Intellectual networks, language and knowledge under colonialism : the work of Stephan Stephan, Elias Haddad and Tawfiq Canaan in Palestine, 1909-1948

This thesis examines the biographies and intellectual and cultural works of Elias Haddad, Stephan Stephan and Tawfiq Canaan, Arab writers who lived in Jerusalem in the late Ottoman and British Mandate periods, a time when Palestinian identity was in a state of flux and when Ottoman, British and Zionist interests impacted upon Palestinian Arab society, economy and politics. Informed by ideas about colonial and postcolonial relations, the impacts of context and power on the development of texts, and theories of networks and entanglements, it argues that even in the absence of comprehensive biographical knowledge about individual actors, we can locate them in their intellectual and political environments. It also argues for the importance of using non-elite genres – including language manuals, travel guides and translations – in researching intellectual history, and for understanding debates and discourses within colonial societies. Drawing on my historical research into the lives of Haddad, Stephan and Canaan, and combining it with textual analysis, this thesis makes the argument for more diverse ideas of Palestinian identity than are often discussed for the Mandate period, and for the need to include a wider range of contributors than prominent intellectuals and politicians in our assessment of the discourses in play in this key period of Palestinian history.

From this perspective, there are multiple reflections, especially on the constitutional mechanisms of popular sovereignty consolidation, the integrity and legitimacy of elections and democracy itself. It has appeared timely, therefore, to examine the development of ensured instrument of these precepts. Thus, it is approached as an object of research to Action of Impugnation to the Elective Mandate- AIEM, under Art.14, ? 10 and ? 11 of the Constitution of 1988, considering its constitutional and electoral reasons. It is then aimed to review the second AIEM conceptions of scale, systematic interpretation, preservation of constitutional rights and its effectiveness. Specifically, it is analyzed the Action as to the forms of power that relate to this. then it is examined the democracy principal aspects related to the issue. Without being followed, it is the democratic situation in which it is operated. They are also examined the political rights, especially regarding restraint applied to ineligibility and the possibility of integrating the effects of an impugnatory origin. Following, it has been discussed the formation of an early panorama, consisting of constitutional principles applied to electoral constituencies and eminently procedural principles and, according to which subsidizes the operations of such Action. After that, addressing the Election Law, including its concept, its sources, the Electoral Court and its peculiarities and functions. It is also considered the elective office as to its definition, characteristics and ways of accessing and extinguishing it. Afterwards, the Action of Impugnation is studied from its historical evolution of laws, legal, concept and goals. Expanding on the theme, it s highlighted about their chances of traditional appropriateness (economic power abuse, corruption and fraud) and modern (abuse of economic power intertwined with political) business, including the suggestion of suitability in case of abuse of unique political power. It was also identified the injurious potential demand affecting these illicit to enable the Action. Subsequently, other relevant aspects were explored, such as the legitimacy ad causam, competence, secrecy, procedure, recklessness, bad faith, the purpose of the merits and manageable resources. In the end, it is demonstrated an evolution of AIEM, however, still insufficient to reach full intentions that rise it. It is proposed therefore to re-read the action from news perspectives, based on constitutional and electoral precepts, as well as wider interpretation of the appropriateness of their assumptions of suitability and effects, according to a systematic interpretation, all aimed at the preservation of constitutional rights and their own effectiveness / O presente estudo ? desenvolvido no contexto em que a Constitui??o Federal de 1988 completou 22 anos de vig?ncia e tamb?m no de elei??es gerais (nacional e regionais) no pa?s. Le mandat de protection future est une mesure conventionnelle qui organise à l’avance la protection des intérêts patrimoniaux et/ou personnels d’une personne, pour le jour où elle ne sera plus apte à pourvoir seule à ses intérêts à la suite d’une altération de ses facultés personnelles. Celle-ci s’inscrit dans un mouvement de contractualisation du droit des personnes et de la famille, faisant ainsi primer la volonté individuelle. Le mandat de protection future est une innovation en droit français qui renverse les modes de pensées traditionnelles. La mesure de protection peut désormais être négociée par les parties qui fixent leur propre loi. La personne est associée à sa protection. Même s’il s’agit d’une institution souvent discutée tant sur le plan de la protection que sur la technique employée pour y parvenir (le contrat), cette mesure ne cesse de s’améliorer depuis sa création et le recours à l’utilisation lente mais progressive de celle-ci augmente au fil des années. Le temps sera un facteur déterminant pour apprécier les richesses de ce nouvel outil sur la scène juridique. / The mandate of future protection is a conventional measure that organizes in advance the protection of patrimonial interests and/ or someone’s personal interests, for the day this person won’t be able to take care about herself following an alteration of her own abilities. The latter is recorded through a movement of contractualisation of the right of people and of the family prevailing individual will. The mandate of future protection is an innovation in French law that debunks traditional ideas. Nowadays, the measure of protection can be negotiated by the parts that instaure their own law. The person is associated to her own protection. Even if it is an institution often debated from a protective point of view as well as on the technique used to make it (the contract), this very measure is in a constant evolution since it was created and the slow but progressive use of it is becoming more important through the years. Time will be a determining factor to appreciate this new tool on the legal scene.

