An evaluation of the Western Cape Provincial Government's modernisation programme with a focus on the project management approach blueprint and its implementation within the Department of Transport and Public Works

Thesis (MBA)--Stellenbosch University, 2012. / If one compares governments to the corporate world across the globe, it often plays second fiddle when it comes to strategy; new ideas, adopting of new management styles & processes and lastly, change, for this reason, the Provincial Government of the Western Cape recently undertook a journey that would shed it from these stereotypical behaviours. The journey was Christened „The Modernisation Programme‟ and was launched in 2009; one of its brainchildren named „Project Management Approach‟ was created as the bastion against inefficiencies and ineffective service delivery. A case in point is the unfinished Eastern Boulevard freeway in the city centre of Cape Town; the project was scrapped in the seventies, as the need for it was not justified by the traffic demand at the time in relation to its astronomical cost - a clear indication of poor project planning and management. This study was therefore undertook to examine whether the Project Management Approach (PMA) as part of the holistic Modernisation Programme was successfully implemented and if it yielded the expected results and attitude change in the project management environment in the Department of Transport and Public Works, which is responsible for more than half of all Provincial Government‟s projects. The study examines the impact the Project Management Approach had on service delivery, project management IT infrastructure and as a strategic tool. The analysis showed that although the PMA was welcomed by top management and even has the Director General (DG) as its business champion. However, it fell by the way side two to three years later, this was mostly due to limited communication, which practically ceased two years later and a steering committee that was never fully established and supported by senior official. An outcome, which resulted in roughly half of the project leaders being partially aware of the PMA, a similar analysis also revealed that they were not even aware of it being a long-term strategy. The analysis based on stakeholder involvement was more positive and many of the client department‟s end users were satisfied with the degree of improved cooperation between departmental teams. Further analysis conducted on the client/end user‟s opinion resulted in positive responses but failed to fire up the researcher‟s enthusiasm, as it was hardly the response one would expect from clients, had international standards and best practices been present. “Project management can be defined as a way of developing structure in a complex project, where the independent variables of time, cost, resources and human behaviour come together.” (Rory Burke) “Operations keeps the lights on, strategy provides a light at the end of the tunnel, but project management is the train engine that moves the organization forward.” (Joy Gumz)

An evaluation of the expanded public works programme in the infrastructure sector in the Western Cape

Thesis (MBA)--Stellenbosch University, 2014. / Unemployment and poverty are two key issues that South Africa continues to struggle with. The Expanded Public Works Programme was introduced by Government to not only address these but to half unemployment by 2014. This study assesses the Expanded Public Works Programme’s performance in terms of creating jobs within the Infrastructure Sector in the Western Cape. Since the jobs being created by the Expanded Public Work Programme are only temporary, the study explores what, if any, additional support or training is provided to beneficiaries to aid their exit into long term employment. The findings reveal that unfortunately job creation targets are not being met. Furthermore the training provided to beneficiaries are inadequate to impact their transition into the market. Consequently beneficiaries are left unemployed yet again. Some barriers that the programme encounters include: inefficient institutional arrangements caused by complex and intergovernmental structures, lack of commitment by role-players to implement labour intensive construction methods which are fundamental to the achievement of creating jobs in the infrastructure sector and the lack of delegated authorities driving the objectives of the programme.

L'influence du développement durable sur la gestion des risques dans l'entreprise : un cas dans le BTP / The influence of sustainable development on risk management in a corporate environment : a case in the CPW field

