The Role of Public Policies for Energy Technology Development : Their Innovation Effects and Interaction

The overall purpose of this thesis is to analyze the role of public policies for technological development (i.e., innovation) in the renewable energy sector. The thesis consists of an introductory part and three self-contained papers. Paper I investigates the innovation effects of renewable energy support policies and their interaction in the empirical context of solar photovoltaic (PV) technology. This is achieved by using data on solar PV patent counts and policies targeting solar PV development across 13 countries over the time period 1978-2008. These policies include public R&D support to solar PV as well as two different types of production support schemes: feed-in tariffs (FIT) and renewable energy certificates (REC). The data are applied to a negative binomial model and the results indicate that: (a) both FIT and REC schemes stimulate solar PV patenting activity although the impact of the former is of a larger magnitude; (b) public R&D has been more influential than the production support schemes in inducing solar PV innovation; and (c) policy interaction exists in that the innovation effect of public R&D support is greater at the margin if it is accompanied by the use of FIT schemes for solar PV. Paper II analyzes the role of pilot and demonstration plants (PDPs) in technological development. As surprisingly little explicit attention has been devoted to this issue in prior research, the existing literature is synthesized and categorized, and an agenda is proposed for future work. Scholarly work on PDPs can be found across several research fields and the discussion in the paper is organized around three research streams: engineering and natural science research, technology and innovation management, and innovation systems. Based on searches in key bibliographic databases more than 200 publications were identified and reviewed. According to the literature synthesis, the plants bridge basic knowledge generation and technological breakthroughs on the one hand (promoted by public R&D support), and exploitation of new technology for commercial use on the other (promoted by production support schemes). Still, more research on the subject is needed. For instance, the role of PDPs for inducing innovation needs to be assessed in a rigorous empirical setting as this issue has only been researched in conceptual studies or retrospective case studies based entirely on qualitative or descriptive approaches. Paper III provides an econometric analysis of the innovation impacts of publicly funded PDP activities in the case of advanced biofuel technology. This is achieved by using data on biofuel patent counts and PDPs across eight European countries over the time period 1980-2011. It is acknowledged that PDPs have two main objectives: testing and optimization of technology (experimental PDPs), and diffusion and commercialization of technology (exemplary PDPs). The data are applied to a negative binomial model and indicate that: (a) PDP activities are overall positively correlated with biofuel patents; (b) experimental PDPs are more innovation-promoting than exemplary PDPs; and (c) experimental PDP activities encourage innovation also indirectly through knowledge spillovers. The overall conclusion is that environmental policy encourages renewable energy innovation. Public R&D support as well as production support schemes are important for inducing innovation, and there are interactions between these policy types which must be acknowledged when designing public support. As public R&D support is more innovation-promoting when accompanied by the use of certain production support schemes, these policies should be employed simultaneously. Moreover, publicly funded PDP activities foster innovation and thus, their role must also be acknowledged when designing public policy.

An Exploratory Study of Behavioral and Demographic Characteristics of Academic Patentees