Försvarsmakten är en av Sveriges största myndigheter och ungefär en tredjedel av alla medarbetare är civila. Myndigheten har som strategisk inriktning att tillväxa och andelen civila chefer ökar. Denna studie utforskar dynamiken, förutsättningar och friktioner för samverkan, mellan militära och civila chefer inom den militära professionen, för att skapa en djupare förståelse för deras påverkan på den operativa effekten. Många civila chefer jobbar med att stödja och effektivisera arbetet i myndigheten och har samma befogenheter som militära chefer när det kommer till verksamhetsledning. I en friktionsfri miljö fungerar samverkan mellan civila och militära chefer, och synergieffekterna gynnar organisationen. Trots ett kollegialt förhållningssätt har civila och militära chefer olika utgångspunkter för sina normer och värderingar. Vid en beredskapshöjning ökar kraven på personalen i Försvarsmakten, och den civila personalen övergår till militär personal. De civila cheferna har då lagligt stöd att fatta beslut om våldsanvändning, även om det kan vara direkt olämpligt. Förutsättningarna mellan civila och militära chefer blir då mer och mer diffusa och är därav inte längre lika tydliga. Försvarsmaktens befattningsstruktur och mandatförhållanden behöver ses över. Det måste finnas förutsättningar för uppdragstaktik, och fördelningen mellan kärnverksamhet och stödjande verksamhet behöver utredas. De civila cheferna måste ges möjlighet att förstå den militära kontexten och spänningarna mellan professionerna inom den militära professionen måste omhändertas. Kärnan av studien är en empirisk kartläggning som inhämtats genom intervjuer och är en kvalitativ studie med en induktiv ansats där analysen är inspirerad av Grounded Theory. / The Swedish Armed Forces is one of Sweden's largest government agencies. Approximately one third of all employees are civilians and its strategic focus is currently to grow and the proportion of civilian managers is increasing. This study explores the dynamics, conditions and frictions for collaboration, between military and civilian leadership within the military profession, in order to create a deeper understanding of their impact on operational outcome. One of the main duties for civilian managers is to support and increase the efficiency of the work for the Swedish Armed Forces. When it comes to operational management civilians have the same authority as the officers in a frictionless environment. The organization benefits of the collaboration between civilian and military leadership, when the operational is running smoothly. Despite a collegial approach, civilian and military managers have different point of views regarding their norms and values. At a contingency escalation, the demands on the personnel in the Swedish Armed Forces elevate. The civilian personnel will switch to military personnel and the civil managers then have legal support to make decisions about the use of force, although this may be directly inappropriate. The basic presumptions between civilian and military leadership are becoming more diffuse and less clear. The staff structure and mandate conditions need to be reviewed. There must be prerequisites for mission-type tactics, and the distribution between core and support activities needs to be investigated. The civilian managers must be given the opportunity to understand the military context and the tensions between the professions in the military profession must be dealt with. The core of this thesis is an empirical mapping of data, which were obtained through interviews. The study is based on a qualitative research method with an inductive approach where the final analysis is inspired by Grounded Theory.

