Movimento docente, insurreição popular e propostas coletivas de educação alternativa em Oaxaca / Teachers movement, popular Insurrection and collective projects of alternative education in Oaxaca

Essa pesquisa relata os acontecimentos em Oaxaca durante o ano de 2006, quando uma onda de protestos populares levou à tomada da capital do Estado pelos manifestantes, à dissolução do poder político e à violenta ação de desocupação imposta pelo Governo Federal do México. Segundo relatos, o papel que os professores da rede pública de Oaxaca, por meio da Seção XXII do Sindicato Nacional dos Trabalhadores da Educação do México (SNTE,) desempenharam antes e durante a revolta popular de 2006 foi fundamental para nascer a Comuna de Oaxaca. A partir de uma análise crítica dos acontecimentos e das atividades políticas conduzidas pelos professores de Oaxaca nas duas últimas décadas, período de forte efervescência política no Estado e de destacada atuação sindical docente, pretende-se localizar e descrever quais as práticas pedagógicas propostas pelos docentes da Seção XXII. Seu objetivo é compreender, a partir desse levante popular, as concepções de Educação Alternativa e Autônoma que nasceram no Estado de Oaxaca e a elaboração coletiva de uma proposta de gestão comunitária das políticas educativas, caracterizadas pelo envolvimento dos trabalhadores da Educação na construção dessas políticas. Para tanto, o estudo abordará também as concepções políticas de movimentos docentes e de movimentos indígenas no México. A análise destas práticas docentes passará pela pesquisa e descrição do contexto sociopolítico local, pelo estudo da relação que os docentes da Seção XXII estabeleceram com as comunidades indígenas, rurais e setores populares urbanos da sociedade oaxaquenha, assim como a investigação da atuação política e sindical desses professores, sempre a partir de relatos de suas práticas, experiências e propostas educativas. / This research reports the events that happened in Oaxaca during the year 2006, when a wave of popular protests led to the protesters to assume the power of the State capital, the dissolution of political power and the violent eviction action imposed by the Federal Government of Mexico. According to the records, the teachers of Oaxaca public system, through the XXII Section of the Mexican National Syndicate of Education Workers, played a fundamental role in the creation of Oaxacas Comuna before and during the 2006 popular revolution. Through a critical evaluation of the events and the political activities conducted by Oaxacas teachers in the last two decades, that represent a period of strong political unrest and memorable actuation of the teachers trade union, it is intended to describe which are the pedagogical practices proposed by the teachers of the section XXII. Its aim is to comprehend, through this popular uprising, the conceptions of the Autonomous and Alternative education that emerged in Oaxaca State, and also the collective elaboration of a community management proposal of educational policies, characterized by the involvement of the education workers in the construction of these policies. Moreover, this study will address the political conceptions of teachers and indigenous movements in Mexico. The analysis of those teaching practices will be made through the research and description of the local socio-economic context, by the study of the relation established by the professors of Section XXII with indigenous and rural communities and with Oaxacan popular urban sectors. In addiction, the teachers political and syndical actuation, always from their practical narrative, experiences and education proposals will be investigated.

Dimensioning Of Corona Control Rings For EHV/UHV Line Hardware And Substations

High voltage (EHV and UHV) transmission facilitates transfer of large amount of power over long distances. However, due to the inherent geometry, the line and substation hardware of EHV and UHV class generate high electric fields, which results in local ionisation of air called corona discharges. Apart from producing audible noise in the form of frying or hissing sound, corona produces significant electromagnetic interferences in the radio range. The limit for this corona generated Radio Interference (RI) has been stipulated by international standards, which are strictly to be followed. In line and substation hardware, corona control rings are generally employed to limit or avoid corona. Standard dimensions of corona rings are not available for EHV and UHV class. In most of the cases, their design is based on either a trial and error method or based on empirical extrapolation. Only in certain specific cases, the dimensioning of the rings is carried out using electric field calculations. In any of these approaches, the unavoidable surface abrasions, which can lead to corona, are not considered. There are also efforts to account for nominal surface irregularity by using a surface roughness factor, which is highly heuristic. In order to address this practically relevant problem, the present work was taken up. The intended exercise requires accurate field computation and a suitable criterion for checking corona onset. For the first part, the Surface Charge Simulation Method is adopted with newly proposed sub-modelling technique. The surface of the toroid is discretised into curvilinear patches with linear approximation for the surface charge density. Owing to its high accuracy, Galerkin’s method of moments formulation is employed. The problem of singularity encountered in the numerical approach is handled using a method based on Duffy’s transformation. The developed codes have also been validated with standard geometries. After a survey of relevant literature the ‘Critical Avalanche Criteria’ is chosen for its simplicity and applicability to the problem. Through a detailed simulation, the effect of avalanche space charge in reducing the corona onset voltage is found to be around 1.5% and hence it is not considered further. For utilities not interested in a detailed calculation procedure for dimensioning of corona rings, design curves are developed for circular corona rings of both 400 kV and 765 kV class with surface roughness factor in the range 0.8 – 1. In the second part of the work, a methodology for dimensioning is developed wherein the inevitable surface abrasion in the form of minute protrusions can be accounted. It is first shown that even though considerable field intensification occurs at the protrusions, such localised modification need not lead to corona. It is shown that by varying the minor radius of the corona ring, it is possible to get a design where the prescribed surface abrasion does not lead to corona onset. In summary, the present work has successfully developed a reliable methodology for the design of corona rings with prescribed surface abrasions. It involved development of an efficient field computation technique for handling minute surface protrusions and use of appropriate criteria for assessing corona inception. It has also provided design curves for EHV and UHV class corona rings with surface roughness factor specified in the range 0.8 – 1.0.

