Policies to develop the oil and gas supply chain : essays with emphasis on the lessons and contributions from the norwegian experience to Brazil

O objetivo da tese é analisar as diferentes formas de Política Industrial (PI) na Noruega e no Brasil para desenvolver a cadeia produtiva de Petróleo e Gás (P&G), com ênfase em identificar lições e contribuições da experiência norueguesa. A corrente de pensamento de PI evolucionária foi a base teórica da análise. Três ensaios constituem o trabalho, de forma a cumprir o objetivo proposto, sendo os dois primeiros em inglês e o terceiro em português. O primeiro ensaio faz a revisão teórica de políticas industriais, definindo o seu conceito, caracterizando a perspectiva histórica de suas teorias, além de discutir outros aspectos relevantes relacionados ao tema, como, por exemplo: a sua relação com políticas macroeconômicas; a sua estabilidade e previsibilidade; a coordenação das políticas; políticas horizontais e verticais; tipos de instrumentos; mensuração de resultados; o atrelamento de benefícios a progressos em competitividade/metas; e a sua duração. O artigo também discute as principais abordagens nos dias atuais sobre políticas industriais (ortodoxa e evolucionária). Assim, identifica que políticas industriais historicamente foram implementadas em processos de desenvolvimento industrial, e que ainda existe espaço para continuar sendo praticada, a despeito da criação da Organização Mundial do Comércio (OMC) e suas consequências. O segundo ensaio analisa o bem-sucedido desenvolvimento da cadeia produtiva do setor de P&G na Noruega, promovendo mudanças estruturais na sua economia. A Noruega se destacou no desenvolvimento do setor de P&G por conseguir, em pouco mais de 20 anos de políticas implementadas (1972-1994): fortalecer o seu desenvolvimento socioeconômico; evitar a desindustrialização decorrente da doença holandesa; desenvolver empresas de petróleo locais (estatal e privadas); desenvolver a cadeia produtiva do setor de P&G ampla e competitiva internacionalmente, incluindo a formação de clusters relacionados ao setor; e, por fim, se tornar uma referência em inovação no setor de P&G. O ensaio também identificou quais foram as principais ações implementadas na Noruega para desenvolver este setor. A despeito de o desenvolvimento da indústria de P&G norueguesa ter sido marcado por fatores internos e externos favoráveis, alguns desafios relevantes tiveram de ser superados, como, por exemplo, sobrecustos, atrasos nas entregas e importantes empresas locais falirem. O terceiro ensaio identificou que a cadeia produtiva do setor de P&G no Brasil tem evoluído, as políticas industriais têm sido aperfeiçoadas, mas o seu desenvolvimento, além de apresentar alguns problemas semelhantes ao que a Noruega teve que superar no passado, carrega outras particularidades. Ao analisar as políticas industriais implementadas nos dois países para o desenvolvimento deste setor, identificou-se que, em alguma medida, a Noruega já está sendo utilizada como referência para o Brasil, mas ainda existem lições e contribuições a serem aprendidas deste caso de sucesso. Entretanto, as diferenças socioeconômicas, políticas e culturais, agravadas por uma atual conjuntura global e interna mais adversa, tornam o desafio do Brasil de desenvolver a cadeia produtiva do setor de P&G ampla e competitiva mais difícil do que foi para a Noruega. / The aim of this thesis is to analyse different forms of Industrial Policy (IP) in Norway and Brazil to develop the Oil and Gas (O&G) supply chain, identifying the lessons and contributions from the Norwegian experience. The evolutionist view of IP forms the theoretical basis of the analysis, which is structured in three parts. The first two essays are in English and the third in Portuguese. The first essay presents a theoretical review of IP, defining the concept and placing the theories within a historical perspective, in addition to discussing other relevant issues, such as: its relation to macroeconomic policies; its stability and predictability; policy coordination; horizontal and vertical policies; types of instruments; measurement of results; linking benefits to progress in competitiveness/targets; and, finally, its duration. The article also discusses the main approaches taken towards IP today (orthodox and evolutionary). Thus, we see how IP was historically implemented in industrial development processes and find that there is still room to continue implementing it, despite the creation of the World Trade Organization (WTO) and its consequences. The second essay analyses the successful development of the O&G supply chain in Norway, promoting structural changes in the economy. Norway stood out in the development of the O&G sector for having succeeded, in just over 20 years of policy implementation (1972-1994), in: enhancing its socio-economic development; avoiding de-industrialization due to the Dutch disease; developing local oil companies (state and private); developing a broad and internationally competitive O&G supply chain, including the formation of clusters related to the O&G sector, and, moreover setting a benchmark in innovation in the O&G sector. The essay also illustrates the main actions implemented in Norway to develop the O&G sector. Although the development of the Norwegian O&G industry was marked by internal and external favourable factors, some relevant challenges had to be overcome, including cost overruns, delays in deliveries and important local companies went bankrupt. The third essay finds that the O&G supply chain in Brazil has evolved, the industrial policies have been improved, but while its development also shows some problems similar to those that Norway had to overcome in the past, it also has other peculiarities. On analysing the industrial policies implemented in both countries to develop this sector, it emerges that to some extent, Norway is already being used as reference for Brazil, but there are still lessons and contributions to be learned from this successful case. However, due to socio-economic, political and cultural differences, compounded by today’s more adverse global and domestic environment, the challenge Brazil has to face in developing a broad and competitive O&G supply chain is tougher than it was for Norway.

