It describes the main environmental impacts, objects of the study Sound Disturbances, implications concerning the increase in the Volume of Traffic and in the volume of Solid Residues generated in the surroundings of the event. The methodology used consists of the report of the case study of the festivity called Carnatal, held in Natal/RN, in December of 2001. As a work method, it was used a quantitative evaluation of the sound intensity level, according to the effective legislation, an electronic count of volume of traffic and an evaluation of the productive performance of the means of production of public urban sanitation company used in the event. The results pinpoint the recognition of the impacts generated by the event and the proposition of a Program of Environmental Management, aiming at, in addition to the establishment of the instruments and goals for the mitigation of the impacts, defining the role of the social actors in the search for the environmental conformity of festivities / O presente estudo insere-se na tem?tica ambiental internacional, abordando a busca da conformidade ambiental em eventos p?blicos. Descreve o levantamento dos principais impactos ambientais objetos do estudo Perturba??es Sonoras, implica??es quanto ao aumento de Volume de Tr?fego e volume de Res?duos S?lidos gerados no entorno do evento. A metodologia empregada constitui no relato do estudo de caso da festividade denominada Carnatal, realizada em Natal/RN, em dezembro de 2001. Como m?todo de trabalho foi utilizada avalia??o quantitativa de n?vel de intensidade sonora, conforme a legisla??o vigente, contagem eletr?nica de volume de tr?fego, e avalia??o da performance produtiva dos meios de produ??o de limpeza p?blica urbana utilizados no evento. Or as the reception of the political agenda unfolds in social practices of the Pau dos Ferros, showwing Pau dos Ferros as a provincial oestano of Rio Grande do Norte, now living a meaningful set of social transformations, which interact with practices media that have just mediatized new public policies in the area of Technical Education and Higher Education. Thus, with the introduction and expansion of state and federal public policy of democratization of Technical and Higher Education in the period 2002 to 2010, the phenomenon of migration of students from elementary and high school, before existing in the region has changed significantly in that Pau dos Ferros polo is made. The concentration of the media city in the hands of politicians, in their favor, and the emergence of new midiatiza??es are contributed to the formation of this (non-migration) and other social practices, reinventing and rearranging the schedule of the ideas and concepts about the educational practices. Efeitos da previd?ncia rural na agricultura familiar da microrregi?o Serra de S?o Miguel - RN

The study based on available bibliography on the theme, in secondary data and in a rising amostral accomplished in three municipal districts (Encanto, S?o Miguel and Riacho de Santana) of the microrregi?o. The universe of the study was the establishments of the family agriculture appeared in the Agricultural Census of 2006, in those municipal districts. The unit of considered analysis was the rural family, with the interviews being applied close to the farmers' families with and without retired rural. The sample was of 94 present families in the family establishments. The results demonstrate that the Rural Precaution reaches a significant covering degree in the rural area of the researched municipal districts, with an average of 1,57 beneficiaries for home in the families with retired. The data of the research attest that the family agriculture in the microrregi?o Serra de S?o Miguel-RN it has few favorable conditions for his/her development, once, besides the shortage of lands and of the climatic factor of the area, the returned public politics the family farmers' totality - like PRONAF and PAA -, it has been unable to give effective answers for the improvement of the life conditions in the rural way, have seen the minimum amount of families reached by those politics, be in function of the drawing or of the atmosphere where they are done. In this context, he/she stands out the importance of the Rural Precaution that, in function of the application of the constitutional devices that you/they guaranteed his/her universalization, it has been the only relevant public politics that, in fact, it has been reaching her/it all their beneficiary potentials. Given the general situation of the family agriculture of the microrregi?o and of the specific characteristics of the researched family establishments, the hypothesis was corroborated that the rural retirement doesn't contribute directly