Sistemas de informação em Saúde Pública no Brasil: uma revisão de 2008 a 2012 na literatura nacional especializada / Information Systems in Public Health in Brazil: a review from 2008 to 2012 in the national specialized

A saúde pública no país é uma área de alta demanda, dependente de tecnologia cara e de rápida obsolescência, com custos operacional e de manutenção altos, e com uma cobrança de crescimento ininterrupto, decorrente tanto do aumento vegetativo dos usuários, quanto da instabilidade social, quando os desempregados perdem a condição de se utilizar da saúde suplementar e migram para a rede pública. Há um agravamento de tal situação pela dispersão geográfica da população, pelo tamanho do país. O Sistema Único de Saúde, através do PlanejaSUS, tem um esforço continuado de planejar o funcionamento da saúde pública no país, para o que se utiliza, entre outros recursos, dos seguintes sistemas: de Informações sobre Nascidos Vivos; de Informação de Agravos de Notificação; de Informações Hospitalares; e de Informação de Mortalidade. Com o objetivo de identificar o grau de consistência dos mesmos, foi feito um levantamento de periódicos dos últimos 5 anos, de artigos que apontavam tal característica. Mediante a utilização de recortes dos artigos, análise e tabulação de resultados, identificou-se o predomínio de deficiências de pessoal e de qualidade das informações, estas últimas decorrentes das primeiras. Em apenas um caso houve queixa da infraestrutura de tecnologia da informação. Conclui-se pela priorização de trabalhos de persuasão e capacitação de funcionários; por um ajuste na expectativa pela precisão dos sistemas, já que por seu macro dimensionamento, face à dispersão geográfica e ao grande número de pessoas envolvidas, são sistemas com tendência natural à instabilidade; pelo papel que pesquisas como as apresentadas nos artigos podem fazer no controle de tais sistemas; pela consistência apresentada atualmente pelos sistemas, que embora não seja ótima, tem sustentado inúmeras pesquisas cujos resultados são validados por subsídios da literatura e cruzamento de bancos de dados. Aventa-se ainda a possibilidade de, em um trabalho de parceria entre universidades, centros de pesquisa, e o Sistema Único de Saúde, este último estabeleça alguns eixos e categorias, e estimule continuadamente pesquisas voltadas para identificação do nível de consistência dos sistemas mencionados, pesquisas estas cujos resultados poderão funcionar na redução da instabilidade dos mesmos / Public health in the country is a department of high demand, dependent on expensive technology and quick obsolescence, with high operational and maintenance costs, and with a charge of uninterrupted growth, due to both the vegetative growth of users, and the social instability, when the unemployed lose the condition of using additional health system and migrate to the public service. There is a worsening of the situation caused by the geographical dispersion of the population, by the size of the country. The Sistema Único de Saúde (Unified Health System), through the PlanejaSUS, mantain a continued effort of planning the operation of public health in the country, for what it use, among other features, the following systems: information on live borns; reportable diseases information; hospital information; and mortality information. In order to identify the consistency degree of these systems was made a survey of the past 5 years, using articles that pointed such feature. Using cutouts of articles, analysis and tabulation of results, it was identified the predominance of disabilities of personnel and quality of the information, the latter arising out of the first. In only one case there was complaint of information technology infrastructure. It is concluded by the prioritization of work of persuasion and training of employees; by an adjustment in anticipation for the accuracy of the systems, since by its macro scale, given the geographic dispersion and the large number of people involved, that these are systems with natural tendency to instability; the role that research such as those presented in articles can make in the control of such systems; by consistency presented by systems, which although are not great, has sustained extensive research whose results are validated by literature subsidies and databases crossover. It also suggests the possibility of, in a working partnership between universities, research centers, and the Sistema Único de Saúde (Unified Health System), the latter shall establish some axes and categories, and encourage continued research aimed to identifying the level of consistency of the mentioned systems, these research results may work in reducing instability

