A qualitative research was taken under the use of several pieces of information and collected out of several sources, such as: managing, docent and administrative staff interviews; present school legislation, political pedagogical project, scholar regiment as well as the 2013 action plans documental analyses; and the literature review focused in books and articles which treats of evaluation, State Evaluator and the public educational politics in order to promote the dialogue between school theory and reality. The institutional evaluation has been the theme debated through several studies. However, with its major focus on the evaluation systems and High Education aiming to raise competition having implying the reaching of educational quality as justification under liberal view. Notwithstanding, over the controlling function of the educational results and competition trigger amongst the educational institutions to the accruement of the received resources, it is believed that this institutional evaluation, however the system, can assist in the educational services improvement offered to the local public, when endeavoured to the purpose of supporting human development. Having the obtained data, the self-evaluation process implemented at the concerned school, the conceptions which permeate the school environment as well as the community joining given in this object lesson, was described and analysed as dialoguing with the political pedagogical project and comprehending the constitution in a democratic management / Neste trabalho, investigamos a implementa??o da autoavalia??o institucional na Escola Municipal Estudante Emmanuel Bezerra, situada na zona oeste de Natal, Rio Grande do Norte, analisando a participa??o dos sujeitos escolares. Realizamos uma pesquisa de cunho qualitativo, utilizando informa??es colhidas de diversas fontes, a saber: entrevistas com a equipe gestora, docente e administrativa; an?lise documental da legisla??o vigente, do projeto pol?tico-pedag?gico, do regimento escolar e do plano de a??es para 2013; e revis?o da literatura, focada em artigos e livros que versam sobre avalia??o, a constitui??o do Estado Avaliador e as pol?ticas p?blicas de educa??o, com vistas a promover o di?logo entre a teoria e a realidade da escola. A avali??o institucional tem sido tema debatido por diversos estudos, por?m com seu foco maior na avalia??o de sistemas e na Educa??o Superior, visando promover competi??o tendo como a justificativa subjacente alcan?ar a qualidade educacional, sob uma vis?o liberal. The goal is to understand the relationship among concepts that mothers have and their practices as advisors. The historical-philosophical approach taken along the research permitted working with real people and not those derived or idealized ones. It searched an approximation of the mode of being and living of the councilor mothers in their homes, and the concepts and practices in the School Council. It was inspired by ethnographic researches to describe data, habits, cultural practices, meanings and values of people involved. As sources of research, we used: interviews with mothers and school staff; documentary and photographic collection of CMEI Amor de M?e; local and national legislation; notebooks of the National Program for the Strengthening of School Council (2004); data bank of dissertations and theses of the Post-Graduate Program in Education of the UFRN dealing with democratic management and the relationship school and family. The study indicates the existence of a narrative of the school community that shows mothers as "missing" or "passive" and a practice that point out to how people participate actively in the school routine. This contradiction reveals the existence of a historically constructed school mindset that is rooted in a model of family and school that differs from the reality found in CMEI Amor de M?e and how families served by CMEI Amor de M?e organize themselves. It is recommended that the school community and families reorganize the conceptions that guide their practices in educating and caring for children with whom they live and work to make progress together in managing this process / Essa pesquisa tem como objeto de estudo a participa??o das m?es no Conselho Escolar do Centro Municipal de Educa??o Infantil Amor de M?e. Objetiva compreender a rela??o entre as concep??es que as m?es possuem e suas pr?ticas de participa??o como conselheiras. A abordagem hist?rico-filos?fica, assumida no curso da pesquisa possibilitou trabalhar com pessoas reais e n?o derivadas ou idealizadas. Buscou uma aproxima??o do modo de ser e de viver das m?es conselheiras em suas casas e, das concep??es e pr?ticas no Conselho Escolar. Inspirou-se nas pesquisas etnogr?ficas, para descrever dados, h?bitos, pr?ticas culturais, significados e valores das pessoas envolvidas. Como fontes da pesquisa, recorreu-se a: entrevistas com m?es e funcion?rios; acervo documental e fotogr?fico do CMEI Amor de M?e; legisla??o local e nacional; cadernos do Programa Nacional de Fortalecimento dos Conselhos Escolares (2004); banco de disserta??es e teses do Programa de P?s-Gradua??o em Educa??o da UFRN que tratam da gest?o democr?tica e da rela??o escola e fam?lia. O estudo realizado indica a exist?ncia de uma