A framework for improving the performance of standard design models in the Saudi Ministry of Interior projects

Improvement of performance has become ever more critical to construction project success and has been subject to a considerable amount of research and attention over the past two decades. In this regard, the Saudi Ministry of Interior (SMoI) has adopted a new approach - Standard Design Model (SDM) - for the development of its construction programme to successfully manage its complex project portfolio and improve project performance. The SMoI-SDM approach is based on the standardisation of design, material specifications, contract documents and processes. It is anticipated that many lessons will be learnt due to the re-use of SDMs for future projects as well as sharing learning between on-going projects, thus leading to continuous project performance improvement. The aim of this research is to develop a framework for improving the performance of SDMs in SMoI projects. A qualitative case study approach was adopted to provide an in-depth insight into the current performance of SDM projects and identify critical success factors (CSFs) affecting the process of improvement of SDMs project performance. Four case studies were selected involving two on-going and two completed projects. Three key themes were identified from the case studies analysis; these are: adaptability of SDMs to context; contract management; and construction management. Consequently, a framework was developed to improve SDM projects performance as well as the expected performance improvement curve that results from the cumulative learning and experience. The framework validation was conducted through a workshop involving the same stakeholders who participated in the case studies, in which the feedback on possible improvements to the framework was obtained. The framework demonstrated its practicality, clarity and appropriateness for use across the SDM projects.Significantly, this research has the potential to direct standardisation of design and process in construction projects in particular in the public sector and could help achieve a sustained project performance improvement in the Saudi construction industry.

Lyckad implementering av informationssystem : Rekommendationer hur beställare kan påverka tid för driftsättning och acceptans hos användarna

There are several success factors defined for the implementation phase that should be achieved in order for an implementation project to be successful. Several studies focus on the supplier's commitment and success factors to implement a system that end users will accept. But there are identified success factors which clients themselves should implement or give attention to during the implementation phase to have the end users accepting the system and keeping the time frame of the project. How has the client's efforts and capacity affected the result of the implementation and the timing of deployment? The aim with this study is to apply and develop a model for implementation of information systems which is based of success factors from a client perspective. The aim is also to identify advice on how to successfully implement a system, that the system is deployed on time and that the users is accepting the system. Our theoretical framework is presenting eight identified success factors within the client organisation. This has been applied in a case study with semi-structured interviews. The result is a model from a client perspective which shows the connection between the success factors in the implementation phase. The model can be used by providers to inform clients about the success factors that affect the implementation project. It may then be easier for the client to see what needs to be done and how one action affects another. Further, a number of recommendations extracted from the model is presented, which affects the result, the users’ acceptance and if the information system is deployed on time. / Syftet med denna studie är att utifrån framgångsfaktorer ur ett beställarperspektiv tillämpa och vidareutveckla en modell för implementation av informationssystem. Syftet är även att identifiera råd för en lyckad implementering som innebär att systemet driftsätts efter utsatt tid samt att användarna finner acceptans för systemet. Vårt teoretiska ramverk presenterar åtta identifierade framgångsfaktorer inom beställarorganisationen och det har vi tillämpat i en fallstudie med semistrukturerade intervjuer. Resultatet blev en modell ur ett beställarperspektiv som redovisar sambandet mellan framgångsfaktorer i implementeringsfasen. Modellen kan användas av leverantörer för att informera beställare om de framgångsfaktorer som påverkar ett implementeringsprojekt. Det kan då bli tydligare och enklare för beställaren att se vad som behöver göras och hur en åtgärd påverkar en annan. Vidare redovisas ett antal rekommendationer utifrån modellen som påverkar resultatet för att driftsätta informationssystem i tid och som påverkar användarnas acceptans.

