Governança de TI nas universidades federais brasileiras: uma abordagem integrada / IT governance in brazilian federal universities: an integrated approach

A presente pesquisa tem como objeto de estudo a Governança de TI (TI) no âmbito das Universidades Federais Brasileiras, discute as relações existentes entre os mecanismos de Governança de Tecnologia da Informação (GTI) e o desempenho percebido da gestão de TI nessas instituições públicas. O tema Governança de Tecnologia da Informação, além de extenso, constitui implicações nas variadas áreas operacionais e do conhecimento, sendo muito relevante para a Administração Pública. Como parte da Governança Corporativa e do trato da coisa pública, envolve a participação de altos investimentos financeiros de infraestrutura física, recursos materiais e humanos. As universidades são entidades da Administração Indireta e atores essenciais no desenvolvimento e geração de conhecimento. Os seus gestores, enquanto agentes públicos administrativos, respondem pela competência de gerir os recursos públicos e prover as políticas internas que determinam como a TI vai proporcionar maior alcance e alinhamento ao negócio da instituição. Destaca-se, assim, o papel das universidades que administram quantitativo significativo de recursos públicos para a consecução de suas finalidades institucionais. Sob esta ótica, o presente estudo teórico-empírico tem como objetivo tecer um panorama da governança de TI nas universidades do país, (63 universidades), o alinhamento estratégico nas ações de governança e desenvolvimento institucional visando à eficácia, à efetividade e à eficiência dos serviços públicos prestados por estas instituições. Em face à delimitação do foco desta pesquisa o processo metodológico envolve 03 atividades de investigação: (1) pesquisa documental e bibliográfica, (2) instrumento de caráter exploratório, na forma de questionário para investigar a governança e gerenciamento de TI nas referidas instituições de ensino, direcionado aos responsáveis pela área de TI, como dispositivo de coleta de dados e (3) pesquisa da disponibilização das informações acerca de Governança de TI (GTI) nas páginas eletrônicas dessas instituições. Este trabalho, além de contribuir com estudos sobre a temática, visa investigar as relações que permeiam a governança e a TI como estratégia de negócio quanto à implantação da governança de TI como instrumento para a viabilização da Governança Corporativa das instituições. Dessa forma, espera colaborar para o desenvolvimento dos alicerces da Administração Pública, partindo do princípio que para melhorar é necessário diagnosticar, perceber-se, para então, oferecer, nestes campos de atuação, melhores resultados à sociedade. / This research has as an objective to study the IT Governance in the Brazilian Federal Universities, discusses the relationships between the IT Governance (ITG) mechanisms and the noticed IT management development in those public institutions. The subject Information Technology Governance, is not only vast, but constitutes implications in most different operational and knowledge areas, being relevant to the Public Administration, as a part of Corporative Governance and the public related, evolves high investments, such as financial, structure and material and human resources. The universities are entities from Indirect Administration and essential actors in the knowledge developing and creating and on its managers. Theirs public administrative agents, responds for the managing public resources competence and to provide internal policy that determines how IT will allow a bigger alignment and reaching of institutions business. We highlight the role of universities that manage significant quantity of public resources to achieve its institutional purposes. Looking this way, this theoretical and empirical study has as its goal to design an ITG panorama in the Brazilian universities (67 universities), for the strategic alignment on governance actions and institutional development focusing on the efficiency of the public service offered by those institutions. Facing this research focus delimitation, the methodology process will evolve three investigative activities: (1) documental and bibliographical research, (2) questioning, and exploratory tool, to investigate the IT Governance and Management perception in the IFES, directed to IT executive responsible, as a data collection device and (3) research the availability of ITG information in institutes websites. This project contributes to the studies this subject; it investigates the relations that make the ITG as a business strategy and shows the implementation IT Governance, such as a tool to allow the viability of Corporate Governance. This way, expected to contributes to the Public Administration development, following the principle that to improve it’s needed diagnose, and then, offer better results to the society on this field of working.