Thus, projects are needed. These projects, which have a clear and well-defined beginning and end, and aim to obtain either a product or a service, end up featuring distinctive characteristics from the functional management. This explains why project management, which appeared in the 50 s, has grown so much and reached such a degree of importance nowadays. Another factor of competitiveness is information that can really make a difference if well managed. This is when the role of the Information Management arises: it shows how to obtain quality information, how to treat it (interpreting, contextualizing and adding value to it), and how to store it properly so that it can be easily retrieved whenever needed. Also, when talking about information management, the development of an organizational knowledge base is relevant. This base consists of recorded knowledge that should be made available for use. The objective of this study is to propose a model of information management in such a way that it leads to an organizational learning in project management. This research is a theoretical study that emphasizes the interface between the Information Science and the Administration field that deals with projects. A Controladoria como responsável pelos sistemas de informações que suportam a tomada de decisão nas organizações deve participar dos processos de segurança da informação. Por isto, a presente pesquisa avaliou os processos de segurança da informação integrando as áreas de Controladoria e de TI. Evidenciou-se o tipo de pesquisa metodológica como um estudo de caso exploratório de natureza aplicada. Mesmo que as análises estejam baseadas em gráficos e tabelas, o que enseja dados de natureza quantitativa, as técnicas de análise possuem predominância qualitativa realizada a partir de múltiplas fontes de coleta de dados, tais como, questionários e entrevistas, essas tratadas com o auxílio de software específico que contemplou as análises léxicas. Como resultado do estudo, foi elaborado um framework que promove a integração das áreas de Controladoria e de TI na avaliação dos processos de implementação de softwares tendo como foco os principais processos de negócio. O framework também contempla os achados da pesquisa quantos aos níveis de proteção de segurança da informação e de maturidade dos processos de TI o que possibilita a análise de eventuais riscos associados às práticas de proteção de segurança da informação e do modelo de governança de TI adotados na organização. Consequentemente, foram aprimorados os processos operacionais do trabalho conjunto dessas duas áreas e de controles do ambiente da informação. / The information environment in organizations has been affected by the continuing evolution of technology and business environment. The Controllership, as responsible for the information systems that support decision making in organizations, should participate in the information security process. Therefore, this study investigated the processes of information security through the integration the areas of Controllership and Information Technology (IT). The research methodology is demonstrated as an exploratory case study of an applied nature. Even though the analyzes were based on graphs and tables, which (may) entails quantitative data, analysis techniques have predominantly been of qualitative nature from multiple sources of data collection such as questionnaires and interviews. Such interviews were treated with the aid of specific software that included the lexical analyzer. As a result of the study, we designed a framework that promotes the integration of the Controllership and IT areas in the evaluation of software implementation processes focused on the core business processes of the Company. The framework also includes the findings from a survey on the levels of protection and the maturity of the information security of IT processes which enables the analysis of possible risks associated with the protection practices of information security and IT Governance model adopted in organization. As a consequence of this paper, the working operational processes of these two areas and the controls of the information environment of the Company were improved.

ICD-10-CM Implementation Strategies: An Application of the Technology Acceptance Model

The United States is one of the last countries to transition to the 10th edition of the International Classification of Diseases (ICD-10) coding system. The move from the 35-year-old system, ICD-9, to ICD-10, represents a milestone in the transformation of the 21st century healthcare industry. All covered healthcare entities were mandated to use the ICD-10 system on October 1, 2015, to justify medical necessity, an essential component in determining whether a service is payable or not. Despite the promising outcomes of this shift, more than 70% of healthcare organizations identified concerns related to education efforts, including lack of best practices for the ICD-10 transition. Lack of preparation for the implementation of ICD-10 undermines the clinical, technological, operational, and financial processes of healthcare organizations. This study was an exploration of implementation strategies used to overcome barriers to transition to ICD-10. A single case study was conducted, grounded by the conceptual framework of the technology acceptance model, to learn about ways to mitigate the barriers of this new coding system. Data were gathered from the review of documents, observations, and semistructured interviews with 9 participants of a public healthcare organization in Florida. Data were coded to identify themes. Key themes that emerged from the study included (a) in-depth ICD-10 training, (b) the prevalence of ICD-10 cheat sheets, (c) lack of system readiness, and (d) perception of usefulness of job performance. The results of the study may contribute to social change by identifying successful implementation strategies to mitigate operational disruptions that will allow providers to capture more detailed health information about the severity of patients' conditions.

Perceptions Among Women on Education for Health Information Management Career Advancement

The increased use of technology has affected almost every aspect of how data are collected, stored, retrieved, and analyzed across the health care system. The health information management (HIM) workforce in the United States is predominantly composed of women. With HIM employment rising by 2020, additional education of the current workforce is a necessity. This qualitative phenomenological study evaluated women working with HIM associate degrees and RHIT certifications to determine their perceived need for advanced education for career advancement. This study used the social cognitive career theory (SCCT) to determine how women in HIM perceive needs based on self-efficacy, expected outcomes, and goals. The research questions evaluated education type, subject matters, and ability to advance. The study recruitment process included the use of HIM online research forums resulting and narrative inquiry data collection from 22 personal interviews across 19 states in the Unites States. Colaizzi's data analysis strategy demonstrated themes of HIM education access, barriers, preparedness, and role interests. The data gathered showed need and interest in further education directly correlated to time remaining in career and role aspirations. Recommendations for further research include evaluation of advanced HIM education needs in a male population or individuals with post-graduate education. To affect positive change, dissemination of this study's findings to HIM leaders may create awareness and rationale for women to obtain technology and data related advanced education. In addition, this study may influence educational institutions to promote HIM as a field of study and fill the anticipated gap in HIM field expertise in the coming decade.