to the increase / making possible of the family agriculture. In spite of 57,4% of the families with retired have declared to use resources of the retirement in the costing of the rural activity carried out by the family, the annual medium value of the expense just located around 7,02% of the annual value of the retirements gained by the families in the year of 2010. Data the low levels in that the social reproduction of the great majority of the family establishments of the microrregi?o, the maintenance of the families is operated represents the main destiny of the resources precautions. It was also confirmed the hypothesis that the Rural Precaution constitutes the main monetary contribution of the families with retired. For more than 93% of the families with retired, the retirements doing 50% or more of the total of the family monetary income, and in the composition of the rural income of the families with retired and pensioners, the originating from income the rural retirements are equal to 65,24% of the total of the annual income obtained by the families. It is ended, because, that the rural precaution, given to the adversities for the development of the family agriculture, of the operational inefficacy of the public politics and of the few opportunities of generation of existent income in the local savings, it is the main responsible for the reduction of the poverty and, consequently, for the improvements of the conditions of life of the families of and with seniors in the rural way of the microrregi?o Serra de S?o Miguel-RN / O objetivo do presente trabalho ? verificar os efeitos da Previd?ncia Social Rural na agricultura familiar da microrregi?o Serra de S?o Miguel-RN. O estudo baseou-se em bibliografia dispon?vel sobre a tem?tica, em dados secund?rios e em um levantamento amostral realizada em tr?s munic?pios (Encanto, S?o Miguel e Riacho de Santana) da microrregi?o. O universo do estudo foram os estabelecimentos da agricultura familiar apontados no Censo Agropecu?rio de 2006, nesses munic?pios. A unidade de an?lise considerada foi a fam?lia rural, com as entrevistas sendo aplicadas junto ?s fam?lias de agricultores com e sem aposentados rurais. A amostra foi de 94 fam?lias presentes nos estabelecimentos familiares. Os resultados demonstram que a Previd?ncia Rural atinge um grau de cobertura significativo na zona rural dos munic?pios pesquisados, com uma m?dia de 1,57 benefici?rios por domic?lio nas fam?lias com aposentados. Os dados da pesquisa atestam que a agricultura familiar na microrregi?o Serra de S?o Miguel-RN disp?e de poucas condi??es favor?veis para o seu desenvolvimento, uma vez que, al?m da escassez de terras e do fator clim?tico da regi?o, as pol?ticas p?blicas voltadas a totalidade dos agricultores familiares - como o PRONAF e o PAA -, tem sido incapazes de dar respostas efetivas para a melhoria das condi??es de vida no meio rural, haja vista a quantidade m?nima de fam?lias atingidas por essas pol?ticas, seja em fun??o do desenho ou do ambiente onde elas s?o operacionalizadas. Neste contexto, se sobressai a import?ncia da Previd?ncia Rural que, em fun??o da aplica??o dos dispositivos constitucionais que garantiram a sua universaliza??o, tem sido a ?nica pol?tica p?blica relevante que, de fato, tem atingido a todos os seus potenciais benefici?rios. Dada a situa??o geral da agricultura familiar da microrregi?o e das caracter?sticas espec?ficas dos estabelecimentos familiares pesquisados, corroborou-se a hip?tese de que a aposentadoria rural n?o contribui diretamente para o aumento/ viabiliza??o da agricultura familiar. Apesar de 57,4% das fam?lias com aposentados terem declarado utilizar recursos da aposentadoria no custeio da atividade rural desempenhada pela fam?lia, o valor m?dio anual do gasto situou-se apenas em torno de 7,02% do valor anual das aposentadorias auferidas pelas fam?lias no ano de 2010. Dados os baixos n?veis em que se opera a reprodu??o social da grande maioria dos estabelecimentos familiares da microrregi?o, a manuten??o das fam?lias representa o principal destino dos recursos previdenci?rios. Confirmou-se tamb?m a hip?tese de que a Previd?ncia Rural constitui o principal aporte monet?rio das fam?lias com aposentados. Para mais de 93% das fam?lias com aposentados, as aposentadorias perfaziam 50% ou mais do total da renda monet?ria familiar, e na composi??o da renda rural das fam?lias com aposentados e pensionistas, a renda proveniente das aposentadorias rurais equivalem a 65,24% do total da renda anual obtida pelas fam?lias. The object of this research is the continuing education program offered to Physical Education teachers of Natal Municipal Network. The research was based on the following study question: how has the SME / Natal