A pesquisa teve a finalidade de responder a questão norteadora deste trabalho: De que forma se dá a atuação do Professor Presencial no Projeto Ensino Médio Presencial com Mediação Tecnológica em parceria com o gestor da Escola Matriz em Barcelos (AM)? A fim de analisar esta questão, a pesquisa foi pautada em uma metodologia de base qualitativa, com a utilização de entrevistas com roteiros semiestruturados e questionários como instrumentos na coleta de dados. A entrevista foi realizada com a Gestora da Escola Matriz no município de Barcelos. Já o questionário foi aplicado aos Professores Presenciais que atuam no Projeto EMPMT no mesmo município. Este trabalho utiliza-se como referencial teórico de autores tais como Maia (2010) e Campos (2011) para a descrição da política, coaduna com as reflexões dos autores Belloni (2001), Hermida e Bonfim (2006) frente aos conceitos e abordagens sobre a EaD, as reflexões dos autores Kenski (2003), Moran (2003), Libâneo (2009) e Santos (2002) que abordam sobre o uso das Tecnologias na Educação. Bruno, Borges e Silva (2010) e Santos (2003) conceituam o papel dos atores na Educação a Distância, e Silva (2010) reforça sobre a formação dos atores na docência presencial e online. A pesquisa dialoga também com Lück (2009), Fonte (2004) e Moran (2003) com ênfase na temática da gestão escolar. Os resultados da pesquisa apontaram para quatro principais problemas: as dificuldades dos Professores Presenciais acerca dos procedimentos de mediação tecnológica; ii) as dificuldades dos Professores Presenciais quanto aos procedimentos de mediação pedagógica; iii) a necessidade de constituição da Equipe de Gestão do Projeto Ensino Médio Presencial com Mediação Tecnológica em Barcelos (AM); iiii) a necessidade de Monitoramento, Acompanhamento e Avaliação do processo de implementação do projeto. Dessa forma, foram indicadas as seguintes propostas no Plano de Ação Educacional: realização do Curso de Formação Técnica aos Professores Presenciais de Barcelos (AM) pelo Centro de Mídias de Educação do Amazonas; Criação do Fórum (online) permanente de discussões dos procedimentos de Mediação Pedagógica aos Professores Presenciais do projeto EMPMT em Barcelos; Constituição da Equipe Gestora do projeto EMPMT em Barcelos (AM) e; Implementação do Programa de Monitoramento, Acompanhamento e Avaliação da atuação dos Professores Presenciais de Barcelos (AM). / This dissertation was developed in the Professional Postgraduate Program in Management and Evaluation of Public Education of the Center for Public Policies and Education Evaluation of the Federal University of Juiz de Fora (MG) and aimed to investigate the performance of the Classroom Teacher in the Classroom High School with Technological Mediation Project in partnership with the manager of the School Matrix in Barcelos City (AM). The research had the purpose to answer the main question of this study: How is the performance of the Classroom Teacher in the Classroom High School with Technological Mediation Project in partnership with manager of the Matrix School in Barcelos City (AM)? In order to analyze this question, the research was based on a qualitative basis methodology, using semi-structured interviews and questionnaires as instruments for data collection. The interview was conducted with the manager of the Matrix School in the Barcelos City. The questionnaire was applied to Classroom Teachers who work in CHSTM Project in Barcelos City. This work uses as background theoretical authors as Maia (2010) and Campos (2011) for the policy description, consistent with the reflections of the authors Belloni (2001), Hermida and Bonfim (2006) front of the concepts and approaches to ODL, the reflections of the authors Kenski (2003), Moran (2003), Libâneo (2009) and Santos (2002) that approach on the use of Technologies in Education. Bruno, Borges and Silva (2010) and Santos (2003) conceptualize the role of actors in Open and Distance Learning, and Silva (2010) reinforces on the training of actors in classroom teaching and online. The survey also converses with the author Lück (2009), Fonte (2004) and Moran (2003) emphasizing the theme of school management. The survey results point to four major problems: I) difficulties of Classroom Teachers on technological mediation procedures; II) difficulties of Classroom Teachers about the pedagogical mediation procedures; III) the need for establishment of the Management Team of Classroom High School with Technology Mediation Project in Barcelos City; IV) the need for Monitoring, Accompaniment and Evaluation of the project implementation process. Thus, the following proposals were listed in Educational Action Plan: holding the Course of Technical Training for Teachers Classroom in Barcelos City by Media Education Center of Amazonas; Establishment of the Forum (online) ongoing discussions about the procedures of Pedagogical Mediation for Classroom Teachers of CHSTM Project in Barcelos City; Constitution of the Management Team of the CHSTM Project in Barcelos City; and Implementation of the Monitoring, Accompaniment and Evaluation Program of the performance of Classroom Teachers in Barcelos City.