Detta arbete har som syfte att undersöka samband mellan kritiska framgångsfaktorer och krav rörande dokumenthantering. Detta görs för att framgångsfaktorer är något som ökar chanserna för ett lyckat resultat om de är uppfyllda och går det redan i kravfasen att uppfylla dessa kan det spara både tid och pengar. Inledningsvis kommer en litteraturstudie att samla in vilka kritiska framgångsfaktorer det kan finnas gällande dokumenthantering, därefter kommer en fallstudie att genomföras på en verksamhet inom byggbranschen med syfte att reda ut vilka krav de ställer på sin dokumenthantering och slutligen kommer en jämförelse mellan dessa två att göras av författaren till denna rapport med målet att finna och presentera samband. Resultaten visar att det finns ett tydligt samband mellan vissa krav och vissa framgångsfaktorer. Några av kraven uppfyller även flera framgångsfaktorer och vice versa. T ex: Kravet är en ”Väldefinierad teknikdisciplin” och framgångsfaktorerna som uppfylls är ”Definierad lagringsrutin”, ”Användarinvolvering”, ”Tillit till systemet” och ”Träning och utbildning av användare”. / This report is investigating the relation between critical success factors and requirements on document management. The purpose to know that is if a critical success factors are met by a requirement, the chances to succeed increase and in the long runt hat can save both time and money. Initially a literature research will be conducted to sort out the critical success factors, thereafter a case study will collect the requirements from a business in the constructing sector and finally a comparison between these results will be conducted of the author. The results show that there is a relation between certain factors and certain requirements. Some requirements even fulfil more than one factor and vice versa. For example: the requirement ”Well defined engineering discipline” fulfils ”Defined storage routine”, ”User involvement”, ”Trust to the system” and ”Training and education of users”. The case study is done at a larger company which has been working with project as a work form through many years, facing issues with keeping within time limits and over limited costs. The study is fo-cused upon the first phases of the project, because that is where impact can be made on the time- and resource- limits and therefore has an impact on the outcome of the project. The purpose of the study is to investigate how a project organisation could work in the early phases of a project, for the projects to be able to stay within the time frame and to keep costs down. A qualitative method was chosen to get a deeper understanding of the current situation of the case company's situation. Secondary data was brought together by scientific papers and litera-ture within the fields of the current project case. The empirical material was brought together through semi-structured interviews with 12 different people who all had different working fields within the project. Thereafter the empirical material was processed and created the re-sult of the study. Analyse and discussion of the study was created by putting the result to-wards the theory. The study shows that it is important to focus on the work in the early phases of a project for the success of the projects as a whole. The study provides a systematic review of the problems that can occur in the early phases of a project and propose solutions to these problems.

Critical success factors for different organizations in construction projects

Master of Science / Department of Civil Engineering / Hani Melhem / Researchers have been compiling lists of key factors the presence or absence of which have determined the success or failure of projects. Early researches of critical success factors were largely theory based; subsequent researches employed the use of statistics and continuously refined methods like neural network and the analytical hierarchy process. Over the passage of time, the focus has narrowed down from broad generalization of ‘projects’ to ‘project classes’. The thesis can be broadly divided into three components. First Component: The first component (Chapter 1, 2, and 3) leads an insight into the basic concept of success factor studies, and the empirical frameworks adopted for identification of critical success factors. The second and the third component, comprises literature review and original research, respectively. These components pertain to success factor studies of construction projects, and are introduced as below. Second Component: The second component (Chapter 4: Review Component) sets out to choose from among a treasure of resources on construction projects, three such state of the art works that can best explain the progress in search of success factors over a period of the foregoing 25 years. After discussing each work in detail, the reader’s attention is drawn to a collective discussion, and summary towards the end of the Review Component. The review includes the following works: (1) Pinto and Covin, 1989, (2) Ashley et al., 1987, and (3) Kog and Loh, 2011. Pinto and Covin (1989) endeavored to set aside the convenient research trend of treating all project types (Manufacturing, R&D, Construction etc.) as similar. It was felt that management practitioners considered the generalized project management prescriptions offered by researchers as mostly inapplicable to the unique situations posed by their respective classes of projects. Stepwise regression analysis was employed to seek separate sets of CSFs for construction and R&D projects. The choice of these two project types was made as they apparently lied on opposite ends of the spectrum of characteristics. The phases of project lifecycle considered for determining CSFs were conceptualization, planning, execution, and termination. It was concluded that though identification of a set of general critical success factors has some benefits for both academics and practitioners, strict adherence to them would not necessarily ensure project success. It was proved that every project type offers its own set of problems, and that these vary over a project’s lifecycle. The review briefly touches upon the work of Ashley et al. (1987) so as to lead an insight into yet another methodology adopted by CSF researchers. This study views project success from the project managers’ perspective for the owner and contractor organizations they works for, and does not take into consideration the view point of other professionals working for owner, contractor and consultant organizations. Hypothesis testing was employed to find those factors that exhibited strong statistical difference while going from average to outstanding projects. Kog and Loh (2011) studied a possible dissimilarity between CSFs pertaining to different components of construction projects: (1) civil works, (2) architectural works, and (3) mechanical and electrical works. Using the Analytical Hierarchy Process the CSFs were compared separately for the objectives of budget, schedule, quality, and overall performance. They concluded that, on the whole, markedly distinct sets of factors were perceived as crucial by professionals associated with these three components. Apart from their varying job descriptions, the divergence in views of professionals was interpreted to be an outcome of the different frames of time that they mostly work in. While a major portion of civil and structural works would be undertaken in early project-life, mechanical and electrical works, and architectural works would be initiated later in the project’s life. For the three components of construction projects (C&S: civil & structural, M&E: mechanical & electrical, and architectural works), the highest correlation of views was seen to exist between the C&S and M&E, while the lowest was always that between the M&E and the architect. This trend remained the same whether the goal of overall performance or any of the three objectives were taken into consideration. Third Component: The thesis terminates with the original work (Research Component: Chapter 5) conducted by the author in the light of Chua et al. (1999) that had attempted, though very briefly, to distinguish between CSFs for different organizations involved in construction projects. Because the survey sample of Chua et al. (1999) was quite small, the researchers referred to their findings regarding organization-based CSFs as inconclusive. It was suggested that further research be conducted in this regard. Addressing these recommendations, the ‘Research Component’ has differentiated the CSFs based on organizational backgrounds of project participants: consultants, contractors, and project management organizations. Spearman’s test on overall rankings of 40 significant factors results in a highest level of correlation between the managers and contractor personnel (rs=0.54), followed by that between the managers and the consultants (rs=0.50), and a least correlation between the contractor personnel and the consultants (rs=0.19). Managers not only maintain a significant presence on the site with the contractors, but also coordinate with the consultants regarding any design-construction issues that arise more than often during project execution: No wonder why their pivotal position helps the managers to establish a higher understanding with both contractor personnel and consultants. The lowest correlation of views between the contractor personnel and the consultants arise from the spot on difference between their workspace environments. Whereas the contractor personnel operate in the field, the consultants are mostly restricted to their design offices.