知識的力量在現今的社會,已經愈來愈被重視,如何運用已經存在的知識,是目前許多人急於想了解的。在此情況下,學術界的論文也成為一股很強大的知識力量,許多研究者在當中搜尋有用的文獻當成知識來運用,希望藉由前人的研究,可以不斷的在研究領域上有所進展和發現,但知識管理在學術文獻上的應用仍是不足,大多數人也非常容易忽略這樣的知識資產,當有研究者想要研究某一領域的研究論文之時,常需要花不少時間來整理和尋找,也因論文未有效的分類,以至於若想找到相關的論文,也必須花費一翻功夫才行。如果我們可以利用知識管理中的方式,建構起一張對台灣資訊管理學科碩、博士論文的知識地圖,未來在運用龐大的文獻資料之時,我們就擁有了一個好的嚮導,可以指引我們搜尋的方向,節省許多研究者寶貴的時間。  本研究的目的特別針對兩點做出研究,一方面瞭解目前在台灣碩、博士論文中資訊管理學科近三年來援用的理論概況,另一方面將資訊管理學科近三年來在台灣所發表的碩、博士論文加以分類探討。依據這兩方面來看出我國資訊管理學域近三年的研究重點為何,在學術上各校的發展又有何傾向,再以這幾個構面來整理出一張屬於台灣資訊管理學科的「知識地圖」。最後根據研究結果與發現,對於台灣近年來所發展的資訊管理學科方向、理論來源這兩部份做出彙總和整理,讓以後想尋找台灣資訊管理學科碩、博士論文相關資料的研究者做為參考,期待可以對學術界有所貢獻。 / The rapid development of science and technology is characteristic of today's modern civilizations. In such a society, knowing how to pick up information from a load of various data and take advantage of it usefully and efficiently means one holds the key to the door of success. The old proverb ‘Knowledge is power', therefore, becomes more meaningful in this competitive society.  Undoubtedly, essays and research achievements from academic circles perform as a great resource, too, which enables researchers to follow predecessors and make progress and new findings on the existent basis. However, knowledge management in academic documents still lacks its efficient application. When common people often neglect the treasure aside and just go away, researchers are busy seeking and sorting the materials available, causing the waste of time. For this reason, to collect both the M. D’s and Ph. D’s essays of the Science of Information Management available in Taiwan and establish a network becomes an important task that cannot be delayed. There are two major goals in this study: firstly, to find out the theories applied to the Science of Information Management in the recent three years in Taiwan; secondly, to sort and study these various researches in this science. Then we can see the major emphases in this study field, the scholastic trends in each school's development, and thus form the ‘knowledge map’ we intend to make. I sincerely expect the compilation and arrangement of the theory bases and trends in the Science of Information Management in recent Taiwan can be a reference to researchers who take interest in this subject and contribute to this academic field.