The share of patents held by the universities reflects the strength of technological research of any nation. Despite legislative encouragement provided in most countries for universities to patent their research, academic patents form only a small volume of patents filed in any country. Universities do not seem to patent most of their research. This situation is exacerbated in the case of India, where only 0.7% of the patents during the period 2003 – 05 were owned by the universities. This concern led to the current study of probing the patenting behaviour of faculty. From extant literature, we found that most of the research in academic patenting was either at university level or national level and the conclusions were based on econometric analyses of secondary data. A major limitation of those studies was that, they assume individual characteristics as constant. The contribution of this study is to relax the above mentioned assumption and focus on studying the impact of individual characteristics of faculty on their patenting behavior. The thesis has three main objectives, namely a. To develop a model of academic patenting behavior with academic inventors as the focus. b. To deduce individual characteristics that distinguishes an academic patentee from an academic non patentee. c. To provide insightful suggestions to administrators at universities for intellectual property management policies and practices, along with talent management practices to enable patenting behavior. We modeled patenting behavior at the individual level as being influenced by demographic variables such as designation, prior industrial experience and behavioral variables, namely, attitudes towards patenting, situational awareness of support for patenting, personality traits like resilience and creative personality traits and motives like monetary, fame and prosocial motives. Initially, eight academic patentees were interviewed to arrive at individual characteristics requiring study. We combined the behavioral characteristics derived from the content analysis of the initial study with our insights from the gaps in the existing literature and designed a questionnaire. The questionnaire aimed at measuring seven behavioral variables along with collecting information on demographic details. The seven behavioral variables included in our study are creative personality traits, resilience, attitudes towards patenting, situational awareness of support for patenting, monetary motives, fame motives and prosocial motives. The main study was conducted using survey research design. We contacted 1200 faculty from Indian Institute of Science, Indian Institute of Technology Delhi, Indian Institute of Technology Bombay, Indian Institute of Technology Kanpur, Indian Institute of Technology Madras and Indian Institute of Technology Kharagpur initially through e-mail and later in person. We used data provided by a sample of 249 faculty members for the analyses. In the sample, 115 are academic-patentees and 134 are academic-non-patentees. We attempted to determine individual characteristics that distinguish an academic-patentee from an academic-non-patentee. The results from our study indicated that in academic patentees there was a statistically significant correlation between prosocial motive and situational awareness of support patenting. While in the case of academic non patentees, there was a significant correlation between fame motive and monetary motive. Using t-test, we were able to conclude that academic patentees differed significantly (p < 0.01) from academic non patentees in their attitude towards patenting and in their situational awareness of support for patenting. We found that both the academic patentees and academic non patentees were high in resilience and did not differ from each other significantly. When we looked into differences in motives we found that academic patentees differed significantly (p < 0.01) in their prosocial and monetary motives. Both the groups were high on fame motives and did not differ significantly from each other. Based on results of chi-square tests of the 28 creative personality traits, we could conclude that academic patentees differed significantly from academic non patentees (p < 0.01) in describing themselves as unconventional and inventive. We found that our model of patenting behavior that included demographic variables like age and prior industrial experience along with behavioral variables like attitudes towards patenting, situational awareness of support for patenting and being unconventional explained maximum variance (Nagelkerke R2 = 0.48). We were able to classify 78% of the sample correctly into academic patentees and academic non patentees. The Wald criterion demonstrated that all the predictors made significant contribution to prediction. We were able to establish the importance of predictors in determining patenting behavior. We found designation as the most important predictor among those included in our study. Other things being equal, the odds of a Professor or an Associate Professor being a patentee was 5.6 times more than those of an Assistant Professor. We found the creative personality trait “unconventional” as the second most important predictor. The odds of faculty who describe themselves as “unconventional”, being a patentee was 4.5 times more than those who do not describe themselves as unconventional. The third important predictor was prior industrial experience (odds ratio: 1.9), the fourth and the fifth being situational awareness of support for patenting (odds ratio: 1.3) and attitudes towards patenting (odds ratio: 1.2), respectively. Thus to conclude, we found that both demographic and behavioral factors influence the patenting behavior. Our revised model of academic patenting indicates that two types of advantages have positive influence on academic patenting behavior at the individual level. We named them as experience advantage and psychological advantage. Experience advantage is gained as a result of increased academic experience and increased industrial experience. The psychological advantage results when an academic inventor, as an individual is “unconventional”, has positive attitude towards patenting and is aware about support available for patenting to a large extent. Based on our research, we suggest intellectual property management practices and talent management practices that are likely to increase the patenting behavior of academic inventors. Attitude towards patenting can be improved by making patenting experience more positive and by providing more assistance for patenting through the Intellectual Property Cell / Technology Transfer Office. Increasing awareness of support for patenting can be promoted by making available information on government funding agencies and industrial partners who would support in patent filing and in commercializing patents. Such information not only prevents the pile up of unutilized academic patents but also encourages the faculty to continue to engage in patenting behavior. Academic patenting behavior can also be facilitated through promoting organizational culture that encourages their members to be “unconventional”. The limitations of the study and suggested future research are also described in the thesis.