Tillvaratagande av Specialistsjuksköterskors kompetens inom akutsjukvården : En kvalitativ intervjustudie genomförd vid akutmottagningar

Background: In Sweden Emergency departments are mainly staffed by registered nurses. Currently there are no requirement for specialist competence within emergency care and there are known difficulties in specialist recruitment and retention. One explanation may be that skills are not used and that job descriptions are unclear. Purpose: The purpose was to highlight experiences of applying specialist nurse’s competence in the emergency department after completing specialist training in emergency care. Method: A qualitative semi- structured interview study has been used with an inductive approach. Eleven specialist nurses in emergency care were recruited through a strategic and snowball selection. The interviews were analysed according to qualitative content analysis. Result: The specialist nurses who participated in the study agreed that a change must take place with regards to work task and development after graduation. Majority of the respondents returned to perform same tasks as before their training. The interviews resulted in several proposals in how the specialist nurse’s work area could develop. Conclusion: Without clear guidelines this may lead to conflicts and inconsistencies in care and practice. Clear guidance would improve staff engagement and increase productivity. New national guidelines could help focus on professional development. / Bakgrund: Sveriges akutmottagningar bemannas idag främst av grundutbildade sjuksköterskor. Något krav på specialistkompetens inom akutsjukvård föreligger ej. Akutmottagningar har svårt att rekrytera och bibehålla specialistsjuksköterskor. En förklaring kan vara att kompetens inte nyttjas på rätt sätt och att arbetsbeskrivningen är otydlig. Syfte: Syftet med studien var att belysa erfarenheter av tillvaratagande av specialistsjuksköterskans kompetens vid akutmottagningen efter genomgången specialistutbildning inom akutsjukvård. Metod: En kvalitativ semistrukturerad intervjustudie med induktiv ansats har använts där elva specialistsjuksköterskor inom akutsjukvård rekryterades genom ett strategiskt- och snöbollsurval. Intervjuerna analyserades med kvalitativ innehållsanalys. Resultat: Majoriteten av informanterna återgick till samma arbetsuppgifter som de hade innan utbildningen. Specialist-sjuksköterskorna som deltog i studien var eniga om att det bör ske en förändring avseende arbetsuppgifter och kompetensutveckling efter erlagd examen. Intervjuerna resulterad i flera förslag gällande hur specialistsjuksköterskan arbetsområde skulle kunna utvecklas. Slutsats: Otydliga riktlinjer och avsaknad av arbetsrutiner skapar ofta osäkerhet och otydlighet i arbetsgruppen vilket kan leda till konflikter. Det finns en förhoppning om att de nya nationella riktlinjerna som håller på att utformas kommer att tillvarata kompetensen på ett likvärdigt sätt som för andra specialistsjuksköterskor. Det kan leda till ökad status och locka flera till att gå utbildningen.

