Efficient Use of Force: Evaluating Police Tactics in Reducing Gun Violence

This evaluation strives to determine what is the best police tactic in reducing gun violence. There are four approaches that are discussed are the pulling levers approach, the use of increased sentencing, hotspot identification, and the focus on reducing gun trafficking and illegal gun use. In addition to examining other evaluations, data from the FBI UCR database of specific case-study cities are included to determine to what extent each approach had. The study includes the analysis of programs such as Operation Ceasefire and Project Exile, but also includes analyses of smaller lesser known programs. Though many of the cities used a combination of these four approaches, overall, hotspot identification had great success in reducing gun violence. However with the preliminary research, it is difficult to come to any greater conclusions; more research is necessary.

This paper deals with interrogation tactics. Using the descriptive-analytical and comparative methods, the aim of this thesis is to analyze the interviewing and the interrogation tactics in the Czech Republic. In some parts of my thesis, these tactics are compared with foreign approaches (particularly the United States and the United Kingdom). The work is continuously connected with the practice through examples from the real interrogation protocols. These interrogations which are in anonymous form anonymous form have been provided by the National Anti-Organized Crime Center and come from a five-year old investigation of an organized group that has committed, especially abroad, crimes against life and health. The diploma thesis is divided into five main parts, introduction and conclusion. The individual parts are divided for better orientation in the text into individual chapters and subchapters. The first part provides a general overview of the issue of questioning. It defines the meaning, the notion and the purpose of the questioning, describes the process of formation of testimony and the questioning is included in the legal framework. A análise de dados é realizada a partir do conceito de táticas, proposto por Michel de Certeau, com o objetivo de compreender as maneiras de ler e de fazer, os usos e subversões que permeiam as relações de leitura escolares. / The aim of this research is to indicate the behaviors related to the tactical readings of six teenagers from 13 and 14 years old, students of the final years of Elementary School in a public school in the state of São Paulo, during the reading and discussion of the youth literary book “We three” (1987) by Lygia Bojunga. In order to formulate the principles of this qualitative research, in which the researcher is also a teacher and mediator of the intervention at school where the research takes place, a methodological theoretical resource was adopted: the semi-structured questionnaire (initially counting on the participation of 13 students from the school in question) with the intention of knowing the reading habits of the participant teenagers, at school and in the family context; the focus group for reading and discussion of the book and interviews on the historical and cultural context of the municipality.The theoretical basis is based on the concepts of appropriation, reading practices, and representation, proposed by Roger Chartier. The data analysis is carried out from the concept of tactics, proposed by Michel de Certeau, in order to understand the ways of reading and doing, the uses and subversions that permeate school reading relationships.

We discuss the meanings of capoeira in the passage of the XIX to the XX century, analyzing the representations elaborated about it by Recife‟s intellectuals. To this purposes the thesis analyzes the writings of these intellectuals, as well as newspapers, justice and police codes, municipal Law, and the Penal Codes of the Brazilian Empire and the Brazilian Republic. These sources were extensively consulted and allowed the analyses of the capoeira practice n Recife, as well as the repressive police action. In the constant fight between capoeira‟s games and disciplinary rules we saw different forms of relationship: negotiations among capoeira men, police sectors, the Army and politicians. / Esta dissertação tem o objetivo de estudar o cotidiano da capoeira na cidade do Recife no período de 1880 a 1911. Discutimos o que era a capoeira na virada do século XIX para o século XX na capital pernambucana e quais eram as representações construídas por alguns membros da elite intelectual da época. Para tanto, buscamos analisar principalmente as obras escritas por esses intelectuais, assim como jornais, processos crimes, códices da polícia, Posturas Municipais, o Código Criminal do Império de 1830, o Código Penal da República de 1890, Relatórios do Chefe de Polícia e Balanço do governo. Todas essas fontes foram largamente consultadas para os anos referentes ao período proposto. Estas permitiram também que nós pudéssemos analisar as táticas desses capoeiras nas ruas do Recife, bem como a ação policial para reprimir os “barulhos” causados por tal prática. Nesta luta entre trampolinagens e disciplinarização, percebeu-se que as relações iam muito além, pois os praticantes da capoeira estabeleceram negociações, que foram por nós chamadas de capoeiragem, com setores da polícia, forças armadas e políticos.

