Explaining domestic inputs to Israeli foreign and Palestinian policy politics, military, society

Approved for public release; distribution in unlimited. / Advancing the peace process between Israel and the Palestinians is of great interest to the United States. To this aim, an understanding of the main factors involved in Israel's foreign policymaking is needed. This thesis shows internal pressures are most significant and assesses the influence of domestic access points to Israel's Palestinian policy. For a complete and current analysis of Israel's policymaking process three areas are discussed. First are the fundamentals that makeup Israel's political system such as the Knesset, political parties, ruling coalition, and prime minister. Second is the role of the Israeli Defense Force and the balance in civil-military relations. Third is the mixture of players that color Israel's societal landscape including subcultures, interest groups, and public opinion. The key finding is a combined ranking of the most important domestic forces driving Israel's Palestinian policy formation in all three areas. / Lieutenant Junior Grade, United States Navy

Thus, it was sought to identify and analyze the actors, interests and rationalities of the Unified Health System. As the methodological procedure, the Lawrence Bardin’s content analysis was chosen in order to enable an understandment about the explicit or non apparent meanings in the juridical and political speeches content analyzed in this research. It was verified that the different frequencies express the rationalities and the concerns of each authority or organ analyzed, so that even important categories – such as the Health Judicialization and its serious reflexes in health services and the Reorganization of the public health competence distribution between the Federation members – had little or none appearance in the content of certain groups of speeches. The reason found to this was a predominant circumstantial feature in the content of the political speeches of the Executive authorities and the institutional limits of the Federal Suprem Court of Justice when confronted with political issues. / A presente pesquisa objetivou realizar uma análise de conteúdo em discursos jurídicos e políticos proferidos no Brasil pelos Presidentes da República, pelos Ministros da Saúde e pelo STF no período de 01 de janeiro de 2011 a 15 de outubro de 2016, de modo a ser possível identificar a frequência com que termos e expressões relacionados a categorias temáticas predeterminadas apareceram no conteúdo de tais discursos. Com isso, buscou-se identificar e analisar os atores, interesses e racionalidades do Sistema Único de Saúde. Como procedimento metodológico, utilizou-se a análise de conteúdo de Lawrence Bardin, de modo a ser possível compreender as significações explícitas ou não aparentes contidas no conteúdo dos discursos de natureza jurídica e política alvos da pesquisa. Constatou-se que as diferentes frequências expressam as racionalidades e os interesses inerentes a cada autoridade ou órgão analisado, de modo que mesmo importantes categorias – como a Judicialização da Saúde e seus graves reflexos nas ações e serviços de saúde e a Reorganização da distribuição de competências dos entes federados em matéria de saúde pública – pouco ou sequer apareceram no conteúdo de determinados grupos de discursos. Concluiu-se que, com relação aos membros do Poder Executivo, isso ocorreu em razão do caráter circunstancial predominante no conteúdo de seus discursos e, com relação ao STF, em função dos limites institucionais de sua atuação em questões de natureza política.

Antonin Proust (1832-1905), homme politique, ami des artistes, historien, critique et salonnier, joua un rôle politique et culturel important. La vie de ce républicain libéral est un plaidoyer pour la défense des arts au service de la République. Il lie étroitement structure économique et institutions artistiques soutenant sans cesse les arts utiles. Son but est économique : former des artistes au service de l’industrie. Il crée des écoles d’art et favorise l’introduction du dessin dans les programmes scolaires. Rapporteur du budget, il soutient la protection et le développement des arts. La réunification des arts qu’il prône aboutit à la création du ministère des Arts. Protecteur des arts, il participe à la fondation des musées de sculpture comparée et des arts décoratifs et crée l’école du Louvre pour former des conservateurs. Achetant pour l’État les œuvres de Millet, Courbet et Manet, il promeut des artistes insoumis à l’Académie et s’affirme comme le promoteur d’œuvres polémiques. Organisant des expositions à la gloire de Courbet ou Manet, il prône l’audace, l’individualité, la liberté, le naturalisme. Véritable propagande artistique, industrielle et politique, l’Exposition universelle de 1889 qu’il organise concrétise ses ambitions, il y rassemble beaux-arts et arts industriels. His successes did not allow Proust to enter the history, but his action bore fruits in the sustainability of the structures he defended the foundation of or in the boom of craft arts and of the art market.

