Esta pesquisa tem como tema a Educação e a educação das relações étnico-raciais e seu objetivo é identificar e analisar as ações desenvolvidas pela Secretaria Municipal da Educação (SME) de Ribeirão Preto, direcionadas à institucionalização da Lei 10.639/2003. A metodologia utilizada foi de abordagem qualitativa, se apresentando como um estudo analítico-descritivo. Os procedimentos metodológicos empregados para a coleta de dados foram a pesquisa bibliográfica, a análise documental e as entrevistas semiestruturada. Os documentos pesquisados foram às legislações e publicações da Secretaria Municipal de Ribeirão Preto, relacionadas à institucionalização da Lei 10.639/2003 e nossa busca por documentos se deu em diferentes arquivos situados no município de Ribeirão Preto - SP e no Portal da Prefeitura Municipal de Ribeirão Preto (PMRP). Após a coleta de dados, optamos por apresenta-los de maneira cronológica, a fim de facilitar a organização e possibilitar um entendimento temporal das ações empreendidas pela SME. Analisamos as ações levando em consideração as Diretrizes Curriculares Nacionais para a educação das Relações Étnico-Raciais e para o Ensino de História e Cultura Afro-brasileira e Africana, bem como o Plano Nacional de Implementação das Diretrizes Curriculares, publicado em 2009. Desta forma identificamos três momentos, nos quais foram realizadas ações para a implementação da Lei no município de Ribeirão Preto. As ações desenvolvidas foram: regulamentação da Lei; formação docente; aquisição, produção e distribuição de materiais didáticos e paradidáticos. / NUNES, S. M. M. The methodology used was the qualitative approach, presented as an analitycal-descriptive study. The methodological procedures appointed for the data colletion were bibliographic research, documentary analysis and semi-structured interviews. The documents searched were the legislations and publications of the Municipal Secretary of Ribeirão Preto, related to the institucionalization of Law 10.639/2003 and our search in documents was in different files sited in the municipality of Ribeirao Preto - SP and in the Portal da Prefeitura Municipal de Ribeirão Preto (PMRP). After the colection of the datas, we chose to presente them in cronological way, in order to facilitate the organization and to allow the temporal understanding of the actions undertaken by the Municipal Scretary of Education of Ribeirão Preto. We analyse the actions taking in account the National Curricular Guideline for the education of ethnic-racial relations and for the teaching of Afro-Brazilian and African History and Culture, as well as the National Plan for the implementation of Curricular Guidelines published in 2009. Thus, we identified three moments, in which actions were carried out for the implematation of the Law in the municipality of Ribeirão Preto. The actions developed were: regulation of the Law; the actions developed were teacher training; acquisition, production and distribution of didactic materials.

Raça, infância e escola: etnografia entre crianças em uma escola municipal de São Paulo / Race, childhood and school: etnography between children in a public school of São Paulo

A presente pesquisa tem como objeto de estudo as relações raciais na infância no ambiente escolar, e como pano de fundo o contexto de mudanças político-institucionais observadas no Brasil a partir de 2003, com a promoção da igualdade racial e combate ao racismo. Nesse sentido, a pergunta de pesquisa colocada foi: como são construídas as relações raciais entre as crianças em um ambiente escolar que assume a existência de racismo e desigualdade racial no Brasil? A etnografia foi empregada como metodologia, tal como presente nos estudos sociais da infância, e complementada por perspectivas clássicas e estudos no ambiente escolar. Envolveu estratégias e procedimentos que incluíram a entrada em campo e aceitação, coleta de informações por meio de observação e interações, escrita constante de notas de campo e posterior elaboração de descrições detalhadas, interpretações e teorizações a partir dos dados. A pesquisa foi realizada em uma escola da rede municipal de São Paulo, onde foi acompanhado o cotidiano de uma turma de quarto ano, dentro e fora da sala de aula, durante o ano letivo de 2016. Por meio da observação das relações entre as crianças, foi possível compreender