Health experiences of women who are street-involved and use crack cocaine : inequity, oppression, and relations of power in Vancouver's Downtown Eastside

Women who live in Vancouver’s Downtown Eastside experience some of the most devastating health problems among residents of British Columbia. While crack cocaine use has been associated with many of these problems, we lack an understanding of how women who use crack cocaine experience these health problems and what they do to manage them. Informed by tenets of intersectionality and social geography, a critical ethnographic approach was used to examine the scope of health concerns experienced by women who are street-involved and use crack cocaine, the strategies they used to manage their health, and the social, economic, political, personal, and historical contexts that influenced these experiences. Data were collected over a seventeen month period and included a cross sectional survey (n=126), participant observations, and interviews (n=53). The women described experiencing poor physical and mental health throughout their lives; many of which were preventable. Respiratory problems, anxiety, sadness and insomnia were the most frequent concerns reported. They endured severe economic deprivation, unstable and unsanitary housing, and relentless violence and public scrutiny across a variety of contexts including their homes and on the street. These experiences were further influenced by structural and interpersonal relations of power operating within the health care, legal, and welfare systems. The women engaged in a several strategies to mitigate the harmful effects of factors that influenced their health including: (a) managing limited financial resources; (b) negotiating the health care system; (c) managing substance use; and (d) managing on your own. These strategies were influenced by the types of concerns experienced, perceptions of their most pressing concern, the nature of interpersonal relations with health care providers, and the limited social and economic resources available. Changes in the organizational policies and practices of the welfare, legal, and health care systems are needed to improve women’s health. Possible strategies include increased access to welfare and safe, affordable housing, safer alternatives to income, and improved collaboration between illness prevention and law enforcement programming. New approaches are required that build on women’s considerable strengths and are sensitive to ways in which gender, race, and class can disrupt opportunities to access services.

INFLUÊNCIA DAS RELAÇÕES DE PODER NA IMPLEMENTAÇÃO DO PLANEJAMENTO ESTRATÉGICO / INFLUENCE IN THE RELATIONS OF POWER IN THE IMPLEMENTATION OF STRATEGIC PLANNING

The Strategic Planning tool is widely known in the management of the most varied types of organizations, being these private or public. However, in its second phase, the implementation has not obtained the expected success. As stated by Kaplan and Norton (2001), only 10% of the formulated strategies are successfully implemented, what makes evident that the large bottleneck of Strategic Planning is found in its implementation phase. This tool is, in essence, a change process and so should be treated since it could result in the necessity of changes in the organizational structure, in internal processes, in the way of conducting formal and informal interpersonal relations in the organization. Due to these possible changes, to begin a strategic planning process, a good formulation of strategies and an effective strategic implementation is necessary in order to reverse the situation presented by Kaplan and Norton. Aware of this fact and as a way to strengthen the Strategic Planning implementation, the aspects related to the relation of power in the organizations, organizational culture and evaluation should be taken into account, because in the same way that these aspects are influenced by the process of changes, they influence the strategic decisions. This study aims to identify and report the aspects that involve the relations of power and that influence in the implementation of Strategic Planning. To achieve the proposed objective, a case study methodology of qualitative nature and of exploratory and descriptive character was used. Based on the bibliographical data found, a diagnosis model of the relation of power in the organizations was developed and was composed of four dimensions: contextual power, personal power, managing power and leading power. To test the model, a semi-structured interview was applied to four pro-rectors and five teaching unit directors of the Federal University of Santa Maria. Data was collected and analyzed, and the results obtained showed that the aspects related to the relations of power compose an important variable of study when the implementation of a change process, such as the strategic planning in a successful way is intended. The model demonstrated how the studied unit is more focused on the power of position and on bureaucratic managing. / A ferramenta Planejamento Estratégico está fartamente difundida na gestão dos mais variados tipos de organizações, sendo estas privadas ou públicas. Porém, a sua segunda fase, a implementação,não tem obtido o êxito esperado; e, como afirma Kaplan e Norton (2001), apenas 10% das estratégias formuladas são implementadas com êxito, o que torna evidente que o grande gargalo do Planejamento Estratégico encontra-se em sua fase de implementação. Esta ferramenta é, por essência, um processo de mudança e assim deve ser tratada, pois poderá acarretar necessidades de mudanças na estrutura organizacional, em processos internos, na forma de condução das relações interpessoais formais e informais na organização. Em função dessas possíveis mudanças, para iniciar um processo de planejamento estratégico, será necessário uma boa formulação das estratégias e uma implementação estratégica eficaz, de forma a reverter o quadro apresentado por Kaplan e Norton. Cientes desta realidade, e como forma de fortalecer a implementação do Planejamento Estratégico, deve-se levar em consideração os aspectos relacionados a relações de poder nas organizações, cultura organizacional e avaliação organizacional, pois, da mesma forma que esses aspectos são influenciados pelo processo de mudanças, eles influenciam nas decisões estratégicas. Esta pesquisa tem como objetivo identificar e descrever os aspectos que envolvem as relações de poder e que influenciam a implementação do Planejamento Estratégico. Para alcançar o objetivo proposto utilizou-se a metodologia de estudo de caso, de natureza qualitativa e caráter exploratório e descritivo. A partir dos dados bibliográficos encontrados, foi desenvolvido um modelo de diagnóstico das relações de poder nas organizações composto de quatro dimensões: poder contextual, poder pessoal, gerenciamento e liderança. Para testar o modelo, foi aplicada uma entrevista semi-estruturada junto a quatro pró-reitores e cinco diretores de unidades de ensino da Universidade Federal de Santa Maria. Coletados e analisados os dados, os resultados obtidos evidenciaram que os aspectos relativos às relações de poder constituem uma importante variável de estudo quando se pretende implementar um processo de mudança como o planejamento estratégico de forma exitosa. O modelo demonstrou o quanto a unidade estudada encontra-se mais voltada ao poder de posição e ao gerenciamento burocrático.

