A Case Study on Learning Transfer in a Social Service Organization

Support from managers, training specialists, and human resource development specialists is needed if social service employees are to transfer learning to their organizations. There is a gap in the literature about managers, training specialists, and HRD specialists familiarizing employees with learning transfer expectations. This study addressed the way social service employees transferred what was learned after attending normal training classes. The research questions focused on learning transfer expectations for the employees, conditions that addressed during the learning transfer, processes that are in place where there was not a learning transfer initiative, and the way learning was used by employee. The study utilized a case study approach and thematic analysis based on theoretical frameworks of McGregor's theory X and theory Y, Drucker's management by objectives theory, Kirkpatrick and Kirkpatrick's 4 levels of training evaluation. Data were collected from open-ended interviews with 15 human resources officials in 1 agency. Data were inductively coded and analyzed for themes and patterns. Findings yielded themes of inconsistencies such as familiarizing employees with learning transfer expectations, differences of factors or conditions that addressed the learning transfer function or activity, not having a learning transfer initiative or instructions, and having an informal way of using what employees acquire from training limited policies and procedures, and a lack of direction. These changes could promote awareness of the social service community to encourage regular updates on training, practice new learning, partner and collaborate with stakeholders, review training offerings, and use technology.

Human Resources Development (HRD) for effective localisation of workforces. An empirical study for identifying the key success factors for the energy sector in the United Arab Emirates (UAE).

The objective of the current study is to explore and identify the Critical Success Factors (CSFs), which impact upon the effective implementation of Human Resource Development (HRD) initiatives in support of nationalisation, and to recommend a model for practical application and future research. Accordingly the study focused on identifying and analysing the various factors in the localisation of a workforce with regard to five broad categories, namely: national level factors, organisational (policies and practices related) factors, organisational (HR related) factors, individual level (expatriate and experienced staff related) factors and individual level (UAE national related) factors. The data for the study was collected using both qualitative and quantitative methods. Qualitative methods were used to develop an in-depth case study of the Emiratisation process in an oil and gas organisation, as well as for identifying the critical success factors to be included in the survey questionnaire for collecting the quantitative data. The results of the study indicated that the critical success factors identified in the study are part of a complicated reality and need to be managed to ensure success of the localisation of a workforce. The mean scores obtained on the various factors differed significantly across the organisations or sub groups of respondents used in the study. This indicates that the impact of various factors that facilitate or constrain the localisation efforts are highly contextual and organisation specific. The findings of the study revealed valuable insights that could enrich not only future research in the area, but also the practical application of HR tools and methods to support the localisation process. The current study also developed a model for practical application and future research in the area. The model identified the role of HR strategies and tools as critical for managing the CSFs and ensuring the success of the process of localisation. The model developed in the current study also emphasises the need to define the 'success' of localisation in much broader terms, by addressing complex issues such as, employee morale and motivation, expectations of all employees, including expatriates and so forth, rather than just focusing on the number of UAE nationals employed and their competencies. The current study also identified some of the limitations of the study and highlighted suggestions for future research.

A Study of the Need For and Design of Graduate Study in Educational Resource Development

The problem of this study is an investigation into the need for and possible content and design of a specialized program of study to develop proficiencies for resource development in higher education. The study has three broad purposes. The first is to determine if there is a need for the specialized preparation of educational resource development officers in higher education; secondly, to ascertain what competencies are required of professionals in this field; and, finally, to assemble those competencies into component parts of a program of study. The following results were discovered by the study. 1) A majority of experienced practicing professionals in the field of educational resource development agrees that some form of specialized preparation for new professionals is needed. 2) Practicing professionals identified and described several competencies as well as personality traits and basic skills which are required of the educational development officer. 3) A majority of experienced practicing professionals agreed on a general format for a formal program of advanced degree work that would include an internship, master's level work and would terminate with some overall form of competency evaluation