narrativa da comunidade escolar que evidencia as m?es como ausentes ou passivas e uma pr?tica que as aponta como pessoas que participam efetivamente do cotidiano escolar. The from this view, the Tourism Regionalization Macro Program (TRP), considered a significant program to Ministry of Tourism, arose as an answer to this new reality, having as strategy a joint working of structuring and promotion turned at decentralization of actions, valuing the residents participation in the search of the permanent dialogue between peers and revaluation of places and territories, based in the regionalization process. Based on this bias, this study aims to examine the role of the Tourism State Council of Rio Grande do Norte, with regard to the tourism planning, trying to understand it and solve it as governance Instance, through the Tourism Regionalization Program interventions, given the participation context of its actors and agents. For purposes of this study is delimited as time frame the year 2007 at 2014, understanding that it was this time, there was greater council members accession, as well as different types of sectors representation of civil society, as a result of a tourism public policy based on principles of innovation and participation. In relation to the research problem, this study is conceptualized as a qualitative and the chosen method is the materialist dialectic. Still on the methodological options, utilize the Content Analysis. The results show that the institutionalization of governance instance as the Conetur does not contributes, ideally, in the planning and management process of participatory and integrated tourist activity, facing a fair direction of your space production. The research indicates that there are debates, discussions and guidelines (still in a timely and targeted form), but not reverberates practical effects, by act in a conjuncture that Is strategically designed for political and economic power game, setting the hegemonic actors performance, which uses this arena to instill personal desires and wishes, that are decided in absentia to the council.

Fatores influenciadores da participa??o p?blica na tomada de decis?o ambiental :o caso do programa de combate ao caramujo gigante (Achatina fulica) em Parnamirim/RN

No. of bitstreams: 1 ClaudiusMS.pdf: 403260 bytes, checksum: 89c30da821659b658d26d82277c66ea7 (MD5) Previous issue date: 2006-05-19 / The aim of this work is to investigate the factors which influence people s participation in the enviromental decision, in Parnamirim, Rio Grande do Norte, from the vision of the residents of that area, approaching the Plan of Control/Eradication of the African s Huge Snail (Achatina Fulica),with the jointly work of IBAMA and Municipal Town Hall of Parnamirim .The applied methodology consists of a research (Survey kind) including 395 interviews by people who live in that county, with minimum age of 18, within an universe of 124.690 residents. The choice of the county was due to a detection (made by IBAMA technicians and reported in a Technical Report) -which showed that the dangerous Snail is already spreading in 14 of 17 districts of the county-, as well as the support given by Parnamirim s Town Hall, with the implementation of the Plan Control/Eradication of the African s Huge Snail, widely known as Day C . The research tools used in that research consists of questionnaires with all sorts of questions. The results show us that most of the residents were feeling threatened by the presence of the animal as well as having had a little participation in the fight against the animal. It also shows us that residents believe that organizations (Town Hall, IBAMA and Local Community) involved are able to solve the problem and believe that the amounts which organization are supposed to take 89,4 %, 87,6% and 80,8%, in that order. As we check the results, we notice in 95%, the variety of threaten and frequency reunion and participation level / O objetivo deste trabalho foi investigar os fatores influenciadores da participa??o da popula??o na tomada de decis?o ambiental, no munic?pio de Parnamirim, no Rio Grande do Norte, a partir da vis?o dos seus moradores, tendo como enfoque o Programa de Controle/Erradica??o do Caramujo Gigante Africano (Achatina fulica), implantado de forma conjunta IBAMA x Prefeitura Municipal. A metodologia aplicada constou de uma pesquisa amostral, tipo Survey, com 395 entrevistas de pessoas do munic?pio, com idade m?nima de 18 anos, de um universo de 124.690 habitantes. A escolha do munic?pio deveu-se a detec??o, feita por t?cnicos do IBAMA, atrav?s de um Relat?rio T?cnico, mostrando que o caramujo j? se encontrava disseminado em 14 dos 17 bairros existentes no munic?pio e, tamb?m, pelo apoio dado pela Prefeitura Municipal de Parnamirim, com a instala??o do Programa de controle/erradica??o do caramujo, mais comumente conhecido como o dia C . Para tanto, considera como determinante os aspectos econ?micos e pol?ticos da forma??o social brasileira, destacando a inser??o do pa?s no sistema capitalista e o avan?o do capital no campo. Em adi??o, destaca os rebatimentos do ajuste fiscal e da contrarreforma do Estado sobre a pol?tica fundi?ria que vem priorizando a reforma agr?ria de mercado em detrimento da