Serviço de informação especializado em imagens de arte: um estudo dos requisitos presentes na criação e manutenção de acervos de gravuras / Art images specialized information service: an study on the requirements in the creation and maintenance of print collections

Esta pesquisa teve como objetivo investigar os requisitos necessários para criação e manutenção de acervos especializados em imagens, no caso, a gravura artística, levando-se em conta as etapas do Ciclo Informacional. De abordagem qualitativa, caracterizada por pesquisa bibliográfica e pesquisa de campo, de natureza exploratória, a pesquisa foi dividida em três etapas: (1) pesquisa bibliográfica para preparação do quadro teórico de referência; (2) pesquisa de campo para conhecimento de instituições mantenedoras de acervos de gravuras; e (3) sistematização e análise dos dados, o que resultou numa lista de requisitos presentes na criação e manutenção de acervos especializados em gravura. Verificou-se que, como documento, a gravura brasileira é fruto de um processo que inclui diversas etapas e, por vezes, diferentes atores, e que esta tem integrado acervos de Bibliotecas, Arquivos e Museus. O trabalho identificou os seguintes grupos de usuários: (a) os especializados em Arte, como estudantes, pesquisadores, historiadores da Arte e artistas; e (b) o público em geral, ou seja, usuários sem um interesse específico. A partir de conversas (entrevistas) com pessoas de especialidades diversas, evidenciou-se variações quanto à definição de gravura, o que muito contribuiu para este trabalho. A pesquisa de campo, com base nas instituições visitadas e sites analisados, identificou a falta de acervos especializados em gravuras, assim como a necessidade de clareza a respeito das políticas de seleção e aquisição. Constatou-se que os acervos são criados, em sua maioria, a partir de coleções particulares e são ampliados a partir de doações várias, sem priorizar diretrizes ou políticas de desenvolvimento de coleções. Frente a isto, apresentou-se a proposta de um modelo com diretrizes para uso na criação e manutenção de acervos especializados em gravuras, considerando-se o Ciclo Informacional, o Desenvolvimento de Coleções e a Curadoria Digital. / The objective of this research was to investigate the necessary requirements for the creation and maintenance of image collections, in this case, art prints, taking into account the stages of the Informational Cycle. From a qualitative approach, characterized by bibliographical and field research, of an exploratory nature, the research was divided into three stages: (1) bibliographical research to prepare the reference theoretical framework; (2) field research for knowledge of institutions that maintains collections of engravings; and (3) data systematization and analysis, which resulted in a list of requirements for the creation and maintenance of specialized art prints collections. It was verified that, as a document, the Brazilian art print is the result of a process that includes several stages and sometimes different actors, and that it has integrated collections of Libraries, Archives and Museums. The work identified the following groups of users: (a) those specializing in Art, such as students, researchers, art historians and artists; and (b) the general public, i.e. users without a specific interest. From conversations (interviews) with people of diverse specialties, variations on the definition of engraving were evidenced, which contributed much to this work. Field research, based on the visited institutions and sites analyzed, identified a lack of specialized collections in art prints, as well as the need for clarity regarding selection and acquisition policies. It was found that the collections are mostly created from private collections and are expanded from donations, without prioritizing guidelines or collection development policies. Against this, a proposal was presented for a model with guidelines for use in the creation and maintenance of collections specialized in art prints, considering the Information Cycle, Collection Development and Digital Curation.