Um suporte científico capaz de buscar e aplicar metodologias que quantifiquem esses fatores é uma fonte importante de informações para que técnicos e treinadores tenham melhores condições de efetuar uma boa preparação da sua equipe. Dentro dos estudos cinemáticos no esporte, a videogrametria tem se mostrado uma ferramenta acurada para a obtenção da posição dos jogadores em função do tempo. Dentro dos aspectos táticos de um jogo de futebol, a forma como uma equipe divide o campo em áreas de responsabilidade e como essa distribuição se dá ao longo do jogo pode ser descrita através de técnicas matemáticas. Nesse sentido, o objetivo deste estudo será apresentar uma forma de representação da área de responsabilidade de jogadores de futebol durante partidas oficiais, através do Diagrama de Voronoi. Para tal, foram coletadas as imagens de 4 jogos de futebol. Os processos de segmentação das imagens e de rastreamento dos jogadores para a obtenção dos dados 2D em função do tempo foram realizados através do software DVideo®. Para as análises, foi aplicado a metodologia do Diagrama de Voronoi nas coordenadas 2D de 33 jogadores de uma mesma equipe, a cada instante de tempo, em cada jogo. Dado um conjunto de pontos no plano (que nesse caso, representam as posições dos jogadores em função do tempo), o Diagrama de Voronoi divide o plano em regiões de acordo com as distâncias entre os pontos desse conjunto, chamados Polígonos de Voronoi. As áreas dos polígonos foram calculadas. Essa ferramenta permite, através de uma representação por mapas de superfície, obter um resumo dos locais do campo contidos nos Polígonos de Voronoi associados a cada jogador, durante todo o jogo. As áreas de responsabilidade foram maiores para goleiros, laterais e atacantes, quando comparados aos zagueiros e volantes e meias.Para caracterizar a região de responsabilidade dos jogadores, foi utilizado o contorno topográfico correspondente às áreas do campo contidas nos Polígonos dos jogadores por no mínimo 60% do jogo. Os resultados obtidos para os jogos estudados mostram que o contorno que caracteriza a área de responsabilidade para os jogadores é uma boa ferramenta qualitativa e quantitativa, que representa a forma como os jogadores dividem a área do campo entre si. A utilização do Diagrama de Voronoi se mostrou uma técnica eficiente na determinação das áreas de responsabilidade dos jogadores. Técnicos e treinadores podem dessa maneira obter informações adicionais importantes para a criação de melhores estratégias de posicionamento da sua equipe para uma melhor cobertura do espaço do campo de futebol / Abstract: The performance of football elite players is directly influenced by physical, psychological, technical and tactical aspects. A scientific support capable of seek and apply methodologies to quantifying these factors is an important source of information to coaches improve their conditions to well prepare their teams. About football tactical aspects, the manner a team share the pitch in responsibility areas and how this distribution behaviours during the match can be described through mathematical techniques. Thus, the aim of this study is to show players' responsibility area during official matches using Voronoi Diagram (VD). To do so, we collected images of 4 football matches. To extract 2D players' coordinates during the entire match, images segmentation, tracking and 2D reconstruction were performed in DVideo® software. In the analysis, VD method was applied to players' 2D coordinates to all 33 players of a same team, at each instant of time and in the 4 matches. Given a set of points on plan (representing players positions as function of time), VD share the plan in regions according to distances between all points of the set, called Voronoi polygons (VP). Voronoi areas were calculated a determined as players' responsibility areas. This tool permits obtaining a summary of pitchlocations inside Voronoi polygons of each player, during the entire match, using hitmaps. To characterize responsibility areas, the contours of hitmaps corresponding to pitch areas inside VP by, at least, 60% of the match were performed. The results showed contours as an effective tool to qualitatively and quantitatively represent responsibility areas in a match. Besides, mathematical properties related to known geometric structures, as convex polygons, facilitate calculating areas. Sua trajetória é marcada pelo tema do casamento, uma vez que, além de ter-se casado sete vezes ao longo da vida, realizava “casamentos de contrato”. Estes, apesar de não serem reconhecidos juridicamente, foram feitos até o final dos anos 1980 na cidade de Serrolândia/BA. Vistos como um “costume em comum” compartilhado por parte da comunidade, essa prática afirmava valores “tradicionais”, ao mesmo tempo em que representava uma forma de burlar procedimentos jurídicos inacessíveis às camadas populares. Seu processo de construção de si é permeado por táticas que foram sendo tecidas ao longo da vida, na experiência concreta do cotidiano. Dona Farailda aparece como uma mulher que, embora reproduza em seu discurso valores como a defesa da família e do casamento monogâmico, visto na perspectiva heteronormativa, tem práticas que parecem subverter normas estabelecidas para as mulheres daquela comunidade. Ao analisar suas ideias foi possível perceber como ela foi capaz de elaborar concepções de mundo que justificam sua forma de existir. As fontes utilizadas na pesquisa se constituem centralmente de entrevistas orais, embora também sejam analisadas fontes escritas e iconográficas como: fotografias, jornais. livros de registro de casamentos, dados dos Censos do IBGE e um contrato de casamento realizado por Dona Farailda. / This study presents the biography of Dona Farailda, a woman from the semi-arid region of Bahia. Marriage has been a central theme her life, since, besides having been married seven times, she also executed “marriage contracts”. These, though not legally recognized, were performed until the end of 1980s in the city of Serrolândia, BA. Viewed as a “custom in common” shared by the community, this practice affirmed “traditional” values while representing a way around legal proceedings unaffordable to the working classes. Her process of self-construction is permeated by tactics that have been woven throughout her life, from her concrete quotidian experience. Dona Farailda appears to be a woman who, despite reproducing in her discourse values such as the defense of the family and monogamous marriage, viewed from a heteronormative perspective, has practices that subvert established norms for women in her community. By analyzing her ideas it was possible to see how she was able to develop worldviews that justify her way of living. The sources used in this research consist mostly of oral interviews, although written and iconographic sources are also analyzed, including photographs, newspapers, marriage records, census data from IBGE and a marriage contract performed by Dona Farailda.

