Integrated development planning as a poverty reduction strategy in the King Sabata Dalindyebo Municipality, Eastern Cape Province

There is consensus that the majority of South African citizens, as a result of being unable to participate in local economic activities, are poor and it is increasingly difficult to bridge the divide between the rich and the poor. Apart from being a challenge for the South African government, poverty reduction is a challenge to most African countries as well. Though there are interventions by international development agencies to assist African countries reduce poverty, such efforts are derailed by, amongst other factors, lack of resources to provide for the multiple needs of the poor in countries. Poverty is a dynamic and multidimensional phenomenon that needs to be clearly measured to allow governments to design appropriate measures to reduce it. In South Africa the prevalence of poverty is associated with the legacy of apartheid and amongst other initiatives, the Integrated Development Planning (IDP) approach, is seen as a distinctive local government initiative to help municipalities in reducing poverty. Municipalities, through this initiative are central to development planning. This study used a quantitative research method consisting of both the survey questionnaire and semi-structured interviews, respectively targeting households’ heads in the broader community of the KSD and directors of departments in the KSD municipality. From the findings of this study, King Sabata Dalindyebo Municipality's IDP contributes towards achieving the goals of poverty reduction. Like in most municipalities, the KSD municipality started implementing the IDP in 2000. Though the municipality has made a significant progress in the provision of services, it still is faced with many challenges such as an insufficient IDP consultation process, poorly maintained infrastructure, budget constraints, poor coordination of activities between municipal departments and lack of monitoring and evaluation. / Public Administration & Management / M.A. (Public Administration)

The Catholic Church and land ownership in South Africa : 1994-2014

A Freedom Charter statement regarding land is highlighted as follows: “The land shall be shared among those who work it, demands a redistribution of the land and state assistance for the peasantry, as well as the abolition of any restrictions on movements of people, access to land, and stock holdings.” The quest for inclusive and participatory governance enshrined in the South Africa’s Land Reform Programme resonates with efforts to develop and strengthen an active and critical rights based citizenship. The need to boost local community awareness of land reform challenges necessitates continuous evaluations of the lived realities of poor communities through participatory and collaborative methodologies in order to articulate their socio-economic problems. Land is regarded as a resource that gives people access to certain basic needs necessary for them to lead a dignified life. This research explores the participation of the Catholic Church on land reform programmes in South Africa between 1994 and 2014. It also looks at the Catholic Church’s land ownership policy and how it has been using its land in two decades of democracy (1994-2014). This research further explores the Catholic vision for land reform in South Africa. It also highlights some key theological criteria which may assist to achieve the intended objectives. In the light of this reality, the research shows that there is lack of meaningful progress in enabling those who are impoverished to assert their right to own land. Even the majority that have benefited from various land reform programmes and have become land owners have not received sufficient support to enable them to use and care for the land in such a way that benefits them. This leads to an unproductive and demeaning lifestyle. More emphasis needs to be placed on proper financial support from the government. Background: The lack of access to adequate housing is a major problem in many developing countries. One of the countries where the housing deficit is a big problem is Peru. The housing deficit in the country can be estimated to more than one million; a number that represents almost 15% of the country’s households. Un Techo Para Mi País (UTPMP) strives to improve this difficult housing situation by constructing emergency houses in the human settlements and thereby improving the situation for the people living in extreme poverty in Peru. Aim: The purpose of this study is to investigate if the construction of emergency houses could be a means of poverty reduction in Peru. The impact of improved housing conditions on a household’s standard of living and economic situation is evaluated, as well as the results of UTPMP’s activities.   Completion: The collection of secondary data took place in Sweden, while the primary data was  collected  during  a  two  months’  minor  field  study  in  Lima,  Peru.  Interviews  with  households benefited with an emergency house through UTPMP were conducted and observations were made by participating in UTPMP’s activities.  Conclusion: According to the results of our study, the access to adequate housing has had a positive effect on the household’s standard of living, but has left the economic situation unchanged. The type of action taken by UTPMP to alleviate poverty should be considered as an appropriate approach and the construction of emergency houses as a means of poverty reduction in Lima. / Bakgrund: Bristen på tillgång till en fullgod bostad är ett stort problem i många utvecklingsländer. Ett av de länder där det råder stor bostadsbrist är Peru. Underskottet på bostäder uppskattas uppgå till mer än en miljon, en siffra som representerar nästan 15% av landets hushåll. Un Techo Para Mi País (UTPMP) strävar efter att förbättra den svåra bostadssituationen genom att konstruera nödbostäder i slumområden och därmed förbättra situationen för de hushåll som lever i extrem fattigdom i Peru. Syfte: Syftet med studien är att undersöka om konstruktionen av nödbostäder skulle kunna utgöra ett verktyg för att minska fattigdomen i Peru. Effekten av förbättrade boendeförhållanden på ett hushålls levnadsstandard och ekonomiska situation utvärderas, liksom resultaten av UTPMP:s aktiviteter.  Utförande: Insamlingen av sekundärdata genomfördes i Sverige, medan primärdatan samlades in under en två månader lång fältstudie i Lima, Peru. Intervjuer med hushåll som har fått en bostad via UTPMP utfördes, och observationer gjordes genom att delta i UTPMP:s aktiviteter.  Slutsats: Resultaten av vår studie visar att tillgången till en fullgod bostad har positiva effekter på ett hushålls levnadsstandard, men att dess ekonomiska situation förblir oförändrad. Den typ av åtgärd utförd av UTPMP bör ses som en lämplig sådan, och konstruktionen av nödbostäder kan betraktas som ett tillvägagångssätt för att minska fattigdomen i Lima. / Antecedentes: La falta de acceso a una vivienda adecuada es un problema grave en muchos países menos desarrollados. Uno de los países donde el déficit habitacional es un gran problema es el Perú. Se puede estimar que dicho déficit asciende a más de un millón, un número que representa casi el 15% de los hogares del país. La organización Un Techo Para Mi País (UTPMP) se esfuerza para mejorar esta situación a través de la construcción de viviendas de emergencia en los asentamientos humanos y de esta manera, mejorar la situación de las personas que viven bajo condiciones de extrema pobreza en el Perú.  Objetivo: El propósito del presente estudio es investigar si la construcción de viviendas de emergencia podría ser una medida de reducción de la pobreza en el Perú. El impacto de mejores condiciones de vivienda en la situación de vida y económica del hogar es evaluado, así como los resultados de las actividades del UTPMP.   Metodología: La recopilación de datos secundarios se llevó a cabo en Suecia, mientras que los datos primarios fueron obtenidos en Perú durante un estudio de campo de dos meses en Lima. Entrevistas con familias beneficiadas con una casa de emergencia a través del UTPMP fueron realizadas y se hicieron observaciones respectivas al participar en las actividades del UTPMP.   Conclusión: Conforme a los resultados de nuestro estudio, el acceso a una vivienda adecuada ha tenido un efecto positivo en el nivel de vida del hogar, pero ha dejado la situación económica sin cambios. El tipo de acción tomada por el UTPMP debe ser considerada como un enfoque apropiado para aliviar la pobreza, y la construcción de viviendas de emergencia como una medida de reducción de la pobreza en Lima.

