Atliekų valdymo problema šiandien aktuali daugeliui ES valstybių, įgyvendinančių ES atliekų valdymo politiką. LR dar tik žengia pirmuosius žingsnius, pertvarkydama atliekų valdymo sistemą. Atliekų tvarkymas įstatymuose apibrėžiamas priemonė, bet ne kaip nuoseklus valdymo procesas. Tai sukelia nesusipratimų valdžios struktūrose. Didžiausia atsakomybė tenka savivaldybėms, jos įgyvendina atliekų tvarkymą tiesiogiai, o valdymo klausimus turinčios spręsti valdžios institucijos, dubliuodamos viena kitos veiklą, nepriima radikalių sprendimų, kurie šiandien jau būtini. Tvirtas požiūris į šią problemą ir raginimas kurti atliekų deginimą buvo išsakytas ir pačios prezidentės Dalios Grybauskaitės 2009 m. rugsėjo 2d, Kaune vykusiame susitikime su Kauno miesto savivaldybės vadovais, raginusios greitu metu imtis veiklos, kadangi žinoma, jog LR yra remiama ES, yra ir įsipareigojusi ES. Išanalizuotos direktyvos, įstatymai, planai, ataskaitos įgalina teigti, kad būtinas valdančių struktūrų greitas sprendimų priėmimas ir tikslų įgyvendinimas, apibrėžiant įstatymuose tiksliau institucijų pareigas ir užduotis, imantis sukauptų atliekų gyvavimo ciklo pratęsimo, įvertinant LR valstybės piliečių sąmoningumą atliekų tvarkyme (diegiamos naujovės įsitvirtina negreitai, o atliekos kaupiasi sparčiai). / Waste management problem in today's relevant for many EU countries to comply with EU waste management policy. Republic of Lithuania yet just takes its first steps in restructuring of the waste management system. Waste management legislation is defined as a tool rather than as a management process. This leads to misunderstandings inside power structures. The main responsibility lies with the municipalities, they implement waste management directly, and the authorities having to address governance issues, duplicating each other's activities does not accept radical solutions, which today are essential. Robust approach to this problem and call for the incineration of waste has been expressed by president Dalia Grybauskaite on 2009 September 2nd at a meeting with Kaunas municipality heads, she called in short time to take action, since it is known that RL is supported by the EU, is committed to the EU. Analyzed directives, laws, plans, reports allows to assert that the rapid decision-making and implementation of the objectives is necessary for managing structures, defining duties and tasks of the authorities more precisely, through the extension of the life cycle of the waste generated, taking the RL state citizens' awareness of waste management (innovation far from gaining ground, and waste builds up quickly).

Founding-Family Ownership and Firm Performance: Evidence From Indonesia

In my study, I examine the relationship between founding family ownership and firm performance. Using publicly listed companies in Indonesia, I observe families are much more prevalent than in the US; in my sample, families are present in over 60% of Indonesian listed companies and families own an average outstanding equity of 50.4%. Contrary to previous literatures, I present new evidence to show founding family ownership and control is a more efficient form of ownership structure only when the family is a majority-shareholder in the company. Additional investigations shows that founding family ownership has a U-shaped quadratic relationship with firm performance, indicating that an increase in family ownership is initially associated with worsening firm performances, but is then associated with improving firm performances after passing a certain level of equity ownership.

MATHEMATICAL MODELING FOR PLATFORM-BASED PRODUCT CONFIGURATION CONSIDERING TOTAL LIFE-CYCLE SUSTAINABILITY

Many companies are using platform-based product designs to fulfill the requirements of customers while maintaining low cost. However, research that integrates sustainability into platform-based product design is still limited. Considering sustainability during platform-based design process is a challenge because the total life-cycle from pre-manufacturing, manufacturing and use to post-use stages as well as economic, environmental and societal performance in these stages must be considered. In this research, an approach for quantifying sustainability is introduced and a mathematical model is developed for identifying a more sustainable platform. Data from life-cycle assessment is used to quantify environmental factors; criteria from the Product Sustainability Index (ProdSI) are used to quantify societal factors. The Analytic Hierarchical Process method is used to assess relative importance of societal factors and the weighted sum method is used in the objective function for overall multi-objective optimization. A bicycle platform configuration will be used as a case study to demonstrate the application of the model. The relationship between commonality of the platform and sustainability performance is analyzed.

