The subjects chosen for this investigation are eight social workers who work as technical supervisors in the South, East and West Central areas of São Paulo city. The choice of these subjects was carried out for representing the technical supervisors which work in those five administrative areas. The interviewed professionals concurred with their narratives in order to demonstrate the hypotheses regarding: A) the real working conditions of technical supervisors: training, work pace, human resources; B) the recognition of technical supervisor mediation in the partnership between the state and the social assistance organizations, throwing light on the solving technical capacity; C) the tools used in technical supervision. Concerning specific objectives, it was possible to characterize the work accomplished by the social worker and to think over the meaning of technical supervision for the qualitative achievement of its purposes. The overseen social assistance services, under indirect public management, were gather together and listed, considering their respective typologies, as well as the number of CRAS and CREAS located according to São Paulo administrative districts, in order to demonstrate the territorial scope of these services that hold together the social assistance grid through the work of the technical supervisor. The conceptual and legal normative benchmark is based on the laws, ordinances and regulations of the National and Municipal Social assistance policies, and the analysis is founded on a critical perspective of the knowledge of the social assistance area / Esta dissertação tem como objeto de estudo a atuação dos assistentes sociais na supervisão técnica de serviços socioassistenciais, ofertados pelas organizações privadas da área de Assistência Social sob convênio com o poder público pela Secretaria de Assistência e Desenvolvimento Social - SMADS. Os sujeitos da pesquisa são oito assistentes sociais supervisores técnicos, atuantes nas regiões Sul, Leste e Centro - Oeste da capital paulista. A escolha dos sujeitos visou, a princípio, representar os supervisores técnicos atuantes nas cinco regiões administrativas. Os profissionais entrevistados contribuíram, com suas narrativas, para responder às hipóteses referentes: A) às reais condições de trabalho do supervisor técnico: capacitação, ritmo de trabalho, recursos humanos; B) ao reconhecimento da mediação do técnico supervisor na parceria entre o Estado e as Organizações de Assistência Social, com reflexões sobre a capacidade técnica resolutiva; C) aos instrumentos utilizados na supervisão técnica. Foi possível, com base nos objetivos específicos, caracterizar o trabalho realizado pelo assistente social e refletir sobre o significado da supervisão técnica para o alcance qualitativo de seus fins. Foram levantados e elencados os serviços socioassistenciais supervisionados, sob gestão pública indireta, com suas respectivas tipologias, bem como, o número de CRAS e CREAS localizados por distritos administrativos na capital paulista, visando demonstrar a abrangência territorial destes serviços que articulam a rede socioassistencial por meio do trabalho do supervisor técnico. O referencial conceitual e legal- normativo fundamenta-se nas leis, portarias e normas das políticas Nacional e Municipal de Assistência Social, e a análise alicerça-se na perspectiva crítica do conhecimento da área de Serviço Social

Social Assistance As A Poverty Alleviation Strategy / Case Of Altindag Social Assistance And Solidarity Foundation

Through the globalization of economy, alleviating poverty has become one of the pivotal issues within social policy arrangement agendas for many countries all over the world. One of the primary and rifest instruments of the alleviation process is social assistance programs. It is an apodictic fact that the proportion of social assistance disbursements within general budgets of the states have been gradually increasing during the recent years. This situation is also true for Turkey. In this context, to what extent citizens steer away from poverty as the result of all these assistances and to what extent social assistance programs are effective on reproduction of poverty becomes a major question. . The basic objective of this study is to search for and understand the impact of social assistances provided by the state in Turkey on behalf of reducing the poverty conditions of the beneficiaries. The study is based upon a qualitative analysis of semi-structured interviews with beneficiaries of Altindag Social Assistance and Solidarity Foundation in Ankara, Turkey. As a result of the study, it is observed that even though distributed assistances are found insufficient by beneficiaries, they have some significant impacts on reduction of poverty. It is understood that the distribution process itself reveals some key problems of the social assistance program of the state such as inefficient defition of poverty and the poor and creating a feeling of dependency for the beneficiaries. The socio-economic factors creating poverty of the beneficiaries are not well defined in Turkey. . In line with this finding one striking inference is that the assistances may cause a kind of culture of poverty for a group of beneficiaries. Besides, assistance may have more impact on women&rsquo / s poverty as the women beneficiaries have a higher tendency to identify social assistance as a vital part of their survival while men beneficiaries identify social assistance as support to family. In terms of cash and /or goods transfers the beneficiaries identified transfers of coal, food and cash as very effective and essential for their survival, though the amount especially of cash transfers was less than required. All in all, as a concrete policy suggestion social assistance programs in both cash and in goods are effective for the reduction of poverty of the poor groups however it is not a total solution to create a take-off effect for the beneficiaries out of their poverty condition. The thesis suggests that social assistance programs should be improved in terms of accessibility and defition of poverty and the poor.

