This study utilises organizational learning theory to understand how learning can influence inductive military change in peacetime. Attributes such as lead-ership and organizational culture in conjunction with learning- and dissemi-nation mechanisms can either hinder or enhance learning effectiveness and change. Through interviews conducted with Swedish navy personnel during spring of 2023 the study brings further knowledge to the field of military innovation. The results show the challenges for a military organisation to hold on to learn-ing because of cutbacks and established peacetime processes. Individuals drive change rather than the organisational structure itself. This study also illustrates how leadership affects learning in both a positive and negative way.

Inom informationsoperationer sorterar funktionerna Psykologiska operationer (psyops) och Civil-Militär samverkan (CIMIC). Enligt grundsynen för informationsoperationer skall CIMIC utgöra en stödfunktion åt psyops under internationella insatser. Dock är inte samarbetet mellan parterna närmare preciserat och beskrivet i Försvarsmaktens dokumentation. Syftet med uppsatsen är att beskriva och analysera hur funktionen psyops inom Försvarsmakten kan stöttas av stödfunktionen CIMIC vid en internationell insats.</p><p>För att uppnå syftets ambition använder uppsatsen sig av en deskriptiv metod i syfte att empiriskt beskriva funktionernas karaktärer och egenskaper. Analysram utgörs av Cialdinis teorier om påverkan av människor och av Agrells teorier om underrättelseanalysens problematik.</p><p>Resultatet för uppsatsen visar att psyops är i stort behov av kulturella underrättelser om utpekade målgrupper i operationsområdet. CIMIC has according to the analysis a good potential concerning collecting cultural intelligence thanks to its well-developed circle of contacts and its possibilities to accomplish CIMIC projects. </p>

Die Ratsschulbliothek Zwickau ist die bedeutendste bibliothekarische Sammelstätte Westsachsens. Unter ihren etwa 170.000 bibliographischen Einheiten befinden sich nicht nur mittelalterliche Handschriften, Inkunabeln, alte Musikalien und umfangreiche Briefsammlungen. Sie beherbergt auch einige militärhistorische Schriften von herausragender Attraktivität. Diese entstammen unter anderem den wertvollen Beständen aus dem 16. und 17. Jahrhundert. Die militärhistorisch interessanten Einheiten bilden jedoch keinen geschlossenen Bestand und harren weitgehend noch ihrer Entdeckung und inhaltlichen Auswertung. Im Kanon der modernen Militärhistoriographie gewinnen Betrachtungen des Soldaten im Kriege sowie zu Strategie und Taktik wieder an Boden gegenüber den seit Jahren dominierenden sozial- und kulturgeschichtlichen Zugängen. Daher soll an dieser Stelle exemplarisch auf zwei anonyme Handschriften der Ratsschulbibliothek verwiesen werden, welche insbesondere für Untersuchungen zur militärischen Unterweisung im „Geometrischen Zeitalter der Kriegführung“ von hervorragender Bedeutung sind.

Till följd av Försvarsmaktens tidigare inriktning mot insatsförsvar och den strategiska time-out som präglade början av 2000-talet förfogar luftvärnet idag över luftvärnssystem som är flera decennier gamla. Systemen är inte dimensionerade för att möta dagens högteknologiska motståndare och regeringen har därför beslutat att en ersättare till Robotsystem 97 skall vara på plats senast 2020. Valet står mellan Patriot och Aster SAMP/T, syftet med detta arbete är därför att undersöka och bedöma den militära effektiviteten för respektive luftvärnssystem. Undersökningen baseras på en komparativ analys där luftvärnssystemen jämförs utifrån ett scenario med tillhörande händelseförlopp och kravställningar. Slutligen sammanställs och presenteras resultatet i en multimålmodell för att på ett kvantitativt sätt kunna mäta skillnaderna mellan systemen. Resultatet visar på att Aster SAMP/T har störst potential att vara effektivt i en given kontext men att Patriot också uppfyller de krav som ställs nästintill utan begränsning. Då jämförelsen grundar sig på ett begränsat scenario med specifika förutsättningar är det viktigt att ha i beaktande att resultatet endast har validitet mot det scenario och kravställningar som luftvärnssystemen jämförts utifrån. / As a result of the Swedish Armed Forces previous focus on international operations and strategic timeout in the beginning of the 21st century, the air defense today has surface-to-air missile systems that are several decades old. The systems are not designed to handle today’s high-tech opponent and the government has therefore decided that a replacement for MIM-23 HAWK must be in place by 2020. The choice stands between Patriot and Aster SAMP/T, the purpose of this paper is therefore to investigate and assess the military effectiveness of each surface-to-air missile system. The survey is based on a comparative analysis where the systems are compared to each other in a scenario which includes several events and requirements. Finally, the results are compiled and presented in a multi-goal-model to quantitatively measure the differences between the systems. The result shows that Aster SAMP/T has the greatest potential of being effective in a given context, but that Patriot also meets the requirements almost without any limitations. As the comparison is based on a particularly limited scenario with very specified conditions, it is important to take into account that the result is valid only against the scenario and requirements from which the systems are compared.

