Talking Threats : The Social Construction of National Security in Russia and the United States

Why are some issues seen as threats? This dissertation attempts to explain the dynamics of threat construction by national decision-makers. The theoretical ambition is twofold: first, the dissertation aims at improving the research on threat construction by suggesting a broad approach that analyzes this process in a structured manner. Second, the dissertation also contributes to the more mainstream International Relations security research agenda, which often under-problematizes this issue. The point of departure is that the link between a condition (e.g. structure) and threat framing (e.g. agency) is not to be taken for granted, and that threat construction is subjective and varies among actors.  This assertion is supported by the findings of the dissertation’s component parts. Essay I finds that US security doctrines such as the Truman and Bush doctrines are not routine responses to external threats but rather the natural continuation of a political and societal discourse in which certain norms and identities interact. Essay II finds that a condition that could lay the foundation for a threat construction does not necessarily evoke such a reaction, such as the HIV/AIDS epidemic in Russia. Essay III demonstrates the opposite situation; that a securitization can take place although the contextual conditions do not necessarily point toward such a move, such as US President Clinton’s declaration that AIDS is a threat to the national security of the United States. Essay IV proposes a framework that incorporates explanatory factors from the international, the domestic, and the individual levels of analysis. Such a framework allows for a more refined analysis which better captures the contingent relationships between factors. Taken together, the findings of this dissertation indicate that the correlations between conditions and threat constructions are intricate, and that the explanation of a securitization lies in the interaction of certain social and cognitive processes.

The aim of this paper is to research and discuss the role the cultural politics play for the Swedish employment office (Arbetsförmedlingen) and the meaning culture politics have within the labour market policy. A research has shown that Arbetsförmedlingen evaluates unemployed cultural workers differently than regular registered jobseekers. From an instrumental perspective on political implementation this can be considered as an anomali. Arbetsförmedlingen’s mandate derives from the government and its authority is a tool for carrying out state policy. A study, conducted on how Arbetsförmedlingen handles matching of culture jobseekers in the labour market can therefore be utilized as guidance towards possible answers regarding the state’s cultural policy in general. The problem formulation presented above led to the following inquiry: Does Arbetsförmedlingen have a cultural political assignment appointed by the government? Furthermore, what does the answer to the question imply regarding the Swedish cultural policy? A descriptive analysis of ideas are applied in order to examine governmental political documents and Arbetsförmedlingen’s regulations. The inquiry has generated a no answer for its question.  Arbetsförmedlingen does not have a cultural political assignment. The governmental organization has primarily a labour market political mission and in this context it signifies that it balances the cultural labour market. The result indicates that the Swedish cultural policy are presently diverting from the traditional Swedish model, where the state had a closer relationship to the culture and the culture workers.

The effects of graphic organizers on the comprehension and retention of Chinese sixth-grade readers in social studies classrooms

The purpose of this study was to investigate the effects of using graphic organizers during prereading, reading, and postreading positions of the comprehension and retention of Chinese sixth-grade students who were identified as below-average or above-average readers. Chinese sixth graders from one school were first administered The Michigan Chinese Reading Test to identify reading level. Subjects were then assigned to one of the four treatment groups: traditional Chinese social studies method, graphic preorganizers, graphic organizers as a reading guide, and graphic post organizers.Two practice passages were first used to familiarize the subjects with how graphic organizers were utilized in instruction before reading on experimental passage. The dependent measure, 45 multiple-choice questions based on the experimental passage, was administered twice: the next day after the instructional sessions were concluded and again seven days later.The principal analysis to test the three null hypotheses was a 2 x 4 x 2 ANOVA with repeated measures on the last factor corresponding to the two administrations of the test. Two follow-up analyses of variance (ANOVAs) were used to test for differences in treatment condition sepa-rately for above-average readers and below-average readers, using the average of the immediate and the seven-day delayed tests. One Scheffe test was applied to find the location of significant differences among the four treatment conditions for above-average readers. Finally, four follow-up t-tests were used to test for differences in reading level at each of the four treatment levels.Three conclusions were drawn from the statistical analyses of the data: 1) graphic organizers had a significant effect on comprehension and retention only when above-average readers were required to process the organizers during reading; 2) graphic organizers did not produce significantly better comprehension and recall performance of below-average readers; and 3) the effect of graphic organizers was equal to that of the traditional Chinese social studies method in maintaining comprehension and recall for both above-average readers and below-average readers over a one-week delay. / Department of Elementary Education