The main objective is to analyze the main Social Assistance organizations in the process of identity construction as public policy in the Socio-Social Network of São Carlos / SP, that is, to identify the changes that occurred in Social Assistance of the traditional model (optics by Charity / welfare) to the New Social Assistance (optic of rights / non-contributory) as the organizations of public and private origin were structured, or better structured. Do these places, after 28 years of the institution of Social Assistance as a social right, have been modified / incorporated these new socio-welfare practices, or not? The sketch took place in two phases, in the first phase, through a bibliographical survey about the historical events up to the present of the trajectory of Social Assistance in Brazil, analyzing how these events impacted on the transformations that took place inside the social assistance organizations producing the reality in the Which we live. The second phase, called field research and data analysis, took place in the units of the Reference Center on Social Assistance - CRAS, a unit of Specialized Referral Center in Social Assistance - CREAS, a unit of the Specialized Reference Center for People in Situation Rua - Centro Pop, and in nine regulated social entities in the Municipal Council of Social Assistance of São Carlos. Data collection took place through interviews with the organization's staff: social workers, psychologists and coordinators, as well as observation and documentary analysis. / Este trabalho visa trazer contribuições aos estudos sobre a Assistência Social no Brasil. O objetivo primordial alça-se em analisar na Rede Socioassistencial de São Carlos/SP as principais organizações de Assistência Social em seu processo de construção de identidade como política pública, ou seja, identificar diante das mudanças ocorridas na Assistência Social do modelo tradicional (ótica pela caridade/assistencialista) para a Nova Assistência Social (ótica de direitos/ não contributiva) como as organizações de origem públicas e privadas se estruturaram, ou melhor, estruturam-se. Será que estes locais, após 28 anos da instituição da Assistência Social como direito social, modificaram-se/incorporaram estas novas práticas socioassistenciais, ou não? O esboço ocorreu em duas fases, à primeira fase, através de um levantamento bibliográfico sobre os acontecimentos históricos até os atuais da trajetória da Assistência Social no Brasil, analisando como estes acontecimentos impactaram nas transformações sucedidas no interior das organizações de assistência social produzindo a realidade na qual vivemos. To carry out the study, a qualitative, mixed-focus research based on the dialectical-critical method was undertaken, having as sample three municipalities of the Ca? Valley Region that is composed of twenty municipalities. The data collection was carried out through interviews with three managers and three social workers from each municipality, as well as the documents related to the social assistance policy in them. The main results of the study are the incipience of intersectoral practice in the municipalities / locus of the research. Thus, even with the notes made by managers and social workers on the relevance of intersectoral praxis, there is a vast path to be followed, full of contradictions and challenges. Thus, it is concluded that the intersectoriality must be understood as a management model that has as fundamental value the totality of the subjects and the families, in order to have effective access to the offer of public services and to legally guaranteed social rights. / A presente disserta??o sistematiza os resultados da pesquisa desenvolvida durante o Curso de Mestrado em Servi?o Social no Programa de P?s-Gradua??o da Escola de Humanidades da PUCRS, que teve por intuito principal analisar como vem se materializando a intersetorialidade na Pol?tica de Assist?ncia Social na Regi?o do Vale do Ca?, com vistas a contribuir com subs?dios para seu aprimoramento. Para realiza??o do estudo, empreendeu-se uma pesquisa qualitativa, de enfoque misto, alicer?ada no m?todo dial?tico-cr?tico, tendo como amostra tr?s munic?pios da Regi?o do Vale do Ca? que ? composta por vinte munic?pios. It is frequent in the studies about the social assistance, the reference to the political conservative practices. However, the analysis of such practices from the comprehension that they conform and reproduce a certain political culture, has not been common. That research has been done trying to apprehend the object of study theoretically and historically in its totality. The collection of data occurred during the period between Mars until June 2003 and May until December 2004. The information of qualitative nature was privileged through the documentary research and the