A formação social de oficiais da polícia militar : análise do caso da Academia da Brigada Militar do Rio Grande do Sul

Na realidade das sociedades ocidentais, marcada pela modernidade tardia, a criminalidade e a violência configuram uma nova questão social mundial. Neste contexto, no Brasil, as polícias, dente as quais, em especial, as militares, possuem papel de extrema importância: passam por dificuldades econômicas, assim como os Estados às quais se vinculam, e éticas – como as sociedades. A crise de 1997, quando em várias Unidades da Federação as PM entraram em greve e os diversos fatos que demonstram atuarem ao arrepio da lei, incluindo a prática de tortura e a violência policial, implicam a necessidade de se repensar essa polícias. O processo de ensino-aprendizagem é um dos aspectos primordiais neste sentido: para conhecê-lo, é fundamental retomar a história das corporações, suas normas legais e relações internas e externas, bem como as articulações que envolvem seus destinos. Em uma análise social da formação dos alunos-oficiais da Brigada Militar cumpre, pois, identificar, a forma de ela se organizar e como e para que a BM pensa a formação de seus quadros de comando. A ambivalência na formação do oficial da Polícia Militar gaúcha fica expressa em um fato recente: a Lei Complementar n° 10.992/97 passa a exigir o título de bacharel em Direito para os futuros capitães, porém setores da Corporação se opõem à medida e, na Academia de Polícia Militar, as disputas entre os alunos e oficiais explicitam esse fato, agravado pela utilização de um método de ensino tradicional que pouco mudou, apesar de o perfil do aluno ingressante ter se alterado profundamente. A Lei objetiva ganhos salariais, projeção social e a adequação a um novo modelo de Polícia, mais preparado para atender aos anseios da sociedade contemporânea, mas encontra resistência naqueles que projetam manter a tradição da Instituição. De toda forma, essa nova exigência para o ingresso na carreira de oficial da Polícia Militar gaúcha, parece, três turmas depois de implementado, estar se tornando realidade definitiva. Necessita, todavia, ser acompanhado de um ensino coerente com suas propostas. / The reality in the western societies is defined by their late industrialization, whereby the criminality and violence are a global issue. In this context, the police force in Brazil, specially the Military Police has a particular significance. Nonetheless, despite of its importance, the Police faces serious economic problems, as well as the federal states, to which they are affiliated. The 1997 crisis – when in several federal unities the Police decided to strike – and the various factors that demonstrated the lack of respect of the Law – including the practice of torture as a main instrument from the police officers – implies the necessity of re-thinking the role of the Police in Brazil. The learning-process is one of the most primordial steps in this direction: to get to know it, it is important to understand the history of such corporations, your legal rules and internal and external relations. In an social analysis of the training of the pupils of the Military Police it is required to identify how the Police organizes itself and for which purpose teaches its students. The ambivalence in the education from police officers in the Military Police in Rio Grande do Sul is expressed by the law n. 10.992/97, which requires for the future police inspector a Baccalaureate in Law. However some sectors in the police force do not agree with this measure and in the Police Academy the disputes between the students and the officers aggravate the tension. The new law aims a betterment of the wages, social status and the re-formulation of the Police, which would be adequate to the necessities of the contemporary society. Notwithstanding, there is still resistance to accept the new rules. The new requisite to entrance in the career of the Military Police in Rio Grande do Sul seems to become a reality. A reality that needs to be followed by an adequate and modern teaching of the police students.