L’objet de cette thèse est d’analyser l’influence du développement durable sur la gestion des risques dans l’entreprise dans la perspective de la responsabilité sociale de celle-ci. Dans l’abondante littérature sur ce thème, une distinction est faite entre la conception utilitariste et la conception déontologique qui peuvent se compléter pour éclairer la gestion des risques en lien avec la RSE. L’analyse de la littérature a porté ensuite sur les déterminants de la gestion des risques modernes, avec l’importance de la coordination dans la fiabilité des organisations. Dans cette perspective, une attention particulière a été accordée aux travaux de Weick mettant en évidence la notion de culture et les interrelations entre les acteurs comme déterminantes pour la fiabilité. L’éclairage de l’économie des conventions permet de concevoir l’intégration du développement durable comme une transformation des conventions constitutives de l’entreprise, des représentations de ses acteurs, et non pas seulement des règles de l’entreprise, opérant au niveau de la sphère des actions. Cela conduit à la mobilisation de la théorie des représentations sociales (Moscovici, Vergès, etc.) dans une perspective instrumentale conjointement aux économies de la grandeur de Boltanski et Thévenot afin de rendre intelligible les formes de dépassement des conflits d’intérêt qui définissent un bien commun et permettent d’établir des modalités de coordination stables.Nous avons choisi comme terrain une entreprise appartenant au secteur du BTP, filiale d’un groupe français, implantée sur les trois régions Aquitaine, Midi-Pyrénées et Languedoc-Roussillon et qui compte environ 3600 collaborateurs au moment de l’étude. Notre démarche de recherche empirique est basée sur une méthode combinant approche qualitative et approche quantitative dans une perspective de renforcement de la validité de la recherche. Une analyse des représentations sociales effectuée à partir d’une enquête par questionnaire, et d’entretiens en face à face avec certains membres du personnel, le travail permet de proposer une grille de lecture originale des apports d’une stratégie de développement durable à la maîtrise des risques, au-delà de la mise en place de systèmes de management classiques. Notre travail apporte une contribution à l’analyse des formes d’apaisement des conflits auxquelles peut contribuer le développement durable en matière de gestion des risques sociétaux. Nous mettons en évidence des éléments de compréhension de l’influence de l’intégration du développement durable sur la coordination des acteurs face aux risques. / The aim of this thesis is to analyse the influence of sustainable development on risk management within a company, regarding the social responsibility of the latter. The rich literature about this topic establishes a distinction between the utilitarian and the deontological conception that can complete each other to know better about the risk management linked to the CSR. The analysis in the literature has then focused on the determinants of the modern risk management and the importance of the coordination in the reliability of companies. In this perspective, a particular attention has been paid to Weick’s work, highlighting thus the notion of culture and the interrelations between people as determinatives of reliability. The thoughts on the economy of conventions enables to see sustainable development as a transformation of the constituent conventions of the company, the representations of its employees, and not only the rules of the company, operating at the level of the sphere of actions.This leads to the consider the theory of the social representations (Moscovici, Vergès...) in an instrumental way, and to associate it the economies of worth of Boltanski and Thévenot, with the aim to make understandable the ways that enables to go beyond the conflicts of interests that define a common good and enable to establish stable modalities of coordination.We have chosen for the study a company of the CPW field. This is a subsidiary company of a French group, located in the three following regions: Aquitaine, Midi-Pyrénées and Languedoc-Roussillon. At the time of the study, around 3600 persons were working in it.Our empirical research approach is based on a method combining qualitative and quantitative approaches in order to strengthen the validity of the research. An analysis of the social representations has been led through a questionnaire and face to face interviews with members of the workforce. This work offers an original interpretative framework of the contribution of a sustainable development strategy to the control of risks, beyond the implementation of classical management systems.Our work contributes to the analysis of means that can ease conflicts and that can be brought by the sustainable development regarding the social risk management. We highlight understandable elements of the influence of the integration of sustainable development on the coordination of people facing risks.