half-structuralized interview with 49 people who were directly involved with the city policy of the social assistance in Natal.: users, managers, experts, program coordinators and delegates of the civil society in the City council of Social Assistance. With a set of questions that guided the analysis, the research was developed having as reference some hypotheses: the first one affirms that there is the legal fulfillment of the guide lines of LOAS in the City government; the second one affirms that the LOAS, as legal instrument of the social assistance policy has guide lines and objectives that, if accomplished can contribute in the construction of a culture of social and citizen rights; the third one comes from the observation that in Natal, we can find a legal formulation of the Social Assistance Policy as a civil right, incorporates the guide lines of the LOAS, but, in its practice the rights are replaced by the old practices of the favor, paternalism and assistencialism. When that happens, it becomes a second class right, because of the strong selectivity and the low quality of the offered services. Going out from the analysis of the central theoretical categories of the study object, social assistance, political culture and civil rights, from the trajectory of the social assistance in Natal historically, from the analysis of political forces who occupied the city government in the analyzed period, the apprehension of the practices and concepts of the involved citizens with the policy, the study allows to conclude that the marks of a culture of delay persist and are the instruments for the hegemony of the ruling classes. Confirming the previously raised hypothesis, the implementation of the social assistance in Natal discloses that it is mainly a policy enrolled still in the field of the possibilities / O trabalho tem por objetivo analisar a política de assistência social em Natal, no período 1995-2004, procurando apreender, com base nos princípios e diretrizes da Lei Orgânica da Assistência Social - LOAS, em que medida tem se efetivado a assistência social como direito e se as práticas conservadoras, que marcam a história desta política, vêm sendo rompidas. É freqüente, nos estudos sobre a assistência social, a referência a práticas políticas conservadoras. Contudo, a análise de tais práticas a partir da compreensão de que estas conformam e reproduzem uma certa cultura política, não tem sido comum. A pesquisa foi realizada buscando apreender o objeto de estudo em sua totalidade, em nível teórico e histórico. A coleta de dados ocorreu nos períodos de março a junho de 2003; e maio a dezembro de 2004. Privilegiou a busca de informações de natureza qualitativa por meio da pesquisa documental e da entrevista semi-estruturada com 49 sujeitos diretamente envolvidos com a política municipal de assistência social em Natal: usuários, gestores, técnicos, coordenadores de programa e conselheiros da sociedade civil no Conselho Municipal de Assistência Social. A partir de um conjunto de questões que guiaram a análise, a pesquisa foi desenvolvida tendo como referência algumas hipóteses: a primeira afirma o cumprimento legal dos princípios e diretrizes da LOAS pelo poder público municipal; a segunda ressalta que a LOAS, enquanto instrumento legal norteador da política de assistência social possui princípios, diretrizes e objetivos que, se efetivados podem contribuir na construção de uma cultura de direitos; a terceira consiste na observação de que em Natal, a Política de Assistência Social é formulada legalmente como direito e incorpora os princípios e diretrizes da LOAS, mas, em sua operacionalização o direito é substituído pelas velhas práticas do favor, do paternalismo e do assistencialismo. Quando este se efetiva é um direito de segunda classe, pela forte seletividade, focalização e baixa qualidade dos serviços oferecidos. A partir da análise das categorias teóricas centrais do objeto de estudo assistência social, cultura política e direitos da trajetória da assistência social em Natal historicamente, da análise das forças políticas que ocuparam o governo municipal no período analisado, da apreensão das práticas e das concepções dos sujeitos envolvidos com a política, o estudo permite concluir que as marcas de uma cultura do atraso persistem e são instrumentos para a hegemonia das classes dominantes. Its general objective is to analyze, during the period of 2005-2008, the network job experience in the Municipal Social Assistance Policy implementation in Teresina-PI, in order to achieve social welfare rights to individuals and families in process of social exclusion, focusing on the construction of an active citizenship. Its specific objectives are: to explain the design of the SUAS construction in Teresina-PI; to get the understanding of the network job for actors involved