Le développement urbain en Arabie saoudite demeure un sujet intéressant à étudier, à tous les niveaux et à toutes les échelles. En effet, les quelques travaux qui se sont penchés sur la question ont privilégié surtout la langue anglaise, dans les universités américaines et anglaises. En outre, d’autres travaux de master, en langue arabe ont essayé de présenter une autre lecture de la question de la planification urbaine, surtout dans les universités saoudiennes à Riyad, Dammam et à Djeddah. Ce travail a mis l’accent sur l’administration territoriale de l’Arabie depuis 1926, avant même la fondation du Royaume en 1932. Afin de proposer des solutions aux différents enjeux de planification dans les villes saoudiennes et en partant de l’exemple de Mohafazate Djeddah, nous avons jugé utile de partir de l’étude des expériences françaises en terme de planification. Pour cela, nous avons étudié l’évolution de l’aménagement et de la planification urbaine en France avec un accent mis sur les rôles et les responsabilités du Ministère de tutelle et des différentes collectivités locales, ainsi que le rôle de l'administration de la planification urbaine. La manière de planifier en France est différente de celle en Arabie Saoudite, mais les principes sont les mêmes. A la fin de cette thèse et à partir de l’expérience française, nous avons présenté une liste de recommandations destinées aux décideurs saoudiens, ce qui permettrait d’améliorer le système de planification en Arabie Saoudite et particulièrement de Mohafazate Djeddah. / This thesis focuses on the urban development of Saudi Arabia as a significant issue at all levels. The literature, which covered three languages, English, Arabic and French, revealed that very few research has been carried out, showing unsatisfactory coverage of the topic. The thesis have attempted to bring about the outcome of varieties of reading on urban planning in the academic institutions of Saudi Arabia's main cities, viz., Riyadh, Dammam and Jeddah. The research can be regarded as the first that deals with the development of the territorial administration of Kingdom since 1926, even before the unification of the country in 1932 to date. The research aimed to highlight the potential improvements within the current planning system. It first analyzed the existing condition of the relevant planning issues at the national, regional and local levels. Zooming in the topic, Jeddah Province was taken as a case study. Applying comparative analysis the French experience was carefully studied as an essential part of the research. This part analyzed the evolution of the urban planning in France with particular emphasis on the roles and responsibilities of the various local authorities and decision makers who participate in the process of the urban, regional and national planning. As a conclusion, the research highlighted the similarities and the differences between the French planning system and methods and Saudi Arabia and the lesson learned. Finally, the thesis listed a number of recommendations for Saudi decision makers that would help to improve the planning system of Saudi Arabia in general and Jeddah Province in particular.

В работе рассмотрен финансово-экономический проект по созданию комплекса объектов для IT-компании на территории села Патруши (Сысертский городской округ, Свердловская область). Проанализирована территория расположения рассматриваемого земельного участка, рассмотрен мировой опыт создания объектов для IT-индустрии, сформирована концепция развития территории на основе разработанного мастер-плана. Сформирован бюджет проекта, рассчитаны показатели экономической эффективности проекта. В заключении сформулированы основные выводы и обобщены результаты исследования. / The master's thesis consists of an introduction, three chapters, a conclusion, a bibliography, and appendices. The work considers a financial and economic project to create a complex of facilities for an IT-company in the village of Patrushi (Sysert urban district, Sverdlovsk region). The location of the site has been analyzed, international experience in creating facilities for the IT-industry has been considered, a concept of territory development on the basis of the master plan has been formed. The budget of the project was formed and the indicators of economic efficiency of the project were calculated. The conclusion formulates the main conclusions and summarizes the results of the study.

L’objectif de la thèse est d’étudier l’insertion des agro-industries dans les territoires et surtoutleur contribution au développement local et régional. Nos recherches ont été effectuées dansle Delta et la basse vallée du fleuve Sénégal (région de Saint Louis du Sénégal). L’étude desentreprises (CSS, SOCAS et GDS) situées dans notre zone d’étude a mis en évidencecertains lieux stratégiques : le Delta et la basse Vallée (espace de production), la région deDakar et l’international comme espace d’approvisionnement et de commercialisation. Cesentreprises contribuent très peu au développement du Delta et de la basse Vallée. Le rôleprépondérant de Dakar au détriment de Saint Louis, les incohérences des politiquesfoncières et de développement régional ainsi que le contexte international et sous-régional(concurrence et fraude) sont autant de facteurs qui expliquent l’impact limité des agroindustriesdans notre zone étude. Notre étude révèle aussi que les prises de terrescristallisent particulièrement des tensions entre les agro-industries et les populations hôtes.D’où la nécessite pour les entreprises d’adopter la politique de RSE, mais aussi pour l’État,de réformer le foncier. La prise en compte des agro-industries dans les plans dedéveloppement local et régional est également une piste à explorer par les élus locaux. / This thesis aims to examine the integration of agricultural industries in the areas andspecifically assess then contribution to the local and regional development. Our research hascovered the Delta and the lower Valley of the Senegal River (the region of Saint Louis ofSenegal). The study of societies (CSS, SOCAS, GDS) located in this area has highlightedcertain strategic places: The Delta and the lower Valley (production area), the region ofDakar and the international market as supplying and marketing area. These societiescontribute very little to the development of the Delta and of the lower Valley. Among thefactors that account for the limited impact of these agricultural industries one can mention theparamount role played by Dakar to the detriment of Saint Louis, the inconsistencies of landand regional development policy as well as the regional an intercontinental context(competition, smuggling). This investigation has also revealed that the appropriation of landsparticularly causes time conflicting relations between agricultural societies and the localpopulations, hence the necessity for these companies to adopt the social responsibility ofcompany’s policy and to reform the land policy. The local councillors should also considertaking into account the agricultural companies in their local and regional development plan.