This study aims to identify, establish and discuss the potential problems associated with outsourcing military functions to private enterprises within the context of “grey-area” threats. This is of high relevance as essential parts of the Swedish armed forces (SAF) sea logistic chain are dependent on private shipping companies (PSC) as they do not possess these functions inhouse, and the “grey-area” in particular is a subject of great juridical uncertainty. By focusing on chartering and freighting outsourcing between PSCs and the SAF, the ambition is to identify certain risks, complications and difficulties for the operational capacity of the SAF, that may arise as a result of threatful situations within the grey-area.By conducting in-depth interviews with prominent personnel within both the SAF and PSCs, it has been possible to identify certain areas of complex issues and challenges necessary to address when entering into freighting agreements adequate for grey-area threats. In conclusion the study identified the following main problematic areas: ·      No guarantee from the state to ensure PSC assets when damaged by grey-area activity, puts increasing demand for good will between parties. This is problematic in the sense of becoming a normative relationship, and not substantial. ·      The SAF may find themselves in a disadvantageous position in terms of competences and resources when negotiating agreements.  ·      Lack of PSC involvement in defence planning leads to deficient understanding for SAF needs and demands. ·      PSCs as civilian corporations are more vulnerable to societal disturbances, which may lead to slow response in crisis-situations. ·      PSCs as a global industry risk (i) exploitation of free-market dynamics by antagonistic activity through foreign co-ownership and buyout, (ii) juridical limitations through PSCs using ships of foreign nations (flag), and (iii) shortage in manpower, as well as security threats to SAF interests may arise by PSCs using multinational crews. ·      Freighting between parties is a time-consuming process which may be problematic for quick response to grey-area threats.

Ett försämrat säkerhetspolitiskt läge i Sveriges närområde har lett till förnyat fokus på nationellt försvar med ökade krav på sjöoperativ förmåga i höjd beredskap och krig. Marinteoretisk forskning menar att sjöoperativ förmåga, särskilt i kustnära miljöer, i sin tur kräver en fungerande civil-militär samverkan. Då marin samverkan i en totalförsvarskontext är så gott som outforskad önskar denna studie bidra med krigsvetenskaplig kunskap inom detta område. Denna kvalitativa enfallsstudie undersöker totalförsvarssamverkan mellan Försvarsmakten, Kustbevakningen och Sjöfartsverket. Utifrån Emersons och Nabatchis teoretiska ramverk för styrning genom samverkan syftar studien till att förstå vilka faktorer som möjliggör respektive begränsar marin totalförsvars­samverkan. Empirin inhämtas genom intervjuer och policydokument.  Studien visar att marin totalförsvarssamverkan är i en etableringsfas men att samtliga tre myndigheter ser behov att samverka och nyttja varandras resurser för att så effektivt som möjligt hantera utmaningar i höjd beredskap och krig. Viljan finns där. Likaså många förutsättningar men viss översyn av lagstiftning, ramstyrningar samt resurstillskott krävs och inte minst att fortsatt försöka minska den civil-militära klyftan i samhället och mellan myndigheterna. Undersökta myndigheter ser en förenande kraft i ett gemensamt operativt fokus och en marin förståelse. Därmed finns all anledning för politiker och sjöverkande myndigheter att fortsätta utveckla marin totalförsvarssamverkan.

Auch die Militärgeschichte, die in Deutschland durch die Rolle der Wehrmacht im Zweiten Weltkrieg bis in die 1990er Jahre eher ein Schattendasein führte, was den breiten geschichtswissenschaftlichen Fachdiskurs betraf, wird inzwischen mit der Sozial-, Kultur-, Kommunikations- und Geistesgeschichte verbunden und gilt als innovativer Zweig der Geschichtswissenschaft: Neue Fragen werden gestellt, neue Antworten gegeben.

Försvarsmakten (FM) behöver kompetenta officerare med vana till väpnad strid. Genom att synliggöra och tillvarata officerare med utlandserfarenhet kan kompetensen användas på ett sätt som ökar försvarsförmågan och behåller kompetensen inom FM. Syftet med uppsatsen är att beskriva hur officerens kompetens förstås och omhändertas efter utlandstjänstgöring av personalplanerande officerare- chefer på bataljonsnivån i armén. För att uppnå syftet har författaren genom den tematiska analysen (TA) en ansats till objektiv tolkning av respondenternas subjektiva syn på officerskompetens vilket sedan beskrivs i resultatet. Genom ansatsen till objektiv tolkning har författaren utvecklat ett förslag till förståelsemodell av kompetens till vidare forskning i slutet av uppsatsen.   Författaren lyfter även fram och diskuterar teori i uppsatsen om officerskompetens med historiska återkopplingar för att visa att officerskompetensens har, och kommer att utvecklas genom att officeren får möjlighet till att delta i skarpa insatser. Författarens abduktiva ansats med TA skapar två huvudteman. Det första är förståelsen av kompetens som har två underteman: definitionen av kompetens och kompetensens värde. Det andra huvudtemat är tillvaratagandet av kompetens som har två underteman: organisationen som drivkraft och kompetensuppbyggnad. Dessa teman utgör uppsatsens resultat som diskuteras i kapitel fem och ger svar på uppsatsens forskningsfråga.