L’objectif de cette thèse est de construire un framework qui représente les incertitudes aléatoires et épistémiques basé sur les approches probabilistes et des théories d’incertain, de comparer les méthodes et de trouver les propres applications sur les grands systèmes avec événement rares. Dans la thèse, une méthode de normalité asymptotique a été proposée avec simulation de Monte Carlo dans les cas binaires ainsi qu'un modèle semi-Markovien dans les cas de systèmes multi-états dynamiques. On a aussi appliqué la théorie d’ensemble aléatoire comme un modèle de base afin d’évaluer la fiabilité et les autres indicateurs de performance dans les systèmes binaires et multi-états avec technique bootstrap. / Our research objective is to build frameworks representing both aleatory and epistemic uncertainties based on probabilistic approach and uncertainty approaches and to compare these methods and find the proper applicatin for these methods in large scale systems with rare event. In this thesis, an asymptotic normality method is proposed with Monte Carlo simulation in case of binary systems as well as semi-Markov model for cases of dynamic multistate system. We also apply random set as a basic model to evaluate system reliability and other performance indices on binary and multistate systems with bootstrap technique.

Conception, synthèse et étude de nouveaux switches multimodulables

Les switches multimodulables sont des systèmes qui, sous l'action d'un ou de plusieurs stimuli extérieurs, donnent naissance à un ensemble d'états aux propriétés physico-chimiques différentes. Au cours de cette thèse, plusieurs voies de synthèse permettant l'obtention d'une nouvelle famille de biphotochromes organiques constitués d'un dithiényléthène relié à une indolino[2,1-b]oxazolidine ont été mises au point. Les dithiényléthènes préparés présentent d'excellentes performances photochromiques et s'interconvertissent de façon réversible entre deux états stables thermiquement. Les 10-styryl-indolino[2,1-b]oxazolidines sont des molécules acidochromiques et doublement photochromiques par ouverture du cycle oxazolidine ou isomérisation de la double liaison. Ce système moléculaire compte jusqu'à huit états multicolores aux propriétés physico-chimiques différentes, accessibles par irradiations lumineuses et variation de l'acidité. Les propriétés ont été étudiées en solution et en matrice polymère, tous les états des biphotochromes étant caractérisés par spectroscopie d'absorption électronique et RMN. Cette thèse a été l'occasion de développer le premier système multimodulable incorporant huit états différents au sein d'une même molécule. / Multi-addressable switches are systems that give rise to a set of states with different physical-chemical properties upon the effect at least one external stimulus. During this thesis, several synthetic routes to a new family of organic biphotochromes composed of a dithienylethene linked to an indolino[2,1-b]oxazolidine have been developed. Synthesized dithienylethenes exhibit excellent photochromic properties and can be reversibly photoswitched between two thermally stable states. 10-styryl-indolino[2,1-b]oxazolidines are acidochromic molecules and photochromic by opening of the oxazolidine ring or cis/trans isomerization of the double bond. This molecular system exhibits up to eight multicoloured states with different physical-chemical properties, interchangeable by different sequences of light irradiation and pH variation steps. Properties were studied in solution and in a polymer matrix and all biphotochromes states have been characterised by electronic absorption spectroscopy and NMR. Additionally, the first multi-addressable system incorporating eight different states within the same molecule is described.