資訊服務產業在全球發展十分蓬勃,如:微軟(Mircosoft)、甲骨文(Oracle)和趨勢科技(Trend Mirco)。雖然台灣學界與實務界投入許多資源在資訊和管理方面,但是仍無法像硬體產業蓬勃發展,加上資訊產業各領域已經有許多優秀公司已經鞏固目前市場,且不斷茁壯自己。在日益競爭的環境下,台灣如何在全球化競爭下發揮自身優勢,發展茁壯。因此筆者基於此動機,選定金融資訊服務業當作深入探討與研究主題。   本研究透過個案分析法對國內某大型金融資訊服務業者進行產業環境、自身已累積的資源進行分析。而後透過國際行銷程序架構,探討下列的問題:(1)個案公司國際行銷策略形成原因為何? (2)個案公司如何進行策略聯盟?(3)個案公司進行國際行銷的方式?   總結本研究的分析結果,認為個案公司國際行銷策略的成功關鍵因素有三點:(1)利用合併與併購擴張核心能力。(2) ITOM的整合性平台符合顧客的需求。(3) 透過策略聯盟形成完整的國際行銷體系。最後,本研究依據上述結論,提出金融資訊服務業拓展國際行銷時之相關建議。 / The information service industry has seen robust development around the globe, leading to the birth of many successful companies, such as Microsoft, Oracle, and Trend Micro. Despite the input of various resources by Taiwan’s academia and business sector aimed to increase the R&D momentum in information and management-related fields, the industry has failed to gain the same level of strong growth seen in the computer hardware industry. Besides, many of the information industry segments see the presence of many leading companies that have not only secured their market position but are also striving for continued expansion. Therefore, against an ever-increasingly competitive market environment, how does Taiwan maximize its unique strengths in the face of global competition? It is with the motivation to shed some light on this issue that the author selects the financial information service industry as the subject for in-depth analysis and research. This study uses case analysis to analyze the industry environment and accumulated resource of a leading Taiwanese financial information company. Based on the procedural framework of international marketing, the following research questions are discussed: (1) What is the reason behind the formation of the analyzed company’s international marketing strategy? (2) How does the analyzed company pursue strategic alliance? (3) How does the analyzed company promote international marketing? Summarizing the results of analysis, the key to the analyzed company successful international marketing strategy is threefold: (1) Expand core competency through mergers and acquisitions. (2) ITOM’s integrated platform responds to customers’ needs. (3) Form a complete international marketing network through strategic alliance. Finally, based on the above research conclusions, this study proposes relevant suggestions for the financial information service industry in expanding international marketing.

The term, either the more or the less broad conception, suggests the usage of communication and information technology means by the public administration when serving citizens, promoting governmental actions transparency and allowing citizens to participate in the processes of elaboration, following-up and evaluation of public policies. At least theoretically egovernment means the possibility to redesign public administration structures and processes. Based on e-government itself, this thesis investigates the e-government policies institutionalization process in Brazilian states. Neo-institutionalism was used as the central theoretical axis for this work. Two questions were essential in building the research issue: (i) what is the level of e-government institutionalization in the Brazilian Federation states? And (ii) does the e-government institutional policy design influence governance in state governments? In order to answer these questions an assumption group was used. Among these assumptions the following should be highlighted: (a) e-government institutional policies design influences the government of each state in its services delivery and in each of its Secretariats??? as well; (b) an institutional design which favors the building of an e-government integrated policy influences electronic governance positively; (c) the level of e-government policy institutionalization in the states of Brazil???s Federation is low. The insulation of actions and initiatives and CIT (Communication and Information Technology) management models based on fragmentation prevails; (d) CIT management models in state governments present structural arrangements which are little operable and often useless. In order to test these assumptions and presuppositions quantitative and qualitative methods were conjugated. Multiple case studies were used and the qualitative part was carried out in five states of Brazil whereas the quantitative part was done in ten states. Results confirm the assumptions and presuppositions previously made and suggest a general state government need to rethink e-government policies, otherwise these governments will not achieve the promises made in e-government literature. This work demonstrated that the institutional design in e-government policies is essential to effective electronic governance and public services deliveries. Beyond that, this thesis also showed that e-government institutionalization is a present challenge which needs to be faced by state governments in Brazil. / Governo e Pol??tica

Communities of practice : an essential element in the knowledge management practices of an academic library as learning organisation