Trainer competency and psychological optimality

A productive workforce is recognized as the primary resource for all organizations. Workforce training and constant retraining must be a priority. The trainers' role to add value in this process is recognised. The general aim of this research was to ascertain the correlation and difference between trainer competency and psychological optimisation. The following measurement instruments were used in the study - TCQ, POI, SOCq and SCS. This study was conducted among 57 trainers working for a large transport organisation. Through a literature survey, training and psychological optimisation were defined and a personality profile of the competent trainer integrated with that of the psychological optimal functioning individual. Through an empirical study, the correlation and difference between trainer competency and psychological optimisation were determined. Supporting evidence, although not enough, indicates a correlation between trainer competency and psychological optimisation, and a difference in psychological optimisation between the high and low trainer competency groups. / Industrial and Organisational Psychology / M. O uso de jogos digitais para o desenvolvimento de gestores públicos: um estudo empírico com um serious game / The use of digital games for the development of public managers: an empirical study with a serious game

O presente estudo busca explicar de que forma o uso de jogos digitais contribui para o processo de desenvolvimento de gestores públicos, considerando-se que a capacitação gerencial é fundamental para o alcance de resultados e para a prestação de serviços públicos de qualidade. O primeiro passo da pesquisa foi compreender na literatura o que significa o uso de jogos digitais para fins educacionais e de desenvolvimento, o que foi feito por meio de um estudo bibliométrico. Na prática, o uso de jogos digitais relaciona-se a conceitos como jogos sérios (serious games), gamificação (gamification) e aprendizado por meio de jogos (game-based learning). O estudo envolveu, então, o desenvolvimento do serious game Liderança em Jogo: Competências, Papéis e Responsabilidades, que leva em conta o contexto do setor público e foi pensado justamente como ferramenta para o desenvolvimento de gestores públicos. A aplicação do jogo foi feita por meio de um curso especialmente concebido para este trabalho e a avaliação de sua eficácia considerou o modelo de quatro níveis de Kirkpatrick (reação, aprendizado, comportamento e resultados). O impacto do uso desse jogo digital foi avaliado comparativamente por meio de um conjunto de dois experimentos completamente aleatorizados, com grupo de controle e no formato pré-teste/pós-teste (experimento 1) e pós-teste apenas (experimento 2). A pesquisa foi multimétodo, envolvendo triangulação metodológica, sendo complementada por análises qualitativas (entrevistas semiestruturadas e análise de conteúdo). Como principais resultados, foram verificados impactos nos quatro níveis avaliados. Os experimentos mostraram que, em comparação ao grupo de controle, quem joga (grupo experimental) gosta mais do processo de aprendizado (reação) e apresenta maiores níveis de atenção e relevância do modelo ARCS, desenvolvido por John M. Keller, utilizado para avaliar a motivação; demonstra maiores níveis de aquisição de conhecimento (aprendizado); desenvolve uma visão de gestão mais atrelada aos aspectos humanos (atitude como antecedente do comportamento); e vê mais impactos do treinamento sobre o resultado projetado de seu trabalho para o futuro (resultados). As entrevistas ainda indicaram que o jogo, além de ter seguido os preceitos de game design que o caracterizam como tal, provocou reflexões que resultaram em mudança de comportamento em situações do dia a dia. Assim, considerando-se o desenvolvimento gerencial do ponto de vista das competências como o conjunto de Conhecimentos, Habilidades e Atitudes (CHA) da pessoa, vê-se que o jogo digital utilizado é efetivo para o desenvolvimento gerencial, uma vez que os experimentos detectaram aquisição de conhecimentos e mudanças de