aspectos referentes às atitudes e aos comportamentos raciais (preconceito e discriminação racial, respectivamente). Como resultado, em relação às atitudes, temos que as preferências estéticas das crianças estavam relacionadas ao fenótipo branco, tido como o padrão, o que ficava evidente inclusive pela maneira com que algumas crianças negras se retratavam. Apesar disso, era possível notar contrapontos a esse padrão. Em relação aos comportamentos, destacam-se as ofensas verbais entre as crianças, que revelam características do tratamento dado à questão racial: (1) as crianças que sofrem com práticas racistas costumam denunciar tais atos para um adulto responsável, não se calando (diferentemente do que foi visto em estudos anteriores); (2) as crianças têm percepção de que é errado ofender colegas com palavras ligadas à cor/raça; (3) o insulto racial não é visto enquanto um tipo específico de discriminação, mas colocado juntamente com outros problemas de violência entre pares da infância/ adolescência: é denominado genericamente enquanto bullying pelas crianças e também pelos adultos na escola; (4) as ofensas em tom de brincadeira caracterizam boa parte das ocorrências de discriminação racial entre as crianças, denotando ambivalência da prática. Por fim, aponta-se a importância da inclusão da infância na agenda dos estudos sociológicos sobre relações raciais, dado seu potencial para explicação do limite na redução de desigualdades raciais na educação, como também para reflexões sobre o que ocorre na vida adulta e para que se reflita sobre as políticas de Estado que visam combater a discriminação e a desigualdade racial no Brasil. / The present study has the study of racial relations in childhood in the school environment as its object, and as a background the context of political and institutional changes observed in Brazil since 2003, with the promotion of racial equality and the fight against racism. In this sense, the research question was: how are racial relations constructed among children in a school environment that assumes the existence of racism and racial inequality in Brazil? The methodology used was the ethnography, as presented in the social studies of childhood, and complemented by classical perspectives and studies in the school environment. This methodology involved strategies and procedures that included entry into the field and acceptance, information gathering through observation and interactions, constant writing of field notes and subsequent elaboration of detailed descriptions, interpretations and theorizations. The research was carried out in a school managed by São Paulos city, where I followed the daily life of a fourth year class, inside and outside the classroom, during the school year of 2016. Through the observation of the relationships among children, it was possible to understand aspects related to racial attitudes and behaviors (prejudice and racial discrimination, respectively). As a result, with regards to attitudes, we noticed that the aesthetic preferences of the children were related to the white phenotype, taken as the pattern, which was evident even by the way some black children portrayed themselves. Despite this, it was possible to note counterpoints to this pattern. Concerning behaviors, verbal offenses among children reveal characteristics of the treatment given to the racial issue. The following aspects stand out: (1) children who suffer racism often report such acts to a responsible adult (unlike which was seen in previous studies); (2) children have a perception that it is wrong to offend peers with words related to color/ race; (3) racial insult is not seen as a specific type of discrimination but placed alongside other peer violence problems of childhood/ adolescence: it is generally termed as bullying by children and also by adults in school; (4) playful offenses characterize most of the occurrences of racial discrimination among children, denoting ambivalence. Finally, the importance of the inclusion of childhood in the agenda of sociological studies on race relations is pointed out, considering its potential to explain the limit in the reduction of racial inequalities in education, as well as for reflections on what happens in adult life and for what to reflect on state policies aimed at combating racial discrimination and inequality in Brazil.

