Política e assistencialismo na Paraíba: o governo de José Américo de Almeida (1951-1956).

I settled this issue, because it is a subject little explored by the historiography of Paraiba. The fundamental questions that guide this work are the political circumstances in which José Américo ascends to power in 1950, the violent election, considered one of the most radical and bloody campaigns have disputed in Paraiba, where among the many clashes between supporters and militants of PSD and UDN, we will emphasize the fateful episode of Bandeira Square (Praça da Bandeira), in Campina Grande, because it was an event that gained space in various media at the regional and national level, analyzing the reasons that caused the conflict, the phenomenon of drought of 1951-52 drought and its effects for the northeastern states and, in particular, in Paraíba, the re-establishment of drought industry in the state of Paraiba through policies to combat the drought - especially hydraulic solutions, construction and paving of roads - introduced by Jose Américo over this period, such measures to avoid, according to the governor, the population movements that had already occurred largely since the year 1950. Throughout our work we show that the homily of the "great minister in 1932" seems contradictory and dubious at the same time as the construction of dams, paving and construction of roads were inserted into a political project "of support for flagellate populations, "why not benefit from all the cities affected by the effects of drought, instead of favoring some cities and districts - politically allied to the" americismo "- at the expense of others? We also searched the Public File of the State which is in the Espaço Cultural (Cultural Center), the Casa Jose Américo de Almeida Foundation and the private library of Mr. Maurilio de Almeida. / Através desta pesquisa, em desenvolvimento junto ao Programa de Pós Graduação em História/UFPB, abordo o governo de José Américo de Almeida (1951-1956), eleito através do voto direto depois de acirrada campanha política na Paraíba. Estabeleci este tema, por se tratar de um assunto pouco explorado pela historiografia paraibana. As questões primordiais que norteiam o presente trabalho são a conjuntura política na qual José Américo ascende ao poder em 1950, a violenta eleição, considerada uma das campanhas mais radicais e cruentas já disputadas na Paraíba, onde dentre os diversos embates entre os partidários e militantes do PSD e da UDN, daremos ênfase ao episódio fatídico da Praça da Bandeira, em Campina Grande, por se tratar de um acontecimento que ganhou espaço em diversos meios de comunicação em âmbito regional e nacional, analisando os motivos que ocasionaram o conflito; o fenômeno da seca de 1951-52 e seus efeitos para os estados nordestinos e, em especial, para a Paraíba; o re-estabelecimento da indústria das secas no estado paraibano a partir de políticas de combate a seca principalmente as soluções hidráulicas, de construção e pavimentação de estradas instituídas por José Américo ao longo desse período, medidas essas que evitariam, segundo o governador, as migrações populacionais que já vinham ocorrendo em larga medida desde o ano de 1950. Ao longo de nosso trabalho buscamos mostrar que a homilia do grande ministro de 1932 nos parece contraditória e dúbia ao mesmo tempo, pois se a construção dos açudes, a pavimentação e construção das estradas estavam inseridas em um projeto político de amparo às populações flageladas , porque não beneficiar todas as localidades atingidas pelos efeitos da seca, ao invés de favorecer alguns municípios e distritos aliados politicamente ao americismo em detrimento de outros? Como pano de fundo para essa discussão, analisaremos o papel do jornal A União órgão de imprensa oficial de maior circulação em todo o estado que passou a difundir a visão de que os açudes tornar-se-iam a melhor solução para a problemática da seca. Para a realização deste trabalho, além da utilização de bibliografia secundária, foram analisadas e fichadas algumas das principais notícias referentes ao Governo, encontradas no jornal A União. Também pesquisamos o arquivo Público do Estado que se encontra no Espaço Cultural, a Fundação Casa José Américo de Almeida e a biblioteca particular do senhor Maurílio de Almeida.

This article focuses on the concrete study of two forms of public infrastructure construction in our country: Public Private Partnerships and public works contracts, analyzing their characteristics, implications, differences and how they are regulated. Also, it realizes a critical analysis of the specific case of the contract of concession of the Chinchero’s airport and the signing of the respective addendum, concluding that the addendum meant the denaturing of the PPP and suggesting some proposals about this case. / El presente artículo se centra en el estudio concreto de dos formas de construcción de infraestructura pública en el país: las Asociaciones Público Privadas y los contratos de obra pública, analizando sus características, implicancias, diferencias y la forma como se encuentran regulados. Asimismo, se realiza un análisis crítico del caso concreto del contrato de concesión del aeropuerto de Chinchero y la firma de la adenda respectiva, concluyendo que la adenda significó la desnaturalización de las APP y planteando algunas propuestas en torno a este caso.