[pt] Esta tese discute o conceito de violência nas Relações Internacionais enquanto formula um referencial teórico alternativo que consiga articular crítica e a política a partir de um julgamento estético. Dessa maneira, o sujeito entende o mundo enquanto um fenômeno ao mesmo tempo constrói o espaço comum de significados e visibilidade. Por isso, esta tese destaca o lugar da experiência para problematizar as condições de possibilidade de compreender a violência como um fenômeno relevante. Então, a estética fornece a legibilidade através da qual podemos entender (e enquadrar) o conflito ao mesmo tempo em que destaca os limites e potencialidades deixados para a política. Este trabalho avança que a violência, dentro das metodologias tradicionais, é enquadrada pela dinâmica entre guerra e paz. No entanto, como categoria de compreensão do mundo social, argumentarei que o conflito é uma abstração teórica porque se baseia no que a realidade supostamente é. Nesse sentido, destacar como apreendemos os fenômenos permite ampliar narrativas alternativas e formas de ver o conflito e a violência nas RI. Com esse pressuposto, esta tese traz o pensamento de Walter Benjamin como um referencial inspirador para discutir o conceito de violência ao lançar luz sobre a experiência corporal da violência e o que dela resta. Para isso, vou me basear em obras de arte como suporte metodológico para compreender como apreendemos esteticamente os fenômenos. Este trabalho explora como a arte pode ser considerada um esforço epistemológico para compreender o conflito de forma diferente, além de uma representação da violência. Para seguir esse raciocínio, este trabalho considerará obras de artistas plásticos do Rio de Janeiro que discutem a violência contemporânea na cidade para destacar como a arte pode funcionar como dispositivo de pensamento e visibilidade. / [en] This thesis investigates the concept of violence in International Relations whilst formulating an alternative theoretical framework that observes critique and politics from an aesthetical judgement. It assumes aesthetics as the sensory experience of perception. The subjectivity apprehends the world as it appears to them while creating the common ground of meanings and visibility among others. Therefore, this thesis highlights the place of experience to problematise the conditions of possibility to understand violence as a relevant phenomenon. Then, the aesthetic provides the legibility through which we may understand (and frame) conflict while highlighting the limits and potentialities left for politics. This work advances that violence, within traditional methodologies, is framed by the dynamics between war and peace. Nevertheless, as a category of understanding the social world, I shall argue that conflict is a theoretical abstraction because it draws from what reality supposedly is. In this regard, highlighting how we apprehend phenomena allows an enlargement of alternative narratives and ways of seeing conflict and violence in IR. With this assumption, this thesis brings Walter Benjamin s thinking as an inspirational framework to discuss the concept of violence by shedding light on the bodily experience of violence and what is left from it. To do this, I will rely on works of art as methodological support to comprehend how we apprehend the phenomena aesthetically. This work explores how art can be considered an epistemological endeavour to comprehend conflict differently, beyond a representation of violence. To pursue this reasoning, this work will consider artworks from Rio de Janeiro s plastic artists that discuss contemporary violence in the city to highlight how art could function as a device of thinking and visibility.