atitudes. A contribuição do estudo é relevante pois, além de trazer evidências empíricas necessárias à literatura, integra em um framework conceitual as inter-relações de diversos referenciais teóricos como base para uma pesquisa operacionalizável. As principais limitações do estudo estão associadas à artificialidade dos experimentos e ao não controle de variáveis que possam ter impacto no aprendizado. Além da opção de avaliar apenas os níveis mais baixos de aprendizado da taxonomia de Bloom, com a utilização de questões diretas no instrumento de avaliação de conhecimento, o reduzido número de participantes também foi uma limitação, impactando as possibilidades estatísticas de identificar efeitos sobre os níveis de profundidade do conhecimento adquirido ou diferentes assuntos considerados no curso/treinamento. / This study aims to explain how the use of digital games can contribute to the process of development of public managers, considering that managerial capacity is key to the achievement of results and the provision of good quality public services. The first step of the research was to seek in the literature what the use of digital games means in terms of educational and development purposes. That was done through a bibliometric study. In practice, the use of digital games is related to concepts such as serious games, gamification and game-based learning. The following step involved the development of the serious game entitled Liderançaem Jogo: Competências, Papéis e Responsabilidades, which takes into account the context of the Public Sector and was built specifically as a tool for the development of public managers. The application of the game was made through a course specially designed for this study and the assessment of its effectiveness considered Kirkpatrick\'s four-level model (reaction, learning, behavior and results). The impact of the use of this digital game was evaluated through a set of two randomized experiments, with a control group and in the pre-test /post-test format (experiment 1) and post-test only (experiment 2). The research was multi-method, involving methodological triangulation and was complemented by qualitative analyzes (semi-structured interviews and content analysis). The main results show impacts in the four evaluated levels. The experiments showed that, in comparison with the control group, the subjects who play (experimental group) enjoy more the learning process (reaction) and present higher levels of attention and relevance, according to the ARCS model developed by John M. Keller, used to evaluate motivation. In addition, they demonstrate higher levels of knowledge acquisition (learning); develop a management vision more linked to human aspects (attitude as antecedent of the behavior) and see more impact of the training on the outcomes of their job for the future (results). The interviews also indicated that the game, in addition to having followed the precepts of game design led to reflections that resulted in behavior change in day-to-day situations. Therefore, considering the managerial development from the point of view of the competences as the sum of knowledge, skills and attitudes (KSA) of a person, it is seen that the digital game used is effective, once the experiments detected acquisition of knowledge and changes in attitudes. The contribution of this study is relevant because, in addition to bringing empirical evidence to the literature, it integrates the inter-relationships of several theoretical references into a conceptual framework as the basis for an executable research. The main limitations of the study are associated with the artificiality of the experiments and the non-control of variables that may have an impact on learning. Besides evaluating only the lower learning levels according to the Bloom\'s taxonomy, using direct questions in the assessment instrument, the small number of participants was also a factor of limitation, which might have impacted on statistical inference of the effects on the levels of depth of knowledge acquired or on the different topics approached in the course/training.