The Impact of Domain Knowledge on the Effectiveness of Requirements Engineering Activities

One of the factors that seems to influence an individual’s effectiveness in requirements engineering activities is his or her knowledge of the problem being solved, i.e., domain knowledge. While in-depth domain knowledge enables a requirements engineer to understand the problem easier, he or she can fall for tacit assumptions of the domain and might overlook issues that are obvious to domain experts and thus remain unmentioned. The purpose of this thesis is to investigate the impact of domain knowledge on different requirements engineering activities. The main research question this thesis attempts to answer is “How does one form the most effective team, consisting of some mix of domain ignorants and domain awares, for a requirements engineering activity involving knowledge about the domain of the computer-based system whose requirements are being determined by the team?” This thesis presents two controlled experiments and an industrial case study to test a number of hypotheses. The main hypothesis states that a requirements engineering team for a computer-based system in a particular domain, consisting of a mix of requirements analysts that are ignorant of the domain and requirements analysts that are aware of the domain, is more effective at requirement idea generation than a team consisting of only requirements analysts that are aware of the domain. The results of the controlled experiments, although not conclusive, provided some support for the positive effect of the mix on effectiveness of a requirements engineering team. The results also showed a significant effect of other independent variables, especially educational background. The data of the case study corroborated the results of the controlled experiments. The main conclusion that can be drawn from the findings of this thesis is that the presence in a requirements engineering team of a domain ignorant with a computer science or software engineering background improves the effectiveness of the team.

Bakgrund: Kontorens utformning påverkar hur organisationer upplevs internt och externt. Utformningen har förändrats genom tiden vilket till viss del beror på samhällsutvecklingen och moden. Aktivitetsbaserat arbetssätt är ett nytt sätt att utforma kontor på och allt fler organisationer väljer idag att implementera ett aktivitetsbaserat arbetssätt. Syfte: Att skapa förståelse för modets inverkan på organisationers utveckling genom att studera implementeringen av ett aktivitetsbaserat arbetssätt.  Metod: Studien bygger på en deduktiv forskningsansats med en kvalitativ forskningsstrategi. Studien är en tvärsnittsstudie med datainsamling från mer än ett fall. Åtta kvalitativa intervjuer och två observationer har genomförts.    Resultat, slutsatser: Det finns flera motiv till att implementera ett aktivitetsbaserat arbetssätt. Sänkta kostnader till följd av minskade lokalytor, ökad produktivitet, hänsyn till miljön, ökad attraktionskraft, ökat samarbete och innovationsskapande är exempel på motiv till implementeringen. Utifrån en modemetafor kan det ses en ökad spridning av begreppet aktivitetsbaserat arbetssätt, vilket sker genom konsulter, företag och media. Idén aktivitetsbaserat arbetssätt har rest in i diskursen organisation och håller på att förändra normen som upprätthåller bilden av vad som anses vara det bästa sättet att utforma arbetsplatsen på, det vill säga vad som ger organisationer legitimitet. / The design of the offices affect how organizations are perceived internal and externally. The design has changed over time that to some extents depend on the society development and fashion. Activity-based workplace is a new way to design offices and many more organizations choose to implement an activity-based workplace approach nowadays.  The purpose of the study is to create understanding of the influence of fashion in organizations development by studying the introduction of activity-based workplace. The study is based on a deductive research approach with a qualitative research methodology. The study is a cross-sectional research with data collection from more than one case. Eight qualitative interviews and two observations have been completed. There are several reasons for implementing an activity-based workplace. Reduced costs due to reduced workspace premises, increased productivity, being environmentally responsible, increased attractiveness, collaboration and innovation creation are examples of reasons for the implementation. In a fashion metaphor, the spread of the activity-based workplace concept is increasing provenly, which is done by consultants, companies and the media. The idea of activity-based workplace has entered the discourse of organization and it is about to change the norm that maintains the image of what is considered the best way to design the workplace; that is what gives organizations legitimacy.