我國行政機關資訊安全管理之研究

環顧辦公室自動化的演進歷史,早期從降低事務管理成本,提升行政運作效率輔助機具的發展,至今日電腦大量引用,四通八達的網際網路,資訊科技的洪流,正一波波的衝擊著各組織,行政部門亦難置身於外。就以組織內環境系統而言,資訊科技正嚴厲考驗傳統金字塔式的組織結構,網路流通訊息的便利,使中層管理者的地位岌岌可危,影響著整個組織的決策模式與管理方式;就組織外環境系統而言,電子化政府正透過網路連線,讓民眾享用更加便捷、高品質的服務、取得更多的訊息,更加暢通的溝通管道,甚至影響著整個民主政治的內涵。資訊科技對行政組織運作過程與其產出的衝擊與日俱增,而其帶來的正、負面效益,是吾人必須面對的嚴肅課題。 資訊科技所帶來的正面效益,資訊取得質與量上的變革,減低了民眾與行政機關間溝通障礙,人民可隨時取得機關相關訊息,滿足需求,電子化政府成為政府施政目標,『行政公開化』成為未來必然趨勢;就機關資訊財產權維護而言,因資訊科技使得整個檔案資料庫『數位化』、公文訊息『電子化』,傳統的公文流程、檔案保存方式起了根本轉變,檔案室不再是案牘勞形的儲藏大批卷宗,未來各機關中資訊室(中心)才是訊息流通、資料保存的中心。因此行政機關在面對未來民主行政要求、『行政公開化』的趨勢下,應有效的管理機關資料、維護機密資訊及民眾個人隱私,防止不法者破壞、竊取、竄改,在公共資訊的運用與機關資訊財產權的維護上求取一效率公平的管理方法,行政機關應認知到: (一) 資訊安全管理因時代進展而有不同意義,隨著資訊科技的突飛猛進,在行政公開化民意要求下﹐資訊安全管理問題具有的相依、主觀、人為及動態等特性將逐漸浮顯出來﹐深深影響組織內部及外部的運作。 (二) 一個完整的資訊安全管理系統,需完整的包含組織內、外各次級系統、並在整個大環境中具有政治、法律、經濟、行政、技術、及時間上的可行性。 (三) 行政機關資訊安全管理系統之目的在求取機關資訊運用上的機密性(confidentiality)、完整性(integrity)與可用性(avaliability),而其功用則在機關財產、隱私權的維護及機關所應提供的公共資訊的合理運用上求得一均衡點。 (四) 妥善的資訊安全管理,除了管理當局的支持與專家協助之外,有賴完善的組織環境使用管理規定及資訊運用者資訊安全倫理的建構。 (五) 資訊安全管理研究將隨著資訊科技的永續發展,在內容上不斷的擴充與更新,政府應以更前瞻性的眼光規劃新的法令與訓練,建構資訊安全倫理以應未來所需。 早在二十六年前(1973),公共行政學者H. A.Simon就曾對資訊科技對組織的衝擊研究,研擬如何有效地建構組織俾利於資訊之處理與儲存。另Norman J.Ream(1968)在『電腦對政府組織之影響』中指出在可預見之將來,政府組織將日趨依照資訊流動及決策點所在而建構。而為因應資訊化社會,行政院研考會在民國七十三年即完成『資訊立法之研究』,確立資訊科技的發展必須『尊重智慧財產權』、『防範電腦犯罪』、『加強資訊安全』、『確立文件法律地位』等層面,近來又陸續制定『電腦處理個人資料保護法』、『政府所屬各級機關電腦軟體管理作業要點』等資訊安全法案,唯上述理論與實務研究,仍著重於機關財產權與機密資訊的維護,為免陷入以『效率』掛帥的功能主義典範窠臼,對於溝通、公平與尊重等新人性主義典範應予適度關注。也就是在民主行政的環境下,資訊公平合理的運用應視為資訊安全管理的目的,而非僅具工具性價值,公部門應摒棄以往『閉關自守』的心態,以恢宏的胸襟與氣度,兼具『效率』與『公正』觀,來面對資訊社會的挑戰。

<p>Undersökningen vilar på två huvudfrågor: Vad är ett materialbibliotek, och varför uppstår de i så stor utsträckning idag? Frågorna besvaras genom samtal med ansvariga på materialbibliotek, främst kommersiella, i Europa och USA och redovisas i en historisk och kronologisk översikt över det senaste decenniet, en tematisk beskrivning av verksamheten samt en diskussion kring materialbiblioteket utifrån begreppen dokument och bibliotek där en allmän biblioteksmodell appliceras på materialbibliotekens verksamhet. Slutligen föreslås en definition av begreppet materialbibliotek.</p><p>Undersökningen kommer fram till att materialbiblioteket är en informationstjänst som samlar och organiserar materialprover och materialkunskap, och som inte enbart fungerar som tillhandahållare av information utan även strävar efter att i mötet med sina användare skapa ny kunskap om de dokument det behandlar. Materialbiblioteken uppstår ur ett behov av en samordnande central för materialkunskap, och kan placeras inom det nya serviceparadigmet information management. Det finns även ett behov av att känna på material och att skapa en mötesplats för kreatörer och tillverkare inom designområdet. En avgörande bakgrund verkar vara den drastiskt ökande materialtillgången som innebär att verksamma inom området inte hinner skaffa sig den materialkunskap de skulle behöva, främst om nya material och nya materiallösningar. De största och mest inflytelserika materialbiblioteken finns i New York och Paris och heter Material ConneXion, Innovathéque och MatériO. De flesta materialbibliotek har något förhållande till ett eller flera av dessa tre, och deras databaser är föremål för potentiella framtida samarbetsprojekt.</p>

The acquisition, organization and storage of information in combination with a strategic use, is today an important factor for a successful organisation in any sector of our society.In this Master thesis I have studied how an organisation such as The Confederation of Swedish Enterprise (Svenskt Näringsliv) handles its information resources. I have also looked at the flow of information within the organization. The Confederation of Swedish Enterprise is Sweden’s largest business federation representing 50 member organizations and 55 000 member companies. The core business is to create better business conditions for companies as well as opinionbuilding, research and developing positions on expert issues.As a theoretical framework I have used Chun Choos theories and his model on The Information Management Cycle. In this casestudy I have conducted (four of seven steps of) an Information Audit and interviewed employees of The Confederation of Swedish Enterprise, both experts and personnel in charge of the information resources. My results show that there is multitude of information resources within the organization. The users make individual choices concerning which resources to use and how to use them. This reflects the environment in which the organization exists and operates in. In my study I also find that The Confederation of Swedish Enterprise has a strategic approach to information and the process of communication, which constitutes a favourable position for the organisation to work towards its goals.</p>