desapropria??o de terras e do combate ao latif?ndio. A reestrutura??o do capital tem provocado a precariza??o da vida da classe trabalhadora, acentuando a situa??o de empobrecimento das pessoas do campo evidenciada pelo aumento da concentra??o fundi?ria e, consequentemente, do conflito de terras. O Programa Nacional de Cr?dito Fundi?rio enfatiza a participa??o e a autonomia para a escolha da terra sem conflitos, como benef?cios. Para maior aproxima??o a essa realidade, a pesquisa em campo ocorreu com visita ?s ?reas adquiridas pelo Programa no munic?pio de Touros. Nesta ocasi?o, foi utilizado como t?cnica de coleta de dados um question?rio com perguntas abertas e fechadas, respondidas coletivamente pelas fam?lias associadas para a compra da terra. Posteriormente, foram realizadas entrevistas semiestruturadas com dirigentes sindicais do munic?pio de Touros. O resultado da pesquisa evidenciou o esvaziamento pol?tico quanto ? concep??o de participa??o e autonomia adotadas pelo Programa e passividade em rela??o ? concentra??o fundi?ria por parte do movimento sindical. / This project analyzes the determinants of the participation of rural workers in the National Land Credit Program without the municipality of Bulls / RN, from 2003 to 2014. Therefore, it considers as determinant the economic and political aspects of the Brazilian social formation, highlighting the insertion of the country in the capitalist system and the advance of the capital in the field. In addition, it emphasizes the refutations of the fiscal adjustment and the counterreform of the State on the land policy that has prioritized the agrarian reform of the market to the detriment of the expropriation of lands and the fight against the latifundio. Capital restructuring provoked the precariousness of working-class life, accentuating the impoverishment of rural people, evidenced by the increased concentration of land and, consequently, by land conflict. The National Land Credit Program emphasizes participation and autonomy for the choice of land without conflicts, as benefits. To get closer to this reality, the field research took place with a visit to the areas acquired by the Program in the municipality of Touros. On this occasion, a questionnaire with open and closed questions, collectively answered by the families associated with the purchase of land, was used as data collection technique. Subsequently, semi-structured interviews were conducted with union leaders from the municipality of Touros. The result of the research evidenced the political emptying of the conception of participation and autonomy adopted by the Program and lack of criticality in relation to the landed concentration by the trade union movement.

Oriundos da Agricultura Familiar, os representantes centrais conseguem exercer o poder simb?lico (Bourdieu, 1989) nesse campo de debates e interesses, compartilham em suas trajet?rias pontos comuns como o tr?nsito entre movimentos sociais e organiza??es de assist?ncia t?cnica, processos que se reproduzem em um contexto de neglig?ncia das gest?es municipais e Estadual com esse debate, fator que condicionaria a reprodu??o de um ambiente de baixa participa??o social em torno da promo??o do desenvolvimento rural, logo das perspectivas trazidas pela abordagem territorial. / The rural development policy in Brazil has the territorial approach as a strategy and established a few years ago the creation of spaces for diverse social participation, called Council or territorial forums. These spaces should be attended by representatives of various segments of society that make up the political dynamics of the territories: civil society organizations (NGOs, trade unions, associations, unions, social movements, etc.) and public managers (municipal and state secretaries, local authorities and agencies federal as MDA). This work aims to analyze the relations between political representatives considered central in the debate and enforcement actions with territorial focus in Mato Grande / RN. Focus on the influence of their actions in the field conformed discussions from the institutionalized space of participation, the Territorial Council, established under the guidance of this strategy in 2005 as the body of management and social control of state actions. We also seek to understand from the trajectories of these representatives and mobilizing the concept of fields (Bourdieu, 1989.2002) as streamline, influence the internal organization, agendas and decision making in representation spaces (Council and Director Center). Building on participants made observations, as well as in semi-structured interviews with agents considered central, can be glimpsed elements that bring these trajectories. Originating Family Agriculture, the central representatives can exercise the symbolic power (Bourdieu, 1989) in the field of debates and interests and have common points in their trajectories as transit through social and service organizations movements. Processes that reproduce in a context of neglect of municipal administrations and state with this debate, a factor that would condition the reproduction of a low social participation environment surrounding the promotion of rural development, then the perspectives brought by the territorial approach.

