Development of a quality management system framework for dental assisting education in South Africa

Submitted in fulfilment of the requirements of the Degree of Master of Technology: Quality, Durban University of Technology, 2014. / There has been a call from society for both the provision of a quality education and for a quality “student” who can contribute to the economy and citizenry of South Africa. It therefore makes sense for any educational structure to develop and adopt, strategies and systems in order to meet these new calls, and to provide technologically relevant education that will meet the demands of modern society. This has led to a renewed need for consistency, conformity and quality within higher education. Concerns about students’ capabilities have been raised, and have led to questions about the accountability of higher education institutions. A quality management system framework may ensure that these higher education structures are able to deliver a quality education to their external and internal customers. This research investigated the current quality management systems used in dental assisting both locally and world-wide, and then developed a quality management system framework to suit South African conditions. An action research study, using data gathered from a purposive census sample, and data obtained by means of a mixed-method approach, was conducted in two phases. A preliminary study (Part A) was conducted amongst the four South African dental assisting education programme providers and deficiencies in the quality management systems of these programmes were identified. The preliminary work (Part B) in this study consisted of a comparative analysis of the quality management systems of a convenience sample of dental assisting education providers in twenty countries. Both good practices and deficiencies in practices were identified. A further review of the literature identified possible solutions to improve the quality of the dental assisting education programmes, and was used as the foundation for the development of the Dental Assisting Higher Education – Quality Management Framework (DAHE-QMF). The results of the preliminary study - the comparative analysis and the literature review - revealed that the development and implementation of a quality management system framework for dental assisting in South Africa could lead to an improvement of the standards of training, and thus the competence of the student. The framework will be presented to the four programme leaders at the four Universities of Technology that offer dental assisting education for their consideration of partial/total adaptation of the framework.

Nuolatinio švietimo organizacijų tobulinimo poreikis, efektyvus kaitos valdymas, augantys reikalavimai švietimo paslaugų kokybei bei kiti veiksniai įtakoja švietimo organizacijų valdymo pokyčius, kurie siejasi su naujais vadovų vaidmenimis ir funkcijomis. Šiuolaikinės mokyklos vadovas turi būti vienas iš aktyviausių švietimo kaitos dalyvių, todėl inovatyviai atliekama jo veikla gali sąlygoti sėkmingą ugdymo institucijos veiklą bei jos kaitą. Magistro darbe analizuota ikimokyklinio ugdymo įstaigų vystymo strateginiai orientyrai, pateikta minėtų institucijų tobulinimo samprata, atskleistos tobulinimo sąsajos su kokybe, aptarti vadovų vaidmenys kaitos kontekste, išryškinti vadovų vaidmenų transformacijas sąlygojantys veiksniai. Tyrimas atliekamas naudojant teorinius, empirinius, statistinius tyrimo metodus: mokslinės literatūros šaltinių ir švietimo veiklą reglamentuojančių dokumentų analizė, anketinė apklausa, statistiniai: aprašomosios statistikos metodai. Tyrimo metu siekta išsiaiškinti, koks yra ikimokyklinio ugdymo įstaigų vadovų vaidmuo organizacijos tobulinimui pačių vadovų ir pedagogų požiūrio aspektu. Tyrimas patvirtino hipotezę, kad didžioji dauguma vadovų ir daugiau nei pusė pedagogų yra įsitikinę, kad vadovų vaidmuo ikimokyklinio ugdymo institucijos tobulinimui yra didesnis nei pedagogų. [toliau žr. visą tekstą] / The permanent requirement of educational institutions development, an effective control of alternation, rising requisitions for the quality of educational service and other factors influence the change of educational institution’s controlling, which relates with new roles and functions of the authorities. The leader of modern school has to be one of the most active participator in educational changes. Therefore innovative activities can determine the successful practice and changes of educational institutes. This work of master’s degree analyses preschool educational institutes’ guides of development’s strategics. There is presented the conception of aforementioned institutions’ development, educed the connection between development and quality, disputed the roles of the authorities in the development and emphasized the factors of the authorities’ roles transformation. The research is fulfilled by using theoretical, empirical, statistical methods: the analysis of scientific literature and documents that regulate the education, questionnaire and statistical-descriptive method. The aim of the work is to find out the role of preschool authorities in the development of the institutions according to their own and pedagogues’ attitudes. Quality in Education in the Calcasieu Parish School System: Experiences of Administrators

