O Zoneamento Ecológico-Econômico do Litoral Norte de São Paulo (ZEELN) define características, diretrizes e metas para a gestão e uso da zona costeira. Foi construído sob a ótica da participação e aprendizagem social, buscando integrar interesses diversos, como os do setor pesqueiro artesanal. No presente trabalho, o levantamento de dados através de entrevistas semi estruturadas em duas comunidades de pescadores artesanais com maior e menor grau de isolamento permitiu: analisar a participação social na elaboração e implementação do ZEELN e suas consequências, levantar características socioeconômicas das comunidades e determinar sua influência na aceitação do ZEELN e analisar a possibilidade de emprego do conhecimento ecológico local (LEK) na definição de zonas de restrição. A pouca influência dos pescadores na definição das zonas marinhas (ZEEM) gerou conflitos na aceitação das restrições de maneira diferente em cada comunidade, apesar do semelhante grau de envolvimento. A satisfação com o ZEEM variou com o tipo de pesca praticado e para ser maior é necessário fortalecer as representações locais, e considerar as necessidades de cada comunidade e tipo de pesca em seu desenho. O LEK apresenta influências das vontades políticas locais que aparentemente norteiam a opinião dos pescadores e que devem ser consideradas na gestão costeira. / The Ecological-Economic Zoning of São Paulo\'s Northern Coast (EEZNC) defines characteristics, presents guidelines and goals for management and land use of the coastal area. It was shaped considering the concepts of social participation and social learning, in an attempt to integrate diverse interests, such as artisanal fishermen\'s. This work collected data through semi-structured interviews in two fishermen communities (an urban and an isolated community) aiming to: characterize social participation in EEZNC\'s elaboration and implementation process and analyze its consequences, characterize the communities\' social economic profiles and their influence on acceptance of EEZNC\'s restrictions and investigate the possibility of using local ecological knowledge (LEK) for defining fishing restricted areas. The low fishermen participation in defining marine zones (EEMZ) has originated conflicts in accepting the imposed limits in a different way in each community, despite showing similar level of stakeholder engagement. Satisfaction regarding EEZM is related to the type o fishing gear applied and improving it involves establishing effective representations and considering each community and gear users\' needs and wishes individually. LEK is influenced by local political will which seems to be the greater influence in restriction acceptance, enforcing the need do consider this will in integrated coastal management practices.

公共領域的公共再現:公視報紙報導與評論之分析(1990年~2013年) / Public representation of the public sphere in Taiwan: An analysis of newspaper commentaries and reports on the Taiwan Public Television Movement between 1990 and 2013