From the restructuring of the National Ministry of Culture (MINC) in 2003 there were several changes in the formulation of cultural policies. Thus, various participatory bodies were created as Councils, Boards, Commissions and Conferences to formulate cultural policies. Thus, this project aims to analyze the process of social participation in the Municipal Councils of Baixada Fluminense of Culture. For this, the 13 municipalities of the Baixada Fluminense will be studied: Belford Roxo, Duque de Caxias, Guapimirim, Itagua?, Japeri, Mage, Mesquita, Nil?polis, Nova Igua?u, Paracambi, Queimados, S?o Jo?o de Meriti and Serop?dica. According Bordenave (1983), Social Participation must be earned through organizing groups claiming the political, economic and social these groups. Thus, the municipal councils of cultural policies are one of the elements set out in the National Culture System (CNS) to expand social participation in cultural policy decisions. This research, in order to achieve the proposed goals, used the qualitative perspective, according to Minayo (2012). This approach seeks to understand the meanings and values of social reality that can not be quantified. Therefore, it was used as data collection mechanisms documentary research, observation and semi-structured interviews. Data analysis was done through content analysis, which aims to categorize the interviews and data according to phrases, words and contents (ROESCH, 1996). From the data analysis it was concluded that the social participation process in municipal culture councils of the Baixada Fluminense happens to a limited extent due to the nature of public policy that determines the structure of these, and other factors that influence the dynamics of social participation as the management characteristics and also the influence of power relations of those involved. / Na ?rea da Cultura, nos ?ltimos anos, houve uma amplia??o dos espa?os de Participa??o. A partir da reestrutura??o do Minist?rio Nacional da Cultura (MINC) em 2003 ocorreram diversas mudan?as na formula??o das Pol?ticas Culturais. Dessa forma, v?rias inst?ncias participativas foram criadas como os Conselhos, F?runs, Comiss?es e Confer?ncias para formular as pol?ticas culturais. Sendo assim, este projeto tem como objetivo analisar o processo de Participa??o Social nos Conselhos Municipais de Cultura da Baixada Fluminense. Esta abordagem busca compreender os significados e valores da realidade social que n?o podem ser quantificados. Sendo assim, foi utilizado como mecanismos de coleta de dados a pesquisa documental, observa??o e entrevistas semiestruturadas. A an?lise de dados foi feita por meio de an?lise de conte?do, que visa categorizar as entrevistas e dados de acordo com frases, palavras e conte?dos (ROESCH, 1996). Among these dozens of formats, this work focuses on the Identity Territories (ITs) adopted in 2007 by the Government of Bahia as planning units. Specifically, it aims to understand the role of Regional Sustainable Rural Development Council of the Bacia do Jacu?pe Identity Territory (CODES Bacia do Jacu?pe) in creating spaces and tools that enable citizen participation in the process of public policies to promote Territorial Development sustainable for this portion of the semi-arid of Bahia. Therefore, discusses the concepts wrapped in issues of Public Policy, Development, Social Participation and Territory. It describes the role of social organizations in the historical process of a decade (2005-2015) CODES Bacia do Jacu?pe and what level of autonomy of this body with the state. For the methodological aspect, we used the bibliographical and documentary research, as well as semi-structured interviews to enter the research object space, in order to reveal the panorama of social situations, geographical, political, economic and historical municipalities that make up the IT Bacia do Jacu?pe. The study revealed that, despite being an improvement in the context of public policy, the adoption of Identity Territories denotes a weakness in relation to deliberative action CODES Bacia do Jacu?pe, in view of the remnants of an archaic and undemocratic political system, reaffirmed in the consolidation of the State, based on the maintenance of spatial domain, in the interests of a new elite. / A busca pelo controle do territ?rio nacional impulsionou ao longo do tempo os governos brasileiros a adotarem variadas formas de divis?o, sejam elas de cunho pol?tico, geogr?fico, econ?mico, social e/ou administrativo. Dentre estas dezenas de formatos, o presente trabalho debru?a-se sobre os Territ?rios de Identidade (TIs) adotados em 2007 pelo Governo da Bahia como unidades de planejamento. This Program was created after the demand presented by the national entities of popular movements in Brazil and it differentiates from