As transferências de domicílio eleitoral em Roraima e a interferência nas eleições municipais de 2004, 2008 e 2012

Esta tese trata das relações de poder em Roraima, examinando a influência política e econômica de Boa Vista sobre quatro municípios do interior, aqui limitados a Alto Alegre, Amajari, Cantá e Pacaraima. O marco temporal da pesquisa abrange as eleições municipais de 2004, 2008 e 2012, sendo seu objetivo estudar o fenômeno das transferências eleitorais de Boa Vista para os citados municípios do interior, analisando a probabilidade dessas transferências estarem influenciando no resultado das eleições, em prejuízo da legitimidade de escolha eleitoral. Para investigar as hipóteses, utilizou-se metodologia que a um só tempo calcula e comprova a possibilidade de prefeitos e vereadores estarem sendo eleitos com o apoio de eleitores domiciliados em Boa Vista, situação que forma no interior os chamados “currais eleitorais”; e, ainda, mede a compreensão desse fenômeno pelos cidadãos da capital e do interior. Foi assim traçado o “perfil do eleitor roraimense”, por um survey ou pesquisa de opinião, que estima suas preferências; seu entendimento sobre a supremacia política de Boa Vista em relação aos demais municípios selecionados; avalia também a impressão do eleitor sobre a atuação da polícia eleitoral, dos partidos políticos, da justiça eleitoral e das demais instituições que participam da fiscalização eleitoral, bem como sua opinião sobre aspectos integrantes da cultura política, formada no Estado de Roraima a partir da interação cultural de migrantes oriundos de diversas regiões brasileiras, principalmente dos contingentes dos estados do Norte, Nordeste e Sul do Brasil, cujos traços dominantes em Roraima encontram-se associados aos conceitos do personalismo, clientelismo e favoritismo. / This thesis deals with the relations of power in Roraima, examining the political and economic influence of Boa Vista on four municipalities of the rural area, here limited to Alto Alegre, Amajari, Cantá and Pacaraima. To investigate the hypothesis a methodology that, at the same time, calculates and shows the possibility of mayors and aldermen being elected with the support of electors residing in Boa Vista, situation that formed in the rural area, the so-called "electoral corrals"; and, yet, measures the understanding of this phenomenon by the citizens of the capital and interior. It was thus mapped out the "Roraimense voter profile ", for a survey or poll, which estimates their preferences; his understanding of the political supremacy of Boa Vista compared to other selected municipalities; it also evaluates the impression of the voter on the performance of electoral police, political parties, Electoral Justice and other institutions that participate in election supervision, as well as their views on aspects of political culture, formed in the State of Roraima from the cultural interaction of migrants from various regions of Brazil, mainly of the quotas of the States of North, Northeast and South Brazil, whose dominant traits in Roraima are associated with the concepts of personalism, patronage and favoritism.