The Malcolm Baldrige Education Criteria for Performance Excellence outline effective practices and core values that have assisted businesses, health agencies, government institutions, and several school systems in the United States to improve performance within their organizations. Recent studies of school districts from across the nation have indicated some degree of success with implementation of the Malcolm Baldrige Education Criteria for Performance Excellence. This phenomenological study of principals' experiences with implementation of Quality in Education (based on the Baldrige Education Criteria) within the Calcasieu Parish School System answers the question: What are principals' experiences with the implementation of Quality in Education? Data were collected through individual interviews and questionnaires. Participants included ten principals who had been engaged in this district implementation effort for at least three years, as well as their administrative directors. Transcription, coding, and analysis resulted in emerging themes and key findings, which were organized as benefits and barriers to implementation of this school reform initiative. Benefits were identified as data-based decision-making and use of student data binders, a narrow focus and working smarter, not harder, and increased student responsibility for learning, parent communication and faculty input. This was accomplished through district support with professional development and the work of Quality mentors. Barriers were identified as teacher turnover and continual training of new staff, implementation of other programs, lack of faculty buy-in, and time. This study informs the literature of implementation issues with school reform initiatives.

[pt] O estudo analisa o processo de implementação do programa Plano de Desenvolvimento da Escola (PDE-Escola) no município do Rio de Janeiro, face ao contexto mais recente de políticas do governo federal com perspectiva de responsabilização, nos seus diferentes níveis de negociação, quais sejam: i) ao nível macro-político: as etapas de estruturação, negociação e implementação do programa, a partir do MEC e de agências internacionais de fomento; ii) ao nível meso-político: a estruturação do programa e seu desenvolvimento na rede municipal do Rio de Janeiro, através de suas instâncias de mediação (SME-Rio/ CREs-RJ); iii) ao nível Micro-institucional: as unidades escolares que implementam os processos técnico-gerenciais e político-financeiros do PDE-Escola. As análises ao nível macro envolvem dois momentos: em um primeiro momento se concentra na discussão sobre a introdução dos mecanismos de responsabilização na execução do PDE-Escola, no âmbito do PDE-Escola/ Plano de Metas. Para tanto, considera-se o contexto histórico que favoreceu a entrada desse tipo de política no cenário educacional brasileiro e são identificados que elementos da responsabilização se encontram nos documentos sobre o programa veiculados pelo MEC. Em um segundo momento, examina-se as mudanças que se configuraram no desenho do PDE-Escola ao longo dos últimos anos, destacando que tais mudanças refletem a conjuntura política de cada período, bem como os interesses e valores dos agentes responsáveis por sua formulação. A análise ao nível meso-político focaliza como o programa está sendo implementado no município do Rio de Janeiro, desde 2007, examinando a participação dos atores sociais das instâncias de mediação do programa no município (SME-Rio/ CREs-RJ) nesse processo, bem como investigando as percepções dos mesmos sobre o programa e suas reformulações. Por fim, a análise ao nível micro-institucional se centra nas escolas participantes do programa, identificando quem são estas escolas e seus processos institucionais. São investigadas as escolas pertencentes às duas primeiras listas de escolas prioritárias do município do Rio de Janeiro, ou seja, as primeiras escolas avaliadas como necessitando de melhorias, no contexto mais recente de políticas do governo com perspectiva de responsabilização (concernentes ao período de 2008-2012). Para a operacionalização do estudo, procedemos à análise documental e à realização