in the Social Assistance Policy execution through the SUAS; and to get the limits, possibilities, tensions and prospects of the network job strategy in the SUAS implementation in Teresina-PI. Our hypothesis is that the proposed network job implementation in the National Social Assistance Policy through the Single Social Assistance System - SUAS in the Teresina municipality, through the Reference Social Assistance Centers - CRAS, as a tool that provides a new form of public management, bailing social welfare rights for the population segments that live under social risk in the territory, has been affected with limitations, possibilities and challenges, in a movement process. The conceptual references worked were: decentralization, public management, network, network job strategy, Public Social Assistance Policy, Single Social Assistance System, social welfare rights and territory. The methodological approach is a qualitative research, including the collection of testimonials of a mayor, two managers, four users of PMAS, four community leaders and four chairs of non-governmental organizations, representing the first four CRAS implanted in Teresina municipality. We used the techniques of participant observation, and research of reference and documental literature. The results showed that the network job strategy has proven that this work, although in an initial stage of deployment, means an innovation in the management of the Municipal Social Assistance Policy of Teresina within the decentralization and inter-sectionalization processes. Moreover, in the view of the territory, it has been qualifying the meeting of users needs and the information access, contributing to the development of an active citizenship for all participants of the network / Esta tese tem como objeto de estudo a estratégia do trabalho em rede. Seu objetivo geral é analisar a experiência do trabalho em rede na implantação da Política Municipal de Assistência Social em Teresina-PI, no período de 2005-2008 de modo a efetivar direitos socioassistênciais de indivíduos e famílias em processo de exclusão social, com vista à construção de uma cidadania ativa. Tem os seguintes objetivos específicos: explicitar o desenho de construção do SUAS no município de Teresina; apreender a compreensão sobre trabalho em rede dos atores envolvidos na efetivação da Política de Assistência Social por meio do SUAS e apreender os limites, possibilidades, tensões e perspectivas da estratégia do trabalho em rede na implantação do SUAS no município de Teresina-PI.Partimos da hipótese de que a implantação do trabalho em rede proposta na Política Nacional de Assistência Social por meio do Sistema Único de Assistência Social-SUAS no município de Teresina, através dos Centros de Referência da Assistência Social-CRAS s, como equipamento que propicia uma nova forma de gestão pública, afiançando direitos socioassistenciais no território aos seguimentos da população que vive sob risco social, tem se efetivado com limitações, possibilidades e desafios, em um processo em movimento.As referências conceituais trabalhadas foram: descentralização, gestão pública, rede, estratégia do trabalho em rede, Política Pública de Assistência Social, Sistema Único de Assistência Social-SUAS, direitos socioassistenciais e território. Do ponto e vista metodológico trata-se de uma pesquisa qualitativa, compreendendo a coleta de depoimentos de um prefeito, dois gestores, quatro usuários da PMAS, quatro lideres de comunidade, quatro presidentes de entidades não-governamentais representando os quatros primeiros CRAS implantados no município de Teresina-PI. Foram utilizadas as técnicas da observação participante, pesquisa bibliográfica e documental. Os resultados revelaram que a estratégia do trabalho em rede tem comprovado que este trabalho, embora em estágio inicial de implantação, vem significando uma inovação na gestão da Política Municipal de Assistência Social de Teresina juntamente com o processo de descentralização e intersetorialização. Além disso, na perspectiva do território, vem qualificando o atendimento às necessidades dos usuários e o aceso à informação, contribuindo para o desenvolvimento de uma cidadania ativa de todos os participantes da rede