1 ABSTRACT SPECIFIC OF PATENT LAW IN PHARMACEUTICAL INDUSTRY This thesis scopes on particularities of patent law with regard to pharmaceuticals. It describes the basics of patent law while focusing mainly on international treaties, in particular on systems established by EPC and TRIPS. The patent system in USA and in the Czech Republic is also noted. This thesis is divided into seven chapters. In the first chapter named sources of law international institutions, treaties and situation in European union, USA and Czech Republic are described here. This chapter also deals with basic legal instruments such as patent, corporate invention or utility model. The next chapter is focused on individual conditions that need to be met in order to grant a certain patent - the most basic are novelty, inventive step and industrial applicability. The following chapter deals with problems associated with costly development of new drugs and the need of companies to get the longest possible protection for their inventions. A special chapter addresses exceptions to the stiff patent regulation. Described in the next chapter is the compulsory license, a legal instrument not very particular in the Czech Republic but relevant in some developing countries used in order to secure better availability of drugs to society. Innovation strategies and performance distribution of ICT-industry’s companies

In ICT industry, firms’ financial prosperity and growth are highly depended on innovation. The innovation provides competitive advantage and high performance for the ICT companies. The purpose of the paper is to study effect that the companies’ internal resources, experience on the market, investments in innovation and business environment have on their performance. The sample includes 22 ICT companies from North America, EU and Asia region. The examined data cover period from 2011 to 2015. The companies’ annual reports and USPTO were used as the sources of the data. The mixed research method is chosen to reach the study’s objectives. The study is analysed with help of DEA and Balanced scorecard performance measurement methods. Organizational learning theory and Resource based theory are applied to answer the research questions in the study. The outputs of performance are categories such as assets and competencies, innovative activities, suppliers and customer relations, and employees and management. These categories are presented by a variety of indicators such as assets turnover, labour productivity ratio, debt ratio, SG&amp;A costs ratio and number of published patents. The factors such as companies’ size, age, investments in R&amp;D and business environment have significant impact on the performance of innovative activities. The results suggest that the large established ICT companies are less efficient in studied categories than the smaller and younger ICT firms. Moreover, the younger smaller companies show higher efficiency even in terms of such outcomes as R&amp;D intensity and number of published patents. The results are consistent with the findings attained in previous studies from the same scientific field.

La thèse vise à étudier l’impact des réseaux interpersonnels sur la capacité à innover (innovativeness) des inventeurs. Les contributions académiques soulignent qu’il existe une forte relation entre les réseaux interpersonnels et la coopération interindividuelle. Le comportement coopératif apparaît comme le meilleur moyen de mener à bien un projet innovant, un projet complexe. Nous énonçons donc l’hypothèse selon laquelle les collaborations répétées au sein d’un réseau d’inventeurs ont une influence sur leur innovativeness. Nous avons choisi d’étudier plus particulièrement la capacité à innover des inventeurs fortement productifs en mobilisant des données sur les co-inventeurs de brevets. Une étude empirique portant sur 1157 inventeurs prolifiques français qui ont obtenu 30477 brevets sur la période 1975-2002 a donc été menée. Les résultats de la régression logistique corroborent notre hypothèse et montrent un impact significatif des collaborations répétées sur la capacité à innover des inventeurs prolifiques. / This thesis aims at studying the impact of interpersonal networks on the innovativeness of inventors. The academic literature underlined the strong relation between interpersonal networks and interpersonal cooperation. The cooperative behaviour appears as the best way to success in an innovative project, a complex project. We make here the hypothesis according to which repeated collaborations in a network of inventors have an influence on their innovativeness. We chose to study more particularly the capacity to innovate of strongly productive inventors by mobilizing data on the co-inventors of patents. We run an empirical study concerning 1157 French prolific inventors who obtained 30477 patents over the period 1975-2002. The results of the logistic regression confirm our hypothesis and show a significant impact of repeated collaborations on the capacity of prolific inventors to innovate.

Le système régional d'innovation : le cas de la région Provence-Alpes-Côte d'Azur