Ensaios sobre educaÃÃo, produtividade e crescimento econÃmico / Essays on education, productivity and economic growth

Conselho Nacional de Desenvolvimento CientÃfico e TecnolÃgico / A presente tese à composta por trÃs ensaios que investigam os impactos da educaÃÃo sobre o crescimento econÃmico recente dos municÃpios e estados brasileiros. O primeiro ensaio lanÃa luzes sobre a efetividade dos investimentos federais em novas unidades de ensino superior ocorridos na Ãltima dÃcada. A abordagem empÃrica utilizada permitiu comparar diferentes perfis municipais e diferenciar os impactos de curto e longo prazo, a partir da construÃÃo de amostras pareadas de municÃpios. Os resultados mostram que o retorno social dos novos campi universitÃrios, em termos de crescimento sustentado da renda e da produtividade local, dependeu fundamentalmente do perfil econÃmico e populacional de municÃpio beneficiado. Em especial, apenas os municÃpios com economia e populaÃÃo relativamente maiores perceberam ganhos de longo prazo, relacionados ao aumento da produtividade local. No segundo ensaio, analisou-se a relaÃÃo entre a dotaÃÃo de capital humano, em suas diferentes composiÃÃes, e o crescimento da Produtividade Total dos Fatores - PTF - dos municÃpios brasileiros nas duas Ãltimas dÃcadas. Em particular, testou-se a hipÃtese de que o capital humano à fator crucial para permitir a adoÃÃo de tecnologias de fronteira. Os resultados indicam que, para a grande maioria dos municÃpios, a escolarizaÃÃo de nÃvel mÃdio foi mais relevante para o crescimento da PTF do que a escolarizaÃÃo de nÃvel superior, o contrÃrio sendo observado para os municÃpios com economias mais dinÃmicas. Finalmente, no Ãltimo ensaio, foram analisados os canais pelos quais a dotaÃÃo de capital humano afetou a PTF dos estados brasileiros nas Ãltimas dÃcadas. Os resultados sugerem que os estados mais pobres, todos da RegiÃo Nordeste, se beneficiaram bem menos das externalidades derivadas da acumulaÃÃo de capital humano, em especial, daquelas capazes de gerar progresso tÃcnico endÃgeno, quando comparados aos estados das regiÃes Sul, Sudeste e Centro-Oeste. Em seu conjunto, os resultados dos trÃs ensaios tÃm implicaÃÃes relevantes sobre as decisÃes pÃblicas de investimento em educaÃÃo, sobretudo as de cunho federal. Primeiramente, o aprofundamento do papel dos campi universitÃrios federais nos municÃpios mais populosos e de maior porte econÃmico pode trazer um retorno social bem superior ao atual. Por outro lado, outros investimentos estruturantes relevantes podem resultar em impactos bem mais amplos entre os municÃpios de menor porte econÃmico. Em segundo lugar, hà um largo espaÃo para se elevar a produtividade brasileira via educaÃÃo tÃcnica e de nÃvel mÃdio, mais direcionada para a absorÃÃo de tecnologias jà existentes, o que beneficiaria a grande maioria dos municÃpios, especialmente os mais pobres e com economias menos desenvolvidas. O foco no ensino tÃcnico-profissionalizante se aplica, sobretudo, Ãs unidades da federaÃÃo que apresentam estruturas econÃmicas e sociais menos avanÃadas, onde ganhos mais expressivos de produtividade dependerÃo, pelo menos em um primeiro momento, de polÃticas que viabilizem o catch-up tecnolÃgico nessas economias. / This thesis comprises three essays that investigate the impact of education on the recent economic growth of Brazilian cities and states. The first essay sheds light on the effectiveness of federal investments in new university campuses over the last decade. Starting from the construction of paired samples of municipalities, the empirical approach allowed us to compare different municipal profiles and differentiate the impacts of short and long term. The results show that the social return on new campuses, in terms of sustained income growth and local productivity, depended crucially on economic and demographic profile of the municipality. In particular, only the municipalities with relatively larger economy and population realized long-term gains, due to productivity gains. In the second essay, we analyzed the relationship between human capital endowments, and their different compositions, and the growth of Total Factor Productivity - TFP - in the last two decades. In particular, we tested the hypothesis that human capital is crucial to enable the adoption of frontier technologies. The results indicate that, for most municipalities, the secondary education was more relevant to TFP growth than the higher education, the opposite being observed for municipalities with more dynamic economies. Finally, in the last essay, we analyze the channels through which human capital endowments affected the TFP of the states in recent decades. The results suggest that poorer states, all of the Northeast Region, benefited far less from the externalities derived from the accumulation of human capital, in particular those that are able to generate endogenous technical progress. Taken together, the results of the three essays have significant implications for public investment decisions in education, especially those of federal nature. First, deepening the role of the federal university in the relatively larger municipalities can bring a higher social return. On the other hand, other relevant structural investments can result in much broader impacts on the smaller economies. Secondly, there is a great opportunity to raise Brazilian productivity via secondary-technical education, oriented to the absorption of existing technologies, which would benefit the vast majority of municipalities, especially the poorest and least developed economies. The focus on technical and vocational education is indicated mainly to the states with less advanced economic and social structures, where more significant productivity gains depend most of policies that support the technological catch-up in these economies.