Starting from the life and work of Jo?o da Cruz e Sousa, we try to discuss how some issues raised by him in the late nineteenth century, still can help us reflect on the ethnic-racial relations in Brazilian society. This research aimed to compare my story, the narrative of my students, considered here as a collective subject, and the story of the poet Jo?o da Cruz e Sousa. The interweaving of narratives mentioned, despite the spatio-temporal difference that separates them, sought the possible dialogues that can help us to think how racism still holds and updates daily at school? How prejudice, racism and discrimination are materialized in the production of inequalities within the school environment? How prejudice, racism and discrimination are materialized in the production of inequalities within the school environment? Thus, this study dialogue with authors such as Muniz Sodre (2000; 2010), Kabengele Munanga (2006), Nilma Lino Gomes (2003; 2012), Frantz Fanon (2008) and other scholars in the field of ethnic-racial relations, articulating them with studies of Modernity/Coloniality Group (2007; 2008), Hanna Arendt (2007) also helped us develop some issues with the concepts of "public space" and "appearance". To connect the narratives we rely on the research of Joseph Valter Pereira (2000, 2006 and 2010), Jorge Larrosa (1994; 2014), Walter Benjamin (1985), Leonor Arfuch (2010) and also Luciano Bedin da Costa (2010). About the life and work of the poet, we consulted bibliographical studies, documents such as newspapers, magazines literary critic of the late nineteenth century etc, that somehow relate to the researched problem. As narratives of the students we consider the set of texts and conversations that took place within the school environment from activities or situations involving ethnic-racial relations. It shows through Brazilian history, from its colonization to current times, the ideologies on which the relationship between blacks and whites was constructed, with great disadvantages for the first, especially, in their quest for education and social ascension. It is concluded that prejudice and racial discrimination in schools are presented in a subtle and disguised way, for in Brazilian minds, the racial relationship is cordial. The existence of prejudice and discrimination is denied, even though studies show significant malicious rates for the Brazilian black population, verifying the so called “Brazilian knack” of discrimination, also known as “racism Brazilian style”. Finally, it seeks to evoke the debate about the negative social representations imposed on the black population through stigmas and stereotypes, approaching particularly the issue of ethic-racial education in schools, under Federal Law number 10.639/2003, which establishes imperativeness in teaching Afro- Brazilian History and Culture from elementary to high school level within government and private establishments. / Este trabalho apresenta uma reflexão sobre as relações étnico-cultural/racial no ambiente escolar de educação básica, e tem por objetivo trazer à tona a importância e a necessidade da desconstrução social do preconceito e da discriminação racial que são atribuídos à população negra. Mostra através da história brasileira, desde a colonização aos dias atuais, as ideologias sob as quais foram construídas as relações entre negros e brancos, com grandes desvantagens para os primeiros, especialmente, em sua trajetória em busca da escolarização e ascensão social. Conclui que o preconceito e a discriminação racial nas escolas se apresentam de forma sutil e disfarçada, pois no imaginário brasileiro, as relações raciais são cordiais. Nega-se a existência do preconceito e da discriminação, apesar de estudos mostrarem índices significativamente perversos para a população negra brasileira, fincando constatado o chamado “jeitinho brasileiro” de discriminar, também considerado como o “racismo à brasileira”. Por fim, procura suscitar o debate sobre as representações sociais negativas colocadas à população negra por meio de estigmas e estereótipos, abordando particularmente a questão da educação étnico-racial no espaço escolar, a partir da Lei Federal nº. 10.639/2003, que estabelece a obrigatoriedade do ensino sobre História e Cultura Afro- Brasileira nos estabelecimentos de ensino fundamental e médio, oficiais e particulares.

To approach the theoretical reference was used the works of Kabengele Munanga, Maria Aparecida S. Bento, Lilia Moritz Schwarcz and Eliane Cavalleiro that inserts in the contemporary debate on the issues discussion-ethnic racial and their repercussions on relations between students and teachers in the school environment. Cette thèse étudie le Carnaval de Salvador de Bahia (Brésil) et les festivités de l’Indépendance de Carthagène des Indes (Colombie) dans l’optique de saisir comment leurs différentes formes de manifestations provoquent des tensions politiques, économiques et culturelles au sein de ces deux villes d’Amérique latine. Cette thèse argue que les festivités impliquent des relations antagonistes entre une forme hégémonique de célébration — associée aux pratiques et aux discours des élites urbaines — et d’autres formes diverses, dissidentes, et souvent marginalisées de participation. Dans ce cas, le carnaval et les festivités de Salvador et de Carthagène ne sont pas seulement des espaces de rencontre culturelle à travers les symboles, la danse et la musique, mais aussi des espaces politiques dans lesquels les identités, et les relations de classes et « raciales » sont contestées et reconfigurées. De plus, ces célébrations créent une opportunité pour des groupes différents de déployer de vives critiques envers leur position économique et politique dans un contexte urbain plus grand, qui est renforcé par le tourisme industriel global et les interventions d’un Etat multiculturel. / This thesis studies the Carnival of Salvador de Bahia (Brazil) and the Independence Day Festivities in Cartagena de Indias (Colombia) in order to understand how different ways of celebrating give rise to political, economic, and cultural tensions in these two Latin American cities. This thesis argues that these festivities involve an antagonist relationship between an hegemonic form of celebration— associated with the practices and discourses of the urban elites— and other diverse, dissident, and often marginalized forms of participating. In this way, the carnival and festivities in Salvador and Cartagena are not only spaces of cultural encounter through symbols, dance, and music, but also political spaces in which identities, and racial and class relations are contested and reconfigured. Furthermore, these celebrations create an opportunity for different groups to raise harsh criticism to their own economic and political position in a broader urban context that is highly shaped by the global tourism industry and the interventions of the multicultural state.

