"The references above are illustrative of the fact that an effective right to information is significant to democracy and has an unequivocal basis in international and comparative human rights law. Although international jurisprudence in this area has been ambivalent, in this essay, a mounting body of evidence is produced in support of the proposition that Zambia, as part of the global village is under an obligation to gaurantee citizens a right to access information. ... The work is divided into five chapters. The first chapter introduces the subject and provides a general overview of the study. Chapter two addresses the theoretical framework and international standards in the area of access to information. Chapter three focuses on the South African context in detail and touches on the Ugandan freedom of information regime. The fourth chapter focuses on the situation in Zambia looking at the obvious gaps in relation to global trends as well as what Zambia could borrow from the South African experience and avoid from the Ugandan regime. Entende-se como essas informações, aquelas relativas a elaboração e execução dos bens e serviços entregues à sociedade, e que constam no Plano Plurianual (PPA). Historicamente, o Rio de Janeiro possui uma administração centralizada com fortes traços patrimonialistas, fraca tradição em planejamento e grande restrição ao acesso à informação. Tendo essas questões como pano de fundo, decorrem algumas inconsistências visíveis tanto em nível estratégico de governo quanto em nível mais específico no âmbito dos órgãos da administração pública fluminense, cuja análise foi realizada sob três dimensões: física, intelectual e comunicacional. Disto, propõe-se o desafio de contribuir para a transparência das informações sobre políticas públicas, a partir das determinações constantes nas normas vigentes sobre transparênca, dos estudos já realizados sobre o tema, das boas práticas no setor público e das inconsistências encontradas no governo fluminense. Dessas análises, foram propostas ações e recomendações para melhoria, e elencados os benefícios esperados decorrentes dessa intervenção. / This paper consists of an analysis and a proposal for intervention on the transparency of information of public policies proposed by the state government of Rio de Janeiro. It´s understood as such information, those related to development and implementation of products and services delivered to society, included in the Plano Plurianual (PPA), a four year long-term plan. Historically, Rio de Janeiro has a centralized administration with strong patrimonial traits, weak tradition in planning and serious restriction on access to information. Having these issues as a backdrop, there´s some inconsistencies visible both at the strategic and specific level of the Rio de Janeiro government, whose analysis was performed in three dimensions: physical, intellectual, and communicational. From this analisys, comes the challenge to contribute to improve the transparency of information of public policies, consider studies and determinations in the current regulations on transparency, good practices in the public sector and inconsistencies detected in the Rio de Janeiro state government. Finally, the paper suggest actions and recommendations for improving transparency and list the expected benefits resulting from such intervention.

Num mundo de difusão de imagens, por meios eletrônicos ou gráficos, onde conceitos, mensagens (publicidade comercial, estatal e política) e acontecimentos (por exemplo, no jornalismo) são mostrados, o direito humano à imagem é colocado à prova, pois detentores do direito reclamam do seu uso indevido. Para o Direito, algumas questões mostram-se relevantes, à medida que se busca a tutela do direito à imagem. O que é a imagem de uma pessoa? O que é imagem retrato e imagem atributo? Existe uma representação de grupo, imagem do grupo? Um determinado grupo pode reclamar direito à imagem? Quais as características de tal direito? Se imagens divulgadas (ex: imagens transmitidas pelas ondas eletromagnéticas) informam características fenotípicas de raça e cor, há uma imagem retrato das pessoas da cor/raça negra? Como os negros (as) querem ser representados na mídia? A pesquisa empírica mostra que as pessoas querem ser representadas na mídia com respeito. Tal postura comporta uma compreensão das pessoas como seres únicos, com suas próprias características. / In a world broadcast images, electronically or graphs, where concepts, messages (commercial advertising, political and state) and events (eg, journalism) are shown, the human right to the image is put to the test, as holders of rights complain about its misuse. To the Right, some questions show up relevant, as it seeks the protection of the right to the image. What is the image of a person? What is portrait image and image attribute? There is a group representation, group picture? A particular group can claim any rights to the image? What are the characteristics of such a right? If images released (eg images transmitted by electromagnetic waves) inform phenotypic characteristics of race and color, there is a portrait of people of color / black race image? How blacks want to be represented in the media? Empirical research shows that people want to be represented in the media with respect. This attitude involves an understanding of people as unique individuals with their own characteristics.