In this context there is a crisis of the current standards of practice adopted by police, which little or no practical result, and thus the goal to protect citizens is no longer performing, guaranteeing wellness and life protect, being only the achievement of goals and fixed management purposes. Historically police organizations always applied management solutions empirically with a strong tradition bureaucrat, which resulted in practices that tarnish its corporate image. Therefore, it is necessary to get objective standards of performance appropriate to the democratic perspective, demanding police officers able to deal with this social instability and interact appropriately with citizens. Thus, the role of police training is decisive for the cops to obtain an apprenticeship throughout its functional life and they handle with conflicts and social contradictions, stimulating the perception of injustice overcome, in an attempt to reduce or eliminate them, and perception of increasing justice in the life of citizens through police practices best suited to the democratic State of law. This research proposes a new perception of public security and the construction of a theoretical-conceptual corpus to assist management in Civil Police based on the concepts of learning organizations that is supported on pillars of human security and the communicative action, for arise more humanistic perspective and less instrumental for management of police training, so that the new learning to be possible under this new perspective can reflect on more democratic police practices and more effective social achievements. The communicative action enables coordination of action plans of the actors of public safety, sow the principles of rationality in a social dialogue and in organizational decision-making processes, uses a language which is not restricted only to inform, but to create opportunities for people and socially meaningful learning interactions. Human security shows that it is necessary to ensure the full use of substantive freedoms of citizens and to promote a world free of needs and free from fear, besides emphasizing that social development should be shared by the whole society and start within each location that suffers the consequences of criminality. Finally, the problems of public safety are of each of the social actors and it is important that they can be involved in the construction of interactive solutions as subjects capable of speaking and acting to effective social pact for the safety of all. Investing in police training is crucial to the development of police organizations. But this is only the first step to be completed so that, soon after, it's necessary a great cooperative effort of all toward a proper organizational change management. However, it will take longer for police officers and managers to change the police organization than the organization change them through an institutionalized ongoing training process. / Na tentativa de controlar o desacerto social provocado pela criminalidade crescente, os gestores das organizações policiais demonstram ter uma preocupação excessiva com o exercício de uma ação tipicamente repressiva e com a aplicação da lógica da racionalidade instrumental na gestão policial, que privilegia a busca incessante pelos resultados e a aplicação de ações de natureza essencialmente estratégicas. Nesse contexto, há uma crise do atual padrão de atuação policial, com medidas de pouco ou nenhum resultado prático, sendo que o objetivo deixa de ser a realização da proteção dos cidadãos, com a garantia de seu bem estar e de suas vidas, para ser apenas o alcance de metas e fins gerenciais fixados. Historicamente, as organizações policiais sempre aplicaram soluções gerenciais empiricamente encontradas e com uma forte tradição burocrata, que resultaram em práticas que maculam a sua imagem institucional. Por isso, é preciso buscar padrões objetivos de atuação mais adequados à perspectiva democrática, demandando policiais aptos a lidar com essa instabilidade social e a interagirem de modo apropriado com os cidadãos. Assim, o papel da formação policial passa a ser decisivo para que os policiais busquem um aprendizado ao longo de toda a sua vida funcional e saibam lidar com conflitos e contradições sociais, aguçando neles um faro para a percepção de injustiças superáveis, buscando reduzi-las ou eliminá-las, e de percepção de incremento da justiça na vida dos cidadãos, desenvolvendo ações policiais através de práticas mais adequadas ao estado democrático de direito. Neste trabalho, o que se propõe é uma nova percepção da segurança pública e a construção de um corpus teórico-conceitual que auxilie a gestão na Polícia Civil baseada nos conceitos das organizações que aprendem e que esteja sustentada nos pilares da segurança humana e do agir comunicativo, para que, a partir daí, surjam perspectivas mais humanistas e menos instrumentais para a gestão da formação polical, de modo que o novo aprendizado a ser viabilizado sob essa nova ótica possa refletir em práticas policiais mais democráticas e realizações sociais mais efetivas. O agir comunicativo possibilita uma coordenação dos planos de ação dos atores da segurança pública, semeia os princípios de uma racionalidade que, no diálogo social e nos processos de tomada de decisão organizacional, usa uma linguagem que não se restringe somente a informar, mas sim a oportunizar interações entre as pessoas e aprendizagens socialmente significativas. A segurança humana mostra que se faz necessário garantir o uso pleno das liberdades substantivas dos cidadãos e de promover um mundo livre de necessidades e livre do medo, além de ressaltar que o desenvolvimento social deve ser compartilhado por toda a sociedade e começar no seio de cada localidade que sofre com as consequências da criminalidade ali reinante. Enfim, os problemas de segurança pública serão de cada um dos atores sociais na medida em que eles possam e consigam se envolver na construção de soluções interativas, atuando como sujeitos capazes de falar e de agir em prol da efetivação do pacto social pela segurança de todos. Investir na formação policial será fundamental para que ocorra o tão desejado processo de desenvolvimento organizacional das polícias. Mas esta será apenas a primeira etapa a ser cumprida, para que, logo depois, seja necessário um grande esforço de todos os policiais, rumo ao correto gerenciamento da mudança organizacional. Todavia, levará mais tempo para que os policiais e gestores possam mudar a organização policial a qual eles pertencem, do que esta levará para mudá-los mediante contínuos processos formativos institucionalizados.