The main purpose of this thesis is the comparative analysis of the funding of public universities with the focus on the issues of the coefficients of economic difficulty. At the beginning of the thesis the education is provided in universities set into the Czech educational system. Furthermore the thesis is targeted on the history of the Czech higher education and its development since its founding and establishing to the present status. In the theoretical part the basic concepts of funding and financing public universities and the history of the coefficient of economic difficulty, which is compared from different perspectives in the analytical part, are explained. The aim of this thesis is the comparison of the values of the coefficients of economic difficulty in selected public universities, while taking into account the development of the share of personal and non-capital costs in the main function, the number of students and the number of academic staff. The target of this thesis is the comparison of the values of the coefficients of economic difficulty in selected public universities taking into account the development of the share of personal and non-capital costs in the core business, the number of students and academic staff. The result is a proposed amendment to the values of these coefficients and the level of the amount of funding provided to public universities in the Czech Republic.

This research is about the social worker in Federal Institute of Bahia IFBA, part of Federal Network of Vocational and Technological, expanding in recent Brazilian Governments. We investigated the way how social worker responds to the demands in your professional exercise, establishing relationship between social politicals where they work. The research revisited bibliographic references and did documentary research in eight of sixteen IFBA campis. IFBA offer courses in different modalities and steps of teaching and ask for social workers to contribute in the intervention to minimizing the high rates of truancy within the childcare. The Social Work, in your emergency, is associated at the social policies and the role of the State in expressions intervention about social issue , in the marks of monopoly capitalism. The Social Work contradictory character and the social policies is uncovered, as well as like the fragmentation and absence the link between them. The intersectorial challenges in policies happen because of absence integral guarantee of the State rights in a society who has like base labor exploration and classes inequality. Beyond this fundamental challenge, are the political entourage questions, budgets, absence of management, communication and link between the professionals, either by hierarchy and/or workers fight deterioration. These aspects were observed in IFBA, confirming research hypothesis by analyzing of a hundred thirty seven (137) selected documents, among them reports, projects, programs and then. There are links between the social workers and professionals and institutes, but them happen like a point and don´t favor the systematic monitoring of students reals needs. The research fears point reflections to think about the link of actions and ethic-political Social Work project, make strength of a fair society built. / Este estudo trata do exercício profissional do assistente social no Instituto Federal da Bahia - IFBA, partícipe da Rede Federal de Educação Profissional e Tecnológica, em plena expansão nos últimos governos brasileiros. Investigamos a forma como o assistente social responde às demandas presentes no seu exercício profissional, estabelecendo relações entre as políticas sociais em que atua. O estudo revisitou bibliografias e realizou pesquisa documental com oito dos dezesseis campi do IFBA. O IFBA oferta cursos em diversas modalidades e níveis de ensino e vem requisitando assistentes sociais para contribuir na intervenção a fim de minimizar os altos índices de evasão escolar no âmbito da assistência estudantil. O Serviço Social, desde sua emergência, está relacionado às políticas sociais e ao papel do Estado na intervenção das expressões da questão social , nos marcos do capitalismo monopolista. O caráter contraditório do Serviço Social e das políticas sociais é desvelado, bem como a fragmentação e ausência de articulação entre estas. Os desafios da intersetorialidade nas políticas se dão pela ausência de garantia integral dos direitos por parte do Estado numa sociedade que tem por base a exploração do trabalho e a desigualdade de classes. Para além deste desafio fundamental, estão as questões político-partidárias, orçamentárias, ausência de gestão, comunicação e articulação entre os profissionais, seja por hierarquias e/ou pelo enfraquecimento da luta dos trabalhadores. Estes aspectos foram observados no âmbito do IFBA, confirmando as hipóteses da pesquisa através da análise de cento e trinta e sete documentos selecionados, dentre estes relatórios, projetos, programações e afins. Há articulações entre as assistentes sociais e profissionais e instituições, mas estas ocorrem de forma pontual e não favorecem o acompanhamento sistemático das reais demandas dos estudantes. As apreensões da pesquisa apontam reflexões para pensar ações concatenadas ao projeto ético-político do Serviço Social, fortalecendo a construção de uma sociedade justa.