Making Transformative Space: Exploring Youth Spoken Word as a Site of Critical Pedagogy

abstract: Since the early 1980s spoken word has been on the rise as a highly influential performance art form. Concurrently, there has been an increase in literature on spoken word, which tends to focus on the critical performative and transformative potential of spoken word. These on-going discussions surrounding youth spoken word often fail to take into account the dynamic, relational, and transitional nature of power that constructs space and subjectivity in spoken word. This ethnographic study of one youth spoken word organization – Poetic Shift – in a southwestern urban area makes a conscious attempt to provide a nuanced, contradictory and partial analysis of space, place, and power in relation to youth spoken word and aspires to generate an understanding of how spaces designated for spoken word are dialectically (re)produced and maintain or subvert dominant relations of power through a constant stream of negotiations. This study aims to more explicitly examine the relationship between place and spoken word in effort to understand how one’s positionality impacts, and is impacted by, their involvement in youth spoken word. Over the course of a 6-month period participant observation was conducted at two high school spoken word workshops and four interviews were completed with both teaching artists and young adult spoken word poets. Using spatial and critical pedagogy frameworks, this study found that Poetic Shift serves as a platform for youth to engage in the performative process of narratively constructing and reconfiguring their identities. Poetic Shift’s ideological position that attributes value and validation to the voices and lived experiences of each youth is an explicit rejection of the dominant paradigm of knowing that relegates some voices to a culture of silence. The point at which the present study deviated from most other literature on spoken word is where it offers a critique of Poetic Shift as a site of critical literacy and of the unreflexive rhetoric of student empowerment. The problematic presuppositions within the call for youth voice and in the linear, overly simplistic curriculum of Poetic Shift tend to reinforce the dominant relations of power. / Dissertation/Thesis / Masters Thesis Justice Studies 2016

História e subjetividade no pensamento de Michel Foucault / History and subjectivity in the thinking of Michel Foucault

Defendemos que a problemática do sujeito recobre globalmente a trajetória do pensamento de Michel Foucault. As transformações atinentes a este campo não podem ser apreendidas e demonstradas a não ser pelo entendimento das distintas maneiras e abordagens dispensadas a uma série de empreendimentos históricos, cujo cerne é a da descontinuidade. Entendemos que o constante esforço de modificação no exercício e domínio da história tem por objetivo colocar em evidência os campos e níveis heterogêneos de problematizações, transformações e experiências nas quais o sujeito tem a sua constituição. Para tanto, ficará demonstrado que a crítica ocupa lugar central, por um lado, no registro metodológico como caminho de constante reposicionamento do pensamento que se debruça sobre a relação história e sujeito, notadamente nas dimensões arqueológica e genealógica. Por outro, no registro dos lugaresdiscursos- práticas das experiências que são recobertas essencialmente por relações de forças nos processos históricos, cujas estratégias se voltam para o sujeito enquanto término de formas de sujeição, e cujo centro de transformação dessas relações evoca o enfrentamento enquanto acontecimento histórico para a constituição de processos de dessujeição ou de um sujeito ativo. Sempre no âmbito da história enquanto problematização e acontecimento, o sujeito irá tornar-se experiência histórica aberta. Isto, além de colocar em xeque as condições de seu destino, seu ser e estar na história, conduz-nos à análise das atitudes-experimentais possíveis a ele como força de criação ou produção de si mesmo. Modificar a si mesmo é modificar a história; modificar a história é modificar a si mesmo. / We support the idea that the problem of the subject covers the whole pathway of Michel Foucault\'s thinking. The changes concerning this field cannot be grasped and conveyed except by understanding the different ways and approaches directed to a series of works of historic engagement whose core is the question of discontinuity. We understand that the constant effort to change in the course of history aims at bringing forth the different fields and levels of approach, changes and experiences that build up the subject. In this respect it will be shown that criticism plays a central part in this project. On the one hand in a methodological key as a way of constant repositioning of the thinking that focuses on the relationship between history and the subject, especially in archaeological and the genealogical dimension. On the other hand, in the key of the places/discourses/practices of the experiences that are essencially coveredby relations of power in the historic process whose strategies are directed to the subject as the end of the forms of subjugation, and in which the center of change in these relationships evokes conflict as a historic factor for the constitution of a liberation process and of an active subject. Always in the view of history as questioning and achievement, the subject is bound to become an open historic experience. This, besides questioning the conditions of his destiny and his position in history, leads us to an analysis of the experimental attitudes in his reach as a force for creating himself in history. Changing himself is changing history; changing history is changing himself.