Physical Education teachers' continuing education program been configured? We base the study on the following guiding questions: a) What is the historical trajectory of the SME / Natal continuing education program offered to Physical Education teachers? b) How is pedagogical planning characterized from this trajectory? c) What is the conception of the teachers of the Natal Municipal Network regarding the continuing education offered by SME / Natal? Regarding the methodological procedures, the descriptive research was chosen through the qualitative approach.The research participants were all 137 teachers who attended the continuing education offered by the municipality of Natal in the period between 2014-2016 and pedagogical advisors crowded at SME / Natal. The techniques used to collect data were participant observation and the logbook produced by the team of trainers, the institutional documents of the SME / Natal, the Training Proposal and advice of the municipality of Natal, reports and annual evaluative sheets of the teachers. The interfaces of the investigated context showed that the way in which the Continuing Education Program offered to Physical Education teachers was planned and executed, it moves towards a perspective of innovative conception of continuing education, in the light of the characteristics pointed out by contemporary theoretical references - reflection, re-signification of teaching practice, teaching autonomy, approach to the real needs of teachers, teacher as protagonist of their training, appreciation of teaching knowledge and dialogue. The relevance of the continuity of the partnership with the Institutions of Higher Education is highlighted; of investments in continuing education; the continuity and the deepening of this research, that can glimpse the accompaniment of teachers in their school practices.

Tamb?m foram analisados os conte?dos dos discursos do ponto de vista social, econ?mico e cultural que acompanham os integrantes desse setor. Ao final da trajet?ria desta pesquisa, foi poss?vel levantar extensa rela??o de elementos representativos da EC: Combina??o e gest?o de ativos intang?veis para gera??o de bens e servi?os, inova??o em produtos e processos, acesso ao mercado. Tamb?m foi observado que nesse setor est?o reunidas diversas quest?es fundamentais para a EC, como a inser??o socioecon?mica, oportunidades de qualifica??o, identifica??o das potencialidades locais, o papel estrat?gico dos pequenos empreendedores para a economia, especialmente no ?mbito dos munic?pios, intersetorialidade e conex?o com outras atividades econ?micas, a influ?ncia do ambiente pol?tico-institucional no desenvolvimento dos setores criativos. / The Creative Economy (CE) is a conceptual model that provides new arrangements for the creation, production, distribution and consumption of goods and services. In the Creative Industries, products and services are essentially based on intangible resources, which are their distinguishing element, for generating monetary and symbolic value, something that can also be observed in the Gastronomy sector. Therefore, the CE represents a rupture with traditional economic paradigms, giving greater emphasis to intellectual capital and intangible resources to the detriment of financial capital. It is from this perspective that this research work carries out a deep analysis of the economic cycle of the food trucks in Natal \ RN from the sociocultural perspective of the CE. It has been applied a qualitative approach, with the support of several research techniques, to make an approximation of the concept of CE, its characteristics, its principles and what was conventionally known as food trucks in Brazil, an activity that helped to redefine the concepts of Street Food in major Brazilian cities such as Natal \ RN. Furthermore, it has been investigated their narrative, strategies of action and embodied practices. Were also analysed the contents of the speeches from the social, economic and cultural point of view sustained by the members of this sector. At the end of the trajectory of this research, it was possible to draw up an extensive list of representative elements of the CE: Combination and management of intangible assets for the generation of goods and services, innovation in products and processes, market access. It was also observed that in this sector, a number of key issues for the CE are gathered, such as socioeconomic insertion, qualification opportunities, identification of local potentialities, the strategic role of small entrepreneurs in the economy, intersectoriality and connection with other economic activities, the influence of the political-institutional environment on the development of the creative industries.