the others for having as a focus the cooperative and association work, with the intention of fortifying the "self help" practice and the popular organization. To realize a critical analysis of the Program, this dissertation begins with a historical reconstitution of the ways of housing provision, with emphasis in the self help building and popular participation. The capitalist development, through the housing production, is presented as a way to understand the relations between the agents involved in the current forms of provision. The analysis of the social agents gives clues to explain its current interlocutions. Some notes about the current scene present a compose the changes presented in the civil society and in the State toward the recent public politics for social housing and the popular participation. In the end a panorama of some Brazilian regions is presented, with different ways of utilization of the Program. A study of a more specific case was made in Embu das Artes city, SP, for having, until then, appropriated the Program on a more complete way. The field research had as intention to illustrate the arguments presented throughout the work, basing the critiques made to the Program. Critiques that in the end had been organized in three great axles: provision, interlocution between the present social agents and participation, always aiming at answering the question: changes in the scene?. / Esta disserta??o trata do recente Programa do governo federal para Habita??o Popular, o Cr?dito Solid?rio. Esse Programa foi criado ap?s demanda apresentada pelas entidades nacionais de movimentos populares e se diferencia dos demais por ser voltado ao cooperativismo e associativismo, com o intuito de fortalecer as pr?ticas de gest?o e da organiza??o popular. Para proceder a uma an?lise cr?tica do Programa, este trabalho parte de uma reconstitui??o hist?rica das formas de provis?o habitacional, com ?nfase na autoconstru??o e participa??o popular. O desenvolvimento capitalista, por meio da produ??o habitacional, ? apresentado como forma de compreens?o das rela??es entre os agentes envolvidos nas atuais formas de provis?o. The study of this theme, was developed along two lines. First, a theoretical-conceptual survey was carried out on subjects related to intervention projects in historic central areas, seeking to understand not only the intervention projects nature, but also the circumstances that warranted them. The first part treats aspects of the processes of decay and increase in value of city historic centers, which are similar in many localities, primarily through their economic potential from tourist activity. Not foreseen aspects associated with the increase in value, such as the process of gentrification impact in these areas and the effects concerning the population, the local culture and the immaterial patrimony, are also analyzed. Aspects of the social function and the ways to manage of the historic areas are discussed. The second line of investigation treats the Historic Center of Salvador specifically, considering the historical data of the founding and development of the area, the process of decay and the later increase in value when this part of Salvador was recognized by UNESCO as a World Heritage site. The accomplishment of this study focalize its objectives, and the actions carried out during the different phases of the Salvador Historical Center Recovery Project intervention. The debate about the results of this intervention in the initial phase of the Recovery Projetc implementation as a subsidy for research of key issues and relevant aspects that emerged later in the series of changes in the areas is also included. Considerations include regarding the future of interventions of this nature, based on the study of the Historic Center of Salvador the research of seeks viable alternatives for comprehensive and effective intervention plan in historic centers that require a positive and overcome the contradictions and difficulties inherent in these processes. / A disserta??o aborda aspectos relacionados a projetos de reabilita??o urbana em ?reas centrais hist?ricas tendo como estudo de caso as interven??es iniciadas em 1991 no Centro Hist?rico de Salvador. O estudo deste tema, desenvolvido em duas vertentes, apoiou-se inicialmente no levantamento te?rico-conceitual a respeito dos temas relacionados aos projetos de interven??o em ?reas centrais hist?ricas, buscando-se entender n?o apenas a natureza dos projetos de interven??o, mas tamb?m os caminhos que os justificam. Dessa forma, s?o apresentados, em um primeiro momento, aspectos relacionados ao processo de decad?ncia e posterior valoriza??o dos centros hist?ricos das cidades, similares em muitas localidades, sobretudo como potencial econ?mico atrav?s da atividade tur?stica.
