parity within organisations and how it can help support women’s empowerment and inclusion in male dominated professional sectors, public perception on the topic may paint a different picture. In this thesis, the social media platform Twitter is used to collect data to conduct a content analysis in order to understand public sentiments in response to one company’s perceived success in their organisational gender parity initiative. That company is American tech organisation, Duolingo. In 2018, Duolingo posted via Twitter that they had achieved a 50:50 male:female ratio in their recruitment of new engineering hires. The response on Twitter reveals that whilst many Twitter users agreed with Duolingo that this was a success, many did not. The Tweets are classified and analysed according to sentiment and coded according to the core topic in their communication – gender parity, gender equality, and diversity and intersectionality - to gain an in-depth understanding into how the public understands and reacts to these concepts. By analysing 275 Tweets through textual and visual analysis, this thesis supports an investigation via case study as to whether or not gender parity is publicly perceived and understood as a positive organisational strategy towards gender equality. Or whether it is seen to be exacerbating gender inequalities and perpetuating gender and intersectional stereotyping, biases and norms.

The Impact of Aid on Human Development Indices in Sub-Saharan Africa

This study investigates the relationship between official development assistance (ODA) and human development indicators (HDIs) in 49 sub-Saharan African countries over the period of 1995 to 2017 using 3-stage least squares (3SLS). The four key sub-classes of HDIs considered for this research include education, health, government and civic society, as well as environmental indicators. Of all these HDIs, the results of the analysis show that health aid is the most effective form of aid, significantly reducing the incidence of HIV, the infant mortality rate and the maternal mortality rate, as well as leading to improved life expectancy. Education aid has a significant effect on the progression to secondary school followed by adult literacy rates. Government and civil society aid significantly affects the ability of girls to access education at primary, secondary and tertiary levels while environmental aid is found to increase the carbon efficiency of production. Hence, this study demonstrates that aid is most effective on the health, education and environmental human development indicators.

L’étude de la sélection et des carrières des élu-e-s ruraux-ales des années 1970 à 2015, à partir du cas girondin, permet de saisir la manière dont l’espace des activités politiques est investi par les hommes et par les femmes et le rôle qu’y joue la nouvelle contrainte paritaire. À l’aide d’une méthodologie reposant à la fois sur des techniques qualitatives et quantitatives, cette thèse s’efforce de relier les transformations constatées dans la sélection du personnel politique des « petites » communes aux mutations des mondes ruraux contemporains. Elle se veut tout autant une contribution à la sociologie politique des espaces ruraux qu’à la sociologie du genre en politique. / The reform for equal representation of men and women started in 2000s has been consolidated in 2013 by lowering the threshold for an implementation in towns of more than 1’000 inhabitants. The study of political recruitment and political careers of local elected politicians in rural area from 1970 to 2015 in Gironde allows us to understand the political activities of men and women in a context of gender parity which became binding. Using both qualitative and quantitative methods, this dissertation aims to connect the transformation of political recruitment in small towns with the changes of contemporary rural societies. It will thus contribute to the literature in both political sociology of rural societies and gender in politics.