Stakeholder perceptions of service quality improvement in Ethiopian public higher education institutions

The study identifies how different stakeholders perceive service quality improvement initiatives in public higher education institutions in Ethiopia. For this purpose, a mixed research methodology was employed. Furthermore, secondary data were collected from a variety of literature and primary data were collected from academic staff and final year students at public higher education institutions using the SERVQUAL scale and through focus group interviews. The collected data were analysed using both descriptive and inferential statistics. The research findings indicated that all dimensions of the service quality improvement initiatives were perceived by academic staff and studentsto be verypoor. The reasons for these poor or low perceptions were: the high expectationsof the stakeholders, the government’s intention to expand, lack of adequate knowledge regarding the implementation of the BPR process, the lack of motivation by service providers, poor management and the lack of good governance by the universities, inexperienced workers, non-empowered and task specific frontline employees, the low quality of the infrastructure, non-value adding hierarchical structures and approval systems, ethical problems with some service providers, the high staff turnoverand the lack of experienced staff. In addition, at all new universities, construction is underway and as a result,there are problems such as the poor state of the dormitories, classes,bathrooms, recreation areas, lounges, TV rooms, sport fields and internet connectivity, while the libraries are not well stocked with books and periodicals either. This study has recommended that the institutions should have standardised instruments that can be used to measure the status of service quality improvement and deliveryperiodically and to identify the areas that have the highest perceived performance gap scores in order to redeploy some of the resources. It also needs to be pointed out that the service providers lack sufficient knowledge and skillsconcerning the implementation of BPR, thus training is recommended in this regard.It is further recommended that for effective implementation of the BPR process, the importance of the provision of different guiding documents, continuous monitoring of activities and top management support should be kept in mind. / Educational Leadership and Management / D. La universidad latinoamericana en la sociedad. Análisis de la relación entre universidad y comunidad desde el enfoque de capacidades para el desarrollo humano

[ES] La presente tesis explora dos experiencias de extensión universitaria latinoamericanas desde el enfoque de las capacidades para el desarrollo humano, las cuales son: la Universidad Nacional, Costa Rica y la Universidad Nacional de Rosario, Argentina. Nuestro objetivo es comprender la contribución de tales prácticas para transitar hacia una extensión transformadora. A partir de una aproximación de corte cualitativo, identificamos las capacidades más valoradas por las personas participantes (estudiantes y personas de las organizaciones sociales y comunitarias), así como los recursos institucionales y los factores de conversión que intervienen en tales prácticas extensionistas. Desde una perspectiva crítica de la extensión universitaria y sostenida en los paradigmas constructivista e interpretativista, elegimos el estudio de caso, buscando la comprensión de la realidad y del significado de la experiencia para las personas participantes. En el campo metodológico, se desplegaron diferentes métodos cualitativos, tales como la revisión documental, observación participante, entrevistas y grupos de discusión. En cuanto a los resultados, destacamos la recuperación y sistematización de literatura latinoamericana relacionada con la extensión universitaria, reconociendo la fortaleza de la cultura extensionista para una formación integral, así como su contribución social al desarrollo humano sostenible. Por otro lado, se pone en valor las virtudes metodológicas del enfoque de las capacidades en la educación superior que permitió el diseño del primer índice latinoamericano que recoge las capacidades individuales y colectivas más valoradas por los diferentes actores de la extensión universitaria, así como los principales recursos y factores de conversión que posibilitan la expansión de tales capacidades. El índice aquí presentado agrupa seis capacidades estudiantiles ampliadas durante la experiencia extensionista, que evidencian el enfoque integral y transformador de tales prácticas en el ámbito personal, comunitario y profesional, que se encuentra alineado con los valores del desarrollo humano y el ideario de la Reforma de Córdoba. Por otro lado, desde los contextos locales, se destacó la expansión de tres capacidades individuales y cinco colectivas. A partir de tal análisis, se logró visibilizar la confluencia de