The impact of Extended Public Works Programmes on poverty alleviation in the Bushbuckridge Municipality in the Mpumalanga Province

Thesis (M.Dev.) -- University of Limpopo, 2011 / The study focused on the existence of Extended Public Works Projects (EPWP) and beneficiation in the village of Croquetlawn and Tsemamarhumbu village of Mkhuhlu in the Bushbuckridge Municipality. Many rural households live in situations of high unemployment and abject poverty, especially in the rural neighbourhoods of South Africa. The introduction of labour intensive projects of government in infrastructural development, under the auspices of the Department of Public Works, has brought a great relief in redressing unemployment and poverty in the country. While the provision of these short-term based jobs is life-saving, the question is whether or not these projects (EPWP) will provide a sustainable solution to unemployment and poverty with the skills and information they provide to the employees. The methodology used in this study was both qualitative and quantitative in nature. A small sample size of 40 people was selected using purposive sampling, targeting mainly beneficiaries of EPWPs, Municipal officials, CBOs, traditional leaders (indunas) and Ward Councillors. It is worth pointing out that the study findings indicated the positive impact of the EPWPs on beneficiaries; even though challenges were still enormous. At the delivery or grassroots point, the institutional arrangement of the Programme is virtually weak and non-existent in most instances resulting in poor governance. It is recommended that during the programme design stage, institutional arrangements and mechanism must be improved by the involvement of community structures to enhance good governance. It is recommended that gender mainstreaming forms part of the project management and programme design. This implies that vulnerable people such as women and orphaned children are given a special status in the programme. The programme design should also in the main address human basic needs related to infrastructural projects. Labour intensive programmes can create a greater demand for local products and services than do high technology programmes which may heavily rely on imported technology and equipment.

The impact of Extended Public Works Programme in job creation : a case study of eThekwini Municipality.

The focal point of the case study is based on the Expanded Public Works Programme (EPWP) as one of the initiatives agreed to at the Growth and Development Summit (GDS) in June 2003. The goal of the EPWP is to bridge the gap between the growing economy and the large numbers of unskilled and unemployed people who have not yet enjoyed the benefits of economic development. Taking into consideration that most of the unemployed are unskilled, the importance is on relatively unskilled work opportunities. This case study sought to understand the conceptualisation and operation of the EPWP in the eThekwini Municipality. It attempted to establish the extent to which the beneficiaries of the EPWP have been able to sustain decent jobs after the implementation of the EPWP within the Municipality. Against this backdrop, this case study drew conclusions on the conceptualisation and implementation of EPWP and made recommendations on how best to implement the programme. The study was largely qualitative seeking to establish people’s views and perceptions on the programme. Impact to alternative contracting methods using multivariate analysis in the regulatory environment

This research addresses legislative impediments inherent to working in the government construction industry by investigating whether benefits exist when using alternative project delivery methods, and whether legislative limitations allowing the use of alternative project delivery methods impede any such benefits from being realized. The research begins by defining the project delivery method process, and explains in detail the four primary types and how they function. The research then provides a qualitative study that presents the perceived advantages and disadvantages of each method. Then, a second literature review provides an overview of previously published research in project delivery method selection, and examines federal and state legislative trends to establish the growing debate associated with alternative project delivery methods, focusing on the design-build method of project delivery. Finally, a quantitative analysis is presented to test whether federal and state legislative limitations influence the realization of any benefits of alternative project delivery methods, and specifically design-build, for federal projects. Project characteristics from the U.S. General Services Administration Capital Construction Project database are tested. The research suggests that when an alternative project delivery method, specifically design-build, is chosen, there are benefits in time and cost savings, and the ability to use the alternative project delivery method is affected by the removal of federal and state legislative impediments.