Atravessando diferentes escalas, o diagnóstico do ambiente construído considera a floresta urbana como espaço humano de natureza integrada, enfrentando a necessidade de equacionar a capacidade reprodutora de água diante da ocupação e da expansão urbana. O presente trabalho apresenta um método desenvolvido e aplicado para avaliar as diferentes dimensões do espaço urbano, notadamente, aquelas relacionadas à interface cidade-hidroesfera de municípios e de regiões, que necessitam do gerenciamento das unidades hidrográficas. Consiste em um modelo conceitual de uma abordagem multidimensional da paisagem construída, contextualizando os principais componentes do espacial/urbano, visando a configuração adequada de zonas ecológico-econômicas. Avaliaram-se inicialmente as técnicas desenvolvidas por outros autores para a construção de um novo método. A partir das observações diretas e indiretas, dados e informações foram organizados em um banco de dados que viabilizou a leitura cruzada, pela técnica de sobreposição de mapas e imagens de satélite (LANDSAT 7ETM+), processadas para Sistema de Informação Geográfica SIG com o uso do ENVI 4.1 (Environment for Visualizing Images) acompanhado com IDL (Interactive Data Language). Do cruzamento da dimensão horizontal com a vertical, propõem-se sete passos metodológicos: identificar, conhecer, compreender, ordenar, analisar, aplicar e avaliar para a abordagem da dinâmica estrutural combinada a compatibilidade ambiental. Adotou-se a modelagem para a análise multi-espacial da cobertura da terra, analisando os componentes do espaço/território na região do Vale do Ribeira de Iguape e no município de Registro-SP. Nas diferentes escalas observadas, os resultados mostram vários Planos de Informações (Pis) de fronteiras topológicas que traduziram os padrões e processos, interligados em diferentes campos da ecologia da paisagem urbana, unindo a geografia humana, a economia do espacial hídrico e o planejamento adequado. Oito planos de informação estão correlacionados na relação população-recursos da unidade municipal conceituada como florestas coletivas, considerando a gestão urbana para as quais os recursos renováveis estão endereçados ao uso sustentável. A compreensão global da paisagem integrou imagem, formato, função, estrutura e ordem urbanas nas quais vetores socioambientais interagem, revelando três características básicas: a imagem da cidade como recurso coletivo, a dinâmica da expansão urbana e as zonas ecológico-econômicas para o desenvolvimento adequado. Ampliou-se a base teórica entre estruturas do espaço/território e a compreensão de conceitos urbanos num planejamento territorial. Recomenda-se o conhecimento multidimensional e o desenvolvimento metodológico para a ordenação do espaço urbano. / Across different scale, research has focused on the diagnosis of built environment, considered as the urban forest treated as integrated natural human space. However, susceptive to occupation and urban expansion, urban forests are generally in need of adequate management for water catchments areas capacity that is expected to provide the increasing population. A new method has been developed and applied to evaluate different dimensions of the urban space. Notable, those interrelated to the interface of the city-hydrosphere of the municipal and the regional areas where adequate management for hydrographic units is required. Initially existing technique of several author were investigated in order to construct a new method. A multi-dimensional approach towards built environment has been developed and applied for the configuration of ecologic-economic zone by the principal components of the spatial/urban. Through direct and indirect observation, data and information collected were organized as data bank of shapefiles, which was utilized in cross analysis and in the overlaying of maps and satellite images (LANDSAT ETM+). With the aid of computer system and softwares, using ENVI 4.1 (Environment for Visualizing Images) with IDL (Interactive Data Language), satellite images were processed in GIS (Geographic Information System) ambient. By linking vertical and horizontal assessments seven methodological steps proposed were determined to identify, perceive, understand, organize, analyze, apply and evaluate the structural urban components under compatible environment investigations. A dynamic model adopted has treated the multi-spatial view of Land Cover, through spatial/territorial modeling, considering the region of Vale do Ribeira and the municipal area of Registro (SP). In all scales, results has revealed both information layer based on the topological translation of urban social/natural pattern and process interconnected with subjects of urban landscape ecology; linking human geography, water environment ecology and adequate planning. Eight elements in different layers of information were correlated on the subject of population-resources of the municipal area, which was considered as collective forest. Territorial management was addressed for sustainable urban use and settings on which a global comprehension of pattern, image, function, structure and order of the special/urban has been integrated. By introducing social environmental vectors, three basic results were archived: the city image as collective resources, the dynamic expansion model and the configuration of ecologic- economic zones. The notional basis of urban space has been amplified for a comprehensive regional planning. A multi-dimensional approach has been recommended for urban landscape ecology towards environment improvement and physical space configuration.

以知識經濟為主導之社會在二十一世紀,已經成為經社發展及國家競爭力不可或缺的主導要素。而知識經濟除了代表現今社會所依賴的是人的知識技能之外,另方面也意謂著貧富差距日益擴大,因為運用知識技能所創造出來的財富,遠超過以往工業時代的資本積累。知識經濟帶給勞動市場之衝擊,亦將直接或間接的影響到職業訓練之發展。 本文旨在從知識經濟時代的角度出發,研究職業訓練有哪些重要發展?國際組織就此所做出相關之規範措施有哪些?我國現行職業訓練制度是否能因應知識經濟所帶來之挑戰等,並進一步以宏觀的角度,將職業訓練制度分成「組織架構」、「政策規劃」、「財務經費」、「成效評估」等四方面,檢視我國職業訓練制度之問題所在並提出相關建議,以期對國家未來職訓建構方向有所助益。
