Thesis (MA)--Stellenbosch University, 2013. / Bibliography / ENGLISH ABSTRACT: This thesis evaluated the theory behind the South African Expanded Public Works Programme (EPWP) during its first phase from 2004-2009. The research examined how sound the EPWP theory was which explains the logic that links programme objectives and programme activities and resources. The data for this study comprised of government departmental documents on the EPWP, the context of the EPWP and the policies that informed it. Evaluation of the EPWP theory revealed that the programme was based on a sound theory if focusing solely on projected objectives, activities and resources. However, the evaluation also revealed deficiencies in the programme theory with regard to the EPWP reaching its larger policy goals. The theory construction and evaluation framework by Rossi, Freeman and Lipsey (2004) is an evaluation tool that was used to evaluate the EPWP. More theory based approach evaluations would add value to the lack in theory based programme evaluations in South Africa. In brief, the problem of unemployment is structural in South Africa and requires long term solutions. The policies and policy programmes should thus be designed with permanent employment measures in mind. However, employment through one of the largest policy programmes in South Africa, the EPWP, was short term. It is therefore recommended that this method of programme evaluation be utilised in more studies prior to implementation of a programme, because if the logic behind a programme is sound, its chances to succeed could be improved. / AFRIKAANSE OPSOMMING: Hierdie tesis evalueer die teorie agter die Suid-Afrikaanse Uitgebreide Openbare Werke Program (UPWP) tydens die eerste fase van 2004-2009. Die navorsing ondersoek hoe grondig die teorie die logika tussen program doelwitte en program-aktiwiteite en hulpbronne verduidelik. Die data vir hierdie studie bestaan uit departementele dokumente oor die konteks van die UPWP en die beleid wat die program ingelig het. Evaluering van die UPWP-teorie het aan die lig gebring dat die program gebaseer is op 'n grondige teorie, met die fokus uitsluitlik op geprojekteerde doelwitte, aktiwiteite en hulpbronne. Die evaluering van die UPWP-teorie het ook die gebrek met betrekking tot die bereik van groter beleidsdoelwitte aan die lig gebring. Die teorie konstruksie-en evalueringsraamwerk deur Rossi, Freeman en Lipsey (2004) is 'n evaluering instrument wat gebruik was om die UPWP te evalueer. Meer teoreties-gebaseerde evaluerings sal waarde toevoeg tot die gebrek van teorie-gebaseerde program evaluering in Suid Afrika. Ter opsomming, werkloosheid is n strukturele probleem in Suid Afrika en vereis langtermyn oplossings. Die beleide en die beleid programme moet dus ontwerp word met permanente indiensneming geleenthede in gedagte. Indiensneming deur een van die grootste programme in Suid-Afrika, die UPWP bied egter kort termyn indiensneming. Dit word dus aanbeveel dat die teorie-gebaseerde benadering van programevaluering in meer studies gebruik word voor die implementering van 'n program, want as die logika agter 'n program grondig is, is die kanse van sukses verhoog.

Performance of the expanded public works programme in a selected department of the Western Cape Provincial Government, South Africa

The South African Government has been involved in a number of initiatives, together with the advancement of a labour-intensive Expanded Public Works Programme (EPWP) in order to reduce unemployment and poverty. The EPWP was initiated in 2004 with the aim to place the jobless into productive work in the public sector social services where these EPWP beneficiaries are provided with relevant training and transfer of appropriate skills. However, the EPWP only creates temporary work opportunities that have limited influence on the lives of the beneficiaries. The main objective of the study was to examine the performance of the Youth Work Project (YWP) as an EPWP in a selected department of the Western Cape Provincial Government in order to determine its sustainability of job creation. The secondary aims of the study were to explain the process of the YWP as implemented through the EPWP by a selected department of the Western Cape Provincial Government. A third objective was to examine whether the Public Works employment opportunities enhance subsequent employability of participants once they exit this programme. Fourthly, recommendations was forwarded as to how best the EPWP can be used as a tool for helping unemployed youth with a permanent work opportunity. The sample frame computed of thirteen (13) individuals, therefore purposive sampling was considered the most suitable technique to use in this study. The semistructured interviews were conducted with five (5) management officials responsible for the EPWP and unstructured questionnaires were administered to eight (8) available EPWP beneficiaries placed at a selected department of the Western Cape Provincial Government.