El presente trabajo de investigación tiene como premisa identificar aquellos factores críticos de éxito que permitieron a las pequeñas empresas migrar a medianas en Lima Metropolitana. La selección de la población a estudiar parte del análisis realizado a la base de datos de las diez mil empresas más importantes en Lima, el estudio permite identificar a los cinco sectores empresariales con mayor representación. El sector Consultoría representa la segunda mayor fuerza empresarial, nuestro objeto de estudio se enfoca únicamente en las medianas empresas que anteriormente se constituyeron como pequeñas, el levantamiento de información se llevó a cabo mediante entrevistas a profundidad con los expertos de las empresas consultoras. La consolidación de la información recabada se realiza aplicando la matriz de procesos críticos, herramienta mediante la cual se obtuvieron los cuatro factores críticos de éxito para el sector, los cuales son: La Calidad del Servicio, el Capital Humano, Desarrollo de Innovación y el Planeamiento Estratégico. En base al diagnóstico obtenido, se desarrolla un modelo empresarial enfocado en la gestión por procesos. El desarrollo implica la identificación de las buenas prácticas que soportan al proceso macro los cuales a su vez siguen un modelo de negocio estandarizado respaldado por procedimientos, formatos e indicadores de gestión. Finalmente, la investigación se encuentra respaldada por la validación de expertos a nivel internacional quienes valoraron el estudio como objetivo, simplificado y confiable. / The present research work has as premise to identify the factors of success that allowed small businesses to migrate to medians in Metropolitan Lima. The selection of the population to study part of the analysis made to the base of the ten million most important companies in Lima, the study allows to identify the five business sectors with greater representation. The sector of the company most of the force, our object of study focuses on the medium-sized companies that previously have been constituted as small, the lifting of the information has been carried out through interviews with the depth of the experts of the consulting companies. The consolidation of information has been carried out by applying the matrix of media processes, the tool through which the four success factors for the sector were obtained, which are: Quality of service, human capital, the development of innovation and strategic planning. Based on the diagnosis obtained, a business model has been developed. Development implies the identification of good practices that support the process. La presente investigación busca determinar los factores que influenciaron la evolución de las exportaciones de concentrado de cobre a la República Popular China durante los años 2009 a 2017. En el primer capítulo, se abordarán conceptos en relación al comercio exterior, desde acuerdos comerciales hasta la teoría de la liberalización. Los actores principales serán Perú y la República Popular China donde se revisaron los factores internos y externos relacionados a la exportación de concentrado de cobre. Por otro lado, en el segundo capítulo se expondrá el planteamiento de la investigación que consta del problema, hipótesis y objetivos principales y específicos. En el tercer capítulo, se explicará la metodología de investigación. Se detallarán las muestras, la clasificación de las categorías, los instrumentos, los procedimientos, los resultados y límites de investigación. En el capítulo 4, se plasmará la información que se logró recaudar a través de la investigación. En este se detallará el análisis logrado después del procesamiento de la información. Este proceso se logró contabilizando el número de menciones hecha por los entrevistados sobre varios temas que determinaron la influencia de los factores en la evolución de las exportaciones. Finalmente, en las conclusiones se presenta el factor que generó mayor impacto para posteriormente determinar si se cumplieron los objetivos y la hipótesis. / The present investigation seeks to determine the factors that influenced the evolution of exports of Copper Concentrate to the People's Republic of China during the years 2009 to 2017. In the first chapter, concepts related to foreign trade will be addressed, from trade agreements to the theory of liberalization. The main actors will be Peru and the People's Republic of China, where the internal and external factors related to the export of copper concentrate were reviewed. In the same way, in the second chapter the approach of the investigation will be explained, it consists of the problem, hypothesis and main and specific objectives will be exposed. In the third chapter, the research methodology will be explained. The samples, the classification of the categories, the instruments, the procedures, the results and the research limits will be detailed. Chapter 4 will capture the information that was collected through the research. This will detail the analysis achieved after processing the information. This process was achieved by counting the number of mentions made by the interviewees on various issues that determine the influence of the factors on the evolution of exports. Finally, the conclusion will show the factor that generated the greatest impact to later determine whether the objectives and the hypothesis were met. / Tesis