本論文旨在分析在我國公視建構過程中(1990~2013年)的報紙相關評論與報導。從1915年開始,台灣就有許多透過媒體改革來爭取發言權的運動。然而,直到1990年,公民社會才出現了以產權為目標的媒改運動,亦即1990年代起的公視運動。因此,我們認為公視運動可被視為公民爭取「公共領域」的重要歷程,值得進行深入分析。 其次,本文主張公視這種「公共領域」的建構過程,應以公共對話為基礎。經文獻檢閱,我們認為公媒體與公共領域有以下關聯。以制度面而言,Habermas的晚近公共領域概念強調國家必須透過立法過程來保障溝通行動,這正和公媒體的制度契合。以公共論述判準而言,Habermas的「合理政治意志形成過程」與「理性溝通」則可用來檢視,關於公視制度的討論是否符合公共性。 此外,本文選報紙評論進行分析,不是為了比較各報論述的差異,而是報紙長時間地記載各報社、社運團體成員、學者專家與社會大眾對公視議題的論述,這可讓我們檢視及反思不同階段公視運動的論述目標與特徵。另一方面,我們也檢閱了公視相關的立法院、監察院公報等資料,藉此釐清政府、媒體與公民社會三者的關係。 本研究有以下三點發現。第一,政府政策意圖是引導公視論述的關鍵因素。只有當政府對公視採取較正面態度,公民社會才有機會對公視進行深度的討論。第二,公視議題的主要論述者是報社人員與學院知識份子,其中學知對於公視向來採取支持立場。相對而言,只有在公視處於不利局面時,各報才會較積極地對公視表達支持。第三,當報社與學知對公視議題進行討論,報社較支持「商業化」與「數位化」,學知則較重視「公共理念」。 / This paper aims to analyze newspaper commentary and reports published during the Taiwan Public Television Movement between 1990 and 2013. Since 1915, Taiwan has had a lot of media reform movements that fought for freedom of speech. But there were no media reform movements with the aim of dealing with media ownership until the Taiwan Public Television Movement happened in 1990.We believe that the public television movement was a very important process that structured" public sphere “in Taiwan and is worth an in-depth analysis. As a public sphere, Taiwan Broadcasting System (TBS) should be constructed on the public dialogue. After reviewing the literature, we think that the public media and the public sphere have the following correlations. In terms of institutional designs, Habermas emphasized recently that the state needs to protect the communicative action through the legislative process. We think this is similar to the idea of public television. With regard to public dialogues, Habermas' concepts of “a process model of rational political will-formation” and "rational communication ideal " can be applied to analyze the discourse of Taiwan Public Television. In addition, we analyzed newspaper commentaries, not to compare the differences of representation between newspapers, but to document different kinds of discussions of public television by media, social movement organizations, scholars and the public over a long period of time. Whereby, we can examine and reflect on the discourse goals and characteristics of the Taiwan Public Television movement in different stages. We also reviewed the official gazettes of the Legislative Yuan and the Control Yuan in order to clarify the relationship between the government, the media and civil society. In this paper, we provide readers with three findings. First, the intent of government policy was a key factor in leading the discourse of public television. Only when the government adopted more positive attitudes towards the TBS did civil society have chances for more in-depth discussions. Second, the discussions of TBS were mainly made by newspaper staffs and college intellectuals. Furthermore, college intellectuals had always taken a stand that supported public television. In contrast, only when TBS was in an unfavorable situation did newspaper staffs become more active in offering support. Third, whenever newspaper staffs and college intellectuals participated in the public discussion, the former tended to support the "commercialized" and "digitized" TBS, but the latter were inclined to favor “the ideal of public sphere” of TBS.

Organisational effectiveness of regional integration institutions: a case study of the East African community

This study sought to establish the critical underpinnings for the organisational effectiveness of regional integration institutions (RIIs). The interest arose out of a general observation of failure by RIIs in Africa to effectively achieve the objectives for which they were established. Informed by theories of organisational effectiveness, the study hypothesised that RIIs are likely to be effective in achieving the objectives for which they were established if the basic fundamentals of organisational effectiveness theory are embedded in their institutional structures, systems and processes. The East African Community (EAC) was used as a unit of analysis. A comparative analysis of the world's most advanced RII, the European Union (EU) was also undertaken. The findings revealed that the basic fundamentals of organisational effectiveness theory are only weakly ingrained in the EAC while deeply embedded in the EU. Bridging the Broadband Divide through Universal Service Funds : Key Principles for Broadband Connectivity Projects in Underserved Areas

