An assessment of the impact of the management of the social security system on access to services in Limpopo Province

Dev.) -- University of Limpopo, 2016 / In attacking poverty in post-apartheid South Africa, the country’s new government adopted a multiple approach focusing on building institutions and organisations on a macro regional and local level, levels to facilitate growth, reconstruction and social upliftment. In its effort to alleviate poverty and inequality, the Government of South Africa introduced a social security system. In an endeavour to address the deficiencies surrounding this system, the government has established a number of mechanisms. In order to distribute these grants to the right people in the right place, the government formed the South African Social Security Agency (SASSA). The research problem was, therefore, to find out how the management and administration of social security by SASSA is enhancing or retarding access to the services for which the agency was established to render. The aim of this study was to assess how the management and administration of the social security system impact on the accessibility of social services by those who require them. In order to achieve the aim of this study, the following objectives were addressed: how social security is managed in the Limpopo Province; to assess the impact of the management of the system on access to services; to identify possible strategies that could enhance access to social security services; and to provide recommendations based on the literature and research findings. The findings of this study was that the administration system of the South African grant system has been somewhat cumbersome for both the applicant and the administrator because the forms used for most grants are detailed and often quite technical. Furthermore, it was established that were service delivery challenges of severe staff shortages at critical operational levels where grant applications are processed and infrastructural challenges such as insufficient office space (too many staff members in a specific office) and insufficient or no connectivity at certain service delivery points. These are all organisational challenges that SASSA is facing. This research recommend that the Limpopo regional office must not only be responsible for giving information about newly enrolled recipients to the SASSA national office but the regional office should be able to complete the whole process within its offices without passing it on to the national office The research also recommends that a Monitoring and Evaluation unit must be established in regional offices. This unit will assist the management and administration of social grants in particular with improving services. This unit will visit different SASSA offices in the local municipalities on a regular basis in order to evaluate the performance of those particular offices. This will help to monitor the service delivery to the beneficiaries. Lastly, SASSA should do more research and development in consultation academic institutions or by structure within SASSA offices

Analysis of the Optimal Choice of Pension System in Palestine / Analyse du choix optimal du système de retraite en Palestine

Cette thèse étudie le choix optimal du système de retraite en Palestine. L'économie palestinienne se caractérise par un très faible niveau de protection sociale et un taux de pauvreté élevé .Le premier chapitre présente une analyse de l'environnement démographique, social et économique en Palestine. Le deuxième chapitre propose une revue de littérature sur les systèmes de protection sociale. Le troisième chapitre analyse le taux d'accès au système de protection sociale en fonction de différentes s caractéristiques socio-économiques. Le quatrième chapitre présente une analyse économétrique de la décision de participer au système de retraite. Le cinquième chapitre, en mobilisant le modèle PROST (Banque Mondiale), propose une analyse prospective du système de retraite en Palestine. L'étude prospective détermine le taux de cotisation approprié en fonction de plusieurs scénarios de chômage et son impact sur l'équilibre du système de retraite en prenant en compte la situation spécifique des femmes en Palestine. / This thesis aims to explore the optimal choice of retirement system for the Palestinian case motivated primarily by the problems of high poverty rate and the noticeably low coverage rate of social security.Accordingly, the first chapter focused on the environmental analysis of the Palestinian case. The second chapter focused on the literature review of social security. The third chapter explores the access rate to social security systems in each aspect of social security by socioeconomic characteristics. While, fourth chapter present an econometric analysis about the decision to participate at the pension system. Finally, chapter five presents and discusses guidelines for an optimal alternative pension reform followed by a projection test for proposed parameters of DB scheme using PROST model (World Bank) in several scenarios. The results determined the most important characteristics that increase the probability to participate to a pension system. Further, the projection shows the proper contribution rates in each unemployment scenario and its impact on the balance of the system and adequacy of income given the specific situation of females in Palestine.

ESSAYS ON THE SINGLE-MINDEDNESS THEORY

The scope of this work is analysing how economic policies chosen by governments are influenced by the power of social groups. The core idea is taken from the single-mindedness theory, which states that preferences of groups and their ability to focus on the consumption of goods enable them to obtain the most favourable policies. This approach exploits the advantages of probabilistic voting theory, ability to manage the multidiemnsionality and possibility to study precisely how politicians tailor their policies to groups' features. Unlike classic probabilistic voting models, my theory assumes that the density function which captures the distribution of political preferences depends on consumption of goods and preferences of individuals. The higher the consumption of goods, the higher the density, the higher the political power. This mechanism is better explained by considering the role played by "swing voters". Since they are pivotal to changing the equilibrium, candidates must favour them because they realise that even a small change in policy could force them to vote for the other candidate, Thus, the lower the loyalty of voters for parties, the higher the benefit they obtain. As a consequence, these voters are better off and represent the winners of the political process.

The aim of this diploma thesis is the analysis and comparison of labour taxation in the Czech Republic and Bulgaria. After the introduction, in which the goal and methods of solving are defined, there are two chapters that describe theoretically tax systems in both compared countries with focus on personal income tax and social security systems. The following chapter is devoted to indicators of effective taxation of labour, which are used for international comparisons. Another chapter will describe the comparison of the effective taxation of labour based on the achieved results. There is also an interval and global progressiveness that are used to measure the progressivity of the personal income tax in the Czech Republic and Bulgaria. In conclusion, there is a summary of the findings and aims of this thesis.

