NU ÄR DET SKARPT LÄGE : En kritisk diskursanalys av hur legitimeringar av besparingar representeras i kommunala pressmeddelanden

Den här studien syftar till att undersöka vilka strategier svenska kommuner använder för att motivera och legitimera besparingar som kommuniceras via pressmeddelanden eller officiella kommunnyheter. Det som analyseras är hur legitimeringar av besparingar representeras i kommunala pressmeddelanden, vilka röster och subjektspositioner som avbildas och hur sätts dessa i relation till varandra. Den syftar även till att undersöka på vilket sätt de legitimeringsstrategier och relationer bland subjektspositioner som identifierats i materialet bidrar till att reproducera maktstrukturer i samhället. Studien utgår från ett kritiskt  diskursanalytiskt perspektiv och baseras på pressmeddelanden och kommunnyheter  rån  sex svenska kommuner som behöver kommunicera besparingsåtgärder. Det teoretiska ramverket grundar sig  i  Webers  tre  typer  av  auktoritet:  traditionell,  laglig-rationell  och  karismatisk  auktoritet.  De  olika typerna av maktutövande  bygger på legitimitet och dess  rättfärdigande  egenskaper  stödjer  politisk dominans.  Studien  grundar  sig  även  i  Berger  och Luckmanns socialkonstruktionistiska syn på legitimering som en viktig faktor vid   konstruktion av verklighet. Utöver detta används legitimeringsstrategier från tidigare  legitimitetsteorietisk   forskningvägledande   vid  analysen   av materialet.  De  legitimeringsstrategier som observeras i materialet är rationalisering, exemplifiering, ansvarsutkrävande, moralisering, karismatisk legitimering och dramatiskt narrativ. Resultatet visaratt kommunernas ledning i sin diskurs prioriterar ekonomi framför välfärd och kan anses vara försvarare av den ekonomiska överordningen i samhället

A presente tese é resultado do estudo sobre as autoridades tradicionais no intuito de compreender o conceito de poder tradicional no século XX, especificamente nos distritos de Mandlakazi e Chibuto, em Moçambique. Baseia-se parcialmente em testemunhos orais colhidos em entrevistaspresenciais realizadasno ano de 2017 nos respectivos distritos aos grupos focais (líderes tradicionais), chefes dos líderes tradicionais, conselheiros, dentre outros.Baseia-se também em pesquisa bibliográfica e em documentação de arquivo. O objetivo foi observar as diversas formas de expressão do poder tradicional, desde os primórdios de sua existência, no período colonial e no período da construção do Estado nação. Foram analisadas diferentes situações históricas e as sucessivas alterações ocorridas com os representantes locais do poder, quando sua autoridade é colocada em posição subordinada primeiro às instituições vinculadas ao Estado português, e depois ao Estado moderno moçambicano. Em 1975, a construção do estado-nação, e o afastamento desta autoridade tradicional, não trouxe algo relevante na criação do homem novo, senão o desmoronamento das comunidades diante da política implantada pelo governo. Em 1992, a ideia de reconhecimento da autoridade tradicional se funde para coesão da sociedade depois da guerra civil (1977-1990), e para preencher o vazio administrativo. O governo coopta do poder colonial para se afirmar.A legislação deixou à responsabilidade da comunidade de legitimar a autoridade tradicional, nesse processo ambíguo resultante da competitividade política (FRELIMO -RENAMO) na democracia vigente. / The thesis is the result of the study of traditional authorities in order to understand the concept of traditional power in the twentieth century, specifically in the Mandlakazi and Chibuto districts of Mozambique. It is based in part on oral testimonies collected in face-to-face interviews performed in 2017 in the respective districts from focus groups (traditional leaders), chiefs of traditional leaders, counselors, among others. It is also based on bibliographic research and archival documentation. The objective was to observe the diverse forms of expression of traditional power, from the beginnings of its existence, in the colonial period and in the period of the construction of the Nation- state. Different historical situations and successive changes occurred with the local representatives of power were analyzed, when their authority is placed in subordinate position first to the institutions linked to the Portuguese State, and then to the modern Mozambican State. In 1975, the construction of the Nation-state, and the removal of this traditional authority, did not bring something relevant in the creation of the new man, but the collapse of the communities before the policy implanted by the government. In 1992, the idea of recognition of traditional authority was fused for the cohesion of society after the Civil War (1977-1992), and to fill the administrative void. The government co-opts colonial power to assert itself. The legislation left it to the community to legitimize traditional authority, in that ambiguous process resulting from political competitiveness (FRELIMO-RENAMO) in the current democracy.