A hipótese é a de que o sujeito pode mudar de estatuto à medida que seus campos de experiências singulares nos acontecimentos históricos que ele é capaz de produz e nos quais está envolvido se transformam: da sujeição às experiências de constituição de si. Com isto, problematizar-se-á quais são os canais possíveis para ir além das forças normativas, disciplinares, reprodutivas e de dominação que perpassam as experiências de formação humana. A possibilidade de reposicionamento dos sujeitos nestas experiências está ligada com o questionamento de determinadas posições históricas dos sujeitos envolvidos na educação. Deste modo, procurar-se-á desenvolver a noção de função- educador como indicador reversível da dinâmica operatória em que dois ou mais sujeitos se põem em relação, cujo enfoque de formação prepondera. A função-educador tentará problematizar certas perspectivas que podem ser tomadas como canais de criação e produção de experiências dessujeitantes, a partir do campo da educação. Para tanto, serão analisados o papel dos jogos de verdade presentes nas experiências históricas de constituição dos sujeitos; os processos e campos de subjetividades implicados em certas relações de forças cujos domínios de saber-poder, ao serem questionados, liberam alguns canais para que os sujeitos, envolvidos nas experiências educativas, passem a constituir relações consigo mesmos, ou seja, outras subjetividades. A perspectiva de uma relação educativa parrhysiasta, de um posicionamento como intelectual específico, infame e crítico por parte do educador serão preponderantes neste contexto. / Abstract: The main goal of this research is to investigate the way the approaches to the experiences of subjectivity become issues themselves in the genealogical trajectory of Michel Foucault's thinking. The hypothesis is that the subject can cange his condition as the fields of his particular experiences in the historical events he can produce and in which he is involved themselves change: from subjection to the experiences of self-constitution. Thus issues will be made of the matter of which are the feasible channels to go beyond the normative, disciplinary, reproductive, and domination-oriented power that pervade the experiences of human formation. The possibility for subjects to change their position through such experiences is connected with the questioning of certain historical positions of the subjects involved in education. In that way an attempt will be made to developed the idea of the role of educator as a reversible indicator of the working dynamics in which two or more subjects are confronted and whose formation approach preponderates. The educator-function will make issues of certain perspectives which can be taken as channels for creation and the production of desubjectizing experiences starting from the field of education. To that end an analysis will be conducted of the part played by the truth games present in the historical experiences of subject building; the processes and fields of subjectivity implied in some relations of power whose knowledge-power domains, when questioned, open channels for the subjects who are involved in educational experiences to start building relations with themselves, that is, new subjectivities. At the school organizations, where the relations of power are present, as unfoldings of these relations, relative aspects to the authority, hierarchy (fruits of its bureaucratic organization) that they are disclosed through laws, decrees and papers the one that if the participants of the educative process submit. For Taylor, the recognition is basic for the construction of the identity, what it does not occur in the isolation but in the space of interlocution and with the significant contribução of the interlocutors. Nas organizações escolares, onde estão presentes as relações de poder existem, como desdobramentos das mesmas, aspectos relativos à autoridade, hierarquia (frutos de sua organização burocrática) que se manifestam através de leis, decretos e papéis a que se submetem os participantes do processo educativo. Para Taylor, o reconhecimento é fundamental para a construção da identidade, o que não ocorre no isolamento, mas no espaço de interlocução e com a contribuição significativa dos interlocutores Desta maneira, ancorados nos ensinamentos taylorianos sobre reconhecimento e construção de uma identidade, e sem perder de vista as organizações escolares onde se encontra o professor, esta dissertação investigou as condições em que o trabalho docente ocorre com a perspectiva de entender se existem possibilidades de os pressupostos de Taylor serem, com relação à construção da identidade, confirmados ou não. Estes foram os motivos pelos quais fomos levados a analisar os conceitos de organização escolar, reconhecimento, identidade e trabalho docente com o objetivo de criar um arcabouço teórico que nos permitisse adentrar no universo escolar e, na perspectiva de entender o que ocorre em seu interior, encontrar respostas para esta pesquisa.