The aim of the dissertation is to find an answer to the question of whether the Evangelical Church of Czech Brethren (ECCB) in the years 1968-1989 could be considered "free" in any way. This work describes the life of the ECCB in that period and the ways of the freedom und unfreedom the ECCB enjoyed and formed. Thereby, the research is based on the careful analysis of documents of church and state archives and the results of ten author-led biographical interviews with then active pastors. Combining these methods and sources, the dissertation offers an innovative view on the ECCB in the period and provides new, deeper, and more personal insights into the processes of the time. The first four chronological chapters describe the situation and development of the ECCB during the socio-political liberalisation during the Prague Spring and during the years after the Warsaw Pact troops' invasion of Czechoslovakia, when the so-called "normalisation" began. The fifth chapter presents the main strategies that the church developed in reaction to the restriction of its freedom. The sixth chapter presents the perspective of two ministers of the ECCB on their contacts with the representatives of the state authorities in the form of a case study. The purpose of this thesis is to describe V. French Republic, its unique mode of operation and particularly the position of president, as a characteristic symbol of semi- presidential systems. The beginning of the thesis and its first chapter is devoted to historical conditions and circumstances that led to the creation of the Fifth Republic. Afterwards, the work describes basic political institutions of the French system. The second part of the work deals with various theories of the semi-presidential systems and understanding of the French prototype within these definitions. The third chapter then compares the political practice in the United States and France. Likewise it compares the two kinds of presidents in those countries. Finally, the theme of the final chapter is French president's ability to govern as a modern "monarch" within the V. French Republic. Keywords V. La doctrine constitutionnelle française a reconnu, à la suite des traités de Jules Poudra et d’Eugène Pierre, que le droit parlementaire représentait une réalité juridique positive qui méritait d’être conceptualisée et d’accéder au rang de discipline universitaire. Paradoxalement, aucune étude approfondie du Gouvernement n’a jamais été menée pour déterminer s’il existait un droit gouvernemental.En procédant au récolement et à l’analyse des règles relatives à l’ordonnancement intérieur du Gouvernement de la Ve République, cette thèse entend précisément démontrer que le Gouvernement régit de manière autonome sa propre organisation et son fonctionnement internes au même titre que le Parlement. D’une part, elle permet de soutenir que le Gouvernement dispose d’une autonomie de portée variable (résiduelle, partagée ou pleine) lorsqu’il élabore le droit régissant son organisation politique. D’autre part, elle établit qu’il jouit d’une pleine autonomie pour réglementer l’organisation de son administration gouvernementale (cabinets ministériels, administrations chargées de la coordination interministérielle et administrations centrales).Cette thèse ne prétend pas pour autant constituer une théorie générale du droit gouvernemental. Elle se veut une première recherche de droit constitutionnel destinée à susciter un débat doctrinal au sujet de l’existence juridique du droit gouvernemental et de son utilité pour la démocratie. / French constitutional doctrine, following the treaties of Jules Poudra and Eugène Pierre, acknowledged that Parliamentary Law represented a positive reality which deserved to be conceptualised and take its full place as a university discipline. It is paradoxical that no in-depth study has ever been carried out on Government to determine if Governmental law really existsBy collecting, gathering and analysing the rules concerning the internal organisation of the Government of the Fifth Republic, this thesis wishes to prove that the Government regulates its own organisation and internal operations in an autonomous manner in much the same way as the Parliament. On the one hand this thesis defends the fact that the Government has a variable scope of autonomy (Residual, shared or complete) when drawing up laws governing its own organisation policy. On the other hand, it points out that the Government exercises full autonomy to regulate the organisation of its administration (Ministries, Offices in charge of coordinating the different Ministries and the Central Administration).The intention of this thesis is not to put forward a general theory on Governmental Law. It is an initial research into constitutional law with a purpose of stimulating doctrinal debate on the existence of Governmental Law and its utility for Democracy.