AbstractBakgrunden till föreliggande studie är att skolutveckling är ett område som ofta prioriteras bort för specialpedagoger framför andra specialpedagogiska arbetsuppgifter som undervisning enskilt eller i grupp, dokumentation eller andra administrativa arbetsuppgifter. Detta gjorde mig intresserad av att undersöka hur specialpedagogens kunskaper kommer till användning inom skolutveckling. Syftet med föreliggande studie är således att undersöka hur specialpedagogens kunskap och kompetens inom skolutveckling kommer till användning i skolans verksamhet. Studien syftar även till att belysa vad som är betydelsefullt för framgångsrik skolutveckling i skolans organisation. Studiens frågeställningar är:•Hur arbetar specialpedagoger med skolutveckling?•Vad möjliggör och begränsar specialpedagogers arbete med skolutveckling?•Vad är betydelsefullt i organisationen för att lyckas med skolutveckling?Föreliggande studie bygger den empiriska delen på underlag ifrån fyra grundskolor i tre kommuner. Respondenterna som inkluderades i studien är fyra rektorer som har gått rektorsprogrammet och fyra utbildade specialpedagoger. En rektor och en specialpedagog intervjuades från varje organisation. Rektor och specialpedagog skulle även ha arbetat tillsammans i mer än sex månader, för att ha haft möjlighet och kunnat påbörja utvecklandet av en organisation för skolutveckling. En kvalitativ metod har använts med semistrukturerade intervjuer för att på ett naturligt sätt kunna ställa följdfrågor till respondenterna. För att bearbeta och analysera det insamlade materialet användes en kvalitativ innehållsanalys, för att kunna analyser intervjuerna med fokus på likheter och skillnader. Resultatet visar att arbetet med skolutveckling är ett arbetsområde som är svårt för specialpedagogerna att nå framgång i och specialpedagogerna får inte mandat till att arbeta med skolutveckling. Resultatet påvisar även för att det ska bli en framgångsrik organisation och för att lyckas med skolutveckling är det betydelsefullt med en tydlig ledning som organiserar och strukturerar arbetet med skolutveckling. Studien ger en inblick i hur viktigt specialpedagogers eget engagemang och med egen kraft hävda sin yrkesroll för att få mandat och legitimitet att utföra de arbetsuppgifter som specialpedagogutbildningen motsvarar. Studien bidrar även med kunskap om vad som är betydelsefullt för att lyckas med skolutveckling, i framgångsrika organisationer är det viktigt hur den interna organisationen är organiserad och det är avgörande med en kompetent och engagerad rektor som organiserar och strukturerar det pedagogiska ledarskapet som främjar en lärande och en samarbetande kultur i riktning mot kunskapskraven. Studiens kunskapsbidrag är värdefullt för nyutexaminerade specialpedagoger, verksamma specialpedagoger, rektorer samt skolledare. / AbstractThe background to the present study is that school development is an area, which is often neglected for special educators in favor of other job assignments, such as teaching, individually or in groups, documentation, or other administrative work tasks. This made me interested in examining how the knowledge of special educators is taken into consideration within school development. Therefore, the aim of the present study is to examine how special educators’ knowledge and competence regarding school development is utilized within schools. In addition, the aim is to illuminate relevant aspects of successful school development within the school organization. The problem statements of the study are:•In what ways are special educators working with school development?•What facilitates as well as limits the school development work of special educators?•Which organizational aspects are important for a successful school development?The empirical data of the present study comes from four compulsory schools in three municipalities. Respondents in the study are four principals, who previously have participated in the school leadership program, and four qualified special educators. An inclusion criteria for the respondents was that one principal and one special educator had worked together for at least six months in order to have started a collaboration in developing an organization for school development. A qualitative design was chosen, using individual semi-structured interviews, which allow for follow-up questions. A qualitative content analysis was chosen, which focuses on differences and similarities in the data. Findings show that school development is an area which is difficult for special educators to succeed in, and that they are not given the mandate to work with school development. Findings also indicate that in order to be a successful organization that ensure school development, it is important to have a distinct management that organizes and structures the work regarding school development. This study highlights the importance of special educators’ being participating as well as claiming the value of their profession in order to obtain the mandate and the legitimacy to perform the work tasks that their education has prepared them for. In addition, the study contributes with knowledge regarding important factors in successful school development: in successful organizations it is important how the internal organization is organized. A decisive element is having a competent and committed principal who organizes and structures a pedagogical leadership, promoting a culture characterized by learning and cooperation in relation to the knowledge requirements. This study contributes with valuable knowledge to recently graduated special educators as well as already active special educators, principals, and school managers.