diferentes factores (personales, sociales y ambientales) en la expansión de esas capacidades, así como proponer transformaciones universitarias y educativas necesarias para transitar hacia una extensión transformadora. Por último, esta investigación aporta una serie de valores, principios y fines para alcanzar una extensión transformadora alineada con el desarrollo humano sostenible. Para promover esta transición, se requiere que las universidades públicas latinoamericanas impulsen y faciliten procesos de co-diseño que promuevan la creación y actualización de normativa institucional y el fomento de una cultura y gestión institucional dirigidas a potenciar la extensión transformadora. / [CA] La present tesi explora dues experiències d'extensió universitària llatinoamericanes des de l'enfocament de les capacitats per al desenvolupament humà, les quals són: la Universitat Nacional, Costa Rica i la Universitat Nacional de Rosario, Argentina. Des d'una perspectiva crítica de l'extensió universitària i sostinguda en els paradigmes constructivista i interpretativista, triem l'estudi de cas, buscant la comprensió de la realitat i del significat de l'experiència per a les persones participants. En el camp metodològic, es van desplegar diferents mètodes qualitatius, com ara la revisió documental, l'observació participant, les entrevistes i els grups de discussió. Pel que fa als resultats, destaquem la recuperació i sistematització de literatura llatinoamericana relacionada amb l'extensió universitària, reconeixent la fortalesa de la cultura extensionista per a una formació integral, així com la seva contribució social al desenvolupament humà sostenible. D'altra banda, es posa en valor les virtuts metodològiques de l'enfocament de les capacitats en l'educació superior que va permetre el disseny del primer índex llatinoamericà que recull les capacitats individuals i col·lectives més valorades pels diferents actors de l'extensió universitària, així com els principals recursos i factors de conversió que possibiliten l'expansió d'aquestes capacitats. L'índex ací presentat agrupa sis capacitats estudiantils ampliades durant l'experiència extensionista, que evidencien l'enfocament integral i transformador de tals pràctiques en l'àmbit personal, comunitari i professional, que es troba alineat amb els valors del desenvolupament humà i l'ideari de la reforma de Còrdova. D'altra banda, des dels contextos locals, es va destacar l'expansió de tres capacitats individuals i cinc col·lectives. A partir d'aquest anàlisi, es va aconseguir visualitzar la confluència de diferents factors (personals, socials i ambientals) en l'expansió d'aquestes capacitats, així com proposar transformacions universitàries i educatives necessàries per transitar cap a una extensió transformadora. Finalment, aquesta investigació aporta una sèrie de valors, principis i fins per assolir una extensió transformadora alineada amb el desenvolupament humà sostenible. Per promoure aquesta transició, es requereix que les universitats públiques llatinoamericanes impulsin i facilitin processos de co-disseny que promoguin la creació i actualització de normativa institucional i el foment d'una cultura i gestió institucional dirigides a potenciar l'extensió transformadora. / [EN] This thesis explores two Latin American university extension experiences from the perspective of human development capabilities: Universidad Nacional, Costa Rica and Universidad Nacional de Rosario, Argentina. Its objective is to understand the contribution of such practices to move towards a transformative extension. From a qualitative approach, the participants' (students and people from social and community organizations) most valued capabilities were identified, along with the institutional resources and conversion factors involved in such extension practices. From a critical perspective of university extension and sustained in the constructivist and interpretivist paradigms, the case studies to understand the reality and meaning of the participants' experience were chosen. Different qualitative methods were deployed in the methodological field, such as documentary review, participant observation, interviews, and discussion groups. As for the results, the recovery and systematization of Latin American literature related to university extension were highlighted, recognizing the extensionist culture's strength for an integral formation and its social contribution to sustainable human development. On the other hand, there is an emphasis on the methodological virtues of the capabilities approach in higher education that allowed the design of the first Latin American index that gathers the individual and collective capabilities most valued by the different actors of university extension, as well as the primary resources and conversion factors that make possible the expansion of such capabilities. The index presented here brings together six student capabilities that were expanded during the extension