Structural adjustment programmes have been promoted globally by international financial institutions as an answer to the financial problems of developing countries like Samoa. This thesis is a study of the history of structural adjustment programmes in the Independent State of Samoa, and focuses specifically on a case study of one particular programme: the restructuring and privatisation of the former Public Works Department (PWD). It seeks to compare the claims made for the reform process by development economists, development consultants and planners, politicians and reform managers, with the experiences of those who were involved in various roles in a particular type of reform: the privatisation of a Government utility. The PWD was chosen by the Samoan Government to kick-start its institutional reform programme. The Department had, over the years, suffered from poor management, corrupt practices, overspending and unaccounted funds which were all revealed in an Auditor General's Report tabled in Parliament in Samoa in 1994. This caused great embarrassment to the Government which had then to respond to these accusations. Government saw the reform of the PWD as a means to respond to public criticism of its lack of oversight, and discontent with the standard of the department's services in public works, institutional construction, repair and maintenance programmes. The study used a case study methodology to interview the people that were involved in the privatisation of the old Public Works Department (PWD). Various people who were, and are still, involved in the process of reforming Government institutions were interviewed. These included the politicians who both advocated and opposed the implementation of the reforms, the consultants who managed them for the Government and international agencies, and employees at all levels of the former Public Works Department. It explored PWD employees' personal and institutional experiences of the period before, during and since the reform of the agency. Despite the propaganda on the benefits that reform programmes have for the countries that implement them, the study has revealed different findings. It identifies and examines some important differences between the claims made by various stakeholders about the reforms, and the experiences of those who were directly involved in various ways. It has shown that people in different positions have different experiences of the same programmes, and that their experiences are significantly influenced by their social location and, specifically, whether they are "insiders" or "outsiders." It concludes by suggesting that since the structural reform project is likely to continue in Samoa for the foreseeable future, it is useful to identify those lessons from the PWD privatisation which might be applied to future projects to mitigate their social and organisational impact.

The author explains what «diligent bidder» means during bidding processes. First, he starts analyzing some civil law matters as due diligence and compliance with obligations. Then, he states his position about whether the consultation during bidding processes is a right or an obligation for the bidder, and under what conditions it would work. Furthermore, he explains the relevance of identifying strict liability on developing the technical file to set the compensation of damages. Finally, the author offers some cases to determine when contractors are «diligent bidders» and when they are not. He points out that when contractors are «diligent bidders», the owner must take full responsibility; on the other hand, when they are not «diligent bidders» and they partially caused the damage, the judge or the arbitrator should reduce the compensation. / El autor aborda el tema relacionado al «postor razonable» en los procesos de selección de obra pública. Su aproximación al tema parte por analizar aspectos civiles relacionados con la diligencia y el cumplimiento de obligaciones. Asimismo, presenta su posición respecto de si la formulación de consultas es una obligación o un derecho de los postores, y en qué casos se aplicaría. Además, explica porqué es importante determinar la responsabilidad objetiva en la elaboración del expediente técnico, a la hora de determinar el resarcimiento del daño. Management of official accommodation in the Department of Roads and Public Works in Port Elizabeth

The study investigates management of official accommodation in the Department of Roads and Public Works. Government immovable asset plays an essential role in ser-vice delivery. The official accommodation policies were not implemented as intendant and as a result, the former government employees are illegal occupants in government properties. The implementation of legislation and departmental policy for official ac-commodation are problematic when illegal occupants occupied government immova-ble assets without lease agreement. The present of illegal occupants has a negative impact to officials who qualify to occupy government properties in terms of the depart-mental policy for service delivery purposes. The study proposed to provide literature search using books, legislation, policies, and personal interviews among others. The research methodology employed in this study was described, followed by the legislative framework employed in this study. Some of the findings on a legislative framework for official accommodation in the department of Roads and Public Works in the department of Roads and Public Works include gaps at the implementation of departmental policy on Allocation of Official Housing in rela-tion to the lease of state owned properties. Recommendations as a result of descriptive literature search are presented and how the existing problem of implementation of official accommodation policies can be changed to enhance service delivery and to provide accommodation to officials who qualify to occupy government immovable assets. The recommendations will enable the Department of Roads and Public Works as custodian of immovable assets, to fulfil its Constitutional mandate to provide official accommodation to their officials and cli-ents departments who qualify in terms of the policy for service delivery purposes.

