Då medel föder motmedel har sjöminan och minröjningen följt varandra i en lång duell.</p><p>Huvudsyftet med denna uppsats är att undersöka hur de svenska minröjningsförbanden utvecklas inom taktik och teknik och hur dessa komponenter förhåller sig till varandra. Uppsatsen söker även svaret på hur utvecklingen från minröjningsklass Landsort till minröjningsklass Koster skett.</p><p>Med hjälp av deskriptiv metod kommer <em>Militärstrategisk doktrin, Doktrin för marina operationer</em> samt <em>Försvarsmaktens läroböcker i Mineringstjänst</em>, <em>Minmotmedelstjänst</em> och <em>Minröjningstjänst</em> att användas för att redogöra hur den marina taktiken och tekniken utvecklas som ett medel i duellen mot sjöminan.</p><p>De svenska minröjningsfartygens taktiska och tekniska utveckling grundar sig på de militära basfunktionerna, <em>ledning, verkan, skydd, rörelse, underrättelse samt uthållighet</em>. Samtidigt utvecklas minröjningsförbanden i Försvarsmakten mot ett, både för personal och materiel, säkrare och effektivare förband.</p> / <p>The main purpose with this essay is to examine the development of the Swedish mine warfare branch both tactical and technical and how these two components are combined to maximize the effect. The essay also analyses the midlife upgrade of the MCMV Landsort class towards the MCMV Koster class.</p><p>This essay will describe on the basis of the Swedish doctrines and mine warfare textbooks how the naval tactics and technology function as a foundation for development of new means in the duel against the sea mine.</p><p>The sea mine is a weapon system that has been used during several centuries and has sunk more tonnage than all other weapon systems together. As long as there have been sea mines, there has also existed its counterpart, the mine counter measures.</p><p>The Swedish MCMV’s technological and tactical developments strive towards fulfilling the six mandatory functions in warfare, <em>command, effect, protection, mobility, intelligence and endurance</em>. The modern MCMV develops toward a more secure and efficient unit.</p>

<p>Syftet med denna uppsats är att presentera bakomliggande orsaker som kan påverka tjänstvilligheten att genomföra internationella militära insatser. Uppsatsen bygger på en enkätundersökning med fem kategorier människor, som antingen innehar anställning, eller är anhöriga till dem som är anställda av Försvarsmakten. Dessutom har intervjuer med anhöriga genomförts för att få en djupare insikt och förståelse. Resultatet av undersökningen skall svara på vilka faktorer som påverkar tjänstvilligheten, samt därigenom ge förslag på områden där FM och dess uppdragsgivare kan intensifiera arbetet för att göra den internationella miljön mer attraktiv.</p><p>Utredningen kan ses som ett komplement till Veteransoldatutredningen som genomförts vid Försvarsdepartementet under 2008.</p> / <p>The purpose with this essay is to present the reasons and explanations behind the decision to go or not to go on missions abroad and how obliging you can be. The essay relay on an examine of opinions due out of five categories of people, who either have an employment with or relative who is in connections with one who have an employment with the Swedish Defence Forces. Besides that two interviews have been conducted to get to know the thoughts or decisions behind for the relatives. The result is to give answer on what the main reasons are for the willingness of service abroad and what the Swedish Defence Forces and their principal can do about it to promote foreign service further more.</p><p>The essay can be seen as a parallel investigation as the Veteran policies which have been conducted by the Defence ministry in 2008.</p>

Man kan därför på goda grunder anta att det inom professionen finns en mängd olika uppfattningar om hur begreppet effektivitet bör värderas.</p><p>Detta är inte tillfredsställande om man beaktar hur värdeladdat effektivitetsbegreppet är i de sammanhang det används. Avsaknad av en effektivitetsdefinition innebär ur en teoretisk synvinkel att effektivitetsbegreppets räckvidd därmed blir oklar. Det behövs därför en gemensam förståelse av hur effektivitetsbegreppet kan tolkas och förstås. De tankar som här läggs fram skall i detta sammanhang förhoppningsvis utgöra ett bidrag som ökar förståelse för användandet av effektivitetsbegreppet inom underrättelsetjänsten.</p>

The military in Mexico started out as a revolutionary army that secured the regime of the governmental party PRI. The article discusses the change of this army into a national and hemispheric police force under the influence of the USA. Today, the functions of the Mexican army are a mix of fighting against drugs, organized delinquency, terrorism and counterinsurgency and cooperating with US as well as other Latin American forces.

Organized drug trafficking and transnationally networked terrorism are transnational threats in Latin America. Security experts see the first as the paramount problem, but regard the second as a mere potential security risk. Latin America’s specific conditions allow limited options for containing non-military threats. Should actors and instruments for containing crime and terrorism be organized on a subregional level, in the Latin American or in the Inter-American context? The author documents promising subregional approaches, especially in the extended Mercosur.

The ideological change within the Chilean military before and after the coup in 1973 is the central issue of this article. Before the developments in the early 1970s, the cardinal mindset of the military leaders was one of a state-run evolution of society. After the coup, this thinking changed rapidly into a neoliberal kind. How could this happen? Which explanations have been and which should be discussed? These questions are answered and it is shown that the military itself played a bigger role than previously thought.

The role of the military in the Peruvian revolution of 1968 is the key point of this article. The author, founder of the ELN guerrilla organization, worked together with the military and describes its situation and intentions in a very personal way. Different internal and external factors that led to the failure of the revolution are analysed in detail. The conflicts between the left-wing military and the civilian left are especially emphasized.