Para atender, pois, ?s especificidades do debate processual acerca de pol?ticas p?blicas, torna-se premente a idealiza??o de um modelo de tutela jurisdicional do interesse p?blico, tipo de litig?ncia que apresenta estrutura diferenciada em rela??o ao processo tradicional. Impende, assim, que sejam proporcionados meios para viabilizar a coleta de dados t?cnicos, sociais, or?ament?rios e financeiros indispens?veis para formar o convencimento do julgador na fase cognitiva, bem como, para possibilitar a constru??o, em conjunto com as partes e com a colabora??o da sociedade civil, da solu??o para o lit?gio de interesse p?blico e da forma pela qual tal decis?o deve ser cumprida pelo poder p?blico. Prop?e-se, nesse sentido, que as medidas destinadas ? execu??o de pol?ticas p?blicas sejam realizadas preferencialmente mediante cronogramas negociados de cumprimento volunt?rio. Exige-se que resulte do processo, de todo modo, efetividade na implementa??o judicial de tais provid?ncias, priorizando-se as vias consensuais para a consecu??o de sua satisfa??o pela Administra??o P?blica, sem descurar do uso for?ado dos meios executivos cuja ado??o venha a mostrar-se recomend?vel. Para esse fim, as medidas sub-rogat?rias, coercitivas e punitivas, destinadas a assegurar a autoridade dos provimentos jurisdicionais, devem ser aplicadas sob enfoque diferenciado e adequado ?s particularidades dos lit?gios de interesse p?blico e ?s prerrogativas processuais do Er?rio, inclusive alcan?ando, quando cab?vel e necess?rio, o agente p?blico incumbido da efetiva??o da pol?tica p?blica. O princ?pio da proporcionalidade assume destacada fun??o na elei??o dos meios executivos adequados e suficientes para a hip?tese concreta. Nos casos complexos de lit?gios marcados por falhas estruturais, nos quais a situa??o de viola??o de direitos fundamentais encontra-se arraigada no pr?prio funcionamento do servi?o ou entidade estatal, cumpre ao juiz valer-se de metodologia apropriada, devendo o direito p?trio buscar subs?dios na experi?ncia consolidada em outros ordenamentos jur?dicos. Estudo de natureza explorat?ria e descritiva, embasado em pesquisa bibliogr?fica, normativa e jurisprudencial. / The enunciation of social, economic and cultural rights in constitutional texts gave rise to the emergence of a new type of subjective public rights which must be mandatorily provided by the State. The implementation of those rights demands, also, setting goals and programs, planning and the development of actions by the government. Although these tasks are conducted primarily through political activity, they continue to be necessarily guided by constitutional law and shall be subject to the possibility of jurisdictional control. The analysis of the compliance of public policies with the constitutional and legal dictates, by the Judiciary Branch, is also subject to limits and standards setted by the legal order. The enforceability of social rights whose implementation is a government responsability, before the Public Administration, therefore, it is a necessary result of the admissibility of the control exercised by the constitutional jurisdiction organs on the state action and its omissions in the fulfillment of those rights. Therefore, the existence of appropriate legal remedies to satisfy, with effectiveness, the object of the claims, in order to obtain materials installments from the State can?t be dispensed. In order to comply the specific characteristics of the procedural discussion about the public policy, it is urgent to design a judicial protection model of the public interest, type of litigation tactics that has different structure compared to the traditional process. It is necessary, therefore, that means are provided to render viable the garnering of technical, social, budgetary and financial data, that are necessary to form the conviction of the judge in the cognitive stage, as well as to enable the construction, along the parts and with the collaboration of civil society, of the solution to the public law litigation and the way in which the decision should be complied by the government. In this sense, it is proposed that the actions aimed at implementing public policies are performed, preferably, through negotiated schedules of voluntary compliance. It