de entrevistas semiestruturadas com representantes da SME-Rio/ CREs-RJ/. Os resultados indicam que houve uma paulatina e sistemática mudança de enfoque no programa após sua vinculação ao PDE/Plano de Metas, assumindo os pressupostos da responsabilização pelo resultado, em consonância com a política mais ampla do governo federal, e ensejando elementos da prestação de contas e da responsabilização em sua dinâmica técnico-operacional. / [en] This study analyzes the implementation process of the School Development Plan (PDE-Escola) program in the city of Rio de Janeiro, in view of the more recent context of the federal government s policies with the prospect of accountability, in its different levels of negotiation, namely: i) the macro-political level: the steps of structuring, negotiation, and implementation of the program, from the Ministry of Education (MEC) and from international development agencies; ii) the meso-political level: the structure of the program and its development in the municipal school network of Rio de Janeiro, through its bodies of mediations (SME-Rio / CREs-RJ); iii) the micro-institutional level: the school units that implement the technical-menagerial and political-financial processes of the PDE-Escola. The analyzes at the macro level involve two stages: at first, it focuses on the discussion of the introduction of accountability mechanisms in the implementation of PDE-Escola, related to the PDE-Escola / Goals Plan. For this, we consider the historical context that favored the entrance of this type of policy in the Brazilian educational scenario and identify which elements of the accountability are found in the documents about the program hand out by MEC. In a second stage, we examine the changes that have shaped the design of PDE-Escola over the last few years, highlighting that these changes reflect the political situation of each period, as well as the interests and ideals of the agents responsible for its formulation. The analysis at the meso-political level focuses on how the program is being implemented in the city of Rio de Janeiro since 2007, examining the involvement of the social characters in the mediation instances of the program in the city (SME-Rio / CREs-RJ) in this process, as well as investigating the perceptions of those characters on the program and its revisions. Finally, the analysis at the micro-institutional level focuses on the schools participating in the program, identifying who these schools are and their institutional processes. Schools belonging to the first two lists of priority schools in the city of Rio de Janeiro are investigated, in other words, the first schools assessed as in need of improvements in the most recent context of government policies with accountability perspective (concerning the 2008-2012 period). For the study operationalization, we performed a documental review and conducted semi-structured interviews with representatives of SME-Rio / CREs-RJ. The results indicate that there was a gradual and systematic change of focus in the program after its vinculation to the PDE / Goals Plan, taking on the assumptions of accountability by results, in consonance with the broader policy of the federal government, and entailing elements of accountability and account disclosure in its technical and operational dynamics.

ENEM: limites e possibilidades do Exame Nacional do Ensino Médio enquanto indicador de qualidade escolar / ENEM: limits and possibilities of the national secondary Brazilian examination as a school quality indicator

O Exame Nacional do Ensino Médio (ENEM) está entre os maiores do mundo, abrangendo seis milhões de pessoas ao ano. Um de seus objetivos é permitir a comparação das escolas brasileiras, através da publicação de médias, tornando-se peça central na política brasileira de accountability escolar. Há, contudo, críticas técnicas e filosóficas ao uso do ENEM como indicador de qualidade escolar. Investigamos o potencial alcance de tais críticas, assim como possíveis efeitos benéficos do ranking de escolas. Pressupomos que o processo educativo na democracia é uma relação intersubjetiva, com finalidades e estratégias minimamente definidas pelas pessoas envolvidas. METODOLOGIA: buscamos articular uma reflexão filosófica sobre as questões sócio-políticas da escolarização com métodos quantitativos. Realizamos análise multinível dos microdados do ENEM 2009 em três níveis: indivíduo, escola e estado. Estimamos o efeito escola, o efeito estado e a variância explicada. Analisamos algumas edições do ENEM com base na Teoria Clássica dos Testes e na Teoria da Resposta ao Item. RESULTADOS: identificamos diversas concepções de inteligência e de qualidade escolar, sendo poucas delas contempladas pelos indicadores baseados