The Crédito Popular Solidário is a Public Private Partnership established with the participation of the city of São Paulo. The findings demonstrate the micro-credit plays a minor role in the Brazilian economy, especially in comparison to certain nations of southeast Asia or even other Latin American countries. Given the minor degree of penetration, as viewed in either absolute or relative terms, micro-credit initiatives have an enormous potential in the economic development of Brazil. Statistical analysis of the financial and economic data demonstrates the significant impact of micro-credit initiatives on income generation – they doubled the income of small scale entrepreneurs in two years time. In addition, the average rate of internal return generated by the credit granted is such that the actual interest rate (capital costs) levied by the São Paulo Confia, and the market is irrelevant. Results reveal that small scale entrepreneurs in low-income neighborhoods in São Paulo are in such dire need of capital that any injection of liquidity, especially to cover working capital needs, is a tremendous stimulus for future returns and income generation. In other words, labor is available, but there is a lack of capital to generate production. As a result of capital injection, the recipients of micro-loans are able to boost their income to a level accepted by the banking system. This analysis and the results of this contribution represent an opportunity for public administrators to consider the use of micro-credit initiatives as a policy tool for income generation, among other alternatives in Brazilian social policy. Also, for the financial institutions to realize that these initiatives could bring new clients with a good credit history to the banking system. / Este trabalho apresenta uma investigação empírica sobre impacto do microcrédito em renda a partir de dados coletados junto aos clientes de três unidades (Brasilândia, Jardim Helena e Heliópolis) do Crédito Popular Solidário (São Paulo Confia). O Crédito Popular Solidário (CPS) é uma iniciativa público-privada que conta com a participação protagonista da Prefeitura do município de São Paulo. O trabalho revela que o microcrédito é uma atividade marginal na economia brasileira, especialmente se comparada a alguns países do sudeste e sul da Ásia, ou mesmo com alguns países na América Latina, tanto do ponto de vista absoluto quanto relativo. Com uma taxa de penetração muito baixa, medida pela oferta sobre demanda potencial, o microcrédito tem grande potencial de crescimento no Brasil. A análise dos dados demonstrou que o impacto do microcrédito na geração de renda é significativo: em dois anos, a renda do microempreendedor quase que dobra. Além disso, a taxa interna de retorno sobre o crédito médio concedido é de tal ordem que torna irrelevante a discussão sobre o nível de taxas de juros (custo do capital) praticados pelo mercado. Os resultados revelam que os microempreendedores em bairros de baixa renda em São Paulo são tão carentes de capital que qualquer injeção, principalmente na forma de capital de giro, provoca alavancagens financeiras espetaculares. Em outras palavras, o fator trabalho está disponível, mas falta o fator capital para que haja produção. Como resultado desta injeção de capital, o recipiente do crédito e sua família são alçados para um novo patamar de renda. Um patamar que pode, inclusive, transformá-lo em mais um cliente do sistema bancário tradicional. Os resultados deste trabalho são uma oportunidade para que os gestores públicos possam refletir positivamente sobre a possibilidade de utilização do microcrédito como política de geração de renda, em escala, dentre as alternativas de política social no Brasil. E para que o setor financeiro compreenda que o micro crédito produtivo orientado pode resultar na incorporação de novos clientes com bom histórico de crédito ao sistema bancário.