L’objectif de cette thèse est d’établir par le biais d’outils économiques une meilleure représentativité d’un domaine de pointe spécifique à l’échelle d’un territoire, à savoir l’innovation. Ce travail de recherche s’inscrit comme un élément de réponse à une interrogation du Conseil Régional de Provence-Alpes-Côte d’Azur à propos de la détermination du « potentiel innovant » régional. Cette institution est à l’origine de ce sujet de recherche.Dans une première partie nous cherchons à comprendre et à analyser le lien entre innovation et territoire. Pour cela nous procédons dans un premier temps à l’identification des soubassements théoriques, et ce à travers une revue de littérature et une analyse interrogative autour de cette articulation innovation/territoire (chapitre 1). Une fois le caractère systémique de l’innovation mis en évidence, notre démarche nous conduit dans un second temps à développer une approche territoriale de l’innovation pour approfondir notre sujet (chapitre 2). Cette approche trouve pleinement son sens dans un troisième et dernier temps où nous appliquons à ce lien innovation/territoire le concept de « système régional d’innovation » (chapitre 3).La seconde partie de la thèse cherche à comprendre les « rouages » de l’innovation sur le territoire régional de Provence-Alpes-Côte d’Azur. Cette approche s’effectue à partir du cadre conceptuel développé précédemment et que nous considérons ici comme le plus pertinent, à savoir le système régional d’innovation. Tout d’abord nous élaborons un aperçu du territoire régional, notamment en utilisant le regard que les instances décisionnelles ont sur lui en matière d’innovation (chapitre 4). Cela nous permet de voir quel est le système régional d’innovation propre à Provence-Alpes-Côte d’Azur. De ce fait nous pouvons développer une analyse de ce système identifié, et cela à travers une lecture en trois temps du schéma de l’innovation régionale.Dans un premier temps nous identifions les éléments qui composent le cœur du système régional d’innovation (chapitre 5). Ces éléments n’ont jamais fait l’objet à notre connaissance d’un recensement complet au sein d’une typologie argumentée tel que nous le réalisons ici. Certes il s’agit là d’un travail à la fois dense et complexe qui se traduit par une très forte dimension descriptive. Toutefois ce travail nous est apparu nécessaire pour répondre à l’attente exprimée dans l’introduction quant à l’identification et l’analyse du « potentiel innovant » de la région Provence-Alpes-Côte d’Azur.Dans un second temps nous nous penchons sur les acteurs qui « gravitent » autour du cœur du système régional d’innovation et interagissent avec et à travers lui (chapitre 6). Nous cherchons à comprendre les moyens dont ils disposent pour innover. Cette analyse a recours à un certain nombre d’indicateurs et d’enquêtes. Elle se prolonge par la mise en perspective de la vision globale apparue via l’utilisation d’un indicateur composite.Après avoir identifié le cœur du système régional d’innovation et les acteurs qui lui « gravitent » autour, le troisième temps met en perspective l’innovation à travers une approche par les résultats (partie 3). Cette troisième et dernière partie complète les approches par l’identification et par les moyens que nous avons précédemment développés. Elle propose une approche synthétique du lien entre innovation et territoire par l’intermédiaire des brevets. L’intérêt de cette démarche est de proposer une approche de l’innovation à travers un output reconnu. / The objective of this thesis is to establish by the slant of economic tools a better representativeness of a specific domain to the scale of a territory : the innovation. This research appears like an element of answer to a questioning of the Council Régional of Provence-Alpes-Cote d’Azur about the determination of the" potential innovating" regional. This institution is at the origin of this research.In a first part we try to understand and to analyze the tie between innovation and territory. For it we conduct in a first time the identification of the theoretical bases and we realize an analysis interrogative around this innovation / territory joint (chapter 1). Once the systemic character of the innovation put in evidence, our gait driven us in a second time to develop a territorial approach of the innovation (chapter 2). This approach fully finds sense in a third and last time where we apply to this innovation / territory tie the concept of "regional innovation system" (chapter 3).The second part of the thesis tries to understand the elements of the innovation on the regional territory of Provence-Alpes-Cote d’Azur. This approach takes place from the developed previously conceptual setting and that we consider here like the most applicable, the regional innovation system. First of all we elaborate a preview of the regional territory (chapter 4). It allows us to see what is the regional innovation system of Provence-Alpes-Cote d’Azur. On this fact we can develop an analysis of this system identified, and it through a reading in three times of the diagram of the regional innovation (chapters 5 and 6).This third and last part completes the approaches by the identification and by the means that we developed previously. We propose a synthetic approach of the tie between innovation and territory through the intermediary of the patents (chapters 7, 8 and 9). Democratização da informação a partir do uso de repositórios digitais institucionais : da comunicação científica às informações tecnológicas de patentes