O preço de uma obra é composto de custos diretos, custos indiretos e lucro. É justamente sobre essas despesas indiretas e a bonificação (BDI) que residem as maiores dúvidas e questionamentos em relação à conceituação, aplicação e estimação. O custo direto da construção é facilmente orçável. O problema está na estimativa e controle dos demais elementos formadores do preço, como despesas administrativas, financeiras e custos indiretos no canteiro de obras. Quanto mais o BDI refletir os custos indiretos reais, melhores as possibilidades de se ofertar preços exeqüíveis, competitivos e justos. O objetivo da pesquisa é verificar a influência do BDI (Bonificação e Despesas Indiretas) na exeqüibilidade dos preços das obras públicas, sabendo que este é um incremento percentual aplicado aos custos dos serviços de engenharia para formatação de seus preços. O trabalho procurou comparar os percentuais dos componentes do BDI de algumas obras licitadas pela Empresa de Urbanização do Recife URB, com os seus respectivos valores recomendados pela legislação aplicável e literatura especializada sobre o tema, a fim de levantar a hipótese de que os aditivos de preço contratuais observados nos dados da pesquisa, têm estreita relação com a imperfeita composição da taxa do BDI. Ao final da pesquisa verificou-se uma grande incompatibilidade entre os valores ofertados pelas empresas e os recomendados pela literatura. But it was in the 1970s that the practice of Project Management (PM) as a resource aimed at implementing changes associated with organizational strategies, strengthened and established itself as a mode of action for individuals and companies seeking excellence in their endeavors and survival in the market. In Brazil and in the case of PM for the civil construction projects , the practice is most commonly found in the private sector , not observed even in the public sector as an adherence to the real need for implementing management standards . In that sense considering the recent expectations of society regarding the effectiveness of the different spheres of government in setting and achieving goals outreach, is also expected that the Brazilian public sector seeks a realignment on its way to capture, understand and direct efforts and public resources to better meet the demands required by the public sector by society. Under such a scenario, this research sought to explore this opportunity, specifically studying the field of architecture, engineering and construction of a federal university located in the Zona da Mata of Minas Gerais State. The decision to carry out the work with a Public University held reading of reality seen from the implementation of the Program REUNI of Federal Government in 2007 , part of which consisted in the allocation of large infrastructure investments in federal institutions of higher education , and scope for expansion and restructuring of institutions that have joined . As a research methodology, data collected through: literature, previous studies at UFV, semi-structured interviews with those involved in the development of projects in the AEC Institution, document analysis and process mapping. From the data obtained, we carried out a qualitative analysis to determine which aspects and points of reorientation in the area AEC at university. As proposition of this study were developed flowcharts related to processes that span all stages of physical execution of civil projects and also called templates , which serve to provide alignment and standardization , as a form of management. / Na história humana, projetos vêm sendo realizados desde a antiguidade. Mas foi nos anos de 1970 que a prática do Gerenciamento de Projetos (GP), como recurso visando à implantação de mudanças associadas às estratégias organizacionais, fortaleceu e se firmou como um modo de agir para pessoas e empresas em busca de excelência em seus empreendimentos e sobrevivência no mercado. No Brasil e no caso do GP destinado a projetos de construção civil, comumente a prática é mais constatada na iniciativa privada, não se observando ainda no setor público uma aderência quanto à real necessidade de execução de padrões de gerenciamento. Nesse sentido considerando-se a recente expectativa da sociedade quanto a efetividade das diferentes esferas de governos no estabelecimento e cumprimento de metas de alcance social, é esperado também que o setor público brasileiro busque um realinhamento quanto à sua forma de captar, entender e direcionar esforços e recursos públicos para melhor responder as demandas requeridas do setor público pela sociedade. Sob tal cenário, com esta pesquisa procurou- se explorar tal oportunidade, especificamente estudando a área de arquitetura, engenharia e construção de uma universidade federal localizada na Zona da Mata mineira. A opção por realizar o trabalho com uma universidade pública federal decorreu de leitura da realidade observada a partir da implementação do Programa REUNI pelo Governo Federal em 2007, uma parte do qual consistiu na destinação de grandes investimentos em infraestrutura nas instituições federais de ensino superior, tendo por escopo a expansão e a reestruturação das instituições que aderiram ao Programa. Como metodologia de pesquisa, foram utilizados dados coletados por meio de: bibliografia, estudos anteriores da UFV, entrevistas semiestruturadas com os envolvidos no desenvolvimento de projetos de AEC na Instituição, análise de documentos e mapeamento de processos. A partir dos dados obtidos, realizou-se uma análise qualitativa para determinar aspectos e pontos susceptíveis de reorientação na área de AEC na universidade. Como proposição deste estudo, foram desenvolvidos fluxogramas relacionados aos processos que se estendem por todas as fases da execução física de empreendimentos civis e, também, os chamados templates, que servem para dar alinhamento e padronização, como uma forma de gestão da organização.