Le thème de la privatisation des entreprises publiques constitue, pour un pays comme l’Algérie, un sujet nouveau compte tenu des moyens Et des richesses que à la recherche d’un développement rapide tout en essayant d’intégrer les règles del’économie de marché en vue d’un passage à une économie ouverte sans pour autant que les décideurs affichent leurs véritables intentions politiques. Dans son discours, devant les élus en 2007, le président BOUTEFLIKA a reconnupubliquement que l’Etat s’est trompé dans ses grands choix économiques, faisant allusion à la loi sur les hydrocarbures. Un recul qui remet en cause la politique de privatisation dans sa globalité. Si l’économie de marché nécessite en premier lieu le respect des règles d’une concurrence loyale avec un minimum d’ouverture sur le secteur privé, le cas de l’Algérie dans son processus de privatisation nous renvoie sur un certains nombres d’éléments d’analyses de la situation économique de ce pays qui tente de sortir d’une économie dirigée imposée par un pouvoir qui cherche une légitimité pourgouverner. Cette thèse porte sur la gestion des routes du département de la Haute-Garonne de 1790 à 1796. Dans ce département né du nouvel ordre territorial et administratif qui s’impose en France en 1790 et formé d’une partie de deux anciennes provinces hétérogènes, la Guyenne et le Languedoc, l’administration locale se voit confier le rôle de maintenir les infrastructures de transport en bon état. Pour ce faire, elle doit faire face aux nombreuses difficultés qui peuvent empêcher localement l’exécution des travaux routiers. Ses compétences à cet égard dépendant étroitement du degré de centralisation de l’administration centrale des ponts et chaussées, composée du ministre de l’Intérieur et du Corps des Ponts et Chaussées. Au cours de la Révolution française, ce jeu de pouvoir entre Paris et le département subit l’influence des contextes national et local, tels que les crises politiques ou la guerre. Le pouvoir local ne peut prendre les mesures qu’il juge nécessaire pour assurer la bonne gestion de son réseau routier que dans les limites de la politique routière imposée par Paris. / This thesis is a study of the management of roads in the “département” of Haute-Garonne between 1790 and 1796. This “département” had been created as a part of the new territorial and administrative order in France established in 1790, and it was made from parts of two former different provinces, Guyenne and Languedoc. In Haute-Garonne the local administration was entrusted with the role of maintaining the infrastructures for transport. To this end the “département” had to face various difficulties that could impede the execution of road works in the locality. Its powers in this respect depended closely on the degree of centralization of the national administration of roads and bridges, an administration composed of the Minister of the Interior and the “Corps des Ponts et Chaussées”. During the French Revolution this power relationship between Paris and Haute-Garonne was dictated by a combination of national and local contexts, including political crises and war. The local authorities could take measures they deemed necessary to ensure the proper management of their road networks only when these were within the limits set by the road policy decided on by the national authorities in Paris.

Orientador: Enokibara Enokibara / Resumo: A presente pesquisa insere-se no campo da história do paisagismo, enfocando a arborização, e pretende contribuir para o entendimento da inserção das espécies vegetais empregadas na arborização urbana do Estado de São Paulo no início do século XX. Seu objetivo é analisar o papel do Serviço de Distribuição de Mudas e Sementes (SDMS) da Secretaria da Agricultura, Comércio e Obras Públicas (SACOP), tendo como referência de análise os Relatórios Anuais da Secretaria, entre os anos de 1892, quando a SACOP é criada, até 1916, quando a distribuição de mudas e sementes a particulares deixa de ser feita de forma gratuita pelo governo. Nesse contexto, a pesquisa analisa a estrutura física e organizacional criada ou direcionada para atender as demandas de produção e distribuição de espécies através do SDMS. O enfoque recai sobre a distribuição realizada pelo Instituto Agronômico do Estado (IAE), no período de 1909 a 1912, por meio do levantamento e análise das “Cartas de Envio”, documentos da Instituição onde eram registradas todas as espécies, quantidades, requerentes e as cidades de destino das solicitações. Paralelamente, a pesquisa analisa, por meio de registros fotográficos da época, a inserção das espécies solicitadas no meio urbano, ratificando a importância do SDMS para a configuração de um repertório vegetal arbóreo pelo Estado de São Paulo. / Abstract: This research is inserted in the field of landscaping history, focusing on afforestation, and aims to contribute to the understanding of the insertion of plant species used in the urban afforestation of the State of São Paulo in the early twentieth century. Its objective is to analyze the role of the Seedling and Seed Distribution Service (SDMS) of the Secretariat of Agriculture, Trade and Public Works (SACOP), taking as its reference for analysis the Annual Reports of the Secretariat, between 1892, when SACOP It was created until 1916, when the distribution of seedlings and seeds to privates ceased to be free of charge by the government. In this context, the research analyzes the physical and organizational structure created or directed to meet the demands of species production and distribution through SDMS. The focus is on the distribution made by the State Agronomic Institute (IAE), from 1909 to 1912, through the survey and analysis of the “Letters of Shipment”, documents of the Institution where all species, quantities, applicants and the destination cities of the requests. At the same time, the research analyzes, through photographic records of the time, the insertion of the requested species in the urban environment, confirming the importance of SDMS for the configuration of an arboreal plant repertoire by the State of São Paulo. / Mestre

Undercurrents of urban modernism : water, architecture, and landscape in California and the American West