The investigation of the management of expanded public works programme (EPWP) towards job creation in Polokwane Local Municipality, Limpopo Province

Thesis (MDev.) -- University of Limpopo, 2016 / The introduction of privatisation after 1994 has left many people in Polokwane without employment. The majority of the jobs were given to few people who always provide services through tenders. Most of the departments were no longer hiring people because of the tendering process. The process has made many departments and municipalities to absorb labour force in the public sector. Due to lack of employment in different regions in Limpopo, the provincial Department of Public Works has started an Expanded Public Works Programme (EPWP) to alleviate poverty in the province. However, the management of these projects became a problem to most of the government officials in the municipalities, provincial departments and municipalities are fraught with challenges such as lack of managerial traits, technical and skills related to project management. Polokwane local municipality is not excluded from the above problems, hence the study on the investigation of the management of EPWP towards job creation in Polokwane local municipality. In order to understand the total context of the managerial flaws faced by Polokwane local municipality in Limpopo an in-depth empirical research and interviews were conducted to collect data from government official and employees in the study area. The finding of the study suggests that lack of managerial traits, technical skills, lack of participation, non-compliance with work ethics, monitoring and evaluation were regarded as the greatest challenges in the management of EPWP in Polokwane local municipality. Due to the above challenges, most of the projects are not completed on time because of the lack of qualified project managers. Lack of qualified personnel also contributed to poor quality of service delivery in the area of the study. The study revealed that the projects can alleviate poverty if can be managed and implemented by qualified managers and employees with relevant skills. Therefore, the study calls for the Department of Public Works to appoint qualified and experienced civil engineers to monitor and evaluate the implementation of EPWP projects in Polokwane local municipality.

Public-private partnerships and questions in public procurement

This study explores the connections of public procurement official perceptions of public-private partnerships and their contracting decisions for public infrastructure projects. Detailed discussion of previous scholarship and its focus on policymaking and project evaluation of public-private partnerships leaves a gap in the public policy process – implementation. Procurement officials are presented in the role of policy implementers rather than agents in a principalagent approach. This attempts to address a shortcoming of the description that these officials do nothing more than purchase. Arguments are put forth that these officials are given additional levels of discretion when faced with contracting decisions. Specifically, procurement officials observe that public-private partnerships provide sets of project consequences. A survey instrument is designed to explore the differences in perceptions that procurement officials have with respect to public-private partnerships and traditional contracting out. Survey failures result in findings only being able to attempt a more general view of public-private partnerships. Results allow perceptions to be placed in a decision-making model based on a project phase approach that develops on the assumption that tasks contracted to private vendors produce project consequences. Furthermore, analysis of significant consequence perceptions indicate that those perceptions do not provide a rationale for a procurement official’s decision-making on whether to contract using a public-private partnership for public infrastructure projects. Independent sample t-tests, controlled correlations, multiple ANOVA and linear regression analyses show that perceptions of consequences, the perceptions of differences of those consequences across project phases, relationships of consequences to perceptions of efficiency and effectiveness proxies and a bounded rationalitybased model of decision-making for procurement officials are all inconclusive. Discussion focuses on the development of consequences and phases as defining and clarifying public-private partnerships. Further discussions are presented for procurement officials with respect to their decision-making and possible role as policy implementers. Conclusions fail to uncover any inferential results. However, according to the information provided by the Brazilian Court of Audit (TCU), there are innumerous irregularities in this king of execution in the country and among them, contract amendments. Contract amendments, whether of value or time, cause losses both for society and for public administration. In this work, we seek to analyze the events that contribute to changes in the construction planning time of the Federal Institutes of Education of Goiás and Tocantins, using statistical models and data mining techniques. The use of quantitative methods in this analysis shows that there are relationships or associations between the characteristics of the works and their amendments. / A execução de obras públicas possui grande importância para o desenvolvimento de um país, seja em termos econômicos ou político-sociais. Entretanto, de acordo constatações realizadas pelo Tribunal de Contas da União (TCU), são inúmeras as irregularidades verificadas na execução das obras públicas no país e dentre elas, os aditivos contratuais. Os aditivos contratuais, sejam de valor ou de tempo, ocasionam prejuízos tanto para a sociedade quanto para a administração pública. Neste trabalho, procura-se analisar as situações que contribuem para as alterações no cronograma das obras públicas dos Institutos Federais de Ensino de Goiás e Tocantins, utilizando-se de modelos estatísticos e de técnicas de mineração de dados. A utilização destes métodos quantitativos na análise da execução das obras públicas mostra que existem relações ou associações entre as características das obras e seus aditivos.