is required that the process results, in any case, in the effectiveness in the judicial implementation of those providences, prioritizing consensual ways to achieving its satisfaction by the public administration, without neglecting the forced use of the executive means whose adoption will come to be recommended. To this end, the subrogatory actions, coercive and punitive, aimed at ensuring the authority of the judicial measures, should be implemented in a different approach and should be appropriate to the specific characteristics of public law litigation and to procedural prerogatives of the exchequer, including reaching, when appropriate and necessary, the public agent responsible for the execution of public policy. The principle of proportionality plays a prominent role in the selection of adequate and sufficient executives means for concrete hypothesis. In complex cases of disputes marked by structural failure, in which the situation of fundamental rights violation is rooted in the functioning of the service or state agency, the judge must make use of appropriate methodology, and should national law seek subsidies in consolidated experience in other legal orders. The establishment of a specific procedure to actions focused on judicial control of public policies can contribute greatly to giving to the matter a adequate and effective protection. Already the specific objectives were: a) characterize the "Instances of governance" of tourism in the Serid? region; b) raise the profile of the different actors in the public arenas discussing tourism; c) investigate the mechanisms of stakeholder participation in decision-making processes and their roles in the productive chain of tourism; d) identify the main actions already effective on the pole related to the regional development process. The methodological procedures used were literature and documentary, with exploratory / descriptive. The research adopts a qualitative approach using as data collection instruments semi-structured interviews. To address the data has adopted the content analysis technique, furthermore, it was made a photographic record in order to get images that can contribute to the research. It was concluded that the establishment of the governance body in tourism, It is making possible new discussions of management and tourism planning in the Potiguar Serid? region. It was also observed that there are difficulties that compromise the growth of tourism in the region, and that the actions taken by the governance body of the Polo Serid? are still off, a factor that interferes with the socio-spatial dynamics and own tourism development in the region.

The methodology of the work was based on the analysis of the main actions and policies of tourism and culture that occurred in the historic center in order to understand whether or not there is an intersection between public policies and reflect on the deliberate actions of the various actors present in the historical region of the city. Interviews were conducted with representatives of local government, private sector, civil society and tourists through unstructured interviews. This is a cross-sectional, descriptive and exploratory study, where the content analysis technique was selected for the treatment of the data. It was noticed that preservation actions, although contemplating in their objectives the promotion of tourist activity in historical centers, can not transpose the inventory and diagnostic phase or are restricted to the implementation of projects in isolation and without continuity, partaking in stages considered preliminary in the evaluation of public policies. It was also observed that there is no tourism management of cultural heritage and there is no specific action of tourist promotion of the cultural corridor of Natal as it is carried out with the segment of sun and beach. The area is already endowed with sufficient projects for its historical, tourist and cultural valorization, however, the conflict of interest between the preservation agencies and other secretariats, the bureaucracy and the lack of knowledge of the specific legislation by the formulators of actions in the region historic are still the main obstacles to the tourist function in the historical center of Natal.