This licentiate thesis, with the English title Automobility towards Regional Equality? Studies of the geographical and socioeconomic diffusion of the private automobility in Sweden 1950-2000, has the overall aim to investigate the interaction between the private automobility and the Swedish socio-economical development in general. Firstly, the diffusion of private car ownership in Sweden is mapped both geographically and economically at the national level covering all citizens above the age of 18. Secondly, a comparison with the Norwegian diffusion pattern shows how automobility has interacted with two partly different national contexts. This aim will be dealt with in two articles. Since the diffusion of private cars in Sweden has not yet been examined in a long run and national perspective covering all individuals, the first article, Driving from the Centre to the Periphery? The Diffusion of Private Cars in Sweden 1950-2000 with focus on 1960-1975, investigates how the diffusion of private cars followed the over all socio-economic and geographical changes from 1960 to 1975; did changes in car ownership per capita primarily follow changes in incomes or changes in population density (urbanisation)? Swedish traffic and regional policies in the 1960s aimed at making the car an instrument for national integration and regional equality, and make it available throughout the country. In the article the effect of that policy is tested. The analysis is based on Swedish census material that includes all car owners for the years 1960, 1970 and 1975. Our conclusion is that income levels were more important than other explanations to the diffusion of private cars in Sweden between 1960 and 1975. Since Norwegian private car density has lagged behind the Swedish and did not reach the same national levels until the late 1980s, despite the same GDP per capita levels, the second article, Two Sides of the same Coin? Private Car Ownership in Sweden and Norway since 1950, compares car diffusion in Norway and Sweden in both historical time and model time in order to find specific explanations for the national and regional patterns of car diffusion. Can both the time lag and the diffusion process be explained with national differences in income, institutions, infrastructure, and population settlements? Or have regional differences in income and population density affected the outcome? Our conclusion is that car diffusion in Norway and Sweden displays two sides of same coin; the national levels converged, but the process did not follow the same regional pattern. Regional differences in income and population density have in general been a significant explanation for car density in Sweden but not in Norway. Thus, the licentiate thesis shows how private car ownership in Sweden from the 1950s has interacted with increasing regional equality, especially concerning geographical diffusion. / På omslaget år 2007.

Born Global Challenges and Performance - A Study on Competences, Routines, and Corporate Governance Structure of Born Global Software Companies in Sweden and Norway

<p><strong>Problem:</strong> How do the born global firms overcome challenges and sustain performance in international markets through their competences, routines, and corporate governance structure?</p><p><strong>Purpose:</strong> The purpose of this thesis is to explore the competences, routines, and corporate governance structure of born global companies, and understand their role in overcoming challenges of early internationalization and sustaining performance in international markets from early days.</p><p><strong>Method:</strong> This research is conducted as multi-disciplinary, consisting of literature from International Business and Strategic Management. Relevant data is collected through six in-depth interviews with executives of born global companies from Sweden and Norway. Qualitative analysis has been used at data analysis stage.</p><p><strong>Originality: </strong>This study contributes to literature by examining relatively neglected areas of born global companies; competences, routines, and corporate governance structure. It is also original in distilling a wide literature to explore challenges of born globals.</p><p><strong>Conclusion: </strong>Our research reveals that despite their small size and limited resources, born global companies engage in competence building and leveraging activities, establish early international routines, and construct flexible governance structures to overcome challenges and achieve performance in the global arena.</p>

Förvaltningsplanen för Barents hav och havsområdena utanför Lofoten : Värden och utmaningar utifrån personer inom förvaltningen