em testes padronizados. Mostramos que a supervalorização desses testes cria o risco de colonização do cotidiano escolar pela razão instrumental, empobrecendo as relações intersubjetivas e as práticas pedagógicas. Identificamos riscos de se utilizar o mesmo teste para diversas finalidades. Constatamos a existência de dois modelos de ENEM, antes e depois de 2009. A análise multinível revelou um efeito escola em torno de 22%; controlando o nível socioeconômico ele reduz para 7%. Cerca de 20% da variação nas notas dos alunos foi explicada por fatores contextuais. No nível das escolas, o valor aumenta para 79%. Excluindo as notas de redação, como no ranking de 2012, a variância explicada chega a 87%, demonstrando que o desempenho da escola é altamente influenciado por fatores que não estão sob seu controle. Constatamos também que as médias entre escolas próximas no ranking não são estatisticamente diferentes. CONCLUSÕES: embora o ENEM possa avaliar o mérito dos alunos, é pouco informativo sobre o mérito das escolas, sendo inadequado para avaliar, isoladamente, a qualidade dessas instituições. Apontamos alguns limites do ranking como indicador de qualidade escolar (grande sobreposição de intervalos de confiança; supervalorização de um único exame; pouca informação sobre o mérito da escola; risco de empobrecer o currículo e as relações intersubjetivas no cotidiano escolar; risco de aumentar as desigualdades) assim como algumas possibilidades criadas por ele (referência objetiva para comparação, sinalizar para o ensino médio não focar excessivamente na quantidade de conteúdos; mobilização pela qualidade escolar; criação de outros indicadores). Disponibilizamos uma seleção das melhores instituições de ensino médio em termos de efeito escola, com objetivo de dar visibilidade àquelas que provavelmente realizam um bom trabalho dentro das condições em que se encontram. / The national secondary Brazilian examination (ENEM) is one of the largest standards in the world, covering six million people every year. One of his goals is to allow comparison of schools, thus being a central piece in the Brazilian school accountability system. However, there are technical and philosophical criticism to use ENEM as an indicator of school quality. We investigate the potential scope of such criticisms, as well as potential beneficial effects of school league tables. We assume that the educational process in democracy is an intersubjective relationship with purposes and strategies minimally defined by people involved in it. METHODS: we seek to articulate a philosophical reflection on the socio-political issues of schooling with quantitative methods. We conducted multilevel analysis of ENEM 2009 microdata at three levels: individual, school and state. We estimate the school effect, the \"state effect\" and explained variation. We analyse some ENEM exams based on Classical Test Theory and Item Response Theory. RESULTS: we identified several concepts of intelligence and school quality, few of them covered by indicators based on standards. We show that overvaluating standards creates the risk of colonizating everyday school life by instrumental rationality, making interpersonal relationships and pedagogical practices poorer. We identified risks of using the same test for different purposes. We found two ENEM models: before and after 2009. The multilevel analysis revealed a school effect around 22%; controlling socioeconomic status reduces it to 7%. About 20% of the variation in student scores was explained by contextual factors. At the school level, the figure rises to 79%. Excluding the writing test, as in 2012 league table, the explained variation reaches 87%, showing that school score is highly influenced by factors they can not control. We also showed that the averages between neighboring schools in the league table are not statistically different. CONCLUSIONS: Although ENEM can evaluate the merit of the students, it tells little about the merits of the schools. Therefore, it is inappropriate to evaluate, alone, the quality of these institutions. We point out some limitations of ENEM as school quality indicator (confidence intervals overlapping; overvaluation of a single test; few information on the merits of school; risk of impoverishing the curriculum and interpersonal relationships in school life; risk of increasing inequalities) as well as some possibilities created by it (objective reference for comparison; message to schools not overly focus on amount of contents; mobilization for school quality; creation of other indicators). Accordingly, we provide a selection of the best Brazilian high schools in school effect, aiming to give visibility to institutions that do a good job in not necessarily good conditions.

