Muddy waters : framing littoral maritime security through the lens of the Broken Windows theory

This dissertation explores the growing field of study around Maritime Security. While an increasingly common sub-heading in American naval strategy documents, maritime security operations are largely framed around individual threats (i.e. counter-piracy, counter-terrorism, counter-narcotics). Here, we endeavor to explore how a seemingly disparate set of transnational issues fit into a more coherent framework to give greater theoretical substance to the notion of Maritime Security as a distinct concept. In particular, we examine, as our research question, whether the Broken Windows theory, a criminological construct of social disorganization, provides the lens through which to theorize maritime security in the littorals. By extrapolating from criminology, this dissertation engages with a small but growing impulse in studies on insurgencies, terrorism, and piracy to look beyond classic theories of security to better understand phenomena of political violence. To evaluate our research question, we begin by identifying two critical components of the Broken Windows theory, multidimensionality and context specificity. Multidimensionality refers to the web of interrelated individuals, organizations, and infrastructure upon which crime operates. Context specificity refers to the powerful influence of an individual or community's environment on behavior. These two themes, as explored in this dissertation, are brought into stark relief through an application of the Broken Windows theory. Leveraging this understanding of the theory, we explore our research question by employing process-tracing and detailed descriptions across three case studies (one primary and two illustrative)—the Caribbean Basin, the Gulf of Guinea, and the Straits of Malacca and Singapore. In so doing, we demonstrate how applying the lens that Broken Windows provides yields new and interesting perspectives on maritime security. As a consequence, this dissertation offers an example of a theoretical framework that provides greater continuity to the missions or threats frequently binned under the heading of maritime security, but infrequently associated with one another in the literature.

Tal embate analítico aponta para o dualismo entre um “Atlântico Sul regional”, consubstanciado na Zona de Paz e Cooperação do Atlântico Sul, e um “Atlântico Sul global”, marcado pelo contexto da globalização e das novas ameaças, traduzido em diversas iniciativas, que integram a área marítima sul-atlântica à política global. Assim, a política externa brasileira no Atlântico Sul projeta-se em uma área marítima onde coexistem e se sobrepõem estratégias multifacetadas, contrapondo atores globais com ambições em escala mundial e atores regionais, em que prevalece a influência direta do eixo estratégico formado por potências navais do Atlântico Norte. / The objective of this paper is to analyze the South Atlantic dimension in Brazilian foreign policy, considering as theoretical reference the concepts and practices of Brazilian foreign policy, as well as the analysis of the concept of Seapower and Maritime Strategy. From this perspective, the paper analyzes the process of formulating policies concerned to the sea, which have gained space in the Brazilian agenda as a result of the intensification of international discussions about the use of maritime space, that Brazil has actively sought to participate in. From this initial analysis, those resulting from the internal process were confronted with the geopolitical context of the South Atlantic, in parallel with the presence of other actors present in this maritime area. This analytical clash points to the dualism between a “regional South Atlantic”, embodied in the South Atlantic Peace and Cooperation Zone, and a “global South Atlantic”, marked by the context of globalization, new threats, and differentiated initiatives that integrate the South Atlantic in the global politics. Thus, the Brazilian foreign policy in the South Atlantic is projected in a maritime area where multi-faceted maritime strategies coexist and overlap, opposing global players with global ambitions and regional actors, in which prevails the influence of the great powers of North Atlantic. / El trabajo tiene por objetivo analizar la dimensión del Atlántico Sur en la política exterior brasileña, considerando como referencia teórica los conceptos y prácticas de la política exterior brasileña, así como el análisis del concepto de Poder Marítimo, en la perspectiva de realización de una Estrategia Marítima. Así, el trabajo analiza el proceso de formulación de políticas orientadas al mar, que ganaron espacio en la agenda brasileña a partir de la intensificación de las discusiones internacionales en torno al aprovechamiento del espacio marítimo, de las cuales Brasil buscó participar activamente. A partir de ese análisis inicial, las resultantes del proceso interno son confrontadas al contexto geopolítico del Atlántico Sur, en paralelo a la presencia de otros actores presentes en esa área marítima. Tal embate analítico apunta al dualismo entre un “Atlántico sur regional”, consubstanciado en la Zona de Paz y Cooperación del Atlántico Sur, y un “Atlántico Sur global”, marcado por el contexto de la globalización y de las nuevas amenazas, traducido en iniciativas diferenciadas, que integran el área marítima sur-atlántica en la política global. In the Indian Ocean Region, China's economic and strategic interests are converging as many of its investments lie along the vital ocean routes needed to literally and figuratively fuel its growing economy. The rollout of Xi Jinping's Belt and Road Initiative, against the backdrop of, and in line with this convergence, has raised concerns about the military-strategic utility of various infrastructure projects. The increased economic connectivity that drives the Belt and Road has inherent strategic consequences, but the degree to which geostrategic factors drive investments divides analysts. Some believe that certain ports have been purposefully selected as future bases for China's navy. To address the difficulty of comprehending China's foreign policy decisions, this thesis draws on a neoclassical realist interpretation of international relations, and uses geographical location, collective memory, strategic culture, and domestic politics to develop a better understanding of Chinese policymakers' perceptions of their international security environment. This study develops methodology to evaluate the strategic value of a site in context to different basing strategies. Serpent in the Water: Debating the Chinese Maritime Strategy

A current topic of international debate among western geopolitical scholars concerns whether recent demonstrations of Chinese naval power represent China's adoption of an outwardly aggressive maritime strategy which might require a reactive change of approach by western nations in dealing with Southeast Asian trading interests. This paper analyzes recent developments in Chinese maritime strategy in order to determine whether the strategy is actually offensive or defensive. Drawing on a realist interpretation of international relations, a geo- strategic evaluation of the Chinese state, and a detailed understanding of the principles of maritime strategy, this paper addresses the inherent difficulty in distinguishing between offensive and defensive maritime strategies given that maritime states naturally develop power-projection forces in order to protect their Sea Lanes of Communication and maritime commerce. In an effort to discern the strategic intent underlying China's modern naval activity, this paper establishes an independent vision of China's optimal defensive maritime strategy based on the state's current threat environment, and compares those results against recent investments in China's naval power.