<p>Ekosystembaserad förvaltning bygger på en helhetlig syn på ekosystemen och dess förhållande till mänsklig aktivitet. Förvaltningsplanen för Barents hav utanför Norge är ett de längst framskridna försöken till implementering av denna förvaltningsmodell. Lång väg återstår dock för att uppnå de målsättningar som satts och särskilt gäller detta miljömålet för biologisk mångfald. Trots att fiskeri utpekats som den största påverkningsfaktorn på biologisk mångfald har det varit lite fokus på fiskeriernas negativa konsekvenser i arbetet med förvaltningsplanen. Den här uppsatsen försöker ge en bild av hur personer som jobbar inom förvaltningen ser på värdet med förvaltningsplanen, hur de uppfattar dess brister, och just varför de tror att fiskeriet negativa konsekvenser fått liten uppmärksamhet.</p><p>Helhetlighet och tvärsektoriellt samarbete kunde konkluderas som de främsta värdena med förvaltningsplanen. Organisationsproblem, konservatism och maktkamper ansågs dock skapa problem för implementering och samarbete över sektorerna, bland annat genom genom dålig kommunikation mellan utredningsgrupper och den implementerande organisationen. Konservatism och maktkamp uttrycktes i form av en ovillighet från andra att samarbeta över sektorerna, att bryta det sektoriella tankesättet, och en vilja att värna om sin maktsfär.  Strukturella problem lyftes även fram som en av de bakomliggande anledninganar till att fiskeriernas negativa effekter inte fått mer fokus. Starkt kulturellt fäste, fokus på petroleumsverksamhet och dålig kunskapsförmedling var andra faktorer som togs upp. </p> / <p>Ecosystem based management is a management approach that seeks to integrate ecological, social and economic goals. The Norwegian management plan for the Barents Sea is one of the most advanced attempts to ecosystem based management. There is, however, still a long way to go to achieve the goals that have been set. This is especially true for the environmental objective of biodiversity. Even though fishing activity has been pointed out as one of the main reasons for biodiversity loss, little attention has been drawn to this fact. This paper therefore tries to give the answer to the questions of how people working within the management perceive the plan; the core values of it, its flaws, and why they beleave that the negative consequenses of fisheries have been out of focus.</p><p> </p><p>The holistic viewpoint and the cooperation between the various sectors were the most emphazised values of the management plan. Organizational problems, conservatism, and power struggles were regarded as the main problems in trying to reach these goals. Lack of communication between  implementing bodies and investigating bodies was one example of this. Conservatism and power struggles were described as unwillingnes among individuals to adopt to the new intersectoral structures, and a wish to safeguard ones own power. The reason why the negative consequenses of fisheries have been out of focus, was also blamed on structural problems to a large extent. Other contributing factors were also the strong cultural role fisheries play in the norweigan society, the political focus on petroleum activity, and an insufficient spread of knowledge.</p>

De-icing salt and the roadside environment : Air-borne exposure, damage to Norway spruce and system monitoring

After decades of investigation, we still have to deal withthe problem of environmental effects of the use of de-icingsalt on roads. Lacking useful indicators of the system, westill do not know the environmental utility of ameliorativemeasures taken. The thesis aims at i) describing the system of de-icing practices and theirenvironmental effects with special reference to the exposure ofthe roadside environment to air-borne salt and damage to Norwayspruce seedlings and ii) at proposing indicators for afollow-up system. By collecting bulk deposition and relatingthe deposition pattern to factors concerning wind androad-maintenance characteristics, the influence of thesefactors on air-borne exposure is investigated. By exposingNorway spruce (Picea abies(L.) Karst.) seedlings to roadsideconditions the influence ofsalt exposure on the degree ofdamage is investigated. Based on a comparison of severalsystems of monitoring, improvements are suggested by proposingnew indicators for salt use and its environmental effects. A large part of the salt that is applied on the road surfacewill be transported by air and deposited on the ground in theroadside. While the vast majority of the salt will be depositedwithin some tens of metres of the road, some may still be windtransported several hundred metres away. The wind directionplays an important role for the deposition already at adistance of some ten metres from the road. Wind speedinfluences the distance to which the salt is transported.Chloride concentration in unwashed needles collected after thesalting season is positively related to the bulk deposition ofCl during the exposure. The degree of damage can be describedby a sigmoid curve of response to the Cl concentration inneedles. Palaeosurfaces and palaeovalleys on North Atlantic previously glaciated passive margins : reference forms for conclusions on uplift and erosion