"Undercurrents of Urban Modernism: Water, Architecture, and Landscape in California and the American West" conducts an art-historical analysis of historic waterworks buildings in order to examine cultural values pertinent to aesthetiteics in relationships between water, architecture and landscape in the 19th and early 20th centuries. Visual study of architectural style, ornamental iconography, and landscape features reveals cultural values related to water, water systems, landscape/land use, and urban development. Part 1 introduces a historiography of ideas of "West" and "landscape" to provide a context for defining ways in which water and landscape were conceived in the United States during turn-of-the-century urban development in the American West. Part 2 provides a historical context for California waterworks with a discussion of major U.S. city waterworks from 1799 to 1893 in Philadelphia, Louisville, New York, and New Orleans. Primary architectural styles discussed are Greek Revival, Egyptian Revival, and Roman Revival. Part 3 presents the dissertation's central object of study: waterworks and hydropower architecture for the greater San Francisco Bay Area between 1860 and 1939. From substations to dams, architects who designed waterworks structures drew from historical revival, academic eclecticism, and structural design traditions. The specific waterworks structures anchoring inquiry in this chapter are two round, peripteral, neoclassical water temples built for San Francisco's water supply to mark key underground aqueduct features. I analyze these two temples--the Sunol Water Temple from 1910 and the Pulgas Water Temple from 1939--in formal terms as well as from within broader urban and historical contexts. Part 4 culminates the dissertation with a case study of two dams whose aesthetic features were obscured by unneeded buttresssing when concerns for dam safety arose after a Southern California dam failure had killed several hundred people in 1928. I inquire into a cultural ambivalence stemming that seems to stem from historical conflicts determining the relative aesthetics of "use" and "beauty" in utilitarian waterworks structures. The overall questions in this dissertation inquire into ways in which aesthetic aspects of architectural design of waterworks structures expressed cultural values regarding water, architecture, and landscape in California between 1860 and 1939. / text

The goal of this study was to determine the impact of Black Economic Empowerment (BEE) on the tendering procedures and processes in the Ministry of Public Works, KwaZulu-Natal (KZN). The study identified the problems with regard to the implementation of BEE within the Ministry and insight was gained into how BEE policies are structured and the particular goals set by the Ministry in that regard. This was undertaken with a view to determining the effect that BEE has on public administration practice, with particular emphasis on the tendering processes of the Ministry. Based on insight gained through this research, the study concludes with a set of recommendations which, hopefully, will improve BEE practices in tendering policies and procedures in the Ministry. This was a qualitative study, which collected data using structured questionnaires and one-onone interviews with selected senior officials sampled from the population group within the Ministry. The Public Works Tax Deduction Law has been enacted to foster public investment at a local and regional level by including participation from the private sector and through the subscription of agreements with local and regional governments.Nonetheless its noble purposes, in the application field of the Law, normative gaps are put into evidence, which impede its practical application. In the present article, the author shows which are the Law’s deficiencies, while analyzing them and proposing possible solutions. / La Ley de Obras por Impuestos tiene como objetivo principal impulsar la inversión pública de impacto regional y local, con la participación del sector privado, mediante la suscripción de convenios con los gobiernos regionales y/o locales.No obstante su noble propósito, en el ámbito aplicativo de la ley se evidencian ciertos vacíos normativos que dificultan su aplicación práctica. Es así que –en el presente artículo– la autora nos muestra cuáles son estas deficiencias a la vez que, luego de hacer un análisis de las mismas, nos propone posibles soluciones.

As concessões rodoviárias gaúchas à luz do sistema de franchise bidding : 1996/2007

O objetivo deste trabalho é analisar o sistema de franchise bidding como uma alternativa à regulação tradicional, tomando-se como exemplo as concessões de rodovias, tanto do ponto de vista teórico como empírico. A partir do estudo de caso envolvendo o programa de concessões rodoviárias gaúchas, o presente trabalho realizou uma análise comparativa entre o sistema de franchise bidding, também conhecido na literatura como leilão de Demsetz (1968), e a regulação direta, identificando-se os principais pressupostos teóricos, as características e os problemas enfrentados e, ainda, as similaridades e diferenças existentes entre os dois modelos propostos. Os resultados obtidos confirmam o diagnóstico realizado por Williamson (1976), indicando que regulação e franchise bidding diferem somente na forma e não em espécie. / The aim of this study is to analyze franchise bidding as an alternative to traditional regulatory systems, approaching both empirically and theoretically the highway concessions as an example. Taking the highway concession program from the state of Rio Grande do Sul as a study case, this study compares the franchise bidding system, also known in the literature as Demsetz bidding (1968), with direct regulation and identifies the main theoretical assumptions, characteristics and problems experienced as well as the similarities and differences between both models. The results confirm Williamson’s (1976) diagnosis showing that regulation and franchise bidding differ only in form rather than kind.