Dans ce travail, nous étudions l’évaluation de la fiabilité, la modélisation et l’optimisation de systèmes à états arbitraires à incertitude épistémique. Tout d'abord, une approche universelle de modélisation à l'état arbitraire est proposée afin d'étudier efficacement les systèmes industriels modernes aux structures, mécanismes de fonctionnement et exigences de fiabilité de plus en plus complexes. De simples implémentations de modèles de fiabilité binaires, continus ou multi-états traditionnels ont montré leurs lacunes en termes de manque de généralité lors de la modélisation de structures, systèmes, réseaux et systèmes de systèmes industriels modernes et complexes. Dans ce travail, nous intéressons aussi particulièrement aux systèmes monotones, non seulement parce que la monotonie est apparue couramment dans la plupart des modèles de fiabilité standard, mais aussi qu’une propriété mathématique aussi simple permet une simplification énorme de nombreux problèmes extrêmement complexes. Ensuite, pour les systèmes de fiabilité monotones à états arbitraires, nous essayons de résoudre les problèmes suivants, qui sont apparus dans les principes mêmes de la modélisation mathématique: 1. L’évaluation de la fiabilité dans un environnement incertain épistémique avec des structures hiérarchiques être exploitées par toute approche de programmation 2; l'optimisation de la fiabilité / maintenance pour les systèmes à grande fiabilité avec incertitude épistémique. / In this work, we study the reliability assessment, modeling and optimization of arbitrary-state systems with epistemic uncertainty. Firstly, a universal arbitrary-state modelling approach is proposed, in order to effectively study the modern industrial systems with increasingly complicated structures, operation mechanisms and reliability demands. Simple implementations of traditional binary, continuous or multi-state reliability models have been showing their deficiencies in lack of generality, when modelling such complex modern industrial structures, systems, networks and systems-of-systems. In this work, we are also particularly interested in monotone systems, not only because monotonicity commonly appeared in most of the standard reliability models, but also that such a simple mathematical property allows a huge simplification to many extremely complex problems. Then, for the arbitrary-state monotone reliability systems, we try to solve the following challenges that appeared in its very fundamentals of mathematical modeling: 1. The reliability assessment under epistemic uncertain environment with hierarchy structures; 2. The reliability/maintenance optimization for large reliability systems under epistemic uncertainty.

Controlling electron transport : quantum pumping and single-electron tunneling oscillations / Contrôle du transport électronique : pompage quantique et oscillations tunnel à un électron

Exploiter des effets dépendants du temps pour induire et contrôler des courants à travers des conducteurs mésoscopiques et nanoscopiques est un enjeu majeur dans le domaine du transport quantique. Dans cette thèse, nous considérons deux systèmes de taille nanométrique pour lesquels un courant est induit grâce au couplage entre champs extérieurs dépendants du temps et le transport d'électrons. Nous étudions d'abord un problème de pompage quantique au sein d'un système à trois sites en configuration d'anneau, en considérant la possibilité d'induire un courant continu par modulation temporelle des paramètres de contrôle. Nous nous intéressons en particulier à la transition entre régime adiabatique et antiadiabatique en présence d'un mécanisme de dissipation modélisé par un couplage entre le système et un bain extérieur.Nous montrons que le modèle dissipatif admet une solution analytique complète valable pour la composante DC du courant à fréquence arbitraire. Ceci nous permet de bien comprendre comment le courant induit dépend de la fréquence de pompage. Nous nous concentrons ensuite sur un autre système de contrôle du courant exploitant le phénomène des oscillations tunnel à un électron (SETOs). Contrairement au cas précédent, ici la circulation d'un courant continu à travers un circuit comportant une jonction tunnel produit, pour le régime approprié, un courant quasi-périodique d'électrons. On étudie le spectre de bruit à température nulle d'une jonction tunnel dans différents environnements résistifs dans le but de déterminer les limites du régime des SETOs et de quantifier leur degré de périodicité. Nous généralisons par la suite les résultats à température finie et discutons des effets des fluctuations quantiques. / Exploiting time-dependent effects to induce and control currents through mesoscopic and nano\-scopic conductors is a major challenge in the field of quantum transport. In this dissertation we consider two nanoscale systems in which a current can be