A atuação de pedagogas policiais em ambientes educacionais militarizados : possibilidades e limites

In recent years research on the role of educators in different environments from conventional schools have been contributory to Education. It discusses the role of teacher training in the different sectors of society. However, the role of the educator in military educational environments is barely evident. There is a possible distinction between the proposed university training for teachers and professional performance in a harsh environment, with standards listed in regulations that characterizes it as a military. This work aims to analyze the performance of police pedagogues at the Centre for Training and Police Military Squares Improvement of the State of Sergipe (CFAP / PMSE). Describe routine activities in this training unit of the military police and elements involved in this educational environment. The perception that the core subjects have about their role in this institution is taken as reference for this research in order to understand the peculiarities of the presence of pedagogues in militarized environments. Research It is anchored on the assumptions of qualitative approach in education and used as the main instrument to semi-structured interviews, questionnaires were applied to the design of the professional profile and daily observations were also taken into account. Three police officers were heard: two police pedagogues and the police that the coordinates. With this research we can state that police pedagogues are partakers elements of a moment of transformation of military police training. They guide the educational practices in police training and add a critical bias, reflective and humanist military police teaching unit searched. / Nos últimos anos as pesquisas sobre a atuação de pedagogos em ambientes distintos das escolas convencionais têm sido contributivas para a área da Educação. É discutido o papel do pedagogo nas diferentes instâncias formativas da sociedade. Contudo, a atuação do Pedagogo em ambientes educacionais militares é pouco evidenciada. Há uma possível distinção entre a proposta de formação universitária para os pedagogos e a atuação profissional em um ambiente rígido, com normas inscritas em regulamentos que o caracteriza como militar. Esse trabalho objetiva analisar a atuação de pedagogas policiais no Centro de Formação e Aperfeiçoamento de Praças da Polícia Militar do Estado de Sergipe (CFAP/PMSE). Para tanto, descreve o cotidiano das atividades nessa unidade de formação da Polícia Militar bem como elementos que envolvem esse ambiente educativo. A percepção que os sujeitos centrais têm sobre seu papel nessa instituição é tomada como referência para essa pesquisa a fim de compreender as peculiaridades da presença de pedagogas em ambientes militarizados. A investigação ancorou-se nos pressupostos da abordagem qualitativa em educação e utilizou como principal instrumento a entrevista semiestruturada, foram aplicados questionários para o delineamento do perfil profissional e as observações cotidianas também foram levadas em consideração. Foram ouvidos três policiais: duas pedagogas policiais e o policial que as coordena. Com essa pesquisa podemos afirmar que as pedagogas policiais são elementos participes de um momento de transformação da formação policial militar. Elas orientam as práticas educativas na formação policial e acrescentam um viés crítico, reflexivo e humanista a unidade de ensino policial militar pesquisada.

This study aims to characterize the training and professional development of federal criminal experts, stationed in the Federal Police Department. For this, research work was carried out involving a theoretical basis, the survey data collected from the Experts and their immediate supervisors in Technical and Scientific Sectors, plus interviews with leaders of the National Police Academy, located in Brasília - DF. The first part of the paper presents an introduction and literature review, with a brief history of the Police Education System in Brazil, the concepts of Corporate Education and skills development as well as aspects of training and development officer in the National Police Academy, Police Department Federal. The second part deals specifically with the way this survey was organized and its data collection. The methodology uses a transdisciplinary approach, ever-present feature in their own training and development officer. The third, the data analysis, leads to the conclusions of the study and lists the main features of the training and professional development of the Federal Criminal Expert. Finally, the conclusion ends the paper, with suggestions for future research on the matter. Key / A Ciência Policial, ainda que controversa sua real existência, pode ser um importante meio de prova da verdade, destinada a produzir a convicção do julgador na decisão de um crime, sendo uma especialização recente e muito pouco explorada pela literatura técnica nacional. O presente estudo visa caracterizar a formação e o desenvolvimento profissional dos Peritos Criminais Federais, lotados no Departamento de Polícia Federal. Para isso, foi realizado trabalho de pesquisa envolvendo um embasamento teórico, o levantamento de dados colhidos a partir dos Peritos e suas chefias imediatas nos Setores Técnico-Científicos, além de entrevistas com dirigentes da Academia Nacional de Polícia, localizada em Brasília - DF. A primeira parte do trabalho apresenta uma introdução e a revisão bibliográfica, com breve histórico do Sistema de Ensino Policial no Brasil, conceitos de Educação Corporativa e desenvolvimento de competências, assim como aspectos da formação e desenvolvimento policial na Academia Nacional de Polícia, do Departamento de Polícia Federal. A segunda parte trata justamente da forma como essa pesquisa foi organizada e de sua coleta dos dados. A metodologia empregada utiliza uma abordagem transdisciplinar, característica sempre presente na própria formação e desenvolvimento do policial. A terceira, a análise dos dados, leva às conclusões do estudo realizado e elenca as principais características da formação e desenvolvimento profissional do Perito Criminal Federal. Finalmente, a conclusão encerra a dissertação, apresentando sugestões para futuras pesquisas a respeito da matéria.

