This master’s thesis analyzes how cultural policy was problematized in three governmental policy areas; culturalpolicy for the free sector, education policy and popular education policy, during the social democrat Ragnar Edenman’s time (1957-67) as minister of ecclesiasticalaffairs. Earlier research has examined the policy for the free sector, concerning artist’s economic problems. This thesisadds an analysis of the other fields of policy, which were reformed in the 1960’s by the same ministry. The purpose is twofold: first to examine if the two fields wereproblematized as a cultural policy. The conclusion is that popular education was part of what Edenman problematizedas a “wider cultural policy”. Education policy was not included in this field of reform, but not conceptually different from it. Secondly to examine what these threepolicies had in common as a problematization. This concept is combined with the concept of governmentality into ananalysis of how wider cultural policy was defined by two technologies, aesthetic education and environment. These elements are analyzed in programs for these fields of policy, their use of behavioral sciences and ideological programs after 1946. The conclusion is that the wider problematizationduring the early part of the period was part of a governmentality held together by a psychologically defined democratic subject. When cultural policy was defined as aseparate field of policy in the 1960’s, it lost contact with this governmentality’s focus on the citizen’s ethical behavior.Instead, its purpose was to fulfill goals of the citizen’s wellbeing in society. / Program: Bibliotekarie

The aim of this study is to explore local cultural policy documents in the municipality of Gothenburg Sweden, and, more specifically, to investigate the concepts of cultural planning and instrumental cultural policy. Cultural planning is in this thesis seen as a result of an instrumental view of cultural policy. The theoretical framework consists of the theories of Danish cultural policy researcher Dorte Skot-Hansen. She describes cultural policy in urban areas as founded in motives such as economy, social issues, entertaining and enlightenment. A qualitative text analysis is performed in order to see if the purpose of the cultural policies is to focus on cultural planning as formulated in the document Kulturpolitisk strategi – version 1.0, adopted by the city council in 1998. The chosen city district committees are Centrum, Högsbo, Härlanda, Backa, Askim and Bergsjön. The result indicates that cultural planning in these districts only partly states the goals set by the city council. The city district committee of Bergsjön is an exception. This shows a lack of co-operation between the city district committees and the city council concerning cultural policy. The study shows that the major motive of cultural policy in the city district committees is, following the labels provided by Skot-Hansen, the social motive. In addition to the emphasis the social motive puts on democracy, integration and participation, the study points to the health issue as an essential motive in the cultural policies. / Uppsatsnivå: C

The cultural policy area has a tendency to be seen as a consensus area, where there are no big conflicts between the parties. The aim of this master’s thesis is to study the moderate party’s cultural motion 2005/06Kr:233 with the party leader Fredrik Reinfeldt as first author. If consensus rules, the party’s ideology should not be visible in the motion, but the assumption in the thesis is that it is visible. The main issue is to find out which obvious ideological features the motion contain, in which of Jenny Johannisson’s three discourses the moderate party’s cultural policy best fits into and what consequences there could be with the party’s cultural policy. A short cultural policy background as a consensus area is presented along with the moderate party’s history and ideologies, neo-liberalism and conservatism. The method used is argumentation analysis. The theoretical starting point is Jenny Johannisson’s three discourses of cultural policy, which is partly based upon the researcher Dorte Skot-Hansen’s theories of cultural policy in the Nordic countries. The analysis shows that both neo-liberalism and conservatism are clearly visible in the motion. Conservatism is strong regarding the argumentation concerning cultural heritage and the traditional cultural arts. Neo-liberal concepts like market, competition, supply and demand, the individual and the individual’s freedom of action and choice are strong throughout the motion. The neo-liberal features of the moderate party’s motion best fits in Johannisson’s alliance discourse, which is marketing oriented. Uppsatsens syfte har varit att undersöka vilka subjektspositioner som kommer till uttryck i Betänkande av Kulturutredningen (SOU 2009:16). Undersökningens ämnade att besvara frågeställningarna: Hur konstrueras subjekt i texten? Vilka begränsningar och möjligheter tillskrivs de olika subjektspositionerna? Denna studie är en foucauldianskinspirerad diskursanalys av Betänkande av Kulturutredningen (SOU 2009:16). De teoretiska utgångspunkterna för analysen har varit diskursteori, subjektivitet, intersektionalitet och representation. Resultatet visar att subjekt i olika positioner konstrueras i relation till såväl en målsättning om kulturell mångfald som till en konstruktion av ett normativt subjekt som maskulint, sekulariserat, medelålders, fött i Sverige och högutbildat. Vidare pekar studiens resultat på att individer som tillhör en överrepresentation ges större handlingsutrymme än de individer som befinner sig i underrepresenterade subjektspositioner. Resultatet visar en inbyggd subjektsbegränsning i inkluderingsprojektet, där underrepresentation leder till ett förminskat handlingsutrymme för det icke-normativa subjektet. Avslutningsvis visar studien en föreställning om att underrepresenterade identiteter ska integreras i kulturpolitiken på villkor som definieras av de subjekt som redan är inkluderade i kulturlivet.

The aim of the study is to examine children and young people's access to performing arts in the school through the infrastructure and communication process that exists in Värmland. To distinguish this, Dorte Skot-Hansen, Gier Vestheim and Ole Hylland's legitimacy are used, as well as Claude Elwood Shannon and Warren Weaver's communicative model. The method is carried out with a qualitative and hermeneutic perspective through four interviews and four documents that are analyzed with a substantive idea analysis. The result reports the interviews' answers and an analysis of the results. The conclusions present further results that can be drawn from the study data. In the discussion of the results, the interpretations I have drawn from the results and other relevant discussions are addressed to address the study.