O estudo seguiu o método indutivo, utilizando a abordagem qualitativa. A investigação de campo compreendeu a realização de entrevistas nas entidades privadas com presidentes das diretorias executivas voluntária, diretores administrativos remunerados, assistentes sociais e facilitadores de oficinas contratados; e nas instituições públicas com o gestor da Política de Assistência Social, coordenador do Centros de Referência de Assistência Social (CRAS), assistentes sociais e técnicos de nível médio, buscando estabelecer conexões teóricas com os eixos que orientam a investigação através da aplicação de formulários semiestruturados contendo questões fechadas que identificam o perfil das entidades e sujeitos, assim como questões abertas, permitindo maior aproximação com a realidade da rede socioassistencial do município. As falas dos sujeitos revelaram avanços e limites na consolidação da Política de Assistência Social e deram origem às categorias empíricas, levando à conclusão de que constituir rede significa cumprir com as prescrições das leis e normativas que regem a Política Pública de Assistência Social, além do que requer decisão do gestor da Política e coordenador de CRAS, responsáveis por impulsionar o trabalho. / This thesis deals with the theme of Brazilian Social Security and the social assistance network established by the National Social Assistance Policy (PNAS) of 2004, with the objective of understanding the effectiveness of the social assistance network in meeting the real needs of social demands in the daily life of governmental organizations And non-governmental organizations of the city of Igaraçu do Tietê / SP. In order to deepen the understanding about the object of study - the socioassistential network - theoretical research, consultation of documents and legislation was carried out, at municipal, state and federal levels. The study followed the inductive method using the qualitative approach. The field research comprised interviews with private entities with presidents of voluntary executive boards, paid administrative directors, social workers and facilitators of contracted workshops; And in the public institutions with the manager of the Social Assistance Policy, the coordinator of the CRAS, social workers and mid-level technicians, seeking to establish theoretical connections with the axes that guide the investigation through the application of semistructured forms containing closed questions that identify the profile Of the entities and subjects, as well as open questions, allowing a greater approximation with the reality of the socioassistencial network of the municipality. Para profundizar la comprensión sobre el objeto de estudio -la red socioasistencial - se realizó una investigación teórica, consulta de documentos y legislaciones, en ámbitos municipal, estatal y federal. A policy-making framework for social assistance in South Africa : the case of the Department of Social Development and the South African Social Security Agency / Maureen Tsebeletso Makhetha

After coming into government in 1994, the African National Congress (ANC) committed and became a signatory to some of the international, regional and national instruments for human rights and social security such as the International Covenant on Economic, Social and Cultural Rights (ICESCR). The Constitution of the Republic of South Africa, 1996 (Section 27(1) (c)), makes specific provision for the promotion and recognition of human rights such as social and economic rights, provision of health, water, shelter and social security. This includes provision for appropriate social assistance to people who are unable to support themselves and their dependants. For human rights to be effectively realised, policies governing the administration of social grants needed to be updated to address all the inequalities of the past and poverty. Before 1994, the formulation and operationalisation of policy in South Africa was characterised by a lack of transparency, while participation and the inclusion of all affected stakeholders was limited. To address this situation, the primary objective of this study was to develop a policymaking framework for the effective implementation of social assistance by the Department of Social Development (DSD) and the South African Social Security Agency (SASSA). The study included an assessment of the extent to which the existing policy-making framework for social assistance in South Africa has affected policy implementation within and between SASSA and DSD. To achieve this primary objective, a number of secondary objectives had to be achieved. These included: • To explore and conduct a literature survey on the prevailing theories and models of the existing theoretical framework and principles of the public policy-making process and policy implementation; • To analyse statutory, regulatory requirements and guidelines defining the functionality and relationship between DSD and SASSA in the implementation of the social assistance programme; and • To develop guidelines and propose key recommendations on how DSD and SASSA can improve on policy-making processes to achieve a more effective implementation of the social assistance programme. A case study design was followed for data collection, with SASSA Gauteng region as case study. Data was collected by means of interviews using an interview schedule, and was conducted with both regional and local office staff