The role of customary courts in the delivery of justice in South Sudan

This study examines the role of customary courts in the delivery of justice in South Sudan. In doing so, it analyses the legal background, the hierarchy and composition of the customary courts. The considerations behind the constitutional recognition of the customary law courts in the current constitutional dispensation and the jurisdiction of customary courts are limited to customary matters and only criminal cases with a customary interface. It is noted that the customary Judges do not only exercise judicial functions but also play executive and legislative functions which contravene the constitutional principle of separation of powers. Reconciliation and compensation are noted as the major principles applied in the customary law courts. Monáitaga úai – Palabra que se hace amanecer : el cambio en las formas de “gobierno propio” entre la Gente de Centro del medio río Caquetá, Amazonia colombiana

Depuis la fin du XIXe siècle, des dynamiques sociales diverses – holocauste du caoutchouc, colonie pénale, missions catholiques, présence d’institutions gouvernementales et non gouvernementales — ont reconfiguré les formes d’organisation sociale des habitants du moyen fleuve Caquetá, dénommés Gens de centre. Nous nous arrêterons en particulier sur l’effet de ces changements sur leurs formes d’autonomie. Avec la reconnaissance par l’État, au cours des années 1980 et 1990, des peuples indigènes en tant que minorités ethniques, surgit une dichotomie entre ce qui est « traditionnel » autochtone, par opposition à ce qui est « moderne », étant donné les processus d’acculturation et inclusion de ces groupes dans la société majoritaire. Dans le présent travail, on établit une comparaison des figures « d’autorité traditionnelle » et de « leader », une différenciation faite dans la région du moyen fleuve Caquetá. Dans un premier temps, on donne un aperçu théorique de la figure de chef dans les terres basses de l’Amérique du Sud et sa validité et pertinence dans la situation du moyen fleuve Caquetá. Puis, l’on présente comment se forme l’autorité traditionnelle et ses champs d’action. On montre, de la même façon, les différents processus qui ont donné lieu à l’apparition de la figure de leader et les espaces où celle-ci évolue. La relation entre les deux figures est à la fois contradictoire et complémentaire. Finalement, on expose, avec des exemples concrets, les rapports entre les Gens de centre et les institutions gouvernementales et la remise en question de l’autonomie accordée aux groupes minoritaires dans la Constitution politique de la Colombie de 1991. / The inhabitants of the Middle Caquetá river, called People of the Center, have experienced a series of varying impacts since the late nineteenth century –rubber holocaust, Penal Colony, catholic missions, presence of governmental and non-governmental institutions. These reshaped their forms of social organization. In this particular case, their forms of “self-government”. With the recognition of the indigenous people as ethnic minorities in the 1980s and 1990s, a dichotomy arose between what is “traditional” in relation to the indigenous as opposed to the “modern”, given the processes of acculturation and inclusion of these groups into mainstream society. In this sense, this work compares the figures of “traditional authority” and “leader”, as differentiated in the context of the inhabitants of the Middle Caquetá River. The first part is a theoretical revision of the figure of the chief in the lowlands of South America and its validity and relevance in the context of the Middle Caquetá River. Next, the context of formation of a traditional authority and its contexts of action are presented. Likewise, the different processes leading to the emergence of the figure of leader and the spaces in which it operates are shown. The relationship between these two figures is at once contradictory and complementary. Finally, some contexts that illustrate the relationship between the People of the Center and governmental institutions are considered. This leads to a questioning of the autonomy of minority groups recognized in the Colombian Political Constitution of 1991. / Los pobladores del medio río Caquetá, denominados Gente de Centro, vivieron desde finales del siglo XIX diferentes dinámicas –holocausto cauchero, Colonia Penal, misiones católicas, presencia de instituciones gubernamentales y no gubernamentales- que reconfiguraron sus formas de organización social; para este caso particular, sus formas de “gobierno propio”. Con el reconocimiento de los pueblos indígenas como minorías étnicas entre las décadas de 1980 y 1990 por parte del Estado colombiano, se plantea una dicotomía entre lo que es “tradicional” en relación a lo indígena, por oposición a lo “moderno”, dados los procesos de aculturación e inclusión de estos grupos a la sociedad mayoritaria. En este sentido el presente trabajo muestra de manera comparativa las figuras de “autoridad tradicional” y “líder”, diferenciación que se hace en la región del medio río Caquetá. En un primer momento se hace una revisión teórica de la figura del jefe en las tierras bajas de Suramérica y su vigencia y pertinencia en el contexto del medio río Caquetá. Acto seguido, se presenta el contexto de formación de una autoridad tradicional y sus contextos de acción. De la misma manera, se muestran los diferentes procesos que llevaron a la aparición de la figura de líder y los espacios donde se desenvuelve. La relación entre estas dos figuras es a la vez contradictoria y complementaria. Finalmente, se exponen algunos contextos donde se muestra la relación entre la Gente de Centro y las instituciones gubernamentales, contextos donde se pone en cuestión la autonomía reconocida para los grupos minoritarios, en la Constitución Política Colombiana de 1991.