Assessment of aid effectiveness in Ethiopia : a case study on the General Education Quality Improvement Programme and the collaboration among DFID, UNICEF and the World Bank

This research focuses on assessing the extent to which the Principles of Aid Effectiveness were followed and translated into action by taking the General Education Quality Improvement Programme (GEQIP) in Ethiopia as an example. Outcomes of the secondary reviews conducted on the selected government institutions and development partners documents demonstrate that these Principles are taken as overarching strategies to guide the undertakings on GEQIP. The study attests that a number of factors influence the realization of aid effectiveness in Ethiopia. These include, at the recipient level, existence of strong national development plans while demanding improvement on absorptive capacity. At the level of development partners, compliance with pledges made on the provision of resources and better coordination is needed. A common country framework to guide the aid effectiveness process including mutual accountably is important. The study most importantly identifies that beyond sector specific reviews, emphasis should also be given to assess the contribution of the Principles of Aid Effectiveness for efficient delivery of support to the GEQIP. / Development Studies / M.A. (Development Studies)

Bibliography practically does not exist and academic entities seldom discuss the subject because it is still under development. References are found in lectures, newspapers and magazine articles. This is an exploratory and analytical search, approaching evidence basis and sources. The Programa Bolsa Família (PBF) is a Brazilian Family Aid Program granted under conditionality rules. It can be considered a unique tool for income distribution, working towards an effective solution for families surviving under extreme poverty. The program started by the merger of three other poverty aid programs of dubious effectiveness Scholarship Aid, Cooking Gas Aid and Food Card. The PBF benefits families surviving under poverty conditions, with R$ 70 to R$ 140 monthly of per capita income and under extreme poverty conditions, below R$ 70 monthly of per capita income. Also, the PBF establishes conditional participation rules associated to education and health prevention for children. Presently the PBF supports 13 million families that fit rules and are enrolled in the Cadastro Único (Central Control Registration Roll). That registration roll practically covers the totality of the population under poverty situation line as defined by PNAD - 2006 (National Household Survey - 2006).The PBF control methodology allows income transfer to regions left under poverty conditions in past history. The PBF formed a new consumer community, new entrepreneurs, moreover, attracted investors. In regard to education there is reduction in illiteracy. The Human Development Index (HDI) shows vegetative growth, Brazil is the 84th country ranked among the 187 nations controlled by the United Nations Development Programme (UNDP) in 2011. The dimensions that compose the index for Brazil had poor growth lately, in particular the expected years of schooling for children at school enrollment age (in Brazil, 6 years old) declined during the last decade (2000-2010). It is likely that there is a structural issue with the Brazilian education sector. There is a socio-economic growth in regions where poverty has been endemic, in particular Northeast Region. The findings also reveal migration reversal that in past were North/Northeast Regions to Southeast Region as well as fecundity rate reduction, which are remarkable advantages. Brazil entered into the demographic bonus , a situation when the economically active population exceeds the dependent population , this is also an advantage because attracts investments and is a push towards economic growth. Despite of positive improvements, they appear to be insufficient, the human development in Brazil is far from excellence, presently a HDI of 0,718, with a growth of 0,769% annually (2000-2010) it will take 35/36 years to meet the Australian HDI of 0,943%. Unless chances help us, dreams to join the winners are unlikely. The Programa Bolsa Família , however, proves to be a social front towards inequality; the participants of the plan, originally classified under poverty line were rescued. / Esta dissertação trata de um tema relativamente novo, com literatura escassa, praticamente sem estudos teóricos que o abordem. Referenciais são encontrados em publicações feitas em seminários e palestras bem como em artigos e notas jornalísticas. Esta dissertação se trata de trabalho exploratório, analítico descritivo com base documental. O Programa Bolsa Família, tema central deste trabalho, é uma ferramenta para distribuição de renda que funciona