The rapid emergence of broadband, or always-on Internet, during the course of the last decade, has increased the importance of the so- called information society in urban and industrialized societies world- wide. Liberalized information and communications technology (ICT) market forces worldwide have however failed to supply these services to rural and low-income regions resulting in the so-called digital divide. One financial tool, adopted by many developing nations to drive broadband investments in underserved areas, is the universal service fund (USF), a public fund mainly levying its resources from ICT market players. USFs have previously been used to fund telecom networks but with the growing importance of broadband, structural and regulatory discrepancies are preventing USFs from adequately supporting broadband investments. Currently, little up-to-date academic theory exists within this field; thus, this thesis serves to outline principles that policy-makers and regulators need to consider when designing or reforming universal service fund mechanisms. The research is based on a series of qualitative country case studies investigating policy, procedural, and executional aspects related to USFs and rural broadband. Publicly available material has been complemented with interviews of stakeholders from various levels to establish a holistic empirical base upon which conclusions have been drawn. The conclusions outline principles governing public involvement in USFs, roles played by various stakeholders in the broadband ecosystem, and strategies for rural broadband network deployment. / Framfarten av bredband under det senaste årtiondet har ökat vikten av det så kallade informationssamhället i de industrialiserade och urbaniserade samhällen. Marknadskrafterna inom den liberaliserade informations- och kommunikationsindustrin har dock misslyckats med att göra dess tjänster tillgängliga till glesbefolkade och låginkomstregioner, vilket har lett till en digital klyfta. Ett finansiellt hjälpmedel som många utvecklingsländer har anammat för att påskynda bredbandsinvesteringar i regioner med få bredbandsuppkopplingar är fonder för samhällsomfattande tjänster (USF), som är en offentlig fond vilken får den största delen av sitt kapital genom en pålaga på intäkterna från aktörer inom informations- och kommunikationsindustrin. USF:er har tidigare använts för att finansiera telekomnätverk, men i takt med att bredbandets ökande genomslag i samhället har strukturella och regleringsmässiga problem med USF:erna uppdagats vilka hindrar dem från att effektivt stödja bredbandsinvesteringar. För närvarande finns lite akademisk teori på området, och sålunda syftar denna uppsatts till att tillhandahålla principer vilka beslutsfattare och regulatorer bör efterfölja vid utformning eller reformering av mekanismer för samhällsomfattande tjänster för bredband. Arbetet baseras på en serie kvalitativa fallstudier av länder med policy, procedurella och verkställande aspekter kopplade till USF:er i områden med få bredbandsuppkopplingar i fokus. Material tillgängligt för allmänheten har kompletterats med intervjuer av intressenter från olika organisations- och samhällsnivåer för att skapa en heltäckande empiri på området från vilka slutsatser har dragits. Slutsatserna innehåller principer som rör offentlig inblandning i USF:er, roller för samhällets olika intressenter i ett ekosystem för bredband, samt strategier för utbyggnad av bredbandsnätverk i glesbefolkade områden.

The politics of health care reform: a comparative analysis of South Africa, Sweden and Canada

Text in English / South Africa is currently in the process health care reform as the Government has undertaken the task of providing universal health care to all South Africans through the implementation of the National Health Insurance Scheme (NHI). This study took an in-depth look at the history and progression of the post-1994 South African health care policy, and applied the Power Resources Theory to the political economy of the current health care reform process in South Africa. Through a comparative study of the pivotal elements in the phases of health reform in Canada and Sweden this study drew lessons for the design and implementation of universal public health care provision in South Africa. This study found that a strong culture of care, strong political will, active civil society participation and a focus on equality as opposed to poverty in the creation of policy is essential to a successful implementation of universal health care. / Sociology / M.A. (Sociology)

Venezuela's Medical Revolution: Can the Cuban Medical Model be Applied in Other Countries?

This thesis analyzes the Cuban medical adaptation in Venezuela called Misión Barrio Adentro (MBA) and seeks to answer the question of whether MBA shows promise as a health system that improves medical accessibility for impoverished and marginalized populations. In many cases MBA succeeds by: utilizing a free universal health care system; locating health centres in previously underserved areas; providing medical education scholarships to populations from non-traditional backgrounds; creating a catchment system based on medical accessibility; scaling up the medical workforce to 60,000 community doctors by 2019; and broadening the very praxis of what health means in a Latin American social medicine approach. However, some challenges remain including issues of corruption, fragmentation, and polarization. Issues regarding internal and external migration of Misión Sucre-trained physicians remain to be comprehensively evaluated. However, the capacitation of non-traditional medical personnel, imbued with conciencia, is significant and could well become an important example for other countries.