induced through intriguing mechanisms of coupling between excitations by external fields and electron transport.We first study a quantum pumping problem, analyzing the possibility to induce a DC response to an AC parametric driving through a three-site system in a ring configuration. We are interested in particular in the crossover between adiabatic and antiadiabatic driving regimes and in the presence of dissipation, which is accounted for by coupling with an external bath. We show that for a clever choice of this coupling the dissipative model admits a full analytical solution for the steady state current valid at arbitrary frequency, which allows us to fully understand the pumping-frequency dependence of the induced current. We then focus on a different current-controlling scheme exploiting the phenomenon of single-electron tunneling oscillations (SETOs). In this case, opposite to what happens for pumping, an AC effect, an almost periodic current of single electrons, arises through a tunnel junction circuit as a consequence of a DC bias. We study the zero-temperature noise spectrum of a tunnel junction in different resistive environments with the aim to determine the boundaries of the SETOs regime and quantify their quality in terms of periodicity. We then discuss the finite-temperature generalization and the possibility to account for the effects of quantum fluctuations.

Burocracia e herança patrimonialista: a Secretaria de Educação do Estado de São Paulo entre 1995 e 2010 / Bureaucracy and patrimonial heritage: Secretaria da Educação do Estado de São Paulo between 1995 and 2010

O objetivo central desta pesquisa foi identificar como se combinam elementos tradicionais, oriundos da herança patrimonialista, historicamente relacionada à condução dos negócios públicos do Estado brasileiro, e elementos modernizantes introduzidos por ações e programas de racionalização administrativa na busca de maior eficiência da ação do Estado, na configuração burocrática da Secretaria da Educação do estado de São Paulo (Seesp), no período de 1995 a 2010. Objetivo secundário foi investigar por que a relação desta combinação dinâmica com o contexto de ampliação e expansão das ações do Estado na área da educação, concomitante ao desenvolvimento de ferramentas e sistemas informatizados como suporte às ações implantadas, resultou no recrudescimento da centralização na gestão e condução da educação pública no estado de São Paulo. Teoricamente, esta pesquisa se utiliza dos conceitos dos três tipos ideais de dominação definidos por Weber racional-legal, tradicional e carismático , centrando-se no conceito de burocracia como expressão na estrutura do tipo de dominação racional legal. Com base no conceito de hibridismo, desenvolvido por João Barroso e Licínio Lima, confronta-se a burocracia estruturada na Seesp com elementos conservadores e tradicionais da cultura organizacional do Estado brasileiro, centrandose no patrimonialismo e seus componentes. Este instrumental foi utilizado para investigar a forma como a Secretaria da Educação se estruturou no período de 1995 a 2010 e compôs suas equipes, órgãos e instâncias, ora formalmente, ora sem registro oficial. No âmbito de sua estrutura, mereceu destaque a história da Fundação para o Desenvolvimento da Educação (FDE), órgão vinculado com importante papel na execução das políticas e diretrizes educacionais do período. O capítulo seguinte trata dos recursos humanos da Seesp, descrevendo quem e quantos são, como se organizam suas carreiras, como são alocados na estrutura da Secretaria, como evoluem profissionalmente e a forma como são admitidos. É descrita também a política salarial destes anos, com a concessão de gratificações, bonificação por resultados e valorização por merecimento. Por último, é descrita a atuação da Seesp nestes anos, divididos em três períodos correspondentes a gestões diferentes que assumiram a pasta e o governo do estado. Estão aqui arroladas a proposta inicial de cada gestão comparada com os programas e ações implantados, destacando-se aqueles que permaneceram nas gestões seguintes. Este capítulo é finalizado com a recuperação histórica e a análise do Sistema de Avaliação do Rendimento Escolar, implantado na primeira gestão e mantido nas seguintes, com transformações que modificaram substancialmente seus objetivos iniciais. A investigação empreendida demonstrou que as iniciativas racionalizantes implantadas pela primeira gestão do período não foram suficientes para sobrepujar a cultura organizacional tradicional da Seesp; ao contrário, da forma como foi mantido nos anos posteriores, este processo promoveu o recrudescimento da centralização no estado, exacerbando sua herança patrimonialista e nutrindo o esgarçamento do já débil sentido público da ação estatal. / The central objective of this research was to identify how the traditional elements derived from the