Toward a Richer Shade of Blue: The Impact on Oregon Police Officer Perceptions of Racial Minorities After Anti-Racial Profiling Training

Four fatal shootings, during police interactions, of unarmed people-of-color occurred in the Portland, Oregon Metro Area from 2003 to 2010 calling into question from members of the community whether or not the officers involved and hence their representative police departments had been racially profiling. Of interest in this study is whether or not cutting edge anti-racial profiling police officer trainings have an impact on how officers in Oregon perceive members of racial minority groups. A review of literature found that previous inquiries into racial prejudice among police officers may be present and that previous efforts to address racial ethics in law enforcement have had mixed results on officer perceptions of race. Using Whiteness Theory an examination was undertaken in Oregon utilizing a mixed methodological approach to answer three questions; 1) Do police officers report their perceptions of people-of-color being impacted as a result of participating in a racial profiling training seminar?, 2) Do police officers from the state of Oregon express having held a perception of members of the racial / ethnic community as individuals prior to attending a racial profiling training?, and 3) Do police officers from the state of Oregon report having held a stereotyped perception of racial / ethnic community members before attending a racial profiling training? Findings include that some officers may be racially prejudiced and others not, but that the training, according to those participating was not impactful upon their personal perceptions of people-of-color for reasons that they saw none or little personal bias within themselves although the seminar they attended brought police - race issues back into their conscious awareness. Despite the training being well-received by all the participants they suggested the training title and description may have dissuaded other officers from attending who may have benefited from its content and format. Transferability of the data's findings is weak due to a small sample size and other limitations of the study discussed. Nevertheless, conclusions about the effectiveness of the racial-profiling-training-under-review's ability to impact these officers' perceptions and attitudes of people-of-color are made and recommendations for police and social policy as well as suggestions for future research are discussed.

Coaching in the South Africa Police Services: a practical theological study of the Soweto East cluster and its satellites

Summaries in English, Afrikaans, Tsonga and Zulu / This study was driven by an observation by the Chaplain’s office in the Soweto East Cluster and its satellites for the need of a practical theological coaching intervention between the SAPS management and officers on the ground. The coaching intervention mentioned above would be focused largely on the challenge of the mental anxiety caused by the nature of work carried out by the SAPS in relation to its intentions to make the nation a more safe and secure environment for the citizens of South Africa. Naturally, the men and women who staff the SAPS are as human as the rest of us and therefore their state of mental health must not be separated from the rest of the nation. While the intervention is seen as necessary, it is not a replacement of other highly specialised interventions within the SAPS; it must be considered as complementary in the context of a socio- scientifically informed Practical Theology. The Zenith of Its contribution is therefore an attempt to harness the spirituality of officers in concurrence with the psychological and emotional aspects of their work. The study proceeds from the assumption, ‘no work unit is an island,’ thus, it argues for a dynamic synthesis of a practical-theological and psychological interaction of resources in the context of a systems thinking framework. While there are no rigid patterns in the dynamic work of the SAPS, an informed coaching mechanism will provide an informed theoretical synthesis for a robust on-the-ground decision-making process when urgently called upon. This study contends that, this is a paradigm shift from the traditional patterns of top-down management that so often lead to crises situations.