Communities of Practice have been utilized with great success by organisations in the business and manufacturing sectors to help in the management of their knowledge. Not much research have been done on their application in learning organisations such as academic libraries, however. The aim of this study was therefore to determine how knowledge can be managed through Communities of Practice in a learning organisation such as an academic library. The investigation was build around the concepts knowledge management, learning organisations and Communities of Practice and the interrelationship between these concepts. The role Communities of Practice play in the management of knowledge in a learning organisation is investigated as well as the development stages in the implementation of Communities of Practice to support knowledge management. This is followed by an investigation of the factors critical to the success of Communities of Practice in a learning organisation. The investigation consisted of a literature study to help define the key concepts and to lay a framework for the research design, and is followed by an empirical study where interviews were held with some of the staff members of the Academic Information Service (AIS) of the University of Pretoria, South Africa. In conclusion it was found that the AIS was considered a learning organisation and that the AIS was in the beginning stages of knowledge management. A number of Communities of Practice in the AIS were identified that existed internally and externally, and the small number of internal Communities of Practice in the AIS were linked to specific inhibiting factors. The study also showed that Communities of Practice can be found in learning organisations, and that learning organisations are characterised by knowledge management. Knowledge managed through Communities of Practice was also shown to help in the development of learning organisations. Communities of Practice in the AIS were shown to be in the beginning stages of development. The role of management, incentives and rewards for participation, information technology/tools, attention to newcomers, knowledge capturing/sharing techniques, trust and a proper knowledge management framework were shown to be essential for the success of Communities of Practice in the AIS. / Dissertation (MIS)--University of Pretoria, 2006. / Information Science / unrestricted

There is processed strategic plan of optimization in three alternatives on these foundations - pessimistic with no change in the company, realistic, which counts with use of one information worker and optimistic, which counts with establishing an information department in the company. The final plan is elaboration of realistic alternative including financial plan, which contains the electivity calculation.

Creating opportunity by connecting the unconnected : mobile phone based agriculture market information service for farmers in Bangladesh

This thesis is framed within the research area of Information and Communication Technologies for Development (ICT4D), which is concerned with how ICT can make a difference to the lives of the poor. This study focuses primarily on mobile phones and how they can be used as part of an Agriculture Market Information Service (AMIS) in order to provide crucial information to farmers in Bangladesh. AMIS principally collect, manage and disseminate agricultural market prices and related information through various processes and media. These services are mainly used by farmers. The research question of how mobile phone-based AMIS can be designed and deployed in order to improve opportunities for farmers in Bangladesh is investigated through a design science research approach in four steps; understanding the scope and challenges related to AMIS in least developed countries; diagnosing the situational realities of farmers of Bangladesh; understanding the process of adopting mobile phones and investigating market information practices and preferences in a rural context; and finally designing and implementing a mobile phone based AMIS and evaluating the efficiency and effectiveness of it for the farmers of Bangladesh. In this thesis, development is viewed in terms of bringing about an in-crease in farmers’ capability set directed towards the utilization of resources for the purpose of production and trade. Information and knowledge are important drivers of development and poverty reduction: ICT can create new opportunities to expand the availability, exchange, and impact of information and knowledge. This thesis contributes to ICT4D research and practice through empirical findings, the design of an AMIS, test results, and the development of analytical tools. Its major contributions include an increased understanding of farmers’ attitudes and preferences towards the use of technology in general, and mobile phones in particular, and a broader understanding of ICT for human development in the context of poor rural regions. / Informatics or ICT4D

Science and technology information in Thailand : policies, strategies and provision