L’évolution économique et sociale comparée de deux régions sénégalaises dans le processus de colonisation, décolonisation et développement : le boundou et le gadiaga, 1885-1980 / The economic and social evolution compared by two Senegalese regions in the process of colonization, decolonization and development : Bundou and Gajaaga, 1885-1980

L’évolution économique et sociale comparée de deux régions sénégalaise dans le processus de décolonisation : Le Boundou et le Gadiaga 1885-1980Ce travail est le diagnostic de l’évolution interne du Boundou et du Gadiaga (Sénégal oriental) dont les économies respectives n’ont suscité que peu d’intérêt pour le pouvoir colonial et les élites postcoloniales. Le processus et les mécanismes de leur marginalisation sont jusqu’ici mollement signalés pour ce qui concerne le Gadiaga et ne sont pas envisagés dans le cas du Boundou ; d’ailleurs, les travaux antérieurs sont exclusivement circonscrits dans la période de la domination coloniale, et n’établissent aucune "passerelle" entre les manifestations coloniales et postcoloniales de la marginalisation.Cette exclusion de l’économie globale du Sénégal en toute époque est la résultante de l’orientation des politiques économiques et de la faible opportunité offertes par les politiques publiques à certaines régions. Les facteurs de la marginalisation du Boundou et du Gadiaga sont pour ainsi dire d’ordre structurels (absence d’investissement digne de ce nom et de solutions économiques durables) et non conjoncturels. Sur le plan social, les conséquences économiques sont lourdement ressenties, avec la genèse de phénomènes tels l’exode rural, l’émigration massive et organisée de travail et le bouleversement des structures sociales, ce qui accentue à rebours le retard économique. Il se produit à terme une sorte de cercle vicieux de la marginalisation puisque l’accentuation du retard économique par les phénomènes sociaux, encourage les autorités publiques à différer les investissements, voire à y renoncer, en prenant parfois pour seul prétexte la régression démographique dont sont victimes toutes les "périphéries".La similarité de la situation économique entre le « temps partagé » colonial et le « temps propre » postcolonial et les comportements sociaux considérés comme leurs effets induits ne permettent-elle pas de dire que le schéma de gestion de l’État moderne du Sénégal est simplement le rejeton de la politique coloniale. / The economic and social evolution compared by two regions of Senegal in the process of decolonisation: Boundou and Gadiaga on 1885-1980This thesis is the analysis of the internal evolution of Boundou and Gadiaga (Eastern Senegal) whose economies have been little entitled to the colonial and postcolonial elites. The processes and mechanisms of marginalisation are so far softly reported regarding the Gadiaga’s area but this has not been considered in the case of Boundou, and indeed previous work exclusively restricted to the period of colonial domination and makes no “link” between the colonial and postcolonial manifestations of marginalisation.This exclusion of the overall economy of Senegal in many ways and any time is the result of the orientation of economic policies and low opportunities offered by public policies in certain areas. The factors of marginalisation of Boundou Gadiaga are basically structural order (lack of substantial investment and lack of vision and strategy on long run but weakness of sustainable economic approaches) and non-cyclical economic mechanism. Along the social aspects, the population undergoes heavily the economic consequences of the lackluster of the region, and the conditions entail the mass movement of population from rural to urban area (rural exodus) and the disruption of social structures, which increase the pressure of the economic on backwardness. It occurs on short run vicious circle of marginalisation since the accentuation of economic backwardness by social phenomena, encourages public authorities to push back investment’s programs or cancel it, by spotlighting the pretext of the declining population.The similarity of the economic condition between the “shared time” colonial and “owned time” postcolonial and the social behaviours considered induced effects does not allow the scheme management of the modern state of Senegal is simply the offshoot of colonial policy.