O presente estudo aborda a produção, a comunicação e o uso da informação científica e tecnológica no contexto dos repositórios digitais institucionais de universidades brasileiras, bem como a disseminação e o uso das informações contidas em documentos de patente. Verifica-se que o uso dessas informações ainda é insipiente no Brasil, mesmo nas universidades, e considera-se que um meio de promover esse tema é explorando os serviços prestados pelos repositórios na divulgação da propriedade intelectual gerada nessas instituições. Para tanto, tem-se como objetivo geral estudar a democratização do acesso à informação a partir dos repositórios digitais institucionais, considerando seus elementos aderentes e seu uso para a comunicação das informações tecnológicas de patentes. Trata-se de uma pesquisa exploratória e interpretativa, dividida em quatro etapas qualitativas: pesquisa do referencial bibliográfico; identificação dos campos de metadados sobre patentes nos repositórios; verificação da existência de depósitos de patentes no Instituto Nacional da Propriedade Industrial de titularidade das universidades pesquisadas; comparações e análises. Identificou-se que não é uma prática corrente a disponibilização das informações dos documentos de patente nos repositórios, bem como se constata uma baixa padronização em relação aos metadados utilizados ou aos valores a estes atribuídos. Propõe-se um conjunto de metadados para a descrição dos documentos de patente e promove-se uma discussão crítica a respeito dos temas abordados. / The present study deals with the production, communication and use of scientific and technological information in the context of institutional digital repositories of Brazilian universities, as well as the dissemination and use of the information contained in patent documents. It is verified that the use of this information is still insipient in Brazil, even in the universities, and it is considered that a means to promote this theme is exploring the services provided by the repositories in the divulgation of the intellectual property generated in these institutions. For this purpose, the general objective is to study the democratization of access to information from institutional digital repositories, considering their adherent elements and their use for the communication of technological patent information. This is an exploratory and interpretative research, divided in four qualitative stages: research of the bibliographic reference; identification of patent metadata fields in repositories; verification of the existence of patent deposits in the National Institute of Industrial Property owned by the researched universities; comparisons and analyzes. It was identified that it is not current practice to make patent document information available in repositories, as well as low standardization in relation to the metadata used or the values assigned to them. A set of metadata is proposed for the description of the patent documents and a critical discussion about the topics covered is promoted. / El presente estudio aborda la producción, la comunicación y el uso de la información científica y tecnológica en el contexto de los repositorios digitales institucionales de universidades brasileñas, así como la diseminación y el uso de la información contenida en documentos de patente. Se verifica que el uso de esas informaciones aún es insipiente en Brasil, incluso en las universidades, y se considera que un medio de promover ese tema es explorando los servicios prestados por los repositorios en la divulgación de la propiedad intelectual generada en esas instituciones. Para ello, se tiene como objetivo general estudiar la democratización del acceso a la información a partir de los repositorios digitales institucionales, considerando sus elementos adherentes y su uso para la comunicación de las informaciones tecnológicas de patentes. Se propone un conjunto de metadatos para la descripción de los documentos de patente y se promueve una discusión crítica sobre los temas abordados.

Une solution au problème du sous-développement est apparue dans le transfert international de technologie, qui combine à la fois assistance, formation, coopération, et parfois aide financière. Devant l'intérêt de ce processus, les Nations Unies ont entamé un processus de légifération. On se souvient encore du «Code international de Conduite pour le transfert de technologie », qui apparaissait comme une avancée majeure des pays en développement dans le progrès économique. Malgré l’échec de cette tentative, le processus est resté au cœur des échanges internationaux, la technologie s’imposant comme l’instrument de mesure du développement. C’est pourquoi les pays les moins développés s’adonnent à une véritable course à la technologie, gage de leur droit au développement. Ce qui fit évoluer les mécanismes juridiques de transferts, eux-mêmes désormais liés aux technologies transférées. On assiste donc sur l’échiquier international à une série de lois relatives au transfert de technologies et à sa propriété intellectuelle, qui témoignent non seulement de la sécurité juridique des transactions, mais aussi de la nouvelle vision des relations économiques, notamment celle de tenir compte des effets de la technologie sur l’environnement. Avec un droit de la propriété intellectuelle existant mais pas répressif, les pays de l’Afrique subsaharienne tentent particulièrement d’obtenir leur développement par le canal des investissements. Ils créent en ce sens des cadres réglementaires favorables. Partenariat international, investissement privé et public, brevets,... tous ces moyens d’accès à la technologie qui méritent d’être examinés au fond.Cette thèse est rédigée dans l'objectif de comparer et promouvoir une acquisition de technologies adaptée pour les pays en développement, mais aussi favoriser l'implantation des entreprises étrangères dans ces pays. / A solution to the underdevelopment appeared in the international transfer of technology, which combines assistance, training, cooperation, and sometimes financial assistance.Given the interest of this process, the United Nations began a making process policy. We still remember of the "International Code of Conduct for the transfer of technology ", which appeared as a major breakthrough in economic progress for developing countries. Despite the failure of this attempt, the process has remained at the heart of international trade, like technology itself is considered as the instrument of measuring development.This is why the least developed countries are engaged in a race to technology, guarantee of their right to development.There is, on an international scale, a series of laws relating to technology transfer and intellectual property, which reflect the legal security of transactions, and also the new vision of economic relations, notably to take account the effects of technology on the environment.With an existing but not repressive law of intellectual property, sub-Saharan Africa trying to get their development by investment. For that, they set up favorable laws.International partnerships, private and public investment, patents, ... all these ways of access to the technology which deserve to be examined.This thesis is written with the objective to compare and promote technology acquisition adapted for developing countries, but also promote the establishment of foreign companies in these countries.