Daňové a pojistné systémy ve vybraných státech EU / Tax and social security systems in selected EU countries

The aim of this master thesis is the comparison of selected elements of the tax and social security systems in the Czech Republic, Slovakia, Austria and Germany, which are related to employees and employers and it is counted with them in model examples, then evaluation of advantages and disadvantages of employees´ migration under the structure of posting between the Czech Republic and other countries and finally the comparison of employees´ incomes after receiving benefits from social security system of each country (especially old age pension and parental allowance). In the first part of the thesis there is explained problematics of double tax treaties and EU coordination of social security. Then there is the comparison of above mentioned elements of the tax and social security systems in each country. In the last part I apply findings on model employees and I make a conclusion from amount of their net incomes. Migration to another EU member country is the most profitable for employee who is subjected to taxation in other EU countries but he remains under the Czech social security system. In terms of social benefits, retired people are supported the most in Austria and families with children in Germany.

Depuis un certain nombre d’années, se manifeste tout spécialement en Europe l’influence de la thématique de l’activation des dépenses sociales dites « passives ». Ce discours politique imprègne les systèmes nationaux et se diffuse sur le plan normatif, conduisant à de nouvelles articulations entre logiques de protection sociale classique (indemnisation ou aide sociale) et d’emploi (droit du travail). Ces politiques actives s’appuient sur les fondements traditionnels du modèle social-démocrate nordique et du modèle anglo-saxon. L’Union européenne a fait sienne la dynamique d’activation et lui a accordé une place centrale dans sa stratégie pour l’emploi et dans la Méthode Ouverte de Coordination en matière de protection sociale. Cette stratégie a produit un impact sur les systèmes nationaux. Cet impact a pu être mesuré aussi bien sur les systèmes béveridgiens que sur les systèmes bismarckiens, laissant apparaître une multiplicité des visages de l’activation selon les Etats-membres, mais selon une référence plus marquée soit à une approche libérale soit à une approche dite « universaliste » ou « prospective », d’amélioration des trajectoires professionnelles. Les transformations récentes des dispositifs français (indemnitaires ou assistantiels), basées sur une logique de conditionnalité des prestations, ont conduit à des bouleversements au sein de la protection sociale qui invitent à questionner les logiques juridiques sous-jacentes de ces mutations et à proposer une analyse critique de la portée d’un tel renouvellement du contrat social. / The influence of the theme of activating "passive" social expenditure has been evidenced over the last few years and especially in Europe. This political discourse has filtered into the national systems and has spread to legislation, leading to new links between the logic of classic social protection (compensatory technique or social assistance claimants) and employment (employment law). These active policies are based on traditional socio-democratic nordic models and the anglo-american model. The European Union has adopted the activation concept and given it central place in its employment strategy and through the Open Method of Coordination for social protection. This strategy has had an impact on the national systems. This impact may be measured in Beveridgian systems as well as in Bismarckian systems, that shows the different aspects of activation depending on the Member States but with a more distinct difference depending on a more liberal or universalist approach. The recent transformations in the French system (unemployment insurance benefits or social assistance schemes) based on the conditionality of social protection, have led to significant changes to social protection which raises the issue of the underlying legal logic of these changes and a critical analysis of the extent of such a renewal of the social contract.

L'offre des soins médicaux dans l'Union Européenne / Provision of medical care in the European Union

Les Etats membres de l’Union européenne sont confrontés à des défis communs de l’offre de soins dont le vieillissement de la population, le déséquilibre entre l’offre et la demande de soins, l’augmentation des coûts des nouvelles technologies médicales. La mobilité des médecins peut être envisagée comme une réponse à ces défis, dans le cadre du droit de libre circulation des travailleurs de l’Union européenne. La thèse étudie la validité de ces réponses à partir d’une typologie des pays qui représente des systèmes de santé idéaux-typiques de l'Union (France, Royaume-Uni, Italie et Roumanie). Si la variable économique (montant de la rémunération) joue un rôle clé dans la migration, elle est ajustée en fonction des caractéristiques de la prestation des soins de santé des modèles d'organisation des systèmes de santé. Prenant acte de la diversité des réponses à ces défis formulées par les pays de l’Union européenne, l’étude propose quelques réflexions à l’amélioration de ces flux migratoires médicaux en s’appuyant sur des éléments clés du droit européen de la santé : droit de liberté de circulation des médecins salariés, de liberté d’établissement et de prestation de services pour les médecins exerçant en libéral, d’équivalence des diplômes et de coordination de différents systèmes de sécurité sociale. / European Union member states have faced growing challenges in health care provision, such as: an aging population, an imbalance between supply and demand for care, and the rising cost of new medical technologies. Physician mobility could be a response to these challenges in the context of the right of free movement of workers within the European Union (EU). This thesis examines the validity of these responses from a typology of countries representing ideal-type health systems in the EU (France, UK, Italy and Romania). If economic variable (amount of compensation) plays a key role in the migration, it is adjusted according to the characteristics of the delivery of health care organizational models of health systems. Noting the diverse response of EU member states to these challenges, the study offers some thoughts on improving the medical migration flows based on the following key elements of European health law: right to freedom of movement of salaried physicians, freedom of establishment and freedom to provide services for physicians in private practice, equivalence of diplomas and coordination of various social security systems.