A modalidade de contratação via parceria público-privada (PPP) vem sendo cada vez mais utilizada no mundo todo. No Brasil, foi criada pela Lei nº 11.079 e vem crescendo impulsionada pelos megaeventos esportivos como a Copa do Mundo de 2014 e as Olimpíadas em 2016, especialmente na área de infraestrutura em mobilidade urbana. Esta dissertação tem como objetivo fazer uma avaliação por value for money (VfM) da contratação e mérito de um projeto de PPP em um protótipo de uma linha de metrô na cidade de São Paulo baseado na atual Linha 6-Laranja. Após a avaliação, também será verificado o mérito pela escolha de um projeto de PPP de um segundo protótipo similar a Linha 4-Amarela do metrô de São Paulo, o que possibilitará a análise de qual o maior VfM entre dois protótipos de PPP de linhas de metrô, com escopo e divisão de riscos distintos, sendo um similar à Linha 6-Laranja e outro similar à Linha 4-Amarela, permitindo verificar qual a opção de melhor eficiência e retorno exigido pelo ente privado em projetos dessa magnitude, além de identificar as principais dificuldades e propor recomendações e melhorias. A metodologia do estudo é baseada na construção de um modelo de estimativa de custo e receita de linha-protótipo na cidade de São Paulo, tendo como base projetos similares no Brasil e no exterior, fundamentação teórica especializada do setor bem como avaliação de aspectos jurídicos e econômico-financeiros. Dentre as conclusões, observou-se a existência de mérito pela escolha por projetos de PPP em futuras linhas de metrô e, em razão das dificuldades do setor público em tocar grandes obras, com a falta de investimento e expertise em planejamento, da necessidade de melhoria no regime de contratação, com a criação de câmaras especializadas para discutir a viabilidade e a adequada transferência dos riscos entre o ente privado e o Estado em projetos de PPP verificados por meio da comparação do VfM entre os dois protótipos propostos. / The contracting mode public-private partnership (PPP) has been increasingly used in the world, and in Brazil, created by Law No. 11,079, is growing driven by mega sporting events like the World Cup 2014 and the Olympics in 2016, especially in infrastructure of urban mobility area. This thesis aims to make a value for money analysis for a PPP model contracting and therefore the credit through the contractual mode (PPP) of a prototype subway line in the city of Sao Paulo based on current Line 6 - Orange. After such an evaluation, it will also be verified through another prototype like Line 4 - Yellow which will enable the analysis of the higher value for money between the two prototypes of PPP existing in São Paulo with different scopes, one based on subway Line 4 - Yellow and other as the Line 6 - Orange, allowing to check the returns required by private entity in projects of this magnitude, in addition to predict the main difficulties and make recommendations and improvements. The study methodology is based on building a model to estimates costs and revenues of a prototype subway line in Sao Paulo city through a PPP model, based on Brazilian and international similar projects, specialized literature of the sector as well the assessment of legal, economic and financial aspects. Among conclusions, it was found that, given the difficulties of the public sector in leading major projects, such as lack of investment and expertise in planning, there is need for improvement in the procurement regime, such as the creation of specialized chambers to discuss the feasibility and appropriate division of risks between the private entity and the State in PPP projects through the comparison of both prototypes value for money proposed.

Uma das principais causas para o fato é de que a prevenção de riscos não é priorizada por diversas empresas, devido à falta de conscientização da real importância da Segurança e Saúde do Trabalho por parte dos responsáveis pelo gerenciamento dos empreendimentos. A questão da Segurança e Saúde ganha maior dimensão quando aplicada à obras maiores e mais complexas, como por exemplo, os hospitais. O objetivo deste trabalho é apresentar ferramentas de controle da Gestão de Segurança e Saúde do Trabalho utilizadas na obra de ampliação de um hospital universitário, na Universidade Federal de Juiz de Fora (UFJF) em Juiz de Fora – MG. É apresentada a forma como a empresa construtora, em conjunto com a fiscalização atuaram em relação à segurança do trabalho na execução de uma obra pública. A metodologia utilizada parte de uma revisão bibliográfica e segue com um estudo de caso exploratório. No período de pouco mais de um ano não foi constatado nenhum acidente grave com vítima fatal ou afastamento de colaboradores da produção. O estudo mostra que a existência de um processo de gestão criteriosamente estabelecido, seguido de um monitoramento constante são os fatores determinantes para que a segurança dos trabalhadores seja alcançada ao longo da execução da obra. / Construction is one of the highest rates of accidents and fatalities sector of Industry, showing an industrial sector that has the worst security conditions worldwide. One of the main causes is the fact that risk prevention is not priority of the companies, due to lack of awareness of the real importance of occupational health and safety by those responsible for managing the projects. The issue of health and safety grows in importance when applied to larger and more complex constructions, such as hospitals. The objective of this dissertation is to present control tools for Management of Occupational Health and Safety used in the expansion of a Teaching Hospital of Universidade Federal de Juiz de Fora (UFJF) in Juiz de Fora – MG, Brazil. This study displays how the construction company, along the UFJF inspection, works regarding workplace safety in the execution of a public facility. The methodology begins in a literature review and follows with an exploratory case. In one-year period it was not observed any serious accident with fatality or removal of employees in production. The research shows that the existence of a carefully established management process, followed by constant monitoring is critical for the safety of workers during the building activities.