experience, which show the comprehensive and transformative approach of such practices in the personal, community and professional fields, and aligned with the values of human development and the ideas of the Reforma de Córdoba. On the other hand, the expansion of three individual and five collective capabilities was highlighted from the local contexts. Based on this analysis, the confluence of different factors (personal, social and environmental) in expanding these capabilities was made visible and proposing the university and educational transformations needed to move towards a transformative extension. Finally, this research provides a series of values, principles and goals to achieve a transformative extension aligned with sustainable human development. To promote this transition, Latin American public universities are required to encourage and facilitate co-design processes that promote the creation and updating of institutional regulations and the promotion of institutional culture and management to enhance the transfer of knowledge and skills to the public sector. / Monge Hernández, CL. The Constitution, together with various policy documents, provides guiding principles for the transformation of higher education in South Africa. Several universities were placed under administration, before and after the attainment of democracy in South Africa. The independent assessors reports on these institutions have one thing in common, namely that they point out poor administration and ineffective corporate governance practices. Despite many commendable initiatives by Government since 1994 to improve an apparently flawed higher education system, some aspects could be enhanced further, especially concerning corporate governance and governance accountability. Council members and the executive management of higher education institutions are subject to common law fiduciary duties and duties of care and skill. However, their accountability for breaches of these duties is not always clear and is seldom enforced. There is a need to balance effective accountability and the exercise of discretionary powers that are integral to effective governance and management. This thesis considers how corporate governance and compliance in higher education can be improved further, taking into account various legislative changes to the Higher Education Act 101 of 1997, direction provided by the Companies Act 71 of 2008 and the Banks Act 94 of 1990 in respect of the regulation of directors’ duties. An in-depth investigation into the relevant provisions of these Acts was not intended nor undertaken. Rather, the thesis draws from these Acts so that the problems concerning corporate governance in the higher education sector may be dealt with. The regulation of higher education in the foreign jurisdiction of the State of Georgia in the United States of America and in the Canadian province of Ontario was also considered. Based on the research undertaken, specific amendments are proposed to the Higher Education Act of 1997 and the Regulations for Reporting by Public Higher Education Institutions 2014, which are aimed at improvin higher education. / Die reg op onderwys word in die Grondwet van die Republiek van Suid-Afrika 1996 verskans. Riglyne vir die transformasie van hoër onderwys in Suid-Afrika word in die Grondwet en verskeie ander beleidsdokumente vervat. Voordat en nadat ‘Suid-Afrika demokraties geword het, is verskeie universiteite onder administrasie geplaas. Luidens die onafhanklike assessore se verslae, het hierdie instellings een ding gemeen gehad: swak administrasie en ondoeltreffende korporatiewe regering. Ondanks talle prysenswaardige stappe van die regering sedert 1994 om die probleme in die hoëronderwysstelsel te ondervang, kan bepaalde aspekte steeds verbeter, in die besonder korporatiewe regering en regeeraanspreeklikheid. Raadslede en lede van die uitvoerende besture van hoëronderwysinstellings is verplig om hulle gemeenregtelike fidusiêre pligte en hulle sorgvuldigheids- en kundigheidsplig na te kom. Hulle verantwoordingspligtigheid in geval van pligsversuim is egter dikwels vaag en word selde afgedwing. Die juiste ewewig moet gevind word tussen doeltreffende verantwoordingspligtigheid en die uitoefening van diskresionêre magte wat onlosmaaklik deel is van doeltreffende korporatiewe regering en bestuur. In hierdie tesis word gekyk hoe korporatiewe regering en nakoming in hoër onderwys verbeter kan word met inagneming van verskeie wysigings van die Wet op Hoër Onderwys 101 van 1997, riglyne in die Maatskappywet 71 van 2008 en in die Bankwet 94 van 1990 aangaande die pligte van direkteure. Geen grondige ondersoek na die toepaslike bepalings in hierdie wette is beoog of gedoen nie. Hulle word eerder gebruik om oplossings vir die probleme met korporatiewe regering in hoër onderwys te vind. Hoe hoër onderwys in die Amerikaanse deelstaat Georgia en die Kanadese provinsie Ontario gereël word, is eweneens in ag geneem.