Palaeosurfaces and palaeovalleys are landforms under destruction in the present climate and/or tectonic regime, and thus mainly reflect processes not active today. Uplifted palaeosurfaces exist along the formerly glaciated passive continental margins around the North Atlantic. Large-scale landform development has recently become a matter of interest also for geologists and geophysicists as the result of an increasing awareness that a thorough knowledge of uplift, erosion, deposition and development of landforms along continental margins can only be accomplished by combined studies using independent data from different scientific disciplines. The present study focuses on one of these above data sets; the landform record. Two uplifted areas, southern Norway and central West Greenland, were selected for landform analysis of high resolution digital elevation models, aerial photographs, relation between landforms in basement and cover rocks, offshore seismic lines and X-ray diffraction of clay minerals in saprolites. In southern Norway, analysis of slope angles within the range of pediment slopes was combined with analysis of main valley incision. This resulted in the identification of three main planation surfaces in a stepped sequence formed along the main valleys as a consequence of tectonic uplift events, maybe in the Palaeogene, (in total &gt;1000 m). Two phases of late uplift (~900 m), probably in the Neogene, triggered incision of deep fluvial valleys, later reshaped by glacial erosion (up to 300 m). In central West Greenland palaeosurfaces were analysed in relation to cover rock of different age. An exhumed etch surface, characterized by a typical hilly relief, occurs on Disko and south of Disko Bugt, and are by the presence of cover rocks shown to be sub-Palaeocene in origin. To the north, a post-Eocene erosion surface on Nuussuaq, cuts across basement and basalt and was probably formed close to sea level. Uplift in two phases elevated this surface up to 2000 m above present sea level and broke it in differently tilted tectonic blocks. South of Disko Bugt, a planation surface, of probably the same age as the one on Nuussuaq, cuts the tilted etch surface, and also cuts across different bedrock types. The planation surface rises towards the south and splits in two surfaces, separated in altitude up to 300 m, within two highly elevated areas. The separation into two surfaces indicate two uplift events: A first minor event of a few hundred metres in the uplift centres resulted in incision of the lower planation surface. This event was later followed by a major uplift event amounting to &gt;1000 m. Correlation with the offshore sedimentary record suggests that both uplift events occurred in the Neogene. The erosion pattern calculated from one reconstructed palaeosurface to present topography shows large spatial variations. This is interpreted as an effect of differential bedrock resistance and local variations of glacial erosion (400–1300 m in low areas). The results presented in this thesis demonstrate the usefulness of palaeosurfaces and palaeovalleys as tools for deciphering magnitude of uplift events, establishing relative event chronologies and for calculation of erosion. Moreover integrated studies of palaeolandforms, offshore geology and thermal chronologies, are shown to be invaluable when used to solve the spatial and temporal patterns of uplift, erosion and deposition.

Production from Giant Gas Fields in Norway and Russia and Subsequent Implications for European Energy Security

The International Energy Agency (IEA) expects total natural gas output in the EU to decrease from 216 billion cubic meters per year (bcm/year) in 2006 to 90 bcm/year in 2030. For the same period, EU demand for natural gas is forecast to increase rapidly. In 2006 demand for natural gas in the EU amounted to 532 bcm/year. By 2030, it is expected to reach 680 bcm/year. As a consequence, the widening gap between EU production and consumption requires a 90% increase of import volumes between 2006 and 2030. The main sources of imported gas for the EU are Russia and Norway. Between them they accounted for 62% of the EU’s gas imports in 2006. The objective of this thesis is to assess the potential future levels of gas supplies to the EU from its two main suppliers, Norway and Russia. Scenarios for future natural gas production potential for Norway and Russia have been modeled utilizing a bottom-up approach, building field-by-field, and individual modeling has been made for giant and semi- giant gas fields. In order to forecast the production profile for an individual giant natural gas field a Giant Gas Field Model (GGF-model) has been developed. The GGF-model has also been applied to production from an aggregate of fields, such as production from small fields and undiscovered resources. Energy security in the EU is heavily dependent on gas supplies from a relatively small number of giant gas fields. In Norway almost all production originates from 18 fields of which 9 can be considered as giant fields. In Russia 36 giant fields account for essentially all gas production. There is limited potential for increased gas exports from Norway to the EU, and all of the scenarios investigated show Norwegian gas production in decline by 2030. Norwegian pipeline gas exports to the EU may even be, by 2030, 20 bcm/year lower than today’s level. The maximum increase in exports of Russian gas supplies to the EU amount to only 45% by 2030. In real numbers this means a mere increase of about 70 bcm In addition, there are a number of potential downside factors for future Russian gas supplies to the European markets. Consequently, a 90% increase of import volumes to the EU by 2030 will be impossible to achieve. From a European energy security perspective the dependence of pipeline gas imports is not the only energy security problem to be in the limelight, the question of physical availability of overall gas supplies deserves serious attention as well. There is a lively discussion regarding the geopolitical implications of European dependence on imported gas from Russia. However, the results of this thesis suggest that when assessing the future gas demand of the EU it would be of equal importance to be concerned about diminishing availability of global gas supplies.

The Effect of Conservative Accounting on the Bondholder-Shareholder Conflict and Cost of Debt

Prior research on conservative accounting and bondholder-shareholder conflict show that firms with higher degree of conservatism experience less austere conflict and lower cost of debt. However, since the implementation of IFRS in 2005, conservatism has been widely reduced in favor of fair value principles. This study sets out to examine if accounting conservatism still mitigates the conflict and reduces cost of debt. We regress two measures of conservatism on three conflict proxies and debt cost, respectively, for firms on the Norwegian market. Our results support the conclusion that conservative accounting mitigates the bondholder-shareholder conflict even after the introduction of IFRS, but we find no significant evidence that bondholders reward high level of conservatism with lower cost of debt.