The implications of late payments by government on emerging construction contractors

The public sector is the biggest consumer of construction works in South Africa. Public sector is known for late payments to its service providers. This led to the study’s problem statement that stipulates that, the construction industry; particularly emerging contractors generally experience late payments from clients and employers. This is due to the fact that emerging contractors are vulnerable to failing as these contractors have limited financial resources and experience. The primary objective of the study was to develop a better understanding of the implications of late payments by the government on emerging construction contractors. The study therefore investigated the experiences of emerging construction contractors in the Eastern Cape. The secondary objectives of the study were: to identify the reasons for late payments by the public sector; determine the payment norms applicable to, and expectations of emerging construction contractors; establish construction contractors’ experiences with government payment methods; and to examine the implications of late payment on emerging contractors and their businesses. The study was conducted within a qualitative research paradigm. The participants were identified through non-probability snowball sampling. The sample consisted of five emerging construction contractors mainly from the Civil Engineering and General Building sectors in the Eastern Cape. The data was collected using semi-structured interviewing and was analysed using Tesch’s qualitative analysis explained by Hesse-Biber & Leavy (2011:201). The key results of the empirical study show that late payments have incapacitating effects on the development of emerging contractors. The conclusion reached from the empirical study includes recommendation that construction industry stakeholders form payment legislation aimed at curbing the delay of payments.

The role of the expanded public works programme in poverty alleviation

South Africa is characterised by inequitable growth and development, a high level of poverty, increasing demands and limited resources and the challenge of integration. The need for improved standards of living and access to better infrastructure which are seen as crucial issues in addressing poverty have necessitated the introduction of programmes that aim to alleviate poverty. The South African democratic government has, since 1994, implemented various programmes in an attempt to improve the quality of lives of its citizens through policy interventions. The Expanded Public Works Programme (EPWP) is one of the many programmes offered by the National Government to provide poverty and income relief through temporary work for the unemployed to carry out socially useful activities. The study is descriptive in nature. The researcher seeks to gain insight into the effectiveness of the EPWP as poverty alleviation strategy in the Oudtshoorn Municipal area. The researcher needs to understand the impact it has made on the beneficiaries focussing on Bongolethu and Bridgton as critically distressed settlements. The researcher used, inter alia, policy documents, circular letters, accredited journal articles, newspaper reports, minutes of the Oudtshoorn Municipal Council meetings as sources of data collection. The findings reveal that there are short term poverty alleviation initiatives in Oudtshoorn. The study also revealed that the problem of poverty is still a challenge in the Oudtshoorn Municipal Area and a review of the current policies is necessary.

É justamente sobre essas despesas indiretas e a bonificação (BDI) que residem as maiores dúvidas e questionamentos em relação à conceituação, aplicação e estimação. O custo direto da construção é facilmente orçável. O problema está na estimativa e controle dos demais elementos formadores do preço, como despesas administrativas, financeiras e custos indiretos no canteiro de obras. Quanto mais o BDI refletir os custos indiretos reais, melhores as possibilidades de se ofertar preços exeqüíveis, competitivos e justos. O objetivo da pesquisa é verificar a influência do BDI (Bonificação e Despesas Indiretas) na exeqüibilidade dos preços das obras públicas, sabendo que este é um incremento percentual aplicado aos custos dos serviços de engenharia para formatação de seus preços. O trabalho procurou comparar os percentuais dos componentes do BDI de algumas obras licitadas pela Empresa de Urbanização do Recife URB, com os seus respectivos valores recomendados pela legislação aplicável e literatura especializada sobre o tema, a fim de levantar a hipótese de que os aditivos de preço contratuais observados nos dados da pesquisa, têm estreita relação com a imperfeita composição da taxa do BDI. Ao final da pesquisa verificou-se uma grande incompatibilidade entre os valores ofertados pelas empresas e os recomendados pela literatura. An investigation into the reasons for failure of community-based projects at Folovhodwe, Limpopo

Community-based projects are established in most of the communities as a strategy to create jobs and alleviate poverty. In the area under investigation community-based projects were established by members of communities but some of them failed and others are not sustainable in economic terms. This study investigated the reasons for failure of community-based projects at Folovhodwe area. The objectives of the study were to determine the reasons for failure of community-based projects, to provide community development officials with a guideline of the role they must play in community projects and to provide strategies for the improvement and future development of community-based projects. The study was both qualitative and quantitative. Questionnaires and interviews were employed to collect information. The study revealed that lack of funds, poor project management, poor management of funds, lack of commitment and motivation, low level of education of project members, lack of youth involvement in community-based projects, lack of monitoring and evaluation by government officials and community leaders, lack of training and unavailability of workshops for project members and lack of government involvement in addressing project challenges were identified as the reasons for failure of community-based projects. / Business Management / M.Tech. This master's thesis follows up a theme of budgeting for valuation of public construction contracts. It examines in details how to draw up a budget and optimize it to the concrete public construction contract. The thesis is structured in three fundamental chapters. The opening chapter describes theoretical grounds of public construction contracts from the contractor's point of view. Also basic methods how to draw up a budget are described in the first chapter. The second chapter covers a description of a systematic approach how to draw up a cost effective budget, throughout structural cost saving activities. In the third chapter the systematic approach is put in place on concrete public construction contract. The goal of the thesis is to draw up a competitive budget which won't be rejected from the competition for its exceptionally low price at the same time.