Appreciative Inquiry summits and organizational knowledge creation: A social systems perspective

The purpose of this exploratory study is to develop alternative models for analyzing the systems dynamics of a large group conference format called appreciative inquiry (AI) summits. I apply Luhmann’s social systems theory to the strategizing activities of AI summits to examine how this particular format is capable of generating organizational knowledge. An AI summit is a strategic planning conference in which hundreds of internal and external stakeholders collectively design the future of the organization through structured activities. It applies the principles of AI, a consulting method used in organizational development that attends to the positive aspects of an organization as opposed to its problems. Critics challenge this unconditional focus on the positive, questioning the validity of its methods and techniques. Indeed, very few rigorous evaluations of AI methods including AI summits exist. I propose a new approach for assessing the effectiveness of AI summits. I focus on knowledge creation as the dependent variable. Previous studies have shown that successful AI interventions generate new knowledge, not just transformational change. I conceptualize an AI summit as a strategic episode that allows an organization to temporarily suspend its routines and structures for strategic reflection. According to social systems theory, organizations are autopoietic (self-reproducing) systems that maintain their identity through an ongoing production of decision communications. An AI summit consists of three different types of systems that co-evolve and are structurally coupled: an organization system, interaction system and the individual participants’ psychological systems. I propose a typology for analyzing episodes during an AI summit as a starting point for determining the structural dynamics inherent in an AI summit system. Using illustrative examples from a case study, I identify five structural features of an AI summit that facilitate organizational knowledge creation, including reduced communication barriers and the production of decisions during the conference. The study contributes to the existing literature by identifying the important but understudied role of self-organizing project teams in the knowledge creation process at an AI summit. Limitations and implications are discussed.

Transport Noise is an urgent and still unsolved environmental problem not only in Lithuania but also in the world over. The most common noise sources in the environment are traffic noise: road, rail and aircraft. In June 2002, the Commission issued a proposal for a European Directive on the assessment and management of environmental noise. The aim of this Directive shall be to define a common approach intended to avoid, prevent or reduce on a prioritised basis the harmful effects, including annoyance, due to exposure to environmental noise, to make noise maps for agglomerations, major roads, major railways and airports. A law on Noise Management and Higiene Standard HN 33-1:2003. Acoustic noise. Allowed levels in residented and work premises. was adopted in order to meet the requirements and implement European Directive on the assessment and management of environmental noise. Aim of the study – to investigate transport generating noise impact and to analyses traffic noise reduction policy. Como resultado da experiência da avaliação de um contrato de licitação sustentável na UNIVASF foi proporcionado um instrumento de matriz de análise que tem como pressuposto teórico-metodológico central a teoria da Administração Política, com ênfase nos aspectos institucionais (planejamento) e dinâmica organizacional (desempenho), de modo a verificar o nível de integração e/ou desarticulação entre a concepção e o modo de funcionamento do modelo/padrão da política sustentável, ferramenta que pode ser utilizada pela gestão da UNIVASF e por outros órgãos da administração pública com o objetivo de avaliar a política das contratações públicas sustentáveis e contribui para identificar as lacunas entre as dimensões da concepção (gestão) e do executar (gerência). Como sugestão de trabalho futuros, temos o desafio da avaliação do custo da política da sustentabilidade para a administração pública e seu efetivo retorno social no longo prazo. Therefore, we identified a theoretical and critical methodological capable of embracing the two dimensions that are part of an administrative action and based on this theory set up an analytical model that integrated the two proposed dimensions: Management (thinking) and Management (act), ensuring thereby articulate theoretical and practical aspects of the investigated object. As a result of the experience of the evaluation of a sustainable procurement contract in UNIVASF it was provided an analysis matrix tool whose central theoretical and methodological fundamentals of theory of management policy, with emphasis on institutional aspects (planning) and organizational dynamics (performance) in order to verify the level of integration and / or disconnection between the design and operation of the model / standard sustainable policy tool that can be used for managing the UNIVASF and other public administration bodies in order to assess the policy of sustainable public procurement and helps to identify gaps between the dimensions of design (management) and execute (run). As future work suggestion, we are assessing the challenge of the cost of the sustainability policy for public administration and its effective social returns in the long run. The study is of wide relevance as to what may contribute towards future studies on the subject of sustainable procurement under separate entities of the direct or indirect administration, should consider the analysis model developed with the two linked dimensions of administrative action: Management and Management, the management dimension is responsible for designing and planning the future of the institutions.