Durante los últimos años, se evidencia que, en nuestro país, existe una clara falla en la aplicación del acceso a los recursos genéticos, sobre todo cuando se trata de fines comerciales, ello se muestra en la cantidad de contratos efectuados a la fecha con estos fines (sólo dos solicitudes de acceso a recurso genético con fines comerciales a cargo de SERFOR que están en proceso de atención a la fecha). La presente investigación busca estudiar los obstáculos que se dan en el acceso a los recursos genéticos con fines comerciales de las empresas peruanas exportadoras de productos biotecnológicos. En tal sentido, la investigación considera como objetivo principal analizar las limitantes de las empresas peruanas exportadoras de productos biotecnológicos para acceder a los recursos genéticos con fines comerciales en el período 2015 - 2019. Para ello, se realizó la gestión de la información con la premisa epistemológica de bases de datos conocidas, bases de datos bibliográficas y bases de datos considerados confiables y reconocidos; adicionalmente, se realizó la búsqueda de antecedentes teóricos que sustentan nuestro tema de investigación, nuestro problema principal y sus problemas específicos. Este estudio proporciona argumentos para respaldar esta investigación, analiza la literatura y la información del sector y explora la justificación para respaldar los temas de investigación. A nivel metodológico, se desarrolló un estudio cualitativo a través de entrevistas a profundidad, en las cuales se entrevistó a 13 expertos del tema y la información recopilada ha permitido validar la hipótesis, para luego realizar las conclusiones y recomendaciones correspondientes. / In recent years, it has become evident that in our country, there has been a clear failure in the application of access to genetic resources, especially when it comes to commercial purposes. This is shown by the number of contracts concluded to date for these purposes (only two requests for access to genetic resources for commercial purposes by SERFOR are currently being processed). This research aims to study the barriers that exist in the access to genetic resources for commercial purposes by Peruvian companies exporting biotechnology products. In this sense, the main objective of the research is to analyze the limitations of Peruvian companies exporting biotechnology products to access to genetic resources for commercial purposes in the period 2015 – 2019. To this end, the management of primary information was carried out with the epistemological premise of known databases, bibliographic databases and databases considered reliable and recognized; additionally, the search for theoretical backgrounds that support our research theme, our main problem and its specific problems was carried out. This study provides arguments to support this research, analyzes the literature and industry information, and explores the rationale for supporting research themes. Dr. jur. Wilhelm André und das erste deutsche Reichspatentgesetz

Im Rahmen der Jubliäen 175 Jahre Technische Universität Chemnitz und 100 Jahre Neues Rathaus in Chemnitz veranstaltete die Bibliothek der Technischen Universität Chemnitz und die Bürgerinitiative "André-Ehrung", vertreten durch die Gesellschaft der Freunde der TU Chemnitz, am 19. Mai 2011 das Kolloquium "Dr. jur. Wilhelm André und das erste deutsche Patentgesetz". Im Mittelpunkt des Kolloquiums stand die Zusammenarbeit zwischen Dr. Werner von Siemens und Dr. Wilhelm André bei der Bearbeitung des ersten deutschen Reichspatentgesetzes von 1877. Herr Dr. Seifert, Oberbürgermeister der Stadt Chemnitz von 1993 bis 2006, eröffnete als Vorsitzender der Gesellschaft der Freunde der TU Chemnitz die Veranstaltung. Herr Dr. Richter übernahm die Moderation des Kolloquiums.