patrimonial heritage were related historically to the conduct of public affairs of the Brazilian State and modernizing elements. The modernizing elements were introduced by actions and administrative rationalization programs in the search for a greater state efficiency, in the bureaucratic setup of Seesp, from 1995 to 2010. The secondary objective was to investigate the relationship of this dynamic combination with the enlargement context and expansion of government actions in education, concomitant development tools and information systems to support the actions implemented resulted in resurgence of centralization in the management and conduct of public education in the state of São Paulo. Theoretically, this research uses the concepts of the three ideal types of domination defined by Weber: rational-legal, traditional and charismatic focusing on the concept of bureaucracy as an expression in the structure of the type of legal rational domination. Based on the concept of hybridity, developed by João Barroso and Licinio Lima, it confronted the structured bureaucracy in Seesp with conservative and traditional elements of the organizational culture of the Brazilian state, focusing on patrimonialism and its components. This instrument investigated how the Department of Education was structured from 1995 to 2010 and composed their teams, agencies and bodies, sometimes formally, sometimes without official registration. Within its structure, was highlighted the history of the Fundação para o Desenvolvimento da Educação (FDE), an agency with an important role in the implementation of educational policies and guidelines of the period. The next chapter deals with the human resources of Seesp, describing who and how many, how they organize their careers, how they are allocated to the Secretariat structure, how they evolve professionally and are admitted. It also described the wage policy of these years, with the granting of bonuses, bonuses for results and appreciation by merit. Finally, the performance of Seesp is described in these years, divided into three periods corresponding to different administrations that took the folder and the state government. Here they are enrolled in the initial proposal of each management compared with deployed programs and actions, highlighting those who remained for the following administration. This chapter ends with the historical recovery and analysis of Student Performance Evaluation System, implemented in the first term and maintained in the following, with changes that substantially modified its initial goals. The undertaken research has shown that rationalizing initiatives implemented by the first term of the period were not enough to overcome the traditional organizational culture of Seesp; rather, this process, the way it was maintained in later years, has promoted the intensification of centralization in the state, exacerbating its patrimonial heritage and nurturing the fraying of the already weak public sense of state action.

Unfolding based verification of concurrent infinite-state systems

Nous proposons une technique de dépliage pour vérifier les systèmes concurrents infinis bien structurés. Certaines propriétés d'intérêt comme la bornitude, la couverture et la terminaison sont décidables grâce à la bonne structure de ces systèmes. D'autre part, le dépliage réduit efficacement l'explosion combinatoire en exploitant l'ordre partiel entre les événements des systèmes concurrents. Nous proposons une modélisation par structure d'événements pour des systèmes bien structurés élémentaires, tels les compteurs et les files de communication. Le dépliage d'un réseau de structures d'événements étant une structure d'événements, nous proposons ensuite une approche hiérarchique à la modélisation et à la vérification des systèmes, qui préserve la bonne structure. Enfin, nous proposons une technique d'élimination des événements redondants. La mise en œuvre de notre approche dans l'outil ESU nous permet de conclure à son efficacité. / We propose an unfolding technique for verifying concurrent infinite-state systems that are well-structured. Some properties of interest such as boundedness, coverability and termination are decidable thanks to the well-structure of these systems. Moreover, the unfolding effectively reduces the combinatorial explosion by exploiting the partial order between events of concurrent systems. We propose a modelization using event structures for basic well-structured systems, such as counters and communication channels. As the unfolding of a synchronized product of event structures is an event structure, we obtain a hierarchical approach to modeling as well as to verifying systems, which preserves the well-structure. Finally, we propose a technique for eliminating redundant events. The implementation of our approach in the ESU tool allows us to conclude on its efficiency.