In the history of the Reformed Churches of South Africa (RCSA) great emphisis was placed on the notion to make decisions on the basis, and in accordance to the Scriptures. In spite of this notion, the church community of the RCSA stand in the midst of great tension regarding some decisions. In the fifty year period from the centenary festival in 1959 to the 150 year festival in 2009, assemblies of the church community were confronted with many objections to decisions regarding racial relations, the acceptance of the 1983-translation of the Bible in Afrikaans, the acceptance of the 2001-Psalter, the use of small cups in the Holy Communion and the role of women in the offices of deacon, elder and minister. The question that’s being addressed in this study is, if a shift in the RCSA’s view of Scripture took place. Chapter 2 gives an historical overview of the decisions that gave way to to the differences mentioned above. From the historical overview the aspects regarding the view of Scripture can be formulated. In chapter 3 the relation between the differences and the view of Scripture are examined. At first a short definition of the reformed view of Scripture are formulated. Hermeneutical and view of Scripture aspects of the raports of deputies and decisions of assemblies are tested according to the formulated definition of a reformed view of Scripture. Chapter 4 examines the influence that paradigm shifts had on the differences in the RCSA. Focus is placed on the influence of postmodernism on the one hand and fundamentalism on the other. Attention is also given to the stance of the RCSA on these two paradigms of thought with relation to the view of Scripture. In light of the reformed view of Scripture the postmodern approach to hermeneutics is discarded as well as the the fundamentalist view of Scripture. In spite of the reality of paradigmshifts, the raports of deputies and the decisions of assemblies does not reflect this reality. Chapter 5 tries to point a way out to handle the differences in the ligt of the Reformed view of Scripture. Focus is placed on the place the sociohistorical context holds in the revelationhistorical exegetical process. In the history of the Reformed Churches of South Africa (RCSA) great emphisis was placed on the notion to make decisions on the basis, and in accordance to the Scriptures. In spite of this notion, the church community of the RCSA stand in the midst of great tension regarding some decisions. In the fifty year period from the centenary festival in 1959 to the 150 year festival in 2009, assemblies of the church community were confronted with many objections to decisions regarding racial relations, the acceptance of the 1983-translation of the Bible in Afrikaans, the acceptance of the 2001-Psalter, the use of small cups in the Holy Communion and the role of women in the offices of deacon, elder and minister. The question that’s being addressed in this study is, if a shift in the RCSA’s view of Scripture took place. Chapter 2 gives an historical overview of the decisions that gave way to to the differences mentioned above. From the historical overview the aspects regarding the view of Scripture can be formulated. In chapter 3 the relation between the differences and the view of Scripture are examined. At first a short definition of the reformed view of Scripture are formulated. Hermeneutical and view of Scripture aspects of the raports of deputies and decisions of assemblies are tested according to the formulated definition of a reformed view of Scripture. Chapter 4 examines the influence that paradigm shifts had on the differences in the RCSA. Focus is placed on the influence of postmodernism on the one hand and fundamentalism on the other. Attention is also given to the stance of the RCSA on these two paradigms of thought with relation to the view of Scripture. In light of the reformed view of Scripture the postmodern approach to hermeneutics is discarded as well as the the fundamentalist view of Scripture. In spite of the reality of paradigmshifts, the raports of deputies and the decisions of assemblies does not reflect this reality. Chapter 5 tries to point a way out to handle the differences in the ligt of the Reformed view of Scripture. Focus is placed on the place the sociohistorical context holds in the revelationhistorical exegetical process. For this purpose, I make the use of the research question: What processes are present in the form themselves as Black intellectuals? The methodology of the present research is based on principles of Phenomenological that inspires the researcher's stance