This thesis concentrates on literary works written by writers belonging to the resident Korean minority in Japan (zainichi Koreans). Through the use of postcolonial methodology, this work attempts to monitor the development and changes in the complex concept of "identity" in works written between the 1960s and 2010. The thesis is divided into two major parts. The first, theoretical part, explains the birth of the minority, the conflicts that influenced it and the changes it went through during its history. Postcolonial methodology is also explained, with focus put on the parts that are relevant to Japan. The second, practical part of the thesis, shortly explains the history of zainichi literature and then concentrates on five important postwar resident Korean writers - Ri Kaisei, Kin Kakuei, Yi Yang-ji, Kaneshiro Kazuki and Yu Miri. It analyzes between one and four works by each author and attempts to identify changes in the perception of "identity". It also takes into account female characters and the way they are portrayed by the authors and also the language the book is written in, focusing on whether the author chooses to incorporate the Korean language into the text.

Credit risk measurement model for small and medium enterprises : the case of Zimbabwe

Abstracts in English, Zulu and Southern Sotho / The advent of Basel II Capital Accord has revolutionised credit risk measurement (CRM) to the extent that the once “perceived riskier bank assets” are now accommodated for lending. The Small and Medium Enterprise (SME) sector has been traditionally perceived as a riskier and unprofitable asset for lending activity by Commercial Banks, in particular. But empirical studies on the implementation of the Basel II internal-ratings-based (IRB) framework have demonstrated that SME credit risk is measurable. Banks are still finding it difficult to forecast SME loan default and to provide credit to the sector that meet Basel’s capital requirements. The thesis proposes to construct an empirical credit risk measurement (CRM) model, specifically for SMEs, to ameliorate the adverse effects of SME credit inaccessibility due to high information asymmetry between financial institutions (FI) and SMEs in Zimbabwe. A well-performing and accurate CRM helps FIs to control their risk exposure through selective granting of credit based on a thorough statistical analysis of historical customer data. This thesis develops a CRM model, built on a statistically random sample, known-good-bad (KGB) sample, which is a better representation of the through-the-door (TTD) population of SME loan applicants. The KGB sample incorporates both accepted and rejected applications, through reject inference (RI). A model-based bound and collapse (BC) reject inference methodology was empirically used to correct selectivity bias inherent in CRM domain. The results have shown great improvement in the classification power and aggregate supply of credit supply to the SME portfolio of the case-studied bank, as evidenced by substantial decrease of bad rates across models developed; from the preliminary model to final model designed for the case-studied bank. The final model was validated using both bad rate, confusion matrix metrics and Area under Receiver Operating Characteristic (AUROC) curve to assess the classification power of the model within-sample and out-of-sample. The AUROC for the final model (weak model) was found to be 0.9782 whilst bad rate was found to be 14.69%. Désambiguisation de sens par modèles de contextes et son application à la Recherche d’Information

Il est connu que les problèmes d'ambiguïté de la langue ont un effet néfaste sur les résultats des systèmes de Recherche d'Information (RI). Toutefois, les efforts de recherche visant à intégrer des techniques de Désambiguisation de Sens (DS) à la RI n'ont pas porté fruit. La plupart des études sur le sujet obtiennent effectivement des résultats négatifs ou peu convaincants. De plus, des investigations basées sur l'ajout d'ambiguïté artificielle concluent qu'il faudrait une très haute précision de désambiguation pour arriver à un effet positif. Ce mémoire vise à développer de nouvelles approches plus performantes et efficaces, se concentrant sur l'utilisation de statistiques de cooccurrence afin de construire des modèles de contexte. Ces modèles pourront ensuite servir à effectuer une discrimination de sens entre une requête et les documents d'une collection. Dans ce mémoire à deux parties, nous ferons tout d'abord une investigation de la force de la relation entre un mot et les mots présents dans son contexte, proposant une méthode d'apprentissage du poids d'un mot de contexte en fonction de sa distance du mot modélisé dans le document. Cette méthode repose sur l'idée que des modèles de contextes faits à partir d'échantillons aléatoires de mots en contexte devraient être similaires. Des expériences en anglais et en japonais montrent que la force de relation en fonction de la distance suit généralement une loi de puissance négative. Les poids résultant des expériences sont ensuite utilisés dans la construction de systèmes de DS Bayes Naïfs. Des évaluations de ces systèmes sur les données de l'atelier Semeval en anglais pour la tâche Semeval-2007 English Lexical Sample, puis en japonais pour la tâche Semeval-2010 Japanese WSD, montrent que les systèmes ont des résultats comparables à l'état de l'art, bien qu'ils soient bien plus légers, et ne dépendent pas d'outils ou de ressources linguistiques. La deuxième partie de ce mémoire vise à adapter les méthodes développées à des applications de Recherche d'Information. Ces applications ont la difficulté additionnelle de ne pas pouvoir dépendre de données créées manuellement. Nous proposons donc des modèles de contextes à variables latentes basés sur l'Allocation Dirichlet Latente (LDA). Ceux-ci seront combinés à la méthodes de vraisemblance de requête par modèles de langue. En évaluant le système résultant sur trois collections de la conférence TREC (Text REtrieval Conference), nous observons une amélioration proportionnelle moyenne de 12% du MAP et 23% du GMAP. Les gains se font surtout sur les requêtes difficiles, augmentant la stabilité des résultats. Ces expériences seraient la première application positive de techniques de DS sur des tâches de RI standard. / It is known that the ambiguity present in natural language has a negative effect on Information Retrieval (IR) systems effectiveness. However, up to now, the efforts made to integrate Word Sense Disambiguation (WSD) techniques in IR systems have not been successful. Past studies end up with either poor or unconvincing results. Furthermore, investigations based on the addition of artificial ambiguity shows that a very high disambiguation accuracy would be needed in order to observe gains. This thesis has for objective to develop efficient and effective approaches for WSD, using co-occurrence statistics in order to build context models. Such models could then be used in order to do a word sense discrimination between a query and documents of a collection. In this two-part thesis, we will start by investigating the principle of strength of relation between a word and the words present in its context, proposing an approach to learn a function mapping word distance to count weights. This method is based on the idea that context models made from random samples of word in context should be similar. Experiments in English and Japanese shows that the strength of relation roughly follows a negative power law. The weights resulting from the experiments are then used in the construction of Naïve Bayes WSD systems. Evaluations of these systems in English with the Semeval-2007 English Lexical Sample (ELS), and then in Japanese with the Semeval-2010 Japanese WSD (JWSD) tasks shows that the systems have state-of-the-art accuracy even though they are much lighter and don't rely on linguistic tools or resources. The second part of this thesis aims to adapt the new methods to IR applications. Such applications put heavy constraints on performance and available resources. We thus propose the use of corpus-based latent context models based on Latent Dirichlet Allocation (LDA). The models are combined with the query likelihood Language Model (LM) approach for IR. Evaluating the systems on three collections from the Text REtrieval Conference (TREC), we observe average proportional improvement in the range of 12% in MAP and 23% in GMAP. We then observe that the gains are mostly made on hard queries, augmenting the robustness of the results. To our knowledge, these experiments are the first positive application of WSD techniques on standard IR tasks.

The aim of diploma thesis "Probation and mediation as a form of work with juvenile offenders" is to elaborate the social pedagogic aspects of probation and mediation activities. It is intended to be a theoretic study and is divided into five chapters. The opening chapter is concerned for causes of delinquent beaviour and offers an enumeration of factors causing the uprise of this kind of behaviour among youth. The second chapter aims at possibilities of juvenile criminality prevention. The third chapter is employed with an institution of Probation and Mediation Services, which plays an important role on the field of terciary prevention of juvenile criminality. Fourth chapter treats with concrete ways of work of probation officers with their clients. Their work is analysed in the last chapter emphasising the social pedagogic potential of probation and mediation activities. Caractérisations biophysiques et structurales du complexe de réplication des Rhabdoviridae

Le virus de la stomatite vésiculaire (VSV) sert de modèle pour l'étude de la multiplication des virus (Mononegavirales) alors que la rage(RV) reste un sérieux problème de santé publique. Le génome de VSV et RV code notamment la nucléoprotéine (N) et la phosphoprotéine (P). N s'associe étroitement à l'ARN viral. Ce complexe N-ARN sert de matrice pour la réplication et la transcription virale. P est le cofacteur de la polymérase virale (L) et chaperonne N. En interagissant avec N-ARN (domaine C-terminal) et avec L (domaine N-terminal), P assure le lien physique entre l'ARN viral et L. La stœchiométrie de P, sa structure et son rôle exact pendant la transcription et la réplication restent incertains. Mon travail a consisté à une caractérisation biophysique et structurale de P et des complexes N-ARN-P pour mieux comprendre la dynamique du complexe de réplication de ces virus.<br />L'analyse biophysique montre que P RV & VSV existent sous forme de dimère allongé en solution. L'analyse bioinformatique a révélé une organisation modulaire, confirmé par des études biochimiques et biophysiques de mutants de P RV. La structure du domaine C-terminal de P VSV a été résolue par RMN et montre une homologie celle du C-ter de P RV. La caractérisation de l'interaction entre P et les anneaux N-ARN a révélé l'existence de deux types de complexes N-ARN-P (contenant un et 2 dimères de P par anneau). L'étude par ME des complexes nucléocapsides-P a permis de mettre en évidence un changement de conformation important.<br />Pour devenir accessible à L, l'ARN viral doit se dissocier localement de N. L'interaction N-ARN-P représente potentiellement une nouvelle cible pour le développement d'antiviraux.

Désambiguisation de sens par modèles de contextes et son application à la Recherche d’Information

Il est connu que les problèmes d'ambiguïté de la langue ont un effet néfaste sur les résultats des systèmes de Recherche d'Information (RI). Toutefois, les efforts de recherche visant à intégrer des techniques de Désambiguisation de Sens (DS) à la RI n'ont pas porté fruit. La plupart des études sur le sujet obtiennent effectivement des résultats négatifs ou peu convaincants. De plus, des investigations basées sur l'ajout d'ambiguïté artificielle concluent qu'il faudrait une très haute précision de désambiguation pour arriver à un effet positif. Ce mémoire vise à développer de nouvelles approches plus performantes et efficaces, se concentrant sur l'utilisation de statistiques de cooccurrence afin de construire des modèles de contexte. Ces modèles pourront ensuite servir à effectuer une discrimination de sens entre une requête et les documents d'une collection. Dans ce mémoire à deux parties, nous ferons tout d'abord une investigation de la force de la relation entre un mot et les mots présents dans son contexte, proposant une méthode d'apprentissage du poids d'un mot de contexte en fonction de sa distance du mot modélisé dans le document. Cette méthode repose sur l'idée que des modèles de contextes faits à partir d'échantillons aléatoires de mots en contexte devraient être similaires. Des expériences en anglais et en japonais montrent que la force de relation en fonction de la distance suit généralement une loi de puissance négative. Les poids résultant des expériences sont ensuite utilisés dans la construction de systèmes de DS Bayes Naïfs. Des évaluations de ces systèmes sur les données de l'atelier Semeval en anglais pour la tâche Semeval-2007 English Lexical Sample, puis en japonais pour la tâche Semeval-2010 Japanese WSD, montrent que les systèmes ont des résultats comparables à l'état de l'art, bien qu'ils soient bien plus légers, et ne dépendent pas d'outils ou de ressources linguistiques. La deuxième partie de ce mémoire vise à adapter les méthodes développées à des applications de Recherche d'Information. Ces applications ont la difficulté additionnelle de ne pas pouvoir dépendre de données créées manuellement. Nous proposons donc des modèles de contextes à variables latentes basés sur l'Allocation Dirichlet Latente (LDA). Ceux-ci seront combinés à la méthodes de vraisemblance de requête par modèles de langue. En évaluant le système résultant sur trois collections de la conférence TREC (Text REtrieval Conference), nous observons une amélioration proportionnelle moyenne de 12% du MAP et 23% du GMAP. Les gains se font surtout sur les requêtes difficiles, augmentant la stabilité des résultats. Ces expériences seraient la première application positive de techniques de DS sur des tâches de RI standard. / It is known that the ambiguity present in natural language has a negative effect on Information Retrieval (IR) systems effectiveness. However, up to now, the efforts made to integrate Word Sense Disambiguation (WSD) techniques in IR systems have not been successful. Past studies end up with either poor or unconvincing results. Furthermore, investigations based on the addition of artificial ambiguity shows that a very high disambiguation accuracy would be needed in order to observe gains. This thesis has for objective to develop efficient and effective approaches for WSD, using co-occurrence statistics in order to build context models. Such models could then be used in order to do a word sense discrimination between a query and documents of a collection. In this two-part thesis, we will start by investigating the principle of strength of relation between a word and the words present in its context, proposing an approach to learn a function mapping word distance to count weights. This method is based on the idea that context models made from random samples of word in context should be similar. Experiments in English and Japanese shows that the strength of relation roughly follows a negative power law. The weights resulting from the experiments are then used in the construction of Naïve Bayes WSD systems. Evaluations of these systems in English with the Semeval-2007 English Lexical Sample (ELS), and then in Japanese with the Semeval-2010 Japanese WSD (JWSD) tasks shows that the systems have state-of-the-art accuracy even though they are much lighter and don't rely on linguistic tools or resources. The second part of this thesis aims to adapt the new methods to IR applications. Such applications put heavy constraints on performance and available resources. We thus propose the use of corpus-based latent context models based on Latent Dirichlet Allocation (LDA). The models are combined with the query likelihood Language Model (LM) approach for IR. Evaluating the systems on three collections from the Text REtrieval Conference (TREC), we observe average proportional improvement in the range of 12% in MAP and 23% in GMAP. We then observe that the gains are mostly made on hard queries, augmenting the robustness of the results. To our knowledge, these experiments are the first positive application of WSD techniques on standard IR tasks.