The purpose of my thesis is to explore and discuss interrogation tactics. Interrogation tactics is a concept that includes various methods used by interrogators to reach the goal of the interrogation, which is true and full testimony. Considering the extent of the topic, I am focusing more closely on the techniques used for the purpose of overcoming false testimony. The thesis is composed of nine chapters. In the opening chapters I explain the concept of interrogation from three perspectives - from the perspective of criminology, psychology and law. These chapters also describe different types of interrogation, as well as the process of documentation and the process of formation of testimony. The fifth chapter recognizes the issues of the preparation phase and its division into analytic and synthetic part. In this chapter I also emphasize the importance of expert and thorough preparation in order to ensure a successful interrogation. The sixth chapter presents three consecutive phases of interrogation, which are the initial phase and the phases of monologue and dialogue. This is the construction of interrogation that affects individual tactical methods. Socialization tactics as antecedents for goal interdependence and newcomer adjustment and retention

Serial (providing newcomer role models) and investiture (providing newcomer positive social support) tactics have been demonstrated as the most important predictors for newcomer adjustment. This study empirically examines the dynamics of serial and investiture tactics on newcomer adjustment and retention. It posits that goal interdependence between new recruits and their teams critically affects new recruits adjustment outcomes. This study adopts Deutsch’s theory of goal interdependence to understand when newcomers develop cooperative goal interdependence with their teams. It argues that serial and investiture tactics promote cooperative goal interdependence and reduce competitive goal and independent goal relationships and thereby result in newcomer adjustment and retention. A total of 102 interviews of specific incidents were conducted in Mainland China in 2011. Structural equation results support several hypotheses as well as the hypothesized model that serial and investiture tactics used by working teams are antecedents to goal interdependence between new recruits and their teams and that goal interdependence in turn influences adjustment outcomes, especially, newcomer affective attitudes as organizational commitment and job satisfaction, intention to quit, and co-worker relationship. It identifies that cooperative goal interdependence promotes positive attitudes and strong co-worker relationship and competitive goal interdependence and independent goal relationship result in low affective attitudes and high intention to quit. It demonstrates that serial and investiture tactics promote cooperative goal interdependence and undermine competitive goal and independent goal relationships. Findings suggest important practical implications. Organizations can help new recruits adjust and remain by strengthening cooperative goal interdependence between them and their teams. Providing role models and positive social support are important ways to induce cooperative goal interdependence. This study contributes to the socialization tactics literature as well as the theory of goal interdependence and to their integration.

Urban social movements in metropolitan Cape Town South Africa

Philosophiae Doctor - PhD / This study set out to investigate the conditions under which urban issues triggered grassroots mobilization in Metropolitan Cape Town, South Africa between 1976 and 1986. It sought to understand the form taken by such collective behavior and tried to discover the relations of power that inform urban social movements, locally, regionally and nationally. I did not only observe neighborhood social life, but neighborhood-based protests. Through a close observation of social practices in different neighborhoods I have managed to document the influence of urban social movements on the dominant relations of power in Cape Town. In this regard, I have demonstrated that through the organizational strategies and mobilizational tactics of neighborhood associations, political institutions in Black townships have been turned upside down; social relationships in some neighborhoods have been dramatically challenged and reviewed, and perhaps most significantly the legacy of constructed cultural silence amongst the oppressed and exploited has been significantly eroded from unconscious acquiescence to the status quo to a conscious disobedience to the dominant relations of power politically, economically and ideologically. It is in the mobilizational moments of resistance and organizational strategies of city-wide neighborhood networks in the form of urban social movements that there emerge, through conscious struggle, the organic potential and conjunctural possibilities for the construction and propagation of counterhegemonic social relations in the arena of conflict and contestation where the State, since 1976 is finding it increasingly difficult to elicit the consent of the governed. Thus, it is in this historically-informed context that urban social movements are first and foremost an expression of an organized attempt by the people at the grassroots level to transform the dominant Apartheid practices at all levels of society.