A discussão da qualidade do ensino no poder judiciário: a experiência norte-americana da Adequacy Litigation / The discussion of the quality of education in the Judiciary: the North American experience of adequacy litigation

O presente trabalho explora a discussão de qualidade educacional no Poder Judiciário, a partir da análise da experiência norte-americana com as adequacy litigations, espécie de litígios educacionais que tem como objetivo a garantia de uma educação com, pelo menos, um nível mínimo de qualidade para todas as crianças. A fim de propiciar o alcance do objetivo proposto, realizou-se pesquisa bibliográfica e documental com enfoque qualitativo. A pesquisa documental foi realizada a partir da análise das decisões judiciais emanadas pelas Supremas Cortes e Tribunais de Apelação estaduais no período de 1989 a 2014. Por meio da análise e interpretação de referidas decisões judiciais, identificou-se quais as definições de qualidade de ensino adotadas pelos Tribunais dos Estados Unidos e quais os caminhos adotados pelas Cortes desse país para garanti-la. Nas adequacy litigations analisadas, observou-se que o Poder Judiciário estadual nos Estados Unidos adotou diferentes concepções e caminhos na identificação do significado e conteúdo do conceito de qualidade da educação e na determinação das medidas judiciais possíveis, necessárias e adequadas para garantir o direito à uma educação de qualidade estabelecida pelo Poder Judiciário. Referida variedade relacionase, dentre outros aspectos, com a história política e jurídica de cada Estado, do seu sistema de educacional e de financiamento, do papel exercido pelos diferentes Poderes do Estado e agências governamentais, das estratégias empregadas pelos litigantes, das evidências e testemunhos apresentados e, principalmente, relaciona-se à própria polissemia que o termo qualidade da educação envolve. Espera-se, assim, que algumas das questões postas no debate sobre a exigibilidade judicial da qualidade educacional no Brasil se tornem mais claras e que a pesquisa aqui proposta possa enriquecer o debate sobre a temática no Brasil. / This paper explores the discussion of educational quality in the Judiciary, based on the analysis of the North American experience with adequacy litigations, a kind of educational litigation that aims to guarantee an education with at least a minimum level of quality for all children. In order to facilitate the achievement of the proposed objective, a bibliographical and documentary research with a qualitative approach was carried out. The documentary research was carried out based on the analysis of the judicial decisions issued by the Supreme Courts and Courts of Appeal from 1989 to 2014. Through the analysis and interpretation of said judicial decisions, it was identified the definitions of quality of teaching adopted by the Courts of the United States and what steps the country has taken to secure it. In the adequacy litigations analyzed, it was observed that the State Judiciary in the United States adopted different conceptions and ways of identifying the meaning and content of the concept of quality of education and determining possible, necessary and adequate judicial measures to guarantee the right to a quality education established by the Judiciary. This variety is related, among other things, to the political and legal history of each State, its educational and financing system, the role played by the different State Powers and government agencies, the strategies employed by the litigants, the evidence and presented, and especially, it is related to the very polysemy that the term \"quality of education\" involves. It is hoped, therefore, that some of the questions put in the debate about the judicial enforceability of educational quality in Brazil will become clearer and that the research proposed here may enrich the debate on the subject in Brazil.

Usos das avaliações externas: concepções de equipes gestoras de escolas da rede municipal de ensino de São Paulo / Uses of external reviews: conceptions of teams school of education managing network hall of São Paulo