as units of analysis. The empirical findings emanating from the interviews indicated that, although there is some collaboration between DSD and SASSA during the policy-making processes, there are strong indications that this is not cascaded down to the operational levels for implementation. All of the interview participants agreed that the nature of current policy processes is reactionary to problems facing the South African Government. Participants maintained that there is limited or no consultation between DSD and SASSA before any agenda-setting process to determine the level of commitment and buy-in from stakeholders. Within the policy-making context public participation as defined by the UNDP (1981:5) in Cloete and De Coning (2011:91) entails the creation of opportunities that enable all members of a community and the larger society to actively contribute to and influence the development process and to share in the fruits of development. According to the findings, policy formulation and implementation between DSD and SASSA require people with specific policy formulation, policy analysis and general research skills. Monitoring and effective evaluation of impact and analysis of the policy should also be considered as one of the key areas requiring urgent improvement. Esta dissertação discute os dilemas e tensões envolvidos na provisão de serviços socioassistenciais por atores não-estatais, por meio da compreensão da atual dinâmica de papeis e relações entre Estado e organizações da sociedade civil (OSC) na área da assistência social no Brasil, sobretudo frente às reconfigurações na política nacional ocorridas no período recente (a partir dos anos 2000) o que tem como marco o Sistema Único da Assistência Social (SUAS). Para tal, buscou-se analisar o processo de constituição do papel das OSC na área da assistência social no Brasil no último século, identificando os efeitos dos principais marcos temporais e normativos desta trajetória, para, assim, discutir o significado da criação e implementação do SUAS no que se refere às relações entre Estado e OSC; além disso, pretendeu-se identificar as diferentes concepções a respeito do atual papel das OSC na política pública de assistência social. Entre as principais tendências e resultados identificados, observou-se uma expressiva participação das OSC na composição (junto com o poder público) da oferta de serviços do SUAS, realidade esta bastante heterogênea territorialmente no país. É possível destacar também um processo de mudança de concepções hegemônicas a respeito da participação privada na oferta dos serviços do SUAS ao longo do processo de implementação deste sistema, com crescente reconhecimento, legitimação e, sobretudo, regulamentação de sua atuação na lógica dessa política nacional. Apesar do intenso esforço de regulamentação da atuação das OSC na política pública de assistência social, observou-se que o modo como os direcionamentos do SUAS são implementados por elas não é uniforme e pode envolver diferentes dinâmicas, que variam de acordo com os perfis organizacionais, os recursos de poder e os contextos territoriais e institucionais locais. / This Dissertation aims to discuss tensions and dilemmas in the provision of social assistance services by non-state actors, approaching the dynamics among state and civil society organizations (CSOs) in the field of social assistance in Brazil, especially concerning the current political context (from the 2000s) - which is defined by the performance of the Unified Social Assistance System (USAS). To this end, changes in the role of CSOs in the field of social assistance in Brazil are analysed, while effects of major events and regulatory frameworks are identified. Accordingly, the meaning and the implementation process of the USAS is discussed with regard to the state-CSOs relationship. Furthermore, the aim of this investigation was to identify the various conceptions of the current role of CSOs in social assistance policies. Among the main trends and results described, a significant participation of CSOs (in partnership with the government) in providing USAS services is prominent, besides a very heterogeneous reality in the country. A process of change in the hegemonic conceptions of private participation in the provision of USAS services throughout the system implementation was highlighted, mainly a growing recognition, legitimacy and, above all, regulation of its activities in the logics of national policy. In spite of the intense effort for regulating CSOs social assistance actions, it was observed that the way that the USAS directions are implemented by them is not uniform and may involve different dynamics that vary significantly corresponding to their organizational profiles, their power resources as well as their territorial and local institutional contexts