City Unplanning: The Techno-Political Economy of Privately-Financed Highways in Lima

Since 2009 the Metropolitan Municipality of Lima has partnered with private corporations to deliver three highway projects worth US$1.5bn. This process follows a state-building strategy developed since the 1990s to allow different levels of government to deliver infrastructure projects with private finance. In Lima, the model has almost exclusively produced highways through a specific scheme that allows firms to submit unsolicited proposals. In this dissertation, I investigate how the availability of private finance transforms the political process and local planning outcomes. I argue that rather than being simply a solution for cash-strapped governments looking to invest in specific pieces of infrastructure, the introduction of private finance shapes what projects get built. Private finance not only transforms the implementation part of a two-step process: it has a deep impact on the planning phase itself by setting constraints on what can be done and to what ends. I call the specific mechanism by which private finance influences planning ‘unplanning.’ Here, the state is not simply retreating to let the private sector determine priorities. In other words, it is not abandoning planning, or simply not planning. Rather, it is being transformed in order to follow a proactive role in attracting investment, and to adapt planning to the needs of private capital. The dissertation goes beyond understandings of infrastructures as neutral conduits and into their techno-political nature in order to reveal how they reflect, reproduce and become both the conduit and the site of political conflicts between private capital, the state, and urban dwellers.

Darbo tikslas – įvertinti VDU Kauno botanikos sode vykdytos „Kauno miesto moksleivių viešieji darbai“ programos tikslų pasiekimą. Buvo apklausti moksleiviai dalyvavę VDU Kauno botanikos sode vykdytoje programoje. Pagrindiniai tyrimo rezultatai iliustruojami lentelėmis bei paveikslais. Darbo pabaigoje daromos išvados: 1. Įstaiga (VDU Kauno botanikos sodas) pakankamai pasirengusi vykdyti socialinę moksleivių užimtumo programą. 2. Remiantis respondentų anketinės apklausos duomenimios daroma prielaida, kad programa efektyvi tikslų pasiekimo aspektu. Tyrimas padėjo išsiaiškinti kokias sritis įstaiga turėtų patobulinti, kad būtų kokybiškiau pasirengusi vykdyti socialines moksleivių užimtumo programas. Autorė ateityje naudosis tyrimo rezultatais vykdydama socialines užimtumo programas VDU Kauno botanikos sode. / In order to increase youth employment in Lithuania since 1996 there are pursued several youth employment programs. One of them is student public works. Aim of the work – evaluate goals of the program “Public works of Kaunas city students” pursued in Kaunas Botanical Garden of Vytautas Magnus University. Students taking part in a program were interviewed. Main results of the research are introduced in tables and pictures. After finishing the work we can draw conclusions: 1. Institution (Kaunas Botanical Garden of Vytautas Magnus University) is ready to pursue a social program of students’ employment. 2. According to data of respondents’ questionnaire – the program is effective to reach the goals. This program has helped to find imperfections to prepare better to pursue social programs of students’ employment. The author will use research results to pursue social programs of employment in Kaunas Botanical Garden of Vytautas Magnus University.