With the valuation of the intangible assets verified in the last decades, a greater concern with the management of tacit and explicit knowledge is demonstrated. From this perspective, knowledge management has been considered a challenge in a new paradigm, which by its scope requires integrated initiatives. Thus, the study presents guiding guidelines for an Integrated Document Management (GD), Information (GI) and Knowledge (GC) policy at the Sebrae Paraíba. It was decided to work at the state level, based on the organizational chart of the organization, strategically comprising five managers of Regional Agencies plus thirteen managers of the Management Units located at the headquarters in the city of João Pessoa, making a total of eighteen employees. Methodologically, the research is exploratory and descriptive with a qualitative and quantitative approach. It uses the questionnaire and the documentary research as instruments of data collection. For the layout and evaluation of the results, it adopts the content analysis method with the use of a system of categories, subcategories and indicators based on Vanderlei Batista dos Santos with regard to DG; In Chun Wei Choo regarding GI; And from the perspective of Regina de Barros Cianconi when it comes to GC. The course of the research shows that Sebrae is a knowledge-based organization, considering its administrative structure and indicators recorded in the internal documents and in the content of the managers' speeches. For the implementation of this integrated policy, it also points to fragile points. The results obtained refer to the formulation of the following guidelines: align documentation, information and knowledge plans with the organization's strategies; develop the valuation of intangible assets; establish a commission of DG, IG and GC; stimulate information and knowledge culture; promote internal and external customer training as a focus on the seizure of DG, IG and GC processes; implement the Information Technology and Information Systems infrastructure incorporated into GD, IG and GC; and to elaborate an integrated policy of DG, IG and GC. It concludes that it is essential to disseminate an integrated vision of this policy to contribute to the mission, vision and values of Sebrae/PB, communication and decision making. / As transformações de ordem mundial nos âmbitos cultural, econômico e social conduzem as organizações à inovação. Com a valorização dos ativos intangíveis verificada nas últimas décadas, demonstra-se uma maior preocupação com a gestão do conhecimento tácito e explícito. Nessa perspectiva, a gestão do conhecimento vem sendo considerada um desafio em um novo paradigma, que por sua abrangência requer iniciativas integradas. Assim, o estudo apresenta diretrizes norteadoras para uma política integrada de Gestão Documental (GD), da Informação (GI) e do Conhecimento (GC) no Sebrae na Paraíba. Optou-se por trabalhar em nível estadual, com base no organograma da organização abrangendo, estrategicamente, cinco gestores de Agências Regionais, mais treze gestores das Unidades de Gestão localizadas na sede na cidade de João Pessoa, perfazendo um total de dezoito colaboradores. Metodologicamente, a pesquisa é de caráter exploratório e descritivo com abordagem qualitativa e quantitativa. Utiliza como instrumentos de coleta de dados o questionário e a pesquisa documental. Para a disposição e apreciação dos resultados adota o método de análise de conteúdo com o uso de um sistema de categorias, subcategorias e indicadores fundamentados em Vanderlei Batista dos Santos no que se refere à GD; em Chun Wei Choo quanto à GI; e sob a ótica de Regina de Barros Cianconi quando se trata de GC. O percurso da pesquisa demonstrou que o Sebrae é uma organização baseada no conhecimento, considerando a sua estrutura administrativa e indicadores registrados nos documentos internos e no conteúdo das falas dos gestores. Para a concretização dessa política integrada, denota ainda pontos frágeis. Os resultados obtidos remetem a formulação das seguintes diretrizes: alinhar os planos da documentação, da informação e do conhecimento com as estratégias da organização; desenvolver a valorização dos ativos intangíveis; instituir uma comissão de GD, GI e GC; estimular a cultura informacional e do conhecimento; promover a capacitação do cliente interno e externo como foco na apreensão dos processos de GD, GI e GC; implementar a infraestrutura de Tecnologias da Informação e Sistemas de Informação incorporadas à GD, GI e GC; e elaborar uma política integrada de GD, GI e GC. Conclui-se que é imprescindível a disseminação de uma visão integrada dessa política para contribuir com a missão, visão e valores do Sebrae/PB.