Nesta pesquisa, investigou-se as contribui??es proporcionadas pelo cumprimento de medida socioeducativa em meio aberto ao egresso em Natal. Para tanto, a constru??o dos dados foi realizada em duas etapas: pesquisa documental e entrevista com os adolescentes. A primeira visou caracterizar o cumprimento de medida socioeducativa em meio aberto no munic?pio para compreender o contexto no qual os adolescentes estiveram inseridos. As entrevistas buscaram investigar mudan?as e perman?ncias na vida dos egressos proporcionadas pelo cumprimento de medida socioeducativa. Na an?lise dos resultados, foram feitas articula??es entre os dados obtidos nas duas etapas. Identificou-se que a experi?ncia socioeducativa, no munic?pio, tem sido reduzida ? responsabiliza??o. A dura??o processual vem sendo bem maior que a esperada, gerando um quantitativo de adolescentes remanescentes vinculados ao servi?o. H? indicativos de que diferentes manifesta??es de viol?ncia permanecem atravessando a vida dos adolescentes no p?s-medida. Nesse cen?rio, os entrevistados relatam n?o associar o atendimento socioeducativo ? garantia de direitos nem a mudan?as positivas em suas vidas e, no geral, sentem-se injusti?ados. Esses dados est?o associados ao funcionamento prec?rio tanto do atendimento socioeducativo, como de outros servi?os do Sistma de Garantia de Direitos da crian?a e do adolescente. / Adolescents who have participated of socio-educational measures, not only deal with the same pre-existing challenges while in this program, but sometimes they suffer to the stigma and the prejudice related with having committed an infraction. Nevertheless, does not exist, nationally, a systematic care for the former participant. In this research, it was investigated the contributions provided by the fulfillment of a socio-educative measure without freedom restraint in the city of Natal. To do so, the data collection was separated in two stages: documentary research and interviews with adolescents. The first one aimed to characterize the fulfillment of socio-educational measures in a service without freedom restraint in Natal, to understand the context in which the adolescents were inserted. The interviews sought to investigate changes and permanence in the lives of these adolescents provided by the fulfillment of socio-educational measures. In the analysis of the results, joints have been made between the data obtained in these two steps. It was identified that socio-educational experience in the municipality has been reduced to accountability. The procedural duration has been much higher than expected, generating a number of remaining adolescents linked to the service. This study shows signs that different manifestations of violence continue to permeate the lives of adolescents in the post-measure. In this scenario, the adolescents do not make associations between the socio-educational service with the guarantee of their rights nor with positive changes in their lives and, in general, feel wronged. These data are associated with the precarious functioning of both the socio-educational service and other services of the Child and Adolescent Rights Guarantee System.

Foram identificadas fragilidades e potencialidades em cada um dos Sistemas e Sub-processos avaliados. Os resultados demonstraram a complexidade e o aspecto sist?mico do processo de implementa??o, considerando a interfer?ncia m?tua entre as fragilidades e potencialidades identificadas nos Sistemas e Sub-processos avaliados. / The objective of this study was to evaluate the implementation process of the National Program of Access to Technical Education and Employment (Pronatec) in a Federal Institution of Technical and Vocational Education, through Anatomy model of the General Implementation Process. The study was based on the theoretical reference of the Sequential Approach of Public Policies and on the theoretical reference of the Implementation phase, using the methodology of the process evaluation proposed by Draibe (2001) - The Anatomy of the General Implementation Process. The research is descriptive, of the case study type, carried out at the Federal Institute of Education, Science and Technology of Para?ba (IFPB) - Campus P?cu?. As data collection procedures, we used documentary research and interviews with five categories of subjects involved in the implementation process: Managers, Technicians, Teachers, Partners and Beneficiaries. The data analysis approach was qualitative, performed through document analysis and content analysis (BARDIN, 2011). The process of implementation of Pronatec in the Campus Picu? was determined by the Rectory of the IFPB, fulfilling the orientation of the Ministry of Education (MEC) to the units of the Federal Network of Professional and Technological Education. Fragilities and potentialities were identified in each of the evaluated Systems and Sub-processes. It was identified as fragilities in Pronatec's implementation: that disclosure and information processes reached limited and insufficient publics, that there were delays in the transfer of financial resources, the lack of training strategies for implementing agents and internal evaluation processes. The potentialities identified: local managers' perception of autonomy and decentralization in decision-making processes, the volume of budget resources to implement the program, the implementation of selective processes for implementing agents, the capacities and commitment of managers, technicians and Teachers. The results demonstrated the complexity and the systemic aspect of the implementation process, considering the mutual interference between fragilities and potentialities identified in the Systems and Sub-processes evaluated.