La presente investigación, es de naturaleza exploratoria no experimental, de enfoque mixto; así mismo, está basada en un tema de percepción y el objetivo es validar que la marca posicionada en el país de origen, calidad del producto y servicio, ubicación estratégica y realizar una eficiente transferencia del know how, son percibidos por los franquiciados como factores de éxito para el ingreso de las franquicias peruanas de sector gastronómico al mercado de Chile, en las ciudades de Santiago de Chile y Antofagasta, al 2018. Para lograr el objetivo, se recurrió a la revisión de la literatura existente. Así mismo, se realizó una entrevista a David Edery Muñoz como experto; quien viene trabajando, hace varios años, con empresas peruanas que buscan internacionalizarse bajo el modelo de franquicias, actualmente se desempeña como Gerente de Exportación de Servicios en PROMPERU; los alcances brindados por el experto se adicionaron a las respuestas obtenidas en las entrevistas a los franquiciadores peruanos del sector gastronomía, como lo son: China Wok, Pardo´s Chicken y Hanzo, el filtro de validación fue realizar encuestas estructuradas vía internet (Google Foms) a los franquiciados en el país de Chile en las ciudades de Santiago de Chile y Antofagasta. Finalmente, se validó que calidad del producto y servicio, ubicación estratégica y realizar una eficiente transferencia del know how, son percibidos por los franquiciados como factores de éxito para el ingreso de las franquicias peruanas de sector gastronómico al mercado de Chile, en las ciudades de Santiago de Chile y Antofagasta, al 2018. Además, mediante el análisis factorial se logró identificar tres perfiles de franquiciados en el mercado de Chile; el primer perfil, corresponde a un franquiciado operativo, el segundo a un franquiciado marketero y finalmente a un franquiciado estratega. / The franchise is a business development strategy, both nationally and internationally, which has become more relevant in recent years. Many of the entrepreneurs are taking this business model as a reference as one of the first options to expand to international markets. The present investigation is based on a theme the perception and the objective is to validate that the brand positioned in the country of origin, the quality of the product and the service, the location and an efficient transfer of know-how is made, are perceived by the franchisees as success factors for the entrance to the Peruvian franchises of the gastronomic sector in the Chilean market, in the cities of Santiago de Chile and Antofagasta, to 2018. To achieve the objective of this research, existing literature was reviewed. Likewise, David Edery Muñoz was interviewed, as an expert; who has been working for several years with Peruvian companies seeking to internationalize under the franchise model, currently serving as service export managers in PROMPERU, the scope of the experts was added to the answers in the interviews with the Peruvian franchisors of the gastronomy sector, such as: China Wok, Pardo's Chicken and Hanzo, the validation filter was made in the franchisees in Chile, in the city of Santiago de Chile and Antofagasta. Through a factorial analysis, 3 profiles of franchisees are identified in the Chilean market.