Sacred Places, Storied Places: Ancient Wisdom for a Modern World

This dissertation begins with the hypothesis that sacred places and their stories are connected in complex ways. This refers to place-based sacred places; that is, places which gain their sacred qualities from their natural environment. The two main examples used are both located in the U.K.: Puzzlewood and the Forest of Dean, and Stonehenge. It is further theorized that the stories within these places are repositories of an ancient wisdom; a memory of what it means to live with a sense of the divine in nature. Paying attention to those stories, and to the presences found in these places, may engender a greater appreciation of the interconnectedness of the human world to the natural world and the sacred in nature. Thus an ethic of care for that storied place may develop, and a more harmonious relationship between people and the larger environment may come about. Such an ethic of care may be central in finding solutions to current environmental problems, and preventing future ones. Thus a new story about our relationship with the Earth, based on ancient wisdom, may become the conduit for a kinder, gentler future, where peace, social justice, and environmental care inform both cultural paradigms and individual worldviews. This fusion of stories, the sacred, and the sacred in nature as a way towards self-realization, the development of an ethic of care, and the vision a more harmonious future, is the unique contribution of this dissertation. Bringing together these diverse strands required a multidisciplinary approach with multiple methodologies, particularly phenomenology to account for experiences in or of sacred places, and hermeneutics to address the stories. In addition, there was a need to include some of the basics of system theory to explore both natural and social systems, and for philosophical inquiry to discuss spirituality and cosmology. Other elements of this dissertation include a background of the ways in which history is presented, how this contributes to the paradigms and worldviews found in the modern Western world, and how those paradigms affect thinking about sacredness in nature, as well as a discussion of why stories are central to all of our lives, and how places come to be imbued with stories. All of this is then set within a framework of the principles of the deep ecology movement. To bring all this together with a cohesive collection of methods, the concentric circles model was created and is explained. Additionally, this dissertation presents five criteria that could prove useful in assessing sacredness in place when such sacred sites are contested, as happens quite often. Implementing Community Based Re/habilitation in Uganda and Sweden : A Comparative Approach

In our global world, ideas in general and social work models in particular are spread and implemented in a variety of socioeconomic, political and cultural contexts, generating different outcomes. Many ideas and services launched in different countries by international organisations or governments in order to bring social justice to marginalised and oppressed groups, such as people with disabilities, have been criticised for not reaching or involving those such services aim to serve. Low impact of social programs on the welfare of people and communities has put the effectiveness of such programs into question and can leave people with disabilities dissatisfied with the social services available in their environment. The main purpose of this dissertation is to examine how an international idea for social work practice, as community based rehabilitation (CBR), is implemented in different structures and institutional contexts. To examine how an idea is implemented in different contexts, following research questions have guided the work: “How was the idea of CBR introduced to and implemented in Uganda and Sweden?”, “What contextual factors influenced the implementation of CBR in these countries?”, “What limitations and possibilities affected CBRs chances of continuity and institutionalisation in the two countries?” and finally“Can international ideas and models for social work be successfully used in different structural and institutional contexts?”. The study is based on a qualitative design with a comparative approach using qualitative content analysis for analysing data collected through official documents and interviews with parents to children with disabilities and professionals working in the children’s surrounding. The results show how difficult it is to monitor development through projects in both non-Western and Western countries. International ideas of social work, such as CBR, can make a difference in both Uganda and Sweden for the improvement of the living condition of those in need of services; at least, as long as there are funding for the projects and cooperation between authorities, NGOs and the parents of children with disabilities. The results show also that there are many differences in the process of the implementation of CBR in Uganda and Sweden. The colonial past of Uganda and its weak welfare state make CBR an important project for the improvement of the life conditions of children with disabilities. Meanwhile, the Swedish strong welfare state and legal protection of children with disabilities make CBR much more marginal in Sweden than in Uganda. However, CBRs successes to promote social justice for children with disabilities and their families makes it necessary to integrate the project to the existing organisation of the welfare state in the two countries. Changing existing welfare services requires engagement in political decision-makings, cooperation, and a critical examination of structural and institutional arrangements, in order to include successful projects in the daily functions and duties of the welfare state of every country. This will prevent an international idea for social work to not only be a temporary trend to follow, but also an established working method for helping people in need of proper services.

Students’ knowledge of Application of Mathematics – From Diagnostics to Innovations

The results of a questionnaire that should reveal students’ knowledge about the use of computers in mathematics and the relevance of applications of mathematics in our society clearly show that current math teaching does not provide adequate ideas about the importance of computers. We describe the results and give examples of mathematical activities that are suitable to both foster mathematical concepts and widen the mathematical view. Possible changes in the curriculum are discussed.