in relation to the object of research, the research participants, the processes of collecting, analyzing and interpreting data. There were three in-depth conversations with professionals, self-identified Blacks, recognized as intellectuals, with the goal of understanding the meanings of processes experienced by Black men and women as they constitute intellectual. The research allowed an understanding that to constitute themselves as Black and as intellectual, there is a mutual strengthening of both: the Black person and the community to which they belong. Also identified not only studies schools and universities as places of education but also family influences, sensitivity to perceive and study social realities that affect Blacks and especially coexistence and fights with the Black Movement. The Black intellectuals seek to act in the community, in dialogue with the Black community, with other intellectuals and society in general. Its education proceeds in the following dimensions: Becoming Black: a testimony of Blackness; Digging spaces: actions, reactions and joints; Definitions and ide as of who is Black intellectual; Persistence and Militancy: as if you re working out in cold iron. / A presente pesquisa intitulada: Negro Intelectual, Intelectual Negro ou Negro-Intelectual: considerações do processo de constituir-se negro-intelectual, objetivou compreender processos em que negros e negras têm se constituído intelectuais e identificar no que suas experiências de homens e mulheres negros ao formarem-se intelectuais podem contribuir para a educação das relações étnico-raciais. Para tanto, valho-me da questão da pesquisa: Que processos estão presentes no constituir-se negro(a) intelectual? A construção metodológica do presente trabalho se apoia em princípios da Fenomenológica, que inspira a postura do pesquisador em relação ao objeto da investigação, aos participantes da pesquisa, aos processos de coleta, análise e interpretação dos dados. Realizaram-se conversas aprofundadas com três profissionais, autodeclarados negros, reconhecidos como intelectuais, com o objetivo de compreender significados de processos vividos por negros e negras ao se constituírem intelectuais. A pesquisa permitiu compreender que ao ir se constituir negro/a e intelectual, há um mutuo fortalecimento tanto da pessoa negra como da comunidade da qual faz parte. Permitiu também identificar não só os estudos escolares e universitários como lugares de formação, mas também influências familiares, sensibilidade para perceber e estudar realidades sociais que atingem os negros e notadamente a convivência e lutas junto ao Movimento Negro. Os negros intelectuais buscam agir na coletividade, em dialogo com a comunidade negra, com outros intelectuais e a sociedade em geral. Sua formação procede nas seguintes dimensões: Tornar-se negro: um testemunho de negritude; Cavando espaços: ações, reações e articulações; Definições e ideias de quem seja negro(a) intelectual; Persistência e Militância: como se estivesse malhando em ferro frio; A luta continua: esperança e perseverança.

As guideline, I use the subaltern studies, which question the hegemonic centers' theoretical colonialism and the modernity dominant conceptions. This dissertation is based on the subaltern studies literature and on the selection of texts from the period chosen for this study: the years between 1870-1922. These analyses intend to show the existence of a "Sao Paulo project" for the nation, which demonstrates a "admiration" for the North- American racial segregation. This "admiration" was a common theme in many papers written after such project failed. / Partindo do pressuposto de que toda nação é uma comunidade imaginada , conceito cunhado por Benedict Anderson em sua obra Comunidades Imaginadas, proponho, nesta dissertação, versar sobre a existência de diferentes projetos para a construção da nação brasileira ressaltando, o que entendo ser, um projeto paulista para a nação. A referência utilizada encontra-se nos Estudos Subalternos, perspectiva que questiona o colonialismo teórico dos grandes centros hegemônicos e as concepções dominantes de modernidade. A fundamentação material deste trabalho está na literatura alusiva ao referencial teórico adotado e na seleção de alguns textos produzidos dentro do período que delimita o estudo proposto: os anos de 1870 a 1922. Buscamos com as análises aqui desenvolvidas acenar para a existência de um projeto paulista para a nação que, não sendo bem sucedido, deixará transparecer certa "nostalgia da segregação racial norte-americana presente em obras publicadas posteriormente.