Darbe analizuojamas tarpukario Lietuvos, t.y., I respublikos katalikiškosios visuomenės senosios - jaunosios kartų visuomenininkų bei politikų konfliktas, kuris atspindėjo to meto lietuvių visuomenės politinio brendimo evoliuciją. IV-ojo dešimtmečio pradžioje, baigę Vakarų Europos universitetus į Lietuvą grįžo nauja katalikų intelektualų banga. Pastarieji remdamiesi modernia Vakarų tradicija svarstė Lietuvos santvarkos tobulinimo projektus. A. Smetonos autoritarizmo metais nesant galimybių aktyviai veikti politinėje opozicijoje, pastarieji pradėjo Lietuvos modernizacijos planus skelbdami kultūros ir viešojo gyvenimo lituanizaciją. Subrendę jau 1918 m. nepriklausomoje Lietuvoje jie nejautė sentimentų pokarinei liberaliosios demokratijos tradicijai, tai buvo viena pamatinių konflikto priežasčių su senosios kartos Lietuvos visuomenininkais ir politikais. Politinių santykių įtampos sferoje senosios - jaunosios katalikų kartų konfliktas ryškiausiai pasireiškė demokratijos - partokratijos, konservatizmo - radikalizmo bei pozicijos - opozicijos aspektuose. [toliau žr. visą tekstą] / This work analyse a period between two world wars in Lithuania when on a first republic political system conflict two sides – catholic society elder and younger generations leading by public-spirited persons and politicians. This conflict was the main reflection of Lithuanian society political ripening evolution. A new catholic character wave has reached Lithuania on a 4th decade. This thesis takes the position that it is not clear that the aspirations and assumptions expressed by theories of international relations predicated on the narrative about the emergence of mature sovereign nation states acting within a system of such states offers a particularly helpful guide to political practices concerning boundaries and borders that are identified on the ground. This is especially the case if we pay attention to the specific practices of bordering in Cyprus. Through a reading of various sites of limitation and excess of Cypriot sovereignty – in relation to the Byzantine and Ottoman empires, the modern system involving Greece, Turkey and the United Kingdom, the United Nations and the European Union, ongoing complexities such as British Sovereign Base Areas (SBAs) and the ethnically mixed village of Pyla/Pile – this thesis investigates the consequences and considers the implications, both theoretical and actual, that arise in Cyprus.