A presente dissertaÃÃo de mestrado tem como objetivo realizar uma anÃlise da RegiÃo Metropolitana do Cariri (RMC)a partir da polÃtica de desenvolvimento territorial. A RMC à a segunda RM instituÃda no estado do CearÃ.Foi legalizada no ano de 2009 e, atualmente,abrange nove municÃpios. Os capÃtulos discorrem sobre as percepÃÃes dos diversos atores do territÃrio no que se refere ao estado atual da RMC, suas vantagens ou desvantagens cooperativas e competitivas, bem como em que dimensÃes estÃo se dando o crescimento ou desenvolvimento territorial e a elevaÃÃo do capital humano, do capital social e o uso sustentÃvel do capital natural. A pesquisa ainda apresenta o panorama geral da RMC nos seus mais de quatro anos de existÃncia, incitando areflexÃo sobre a possibilidade de um processo de desenvolvimento regional sob a perspectiva da sustentabilidade. A abordagem metodolÃgica utilizada à o mÃtodo qualitativo, a fim de se atingir os objetivos propostos. Ressalta-se que a natureza desse estudo à exploratÃria-descritiva, com vista a tornar o problema abordado mais explÃcito. Entrevistas associadasà revisÃo de literatura e anÃlise documental foram os delineamentos escolhidos para a pesquisa. / This dissertation aims to conduct an analysis of the Metropolitan Region of Cariri (MRC) from the territorial development policy. The MRC is the second MR established in the state of CearÃ, it was legalized in 2009 and currently covers nine municipalities. The chapters discuss about the perceptions of the various actors of the territory in which they relate to the current state of the MRC, its cooperative and competitive advantages or disadvantages, as well as dimensions that are giving the growth or territorial development and the improvement of human capital, social capital and sustainable use of natural capital. The research also presents a general overview of the MRC in its more than four years of existence by encouraging reflection on the possibility of a regional development process from the perspective of sustainability. The methodological approach is the qualitative method in order to achieve the proposed objectives. It is noteworthy that the nature of this study is exploratory and descriptive in order to make the discussed problem more explicit. Interviews related to the literature review and document analysis were the outlining chosen for the research.

The purpose of the study is to investigate the ongoing implementation process of Växjö municipality’s waste plan from 2015. In order to complete this purpose, the following three questions have been formulated: [1] What public management is being applied to implement the waste plan? [2] To what extent have the respective objectives in the waste plan been achieved so far? [3] Was any management control more successful in the implementation process? By applying a modified version of Lennart Lundquist's analysis tool control dimensions on the waste plan, this qualitative content analysis will answer the first question by categorizing which of the dimensions used in public management of the waste plan's objectives, its interim goals and its actions. Next, the latest follow-up of the waste plan is presented to answer the second question to finally compare the results of these two to answer the last question. The study results in a presentation of the public management applied to each objective, a presentation of how well the respective goals have been achieved where one clarifies that public management does not affect how successful implementation of goals will be.

Social-cognitive Antecedents of Ambidextrous Orientation in Family-owned Startups: The Role of Family Ties, Achievement Motivation, and Internal Locus of Control

Regulatory Focus Theory predicts that the motivation to self-regulate goal-directed thought and behavior depends on two distinct regulation strategies: a promotion focus based on attaining gains and a prevention focus based on avoiding losses. This study took a social-cognitive approach predicting that regulatory focus has an impact on how family startups (several family related founders) explore “new ideas”, exploit “old certainties” and achieve the balance of both (ambidexterity), compared to lone founder startups (only one founder present). It was proposed that the social context of family ties among founders leads them to a prevention focus concerned with avoiding the loss of the socio-emotional benefits of those ties. In order to avoid such a loss, family founders were expected to increase their risk perceptions and thus, explore less than lone founders, who lack such socio-emotional ties. It was also proposed that two commonly used psychological traits in entrepreneurship research --achievement motivation and internal locus of control, predispose entrepreneurs to a promotion focus. Founders with a promotion focus, in turn, were hypothesized to lead startups to more risk-seeking behaviors and to more explorative orientation. The previous argument was used as a springboard to derive hypotheses about ambidexterity (the ability to exploit and explore simultaneously) and survival hazards. Using Regulatory Focus Theory, exploitative orientation, conceptualized as the motivational strength to continue on previous paths of action, was hypothesized to be not significantly different from that of lone founder startups. Taking previous arguments together, lone founder startups were hypothesized to be more ambidextrous than family startups. Finally, ambidexterity and internal locus of control were hypothesized to reduce survival hazards in family startups. The findings suggested that family startups explore less than lone founder startups even after controlling for group effects. Interesting but contradictory findings revealed that internal locus of control have both a positive direct effect and a positive interaction that increases the explorative and ambidextrous orientation gap of family startups over lone founder startups. As expected, ambidexterity and internal locus of control reduced survival hazards on family startups. Implications for practitioners were derived based on a sample of 470 nascent entrepreneurs.