Fortalecidas e ampliadas no contexto das reformas educacionais dos anos 1990, as avaliações externas adquiriram uma centralidade que as colocou em destaque nas políticas públicas educacionais de modo que se admite, sob formas variadas, sua interferência na dinâmica do trabalho no interior das escolas. Diante desse quadro e cientes do lugar que as equipes gestoras de unidades escolares ocupam na implementação de políticas, inclusive as de avaliação, selecionou-se este grupo para ser investigado, sendo esta dissertação pautada pelo seguinte problema de pesquisa: como equipes gestoras da Rede Municipal de Ensino de São Paulo (RME-SP) concebem o uso das avaliações externas? A escolha desta rede se justifica por suas dimensões quanto ao número de alunos e escolas, considerada uma das maiores redes do país, o que pode incluir uma diversidade de traços sociais e econômicos que espelham o quadro nacional, e pela grande quantidade de avaliações externas a que são submetidos os alunos das Escolas Municipais de Ensino Fundamental (Emef) de São Paulo, num total de seis. A metodologia parte da revisão bibliográfica, para a construção da fundamentação teórica, e inclui também a definição de roteiros de observação, roteiros de entrevistas, questionários e levantamento de dados sobre as escolas nas quais se encontravam gestores investigados, além da análise de documentos internos das unidades pesquisadas, resultados de avaliações externas e de outros indicadores. Contou ainda com o recurso da pesquisa de campo, onde foram entrevistadas equipes gestoras de três Emef desta Rede. O estudo evidenciou como as avaliações externas ecoam no interior das escolas, descortinando como equipes gestoras concebem a influência de tais avaliações no trabalho pedagógico, o que produz matizes em relação a discursos cristalizados quer aqueles que se contrapõem completamente às avaliações externas, pelo suposto impacto negativo nas atividades escolares, quer outros que supõem a ausência de reverberações no âmbito dessas unidades. A investigação salientou que a morosidade na divulgação dos resultados, assim como o formato da apresentação dessas informações e, especialmente no caso da Prova Brasil, a divulgação virtual dos boletins é insuficiente para favorecer a apropriação desses dados por parte dos profissionais em tela, visto a pouca familiaridade com as tecnologias e, sobretudo, com o próprio conteúdo veiculado. A pesquisa aponta, ainda, a necessidade de formação para o uso das informações geradas pelas avaliações externas, com vistas às condições para a efetivação do discurso de usos de seus dados. Embora não seja possível tecer generalizações a partir deste estudo, delineia-se um quadro que pode subsidiar a superação da situação diagnosticada. / Strengthened and expanded in the context of educational reforms of the 1990s, external evaluations acquired a centrality that has highlighted the educational policies, in a way that it admits, in various forms, its interference in the dynamics of working within schools. Given this situation and aware of the place that the management of school teams occupy at the units in policy implementation, including the evaluations, we selected this group to be investigated and this dissertation guided by the following research problem: how management teams of the Municipal Network education of São Paulo (SP-RME) conceive the use of external ratings? The choice of this network is justified by its dimensions as the number of students and schools, considered one of the largest networks in the country, which may include a variety of social and economic traits that mirror the national scenario, and the large amount of external evaluations who undergo the students of Municipal Schools Elementary Schools (Emef) of São Paulo, a total of six. The methodology of the review, to build the theoretical foundation, and also includes the definition of observation screenplays, scripts, interviews, questionnaires and survey data on the schools that were investigated managers, and analysis of internal documents from units studied, results of external assessments and other indicators. Also included the use of field research, where management teams of three Emef of this Network were interviewed. The study showed how the external evaluations echo inside schools, revealing how management teams conceive the influence of such assessments in educational work, which produces different tones in relation to crystallized speeches whether those completely opposed to external evaluations, the alleged negative impact in school activities, or others who assume the absence of reverberations within those units. The research pointed out that the delay in publication of the results, as well as the presentation format of this information, and especially in the case of Prova Brasil ,the virtual dissemination of newsletters is insufficient to encourage the appropriation of such data by professionals investigated, since the unfamiliarity with the technologies and especially with the content itself aired. The research also shows the need for training for the use of the information generated by external assessments, with a view to the conditions for the realization of speech uses of their data. Although it can not weave generalizations from this study, there is a framework that can support the overcoming of the situation diagnosed.