Das vorliegende Buch vergleicht Strategien biologischer Systeme mit militärischen Strategien. Die zentrale Fragestellung ist dabei darauf gerichtet, ob es neben systemischen Gemeinsamkeiten auch gemeinsame oder ähnliche Strukturmuster und ähnliche Prozessabläufe beispielsweise sowohl im biologischen Abwehrmechanismus des Immunsystems und bei Insektenstaaten als auch bei Prozessen im Militär gibt. Vor diesem Hintergrund klaffen in der Theorie der Strategie, speziell in den Militärwissenschaften Lücken, denn der Systemansatz wird nicht konsequent beachtet, wie in diesem Buch mehrfach nachgewiesen ist. Von einem allgemeinen Verständnis der Strategie als bewusstem planerischem Vorgehen ist Abstand zu nehmen. Ausgehend von der Methode der Analogie und des Vergleichs wird im theoretischen Teil dieses Buches die Allgemeine Systemtheorie erläutert. Dabei werden der Begriff der Strategie ebenso wie die Begriffe Struktur und Prozess und Ansätze aus der Kriegsphilosophie von Clausewitz untersucht. Den Ausgangspunkt und schließlich auch wieder den Endpunkt der Überlegungen bilden neben dem notwendigen weiten Verständnis von Strategie, vor allem der Begriff der Organisation, ihrer Umwelt und der in diesem Zusammenhang bestehenden Wechselwirkung. Sowohl die Wechselwirkung von Umwelt und System als auch ihre Abhängigkeit durch strukturelle Kopplung werden beschrieben. Das Zusammenspiel und die daraus entstehende Komplexität der fünf Komponenten der Wahrnehmung, der Information und der Führung im Zusammenhang der Komponenten von Raum und Zeit in einem sozialen System lassen die klassische Ziel-Mittel-Zweck-Beziehung Clausewitz´scher Strategiedefinition verkürzt erscheinen. Anhand eines kurzen Rekurses der Methoden der Sozialen Netzwerkanalyse (SNA) wird der breite und tiefgehende Analyserahmen der Messung und Transparenzerreichung in Organisationen vorgestellt. Die SNA wird als Ausprägung der Netzwerk- und Graphentheorie, in die Allgemeine Systemtheorie integriert. Sie bildet eine zukunftsweisende Methode der Untersuchung von Netzwerken wie etwa dem Internet (Facebook, Xing etc.). Der aufgezeigte Theorierahmen bildet dabei zugleich eine Methode für den Systemvergleich und kann als Vorgehensmodell künftiger Strategieentwicklung genutzt werden. Der anschließende Systemvergleich wird mit mehreren Beispielen durchgeführt. Ausgehend von der Zelle als Grundeinheit werden Strukturen und Prozesse des Immunsystems mit solchen in militärischen Strukturen, weil sie im Lauf der Evolution enorme Leistungen in Reaktion, Anpassung und Optimierung vollbracht haben. Der Vergleich geht der Frage nach, ob in diesen Bereichen der Strategie und Organisation systemische Grundregeln existieren. Das Beispiel der Wechselwirkung zwischen Parasit und Wirt zeigt, dass jeder Fortschritt und Sieg angesichts der Systemeinbettung von Strategie nur relativ wirken kann. Die Analogie zwischen Viren und Bakterien sowie die Entwicklung des Begriffs der sozialen Mimikry führen zu einem erweiterten Verständnis der Strategie von Terroristen in sozialen Systemen. Verdeutlicht wird das Grundschema des Täuschens und Eindringens in Systeme sowie die Beeinflussung und Umsteuerung von Prozessen und Strukturen in einem System durch Kommunikation und Implementation von Codes. Am Beispiel des Immunsystems und der Bildung verschiedener Kommunikations- und Steuerungsmechanismen von Zellsystemen sowie Beispielen von Schwarmbildung und der Organisation sozialer Insekten werden eine Vielzahl heuristischer Hinweise für neue Ansätze für die Organisation von Streitkräften und ihrer Steuerung gefunden. Neben der Erarbeitung eines grundlegenden Strategiebegriffs anhand von Wahrnehmung und Selektion als Grundprozess der Erzeugung von Strategie wird eine differenzierte Betrachtung von Begriffen wie Redundanz und Robustheit sowie eine relativierende Sichtweise von Risiko, Gefahr und Schaden gewonnen. Der Vergleich mit dem Immunsystems zeigt einfache Beispiele der Informationsspeicherung und -übertragung, die zudem Bypassfähigkeiten sowie dezentrale Eskalations- und Deeskalationsprinzipien veranschaulichen. Dies eröffnet in Analogie dieser Prinzipien einen weiten Raum Sicherheitsarchitekturen zu überdenken und neu zu strukturieren. Zudem kann die räumliche Ausbreitung von Information und Kräften als ein gemeinsames Grundproblem der Entwicklung und Wirksamkeit von Strategien sowohl in der Natur, als auch im Militär identifiziert werden. Die Betrachtung zeigt zudem wie Zellen mit fehlgeleiteten Prozessen und Strukturen umgehen. Die Analogie deutet auf das Erfordernis einer Veränderung im Umgang mit Fehlern und ihrer Rückführ- und Umkehrbarkeit im weitesten Sinne. Das Buch eröffnet überdies ein neues Verständnis von Staat, Gewaltenteilung und Institutionen in einem sozialen System. Die Ergebnisse sind auch auf andere Forschungsbereiche, Organisationen und unterschiedlichste soziale Systeme übertragbar.