The aim of the research was to investigate the current state of scientific and technological (S&T) information service provision in Thailand with a focus on its role of supporting research and development. The ultimate goal of the research was to develop a service model(s) which could aid the modernisation of the S&T information service. The information policies and strategic management at national and institutional levels were examined together with present and future roles in service provision and barriers to S&T information development. The research framework was constructed on the basis of theoretical models of the provision and management of effective information services. The institutions which participated in this research included 46 academic and special libraries in Thailand, hereafter called S&T information centres, and two funding agencies. The data were collected using a variety of research tools, employing both quantitative and qualitative methods, namely, questionnaires, semi-structured interviews, and focus groups. The questionnaires were distributed to five groups of respondents: executives, managers, librarians or staff, end-users, and executives or policy-makers of funding agencies. Two hundred and eighty-nine questionnaires were sent by post to 45 S&T information centres and two funding agencies whilst 703 questionnaires were also distributed to end-users. Interviews were performed with 55 executives and library managers. Three focus groups were organised on different topics, with a total of 36 participants. The major findings showed that national information policy in relation to S&T information was still relatively ineffective with roles and responsibilities of stakeholders not explicitly identified. In general, the results showed that institutional information policies exist but weak communication between executives, managers, and staff caused problems with implementation and interpretation. Most S&T centres were found to have strategic plans. The focus of these were on issues of integrated ICT infrastructure, acquisition of electronic resources, service improvement, communication with users and feedback, user education, cost effective use of resources, E-library transition and knowledge sharing. The development of resource sharing via computerised networks was considered to be paramount; progress to date was thought to be slow due to a lack of policies at national and institutional levels. Users' information literacy was still found to be an issue, particularly in respect of making effective use of electronic resources. The thesis provided recommendations for a national network for S&T information provision to be designed and managed by a hosting provider.

Nos dias atuais, o desenvolvimento de um país passa obrigatoriamente por seu Sistema Financeiro, o qual, num mundo globalizado, trabalha em sintonia com outros Sistemas Financeiros. Assim, a incumbência de tais sistemas resume-se a atuar nos fluxos de transferência de ativos financeiros em poder de poupadores para os setores produtivo e/ou de consumo. Tal transferência ocorre por meio de operações de compra, venda e/ou troca desses ativos, no âmbito do que se denomina mercados. Para tanto, faz-se necessário captar, intermediar e aplicar tais ativos, o que é feito por operadores, como os bancos de investimento. Neste trabalho, privilegiando as tarefas realizadas por analistas financeiros de bancos de investimento, os quais prospectam oportunidades de negócio, analisam-nas e as oferecem a investidores, são estudadas as características das fontes de informação utilizadas por estes analistas e o comportamento informacional destes. A pesquisa, de abordagem qualitativa e natureza exploratória, foi conduzida com base em análise da literatura e estudo de caso de um serviço de informação vinculado a um banco de investimento. Dentre os resultados, destacamse a compreensão do comportamento informacional dos analistas de investimentos, sistematização das fontes de informação utilizadas e a proposta de uma infraestrutura de apoio às atividades destes analistas. Conclui-se que tais analistas utilizam informações provenientes de diversas fontes, porém, identificou-se um conjunto de fontes comum aos diversos analistas, bem como, a prática do intercâmbio de informações entre eles. Nesse sentido, frente aos resultados e impactos relativos às transferências de ativos financeiros, os mesmos analistas dependem do acesso a diversas fontes de informações da área financeira, prevalecendo a manutenção dos diversos atributos relativos à qualidade da informação. / Nowadays, the development of a country necessarily passes through its financial system, which, in a globalized world, works in tune with other financial systems. Thus, the task of such systems is to act in the flows of transfer of financial assets in the power of savers to the productive and/or consumption sectors. Such transfer takes place through the purchase, sale and/or exchange of these assets, in the context of what is called market. To do so, it is necessary to capture, intermediate and apply such assets, which is done by operators, such as investment banks. In this work, privileging the tasks performed by financial analysts of investment banks, which prospect business opportunities, analyze and offer them to investors, the characteristics of the sources of information used by these analysts and theirs informational behavior are studied. The research, of qualitative approach and exploratory nature, was conducted based on literature analysis and case study of information service linked to an investment bank. Among the results, we highlight the understanding of the informational behavior of investment analysts, systematization of the sources of information used and the proposal of an infrastructure to support the activities of these analysts. It is concluded that the analysts use information from various sources, however, a set of sources common to the various analysts was identified, as well as the practice of exchange of information between them. In this sense, in the face of the results and impacts related to the transfer of financial assets, the same analysts depend on the access to several sources of information in the financial area, with the maintenance of the various attributes related to information quality.