Supervisão escolar: desafios e compromissos com a educação emancipatória / School supervision: challenges and commitment to emancipatory education

Esta dissertação discute a supervisão escolar a partir do exame de sua origem histórica, baseando-se em pesquisa documental acerca do tema. Considerando a função do supervisor escolar conforme o que consta nos documentos legais, em outras publicações oficiais e o observado na prática desta profissional no universo da Secretaria Municipal de Educação de São Paulo (SME-SP), a investigação realizada ressalta possibilidades e limites dessa atuação profissional diante do compromisso com a educação pública. Com a intenção de trazer à tona a origem da supervisão escolar, foi necessário recorrer à história da educação no Brasil e no município de São Paulo, no período compreendido entre 1956 e 2004. Para isso, foi consultada a bibliografia sobre o assunto e foram examinados documentos oficiais do acervo da SME-SP. Partindo da compreensão de que a supervisão escolar pertence ao conjunto de meios para a realização do processo educativo, tendo como fim a formação humana, e que é inserida nesse processo por meio da administração escolar, nossa opção foi partir do conceito de administração em geral, com o propósito de entender a essência da administração e deixar bem claro o que preconiza a chamada teoria geral da administração, ou seja, que esta não é geral, como propalado pelo senso comum, mas restrita ao capitalismo. Examinar os conceitos de administração e administração escolar e, em seguida, situar a supervisão escolar teve como objetivo tomá-la como objeto deste estudo e buscar compreender qual a sua contribuição para uma educação emancipatória. Buscamos a melhor apreensão das ideias de gerência, burocracia e empresa, pois são termos recorrentes nos textos relacionados a administração, administração escolar e supervisão escolar. A partir da concepção de educação como atualização histórico-cultural do homem, e concebendo que este humano se constitui sujeito na relação com seus semelhantes, procuramos destacar a diferença entre educação emancipatória e educação bancária. Assim, enquanto esta considera o aluno como um receptáculo vazio que vai recebendo informações e instruções, aquela reconhece o homem como ser histórico, produtor de sua existência, em sua relação com o mundo e, portanto, promove a pergunta à realidade, que se faz a partir da inquietação e da dúvida, em oposição à constatação e à conformação silenciosas. Na direção dessa busca de problematização da realidade, foi imprescindível discutir a importância da assistência às escolas e sua abrangência. Na perspectiva de avançar quanto a essa assistência às escolas, foi citada a intersetorialidade como possibilidade de uma política pública integrada, baseada no diálogo entre diferentes setores do governo, com vistas à transformação da realidade percebida quando da problematização. Finalmente, diante do estudo realizado, as sínteses, ainda que provisórias, demonstram que há a possibilidade de transformação da supervisão escolar, destacando a assistência às escolas e ao seu projeto político-pedagógico, caracterizando o compromisso com a educação emancipatória. / This work is to discuss school supervision, from its historical origin examination, based in documental research about the theme. Considering school supervisor role according to legal documents, in other official publication and the observed in this professional practice at the Municipal Secretary of Education of São Paulo (SME-SP), the performed investigation highlights possibilities and limits of this professional practice against the public education compromise. Having the intention to bring up the origin of school supervision, it was necessary to refer to history of education in Brazil and São Paulo municipality, in the period between 1956 and 2000. For this, it was consulted the literature on the matter and examined official documents of SME-SP collection. From the comprehension that school supervision belongs to the media set for education process performance, having as purpose human development and that is inserted on this by school administration, our option was to start from general administration concept, with the intention of understand administration essence and clear what advocates the so-called general administration theory, in other words, that this is not general as is vaunted by the common sense, yet, restricted to capitalism. Examination of administration and school administration concepts and, then, locate school supervision had as purpose take it as object of this study and understand its contribution for an emancipatory education. We searched the best prehension of management, bureaucracy and enterprise ideas, as they are recurring basis in texts related to administration, school administration and school supervision. From the conception of education as historic and cultural actualization of man and, understanding that this human being is constituted as subject in the relation with his equals, we seeked to contrast the difference between emancipatory education and banking education. Thus, while the last one considerate the student as an empty vessel that receives information and instruction, the first one recognizes man as a historic being, producer of its existence, in its relation with the world, and, so, promotes the question to reality, that is made of unrest and doubt, in opposition to silent finding and resignation. On the search directions of reality problematization, it was indispensable to argue about the importance of school assistance and its scope. With the expectation of going forward in the school assistance, it was mentioned the intersectorial as possibility of an integrated public policy, based in dialogue among different departments of the government, aiming the transformation of the realized reality when the problematization was made. Finally, facing the performed study, the synthesis, although still transitory, show that it is possible to change school supervision, contrasting the assistance to school and its pedagogical and politic project, characterizing the compromise with emancipatory education.