Individens behov i praktiken? En etnografisk fallstudie om styrande principer i den kommunala boendeprocessen för personer med intellektuell funktionsnedsättning

De senare åren har det gått mode i tal om att sätta individen i centrum inom socialtjänsten. Självbestämmande och delaktighet är hörnstenar i Lag om stöd och service till vissa funktionshindrade (1993:387). Men är brukarens behov styrande i praktiken? I uppsatsen studeras LSS-processen utifrån ett slags organisatoriska ideologier, s.k. professionella logiker, och hur de tar sig uttryck i praktiken. Sedan tidigare är det känt att professionella logiker som domineras av hierarkier respektive av klassisk kompetens konkurrerar med varandra. I det teoretiska ramverket deltar även en brukarmandatslogik.I denna etnografiska kvalitativa fallstudie studeras tre kommuner som i huvudsak har en välskött LSS-verksamhet. Huvudaktörer som studeras är biståndshandläggare på beställarenheter och baspersonal på utförarens boenden men också andra aktörer som filtrerar logikerna studeras. Logikernas principer och praktisk applicering av dessa analyseras utifrån kunskapsbas, kontroll, auktoritet och handlingsutrymme samt dokumentation. I analysen har jag kommit fram till att olika logiker visar sig olika starka i processens olika faser. Ett tydligt exempel på nyinstitutionell särkoppling är den formella uppföljningen handläggare ska göra av hur arbetet faktiskt genomförts i den boendes närmiljö. Här ser vi att den röda tråden som är tänkt att gå från beställare via utförare och tillbaka ibland tar en annan väg eller klipps av någonstans på vägen. Den informella samverkan pekar på större dynamik än den formella i samspelet mellan logikerna. / In the last few years, the idea of person-centered care within social services has grown in popularity, seen from a public discourse driven by the National Board of Health and Welfare. Inclusion and empowerment are cornerstones in the Swedish Act concerning Support and Service for Persons with Certain Functional Impairments (LSS). But is the individual’s mandate the ruling principle also in practice? In this essay, the municipal LSS process is studied from the viewpoint of professional logics and how they manifest in practice. Previous research has been carried out in the fields of classical professional logic and the competing organizational professional logic. Together with these, I examine a user-mandate professional logic. By using the qualitative methods of ethnography and case study, I study agents from three municipalities with an overall well-managed care for the target group. Principal agents are care managers and care givers’ staff working close to the residents. These functions are organizationally separated into different units where the manager investigate the individuals’ needs, forward investigations, and decisions to care givers and then review the given social services. Also studied are other agents that have a filtering function of the logics. The principles and practical application of the logics are analyzed from knowledge base, control, authority, discretion, and authority. In the analysis, I have concluded that the occurrence of the different logics varies in strength in the different phases of the process. One distinct example of an organizational decoupling is the formal review where the thought order of the process could be viewed as a “red thread”, running from manager to care giver and back. The empirics show that the read thread takes another route or is cut off somewhere along the route. The informal cooperation, rather than the formal, indicates greater dynamics in the interplay between the logics.

America's Moral Responsibility?: The Debate over American Intervention in the Near East after WWI

After the First World War, there was widespread support for U.S. intervention in the Near East to assist Christian minorities in the region, but the Wilson administration and the U.S. Senate took little action. The Armenian cause in particular was foremost in the minds of Americans. Many Americans felt the United States had a moral responsibility to help Near Eastern Christians. For many observers, American interest coupled with the opportunity for increased participation in Near Eastern affairs made it seem likely that the United States would emerge from the peace process as a major influence in the Area. However, this was not the case, and proposed initiatives that would increase American participation in the area were either ignored or rejected. There was broad interest in getting more involved in the Near East, but no consensus on how to do so. Some favored an American mandate over Armenia, while others wanted a larger American mandate over Armenia, Constantinople, and Anatolia, and others sought to avoid mandates altogether and instead preferred sending direct aid to Armenia and the Near East. By the time it seemed clear that American intervention in the Near East would only happen along the terms favored by those seeking to limit American costs and responsibility, the solidification of isolationist sentiment in the United States, antagonized by the long League of Nations debate, and changing circumstances in the Near East made a dramatic increase in U.S. influence in the region unlikely.