de forma simples e tem sido efetiva para o atendimento de famílias que vivem abaixo da linha de pobreza. Ele é resultado da fusão de vários outros programas dispersos e com efetividade questionável Bolsa Escola, Auxílio Gás e Cartão Alimentação. O Programa Bolsa Família beneficia famílias em situação de pobreza com renda mensal de R$ 70 a R$ 140 per capita e em extrema pobreza com renda mensal abaixo de R$ 70 reais per capita. Também estabelece condicionalidades de educação e saúde. Atualmente, há cerca de 13 milhões de famílias inscritas no Programa Bolsa Família que cumprem as condições do Cadastro Único esta é praticamente a totalidade das famílias pobres segundo critérios do PNAD 2006 (Pesquisa Nacional de Domicílios). Na realidade, houve substancial injeção de recursos em áreas outrora relegadas ao acaso, criando novos consumidores, bem como empreendedores, além de atrair investimentos. Quanto à educação, nota-se que há redução do analfabetismo. Há um crescimento vegetativo do Índice de Desenvolvimento Humano (IDH) no qual o Brasil situa-se em 84⁰ lugar dentre as 187 nações controladas pelo PNUD (Programa das Nações Unidas para o Desenvolvimento) em 2011. As variáveis que compõem o índice crescem timidamente, destaca-se queda no item expectativa de escolaridade esperada das crianças em idade de ingresso na escola (no Brasil, aos seis anos), que caiu no período 2000-2011, esse fato pode indicar falha estrutural no ensino brasileiro. Esse estudo indica que há desenvolvimento socioeconômico em áreas carentes, particularmente na Região Nordeste. Observa-se também a reversão da migração que historicamente era de norte/nordeste a sudeste. Também nota-se redução da taxa de fecundidade das brasileiras, o que é vantajoso. O Brasil também está com a vantagem do Bônus demográfico , quando a população economicamente ativa supera a população dependente, o que é um excelente fator de crescimento por atrair investimentos. Apesar de melhorias observadas na década 2000-2010, elas ainda são insuficientes. Quanto ao desenvolvimento humano , o Brasil está muito distante das nações desenvolvidas, com IDH de 0,718, que cresceu na última década à taxa de 0,769% ao ano. Nesse ritmo, até alcançarmos o IDH norueguês -- primeiro colocado, ou o australiano -- segundo colocado, que é de 0,943 serão necessários 35/36 anos. Isso nos leva a pensar que, a não ser que o acaso nos ajude, o sonho de nos juntarmos aos primeiros é questionável. Com respeito ao Programa Bolsa Família, esse prova ser uma frente social para a eliminação da desigualdade, seus beneficiários eram classificados como pobres e extremamente pobres e foram resgatados.

This study aimed at examining the social and economic impact of rural irrigation schemes with a particular focus on the Lower Gweru Irrigation scheme. The general objective of this study was to assess if rural irrigation schemes can act as livelihood security assets in transforming rural livelihoods, reduce poverty and attain food security in light of climate change. Results are based on findings from self-administered questionnaires directed at farmers and irrigation stakeholders, and face to face interviews involving farmers and stakeholders. Using Statistical Package for the Social Sciences, Microsoft excel and Health 24 web BMI calculator it was concluded that; Lower Gweru schemes, is a source of livelihood security securing food security, reduce poverty and creates rural employment. Regardless of various challenges faced by rural irrigation farmers, irrigations act as poverty and climate change buffers, providing an opportunity for communities to raise their Human Development Index and attain sustainable development. / Geography / M.Sc.(Geography)

Poverty reduction strategies in South Africa

Between 45-57% of South Africans are estimated to be engulfed by poverty. In an attempt to identify policy instruments that could help change this status quo, the various strategies that have been implemented in countries (e.g. China, Vietnam and Uganda) that are known to have been relatively successful in reducing poverty are reviewed. In the process, this dissertation discusses the literature regarding poverty, with a particular emphasis on the definition, measurement and determinants thereof. Furthermore, South Africa's anti-poverty strategies are discussed. It turns out that these have met limited success. This is largely due to insufficient pro-poor economic growth, weak implementation/administration at the municipal level, slow asset redistribution, high income/wealth inequality, low job generation rate by SMME's, high HIV/AIDS infection rate, public corruption and inadequate monitoring of poverty. Therefore, if meaningful progress towards poverty reduction is to be achieved, the government needs to deal with the foregoing constraints accordingly. / Economics / M.Comm. (Economics)