O objetivo central desta pesquisa foi identificar como se combinam elementos tradicionais, oriundos da herança patrimonialista, historicamente relacionada à condução dos negócios públicos do Estado brasileiro, e elementos modernizantes introduzidos por ações e programas de racionalização administrativa na busca de maior eficiência da ação do Estado, na configuração burocrática da Secretaria da Educação do estado de São Paulo (Seesp), no período de 1995 a 2010. Objetivo secundário foi investigar por que a relação desta combinação dinâmica com o contexto de ampliação e expansão das ações do Estado na área da educação, concomitante ao desenvolvimento de ferramentas e sistemas informatizados como suporte às ações implantadas, resultou no recrudescimento da centralização na gestão e condução da educação pública no estado de São Paulo. Teoricamente, esta pesquisa se utiliza dos conceitos dos três tipos ideais de dominação definidos por Weber racional-legal, tradicional e carismático , centrando-se no conceito de burocracia como expressão na estrutura do tipo de dominação racional legal. Com base no conceito de hibridismo, desenvolvido por João Barroso e Licínio Lima, confronta-se a burocracia estruturada na Seesp com elementos conservadores e tradicionais da cultura organizacional do Estado brasileiro, centrandose no patrimonialismo e seus componentes. Este instrumental foi utilizado para investigar a forma como a Secretaria da Educação se estruturou no período de 1995 a 2010 e compôs suas equipes, órgãos e instâncias, ora formalmente, ora sem registro oficial. No âmbito de sua estrutura, mereceu destaque a história da Fundação para o Desenvolvimento da Educação (FDE), órgão vinculado com importante papel na execução das políticas e diretrizes educacionais do período. O capítulo seguinte trata dos recursos humanos da Seesp, descrevendo quem e quantos são, como se organizam suas carreiras, como são alocados na estrutura da Secretaria, como evoluem profissionalmente e a forma como são admitidos. É descrita também a política salarial destes anos, com a concessão de gratificações, bonificação por resultados e valorização por merecimento. Por último, é descrita a atuação da Seesp nestes anos, divididos em três períodos correspondentes a gestões diferentes que assumiram a pasta e o governo do estado. Estão aqui arroladas a proposta inicial de cada gestão comparada com os programas e ações implantados, destacando-se aqueles que permaneceram nas gestões seguintes. Este capítulo é finalizado com a recuperação histórica e a análise do Sistema de Avaliação do Rendimento Escolar, implantado na primeira gestão e mantido nas seguintes, com transformações que modificaram substancialmente seus objetivos iniciais. A investigação empreendida demonstrou que as iniciativas racionalizantes implantadas pela primeira gestão do período não foram suficientes para sobrepujar a cultura organizacional tradicional da Seesp; ao contrário, da forma como foi mantido nos anos posteriores, este processo promoveu o recrudescimento da centralização no estado, exacerbando sua herança patrimonialista e nutrindo o esgarçamento do já débil sentido público da ação estatal. / The central objective of this research was to identify how the traditional elements derived from the patrimonial heritage were related historically to the conduct of public affairs of the Brazilian State and modernizing elements. The modernizing elements were introduced by actions and administrative rationalization programs in the search for a greater state efficiency, in the bureaucratic setup of Seesp, from 1995 to 2010. The secondary objective was to investigate the relationship of this dynamic combination with the enlargement context and expansion of government actions in education, concomitant development tools and information systems to support the actions implemented resulted in resurgence of centralization in the management and conduct of public education in the state of São Paulo. Theoretically, this research uses the concepts of the three ideal types of domination defined by Weber: rational-legal, traditional and charismatic focusing on the concept of bureaucracy as an expression in the structure of the type of legal rational domination. Based on the concept of hybridity, developed by João Barroso and Licinio Lima, it confronted the structured bureaucracy in Seesp with conservative and traditional elements of the organizational culture of the Brazilian state, focusing on patrimonialism and its components. This instrument investigated how the Department of Education was structured from 1995 to 2010 and composed their teams, agencies and bodies, sometimes formally, sometimes without official registration. Within its structure, was highlighted the history of the Fundação para o Desenvolvimento da Educação (FDE), an agency with an important role in the implementation of educational policies and guidelines of the period. The next chapter deals with the human resources of Seesp, describing who and how many, how they organize their careers, how they are allocated to the Secretariat structure, how they evolve professionally and are admitted. It also described the wage policy of these years, with the granting of bonuses, bonuses for results and appreciation by merit. Finally, the performance of Seesp is described in these years, divided into three periods corresponding to different administrations that took the folder and the state government. Here they are enrolled in the initial proposal of each management compared with deployed programs and actions, highlighting those who remained for the following administration. This chapter ends with the historical recovery and analysis of Student Performance Evaluation System, implemented in the first term and maintained in the following, with changes that substantially modified its initial goals. The undertaken research has shown that rationalizing initiatives implemented by the first term of the period were not enough to overcome the traditional organizational culture of Seesp; rather, this process, the way it was maintained in later years, has promoted the intensification of centralization in the state, exacerbating its patrimonial heritage and nurturing the fraying of the already weak public sense of state action.