The paper investigates the future configuration of this phenomenon in urban expansion. Take as a case study the system of occupation and economic accumulation of municipalities located along the main connections of the Port of Santos to the areas of the Western Plateau (S?o Jos? do Rio Preto / Barretos / Ribeir?o Preto). We call this vector of occupation that occurs in the state of S?o Paulo "Paulista Great Diagonal". This new reality can change the territorial logic of cities as we know them so far. Il est bien connu que l'écosystème industriel territorial représente aujourd'hui un enjeu majeur dans les politiques d’aménagement du territoire. De ce fait, il constitue un système d’action où les différents acteurs impliqués utilisent des différentes approches et dont les objectifs ne sont pas toujours proches et les points de vue parfois conflictuels. Toutes approches confondues, un type idéal de tableau de bord incorporant des indicateurs et centré sur le pilotage de la performance émerge aujourd'hui de la littérature.Dans ce contexte, il apparaît l'importance du traitement de la problématique d'évaluation d'un écosystème industriel territorial et plus précisément l'évaluation de la performance d'un système de distribution dans une zone portuaire : l’hinterland. Ce sujet n'a pas été assez développé dans la littérature puisqu’il n’a pas été traité selon une approche pluridisciplinaire.Cette problématique est caractérisée par la forte liaison entre l'infrastructure de transport, le système territorial et les zones logistiques suite à l'échange des flux de marchandises dans le territoire à travers l'infrastructure de transport. L'apport théorique de ce travail se présente dans la démarche originale d'investigation qui met en contribution des approches théoriques différentes dans le but de comprendre et résoudre une problématique relative à deux systèmes complexes (le système logistique et le système territorial). Pour plus de clarté, ce travail s'agit d'une aide à la décision à travers la réflexion sur les solutions de distribution en intégrant les spécificités territoriales et non pas comme un outil d'optimisation des tournées ou de l'organisation logistique. / It is well known that the territorial industrial ecosystem is now a major issue in territory planning policies. As a result, it constitutes a system of action in which the various actors involved use different approaches and whose objectives are not always close and sometimes conflicting points of view. In all approaches, an ideal type of dashboard incorporating indicators and focusing on performance pilotage is emerging today from the literature.In this context, it appears the importance of the treatment of the problem of evaluation of a territorial industrial ecosystem and more precisely the evaluation of the performance of a distribution system in a port area: the hinterland.This subject has not been sufficiently developed in the literature since it has not been treated with a multidisciplinary approach.This problem is characterized by the strong link between the transport infrastructure, the territorial system and the logistics zones following the exchange of goods flows in the territory through the transport infrastructure.The theoretical contribution of this work is presented in the original investigation approach, which involves different theoretical approaches in order to understand and solve a problem related to two complex systems (the logistics system and the territorial system).For clarity, this work is a decision aid through the reflection on distribution solutions by integrating territorial specificities and not as a tool for optimizing tours or logistics organization.

А также приводятся инвестиционные расчеты по строительству детского сада, которые наглядно демонстрируют возможность улучшения ситуации с обеспечением населения социальными объектами в условиях дефицита бюджета за счет механизмов государственно-частного партнерства. / The master's thesis consists of an introduction, three chapters, conclusion, list of references and applications. The paper reviews the existing methods for assessing the sustainable development of the territory, types of indicators and scientific and methodological approaches to their development, as well as classification of material and intangible resources, analysis of the impact of material resources on the development of human capital and analysis of the level of use of organizational resources of the Sverdlovsk region. In addition, recommendations were prepared on the formation of a methodology for assessing the level of use of material and intangible resources for the development of the territory of the Sverdlovsk region. Also, investment calculations for the construction of a kindergarten are presented, which clearly demonstrate the possibility of improving the situation with providing the population with social facilities in the context of a budget deficit through public-